Key Messages:
 Current situation - As of 4 February 2015, 571 cases
of avian influenza A (H7N9), including 204 deaths,
have been reported in China (including Hong Kong).
Although the environmental source has not yet been
definitively determined, some of the confirmed cases
have been associated with exposure to infected live
poultry or contaminated environments, including
markets where live poultry are sold.

 Chinese New Year will be celebrated on 19 February
2015. It is also expected that during the month of
February the number of incoming passengers to
Australia from China will rise substantially. With the
anticipated increase in incoming passengers during
this period there is a possibility of cases of H7N9
presenting in Australia.
 H7N9 has been identified in patients with severe
pneumonia. Common symptoms include fever,
cough and shortness of breath.
 Advice for travellers to China: Travellers to countries
with known outbreaks of avian influenza should
avoid poultry farms, or contact with animals in live
bird markets and follow good food safety and good
food hygiene practices.
 Advice for returned travellers: If returned travellers
meet the testing criteria but have a less severe
respiratory illness, advice regarding further
management should be sought from the
Communicable Disease Prevention and Control
Section.

Advance Care Planning Community Forum

Prescribing Opioids and Their Replacements
The training consists of 2 parts and will provide GPs with the
skills required for accreditation to prescribe medication
assisted treatment for opioid dependence within the Victorian
regulatory framework.
Module 1 – Safe and Effective Opioid Prescribing
Changes to the Australian Childhood Immunisation
Register Reports to Assist the Identification of Due
and Overdue Children
This 2 hour session will provide information and strategies for
safer prescribing of opioids in chronic pain settings.
In December 2014 the Australian Childhood
Immunisation Register (ACIR) began the staged
introduction of one new ACIR report and the modification
of three existing reports. The reports are to assist
providers to identify children who are coming due or who
are already overdue for immunisations so that parents
can be encouraged to have their children immunised on
time.
To communicate these changes to immunisation
providers, the Department of Health has developed a
fact sheet that can be accessed via the Immunise
Australia website.

Chief Health Officer Alerts and Advisories provide
information to health professionals on issues relating to
public health and safety, while the Health Command
provides Alerts and Warnings to the health sector on
Code Red Days, for Severe Weather and for other threats
to the system.
The Victorian Department of Health and Human Services
want to ensure this information reaches the right people
at the right time. For this reason, they are asking all

Cultural Competency Training. This training will be delivered
by Robynne Nelson, a Yorta Yorta and Dja Dja Wurrung
woman and the facilitator of the Healing the Spirit
Consultancy.

National Home Doctor Service
The National Home Doctor Service will be launched in
Shepparton on Monday 23 February 2015.
The service will provide residents of Shepparton,
Mooroopna and Kialla with access to after-hours medical
care in the comfort of their own home or aged care
residence.
National Home Doctor Services will provide a report after
each visit to the patients usual GP by 8 am the following
day, to ensure continuity of care and follow through on
treatment if necessary. The service offers the community
a flexible, convenient option of after-hours medical
assistance, whilst also assisting to relieve some of the
pressure on hospital Emergency Department and
Ambulance services. The Doctors carry a range of starter
packs of common medications including antibiotics, so
treatment can often begin immediately. They do NOT
carry drugs of addiction.
All visits are bulk-billed to anyone with a Medicare card.
The service will operate 7 days a week, including public
holidays. It operates from 6pm Monday to Friday, with
bookings able to be made from 4pm onwards. Bookings
start at 10am on Saturdays and can be made all day on
Sundays and Public Holidays. Bookings can be made via
telephone on 13 SICK (that is 13 7425).
Practices can choose to have this number on their
answering machine when their clinic is closed and display
posters in their clinic.
Doctors who are Vocationally Registered or have General
Registration are welcome to apply to do some shifts if
interested.

Tuning into Teens Parenting Program
Primary Care Connect and headspace Shepparton
present a 5 session program for parents and carers of
young people aged 12-14 years to tune into your own and
your child’s emotions and respond more effectively to

Healthy Thinking: The Black Dog Institute & ANU
now recruiting for study
The Black Dog Institute, in collaboration with ANU, is
running a trial of an online automated self-help program,
“Healthy Thinking”. It has been developed using
evidence-based treatment programs that can alter
thoughts and behaviours. The main goal of the program
is to help users decrease the frequency and intensity of
their suicidal thoughts. The program also addresses
rumination and worry, aspects that contribute to the
distressing repetitive and uncontrollable thoughts that
many people experience. If you know someone who

Tackle the Issue: Ice, Alcohol and Other Drugs Forum
With the support of the Victorian Government and a number
of local community partners, the Australian Drug
Foundation’s Good Sports program is proud to be holding a
series of 19 forums around Victoria to help you learn how
your club or group can support members, families and the
whole community to prevent and tackle drug use. These
forums will be hosted by experts in drug prevention and
treatment who will help you understand practical ways that
can reduce drug problems and help clubs and groups to get
informed about what they can do to help reduce the impact
drugs have on their members, players, club and the whole
community.

