hold meetings in Fredericksburg on occasion.
Topic: The Navy's Small Surface Combatant Task Force was established by CNO and ASN RD&A to
develop and assess alternatives for procuring a "capable and lethal surface combatant generally
consistent with the capabilities of a frigate". During this effort, the Task Force developed a new
approach to establishing and evaluating capability concepts ( i.e., alternative mission sets) for surface
combatants, including analysis to assess the force contributions of each. This analysis, tightly
integrated with Fleet feedback and senior Navy leadership input, provided a framework for developing
and evaluating combat system and ship design alternatives in terms of technical feasibility,
performance and cost. Dr. Burrow will discuss the process and methodology used by the Task Force,
as well as discuss the broader application of this approach to inform future requirements and program
decisions across the Department of the Navy and other services.
Business Meeting: A short INCOSE business meeting
will be held after the presentation to discuss and update on
Chapter initiatives and business.
The Speaker: Dr. Burrow
was appointed to the Senior
Executive Service in December
2004 and currently serves as a
Special Assistant to the Assistant
Secretary of the Navy (ASN) for
Research, Development and
Acquisition (RDA). In this role,
he leads critical acquisition
decision studies to provide
technical rigor for leadership
decisions on future capabilities.
In his previous role, he served as the Executive Director,
Marine Corps Systems Command (MCSC). As the
Executive Director, Dr. Burrow provides executive
direction and oversight of command-wide resources,
management systems and programs, and is engaged in all
aspects of ground equipment and systems acquisition for
the Marine Corps.
From 2006-2009, Dr. Burrow served as Deputy
Commander, System Engineering, Interoperability,
Architectures and Technology (SIAT) for MCSC. In this
position he led Marine Air Ground Task Force systems
engineering and integration efforts, ensured Marine Corps
systems interoperability with coalition and joint forces, and
managed science and technology planning and transition
for MCSC programs.
Prior to reporting to MCSC, Dr. Burrow served as
Department Head, Force Warfare Systems, for the Naval
Surface Warfare Center Dahlgren Division (NSWCDD)
from 2004-2006. During this period, Dr. Burrow also
served as the Naval Sea Systems Command Technical
Warrant Holder for Combat and Weapon Control Systems,
and Technical Process Owner for Navy Open Architecture.
Dr. Burrow earlier served as Director of Systems
Engineering for the Program Executive Office for
Integrated Warfare Systems (2003-2004), Division Head
for NSWCDD’s Maritime Defense and Surface Ship
Combat Systems Engineering Divisions (1997- 2003) and
Technical Director of the Navy’s DD 21 Technical Team
(1997-2001).
Dr. Burrow is a Certified Level III Acquisition
Professional in the Advanced Systems Planning, Research,
Development and Engineering (SPRDE) and Program
Management (PM) acquisition career fields. He has more
than 25 years of civilian service.
Dr. Burrow holds a Bachelor of Science in Mathematics
from the University of Mississippi (1983), a Master of
Public Administration from Virginia Polytechnic Institute
and State University (1997), and a Doctorate of
Management from the University of Maryland University
College (2009).

with the capable and highly
motivated Board of Directors.
As always, I want to thank each
of you and the 2014 Board of
Directors for your on-going
participation in your Central
Virginia INCOSE Chapter. I'm sure you've seen the news
headlines about tighter defense budgets. That shows why it
is now, more than ever, important that we continue to
network and explore ways for instilling better systems
engineering on our programs and projects. And we think
our organization is uniquely positioned to help with this
challenge. If you are not a member please consider joining
INCOSE. Once you have joined please consider ways that
you are willing to support the Chapter, whether it is by
attending meetings or volunteering for various tasks. Please
invite your friends and colleagues who might be interested
in attending our meetings. Also feel free and encouraged to
forward this newsletter to your colleagues and management
to help promote our Chapter.

Chapter will have some coffee cups with the new Chapter
logo imprinted on them for mementos for our meeting
speakers and for responding members, in the near future. If
you would like us to include you on this order, contact Paul
Fleming (see front page). The approximate (at cost) price
will be $11 if you pick the cup at a meeting.

Again, I want to remind the membership of the efforts that
go into organizing a meeting and the efforts of the speaker
to prepare his/her presentation. These dinner meetings can
only continue with your support. The Officers of the
Chapter will continue to arrange excellent program and the
Chapter will continue to greatly subsidize the cost of the
meal for all attendees.
I hope that you decide to support this engineering event, of
which there are only a few in Dahlgren. Also, I hope to
meet you and get to know you.

Science Fair Judges and Supporters: On March
13, 2014, the Chapter presented awards at the Virginia
Piedmont Regional Science Fair (VPRSF).
The awards consisted of a certificate and check. The first
place award was $100, the second place was $75 and third
place award was $50, along with Certificates. Dr. Dan
Vavrick, Director and Science Fair Committee Chairman
attended the Fair as judge.
