Why are these parking restrictions being advertised for a second time?
During the first advertisement of this permit scheme, a response was taken as an objection
and therefore the scheme was not progressed with last year’s Spelthorne Parking Review.
However, it has since been established that this response was not intended to be an objection
and therefore we are advertising this scheme once again to establish opinion.
When do the restrictions apply?
8.00am to 6.30pm Monday to Sunday (7 days a week).
Who is eligible for a permit and where can they park?
Any property within Horton Road can apply for a permit and they can park either in the permit
area marked on the enclosed plan or outside of this area in the unrestricted section.
What do I do about guests, visitors and workmen?
Each household is entitled to a maximum of 120 visitor permits per annum. These cost £2 per
permit and can only be used on one day and must be displayed in the visiting vehicle.
However, these are only needed if they are to park within the permit area during the times of
operation.
What about blue badge holders?
Blue badge holders can park within the permit area as long as they want with their blue badge
on show.
How much do permits cost?
Resident Permits are valid for a year at a cost of £50 for the first permit issued to a household
and £75 for any subsequent permits.
How many permits can I have?
The number of resident permits that can be bought would be the sum of the number of
vehicles you have registered to your address minus the number of off street parking spaces
you have. For example, if you have 3 cars and 1 off street parking space then you can apply
for up to 2 residents permits.
Can any type of vehicle have a permit?
Only vehicles of a type and class detailed in the parking orders are eligible. Generally these
are passenger vehicles, motorcycles and goods vehicles less than 5 tonnes, maximum gross
weight.
What do I do about carers?
Carer’s permits can be bought for £10 per annum and can be issued to any visiting carer.
Some medical based carers will have an operational permit in their car already which exempts
them from the restrictions.
How much does a replacement permit cost?
If you lose your existing permit or change your vehicle you will need to pay an administration
fee of £15 to replace your permit.
What if I can’t find a parking space?
We think that most of the time there will be enough spaces for residents and visitors through
the course of the day, however, if you can’t find a space you will need to find an alternative
legal parking space elsewhere, for example in a public car park or a non restricted area.
What do I do if I get a Penalty Charge Notice?
Civil Enforcement Officers (CEOs) employed by Spelthorne Borough Council’s Enforcement
Team are employed to carry out regular patrols. As with all drivers, residents need to park
legally. If they receive a penalty they need to follow the instructions on the reverse of the
Penalty Charge Notice.
Who does what?


Surrey County Council is responsible for the regulations under which the scheme is
implemented and the rules governing the issue of permits.
Spelthorne Borough Council manages enforcement of the scheme and administers
permits on behalf of Surrey County Council.
