About the Conflict Transformation Programme:
Oxfam’s vision to conflict transformation is to transform cultures of violence into cultures of peace. The goal is
to work holistically based on a thorough conflict analysis to identify and address key driving factors of the
conflict in a strategic manner (targeting the key people and the general public) based on Oxfam and its partners
added value. In Pakistan context, Oxfam is working “on” conflict to address such key driving factors of the
conflict.
Oxfam has opted for a form of conflict transformation in Pakistan in which it wants to influence the key driving
factors that cause and maintain violent conflicts. This means that in addition to direct violence, the underlying
inequality and powerlessness of many groups (cultural violence), and the ideas and laws maintaining this
inequality (structural violence’) need to be addressed. Such a form of conflict transformation fits with Oxfam's
mandate. Safety First project aims at deepening knowledge of existing country level work in the area of police
reforms and to integrate it into existing programmes of Oxfam Novib.
Main Task and Responsibilities:











Ensure effective implementation of the project;
Contribute towards documenting lessons learned from the project and future programme development;
Follow up on national and regional conflict assessment;
Ensure effective linkages between conflict analysis findings and effective programming to ensure conflict
sensitivity and strategically addressing key driving factors;
Work in coordination with MEAL staff towards development and implementation of MEAL strategy for the
programme
Work with other Advocacy and communication staff towards development and implementation of advocacy
and communication strategies for the project
Support to country team in the identification of new opportunities (i.e. programmatic, cooperation and
funding) to extend the conflict transformation activities at national level;
Provide regular input to country team and Communication officer to ensure the visibility of the conflict
transformation work;
Coordination with key stakeholders of Oxfam affiliates to promote Novib’s approach to conflict
transformation;
Representation of Oxfam at relevant regional meetings/conferences;
Provide support in project implementation under Peace My Right campaign/ MFS funds.

Required Qualification and Experience:
Essential
 Master degree in international relations, political science, human rights, peace and conflict studies or any
other relevant subject;
 Working experience of min. 5 years, preferably knowledge and practical experience with conflict analysis
methodologies and tools as well as do no harm/conflict sensitivity ;
 Knowledge of reflecting on peace practices a strong advantage and working experience with MEAL;
 Good understanding of core concepts of conflict transformation, gender and human rights;
 Excellent communication skills;
Desired
 Experience with lobby/advocacy work;
 Experience of working in multi-cultural teams;
 Strong networking skills
 Experience in bringing together citizens and government especially police around peace issues
 Experience with facilitation and moderation