In April 2012, the Victorian Government initiated a
landmark inquiry into the handling of child abuse
allegations within religious and other non-government
organisations.
The first priority of the Victorian Government has been the
immediate safety of children. The Victorian Government
has introduced three new criminal offences to further
protect children from abuse. Below are the recently

Sharing the Care Using cdmNet
On the 25 and 26 February, representatives from
Precedence Health Care will be visiting general practices
in the GVML area who interested in a demonstration of
cdmNet,
cdmNet is an RACGP clinically endorsed, cloud based
tool that supports GPs, practice nurses, allied health,
other care providers and patients to better manage of
chronic disease.
Basic cdmNet services can now be used at no cost to
medical clinics, health care providers or patients. Basic
services include care plan creation, shared electronic
health record (controlled by the patient in collaboration
with the GP), and support for patient self-management.
cdmNet fees are only charged if a practice wants to fully
utilise the cdmNet tool. Full use includes using cdmNet
billing support for Medicare rebates. Fees are still
minimal, with general practice cost-benefit analysis
indicating cdmNet supports increased income for
practices utilising the tool. Details of fees are available at:

Goulburn Valley Medicare Local is interested in facilitating
the introduction of cdmNet in the GVML region.

Refugee Health Resources
The number of refugees settling in Victoria is currently
around 4,000 people per annum in addition to the
unprecedented increase in asylum seekers on bridging
visas settling in the Victorian community, currently
estimated at around 10,000 in Victoria.
Victoria receives about one-third of all refugees and
asylum seekers entering Australia, more than any other
state or territory. The new arrivals often locate in places
that already have community members with the same
origins, history and/or culture.
Most refugees and asylum seekers have experienced
traumatic events such as physical and psychological
trauma or torture, deprivation and prolonged poverty,
periods in immigration detention and poor access to
health care, including limited access to immunisation. As
a result, many refugees have multiple and complex
physical and psychological health problems on arrival.

Decision Assist Workshops
Please be reminded that all Victorian-based refugees and
asylum seekers, regardless of Medicare status, are
eligible to receive funded vaccines as per the Free
vaccine Victoria - criteria for eligibility. Every health care
encounter provides an opportunity to assess their
immunisation needs and offer catch-up vaccines, as
recommended.
This workshop is part of a training package which aims to
improve palliative care and advance care planning services
offered to older Australians covering the range of processes
involved in meeting end of life care needs – from how best to
initiate the important conversations that need to be had, to
developing an appropriate advance care plan, understanding
legal frameworks, and implementing a comprehensive model
of palliative care.

National Bowel Cancer Screening Program Report
Available on Medical Director and Best Practice
GPs can now upload the National Bowel Cancer
Screening Program (NBCSP) GP Assessment Report
template to Medical Director or Best Practice software
systems. The template will automatically populate the
patient’s details providing complete information following
a positive FOBT result through the program.
On
completion, the form is submitted to the NBCSP Register
with an associated payment of $7.70.

The World Health Organization (WHO) Western Pacific
Regional Office has advised that the date for the 2015
Immunisation Week is the 24 April to 3 May. The theme for
the 2015 Immunisation Week is “Vaccination is everyone’s

Dr Nick Wood is a General Paediatrician at The
Children's Hospital at Westmead and a Senior Lecturer
at the University of Sydney. He has an NHMRC postdoctoral fellowship to examine maternal and neonatal
vaccination. He conducts a clinic for children who have
had adverse events following a vaccination.

Invitation to International Student Sexual Health Network
The topic of the sexual and reproductive health of international students in Australia has become increasingly important
due to data revealing issues such as high rates of unplanned pregnancies, terminations, and sexually transmitted
infections among this population, as well as issues of gender identity, domestic violence, and other issues related to
sexual and reproductive health. These international students include but are not limited to university, TAFE and ESL
students (e.g.: on visas 570, 572, 573, 574)
A group of providers have come together to establish a professional network of organizations and institutions in order to:


share information on current research, programs and policies addressing these issues
look for opportunities to network, coordinate, and collaborate
Since there are organizations working on these issues in the international student population throughout Australia, to begin
with this network will meet primarily online, with discussions of further opportunities to meet in person, perhaps at
significant conferences where many organizations may be present.

During this first meeting we will discuss what organizations are currently doing in terms of research and data collection
related to the sexual health of international students. This could include quantitative data (eg: termination rates for
international students) and qualitative data (eg: interview data from students about experiences related to sexual health).

You will need to have Java installed on your computer (free on the web). It is also helpful to have headphones with a
microphone so you can join in the conversation (there is also a chat window). To load the online classroom the first time
