1. Establish the waste water system at Curio Bay expediently
2. Introduce a bylaw to stop freedom campers at Waikawa Domain - I believe the proximity of the Waikawa
Domain is too close to the camping ground at Curio Bay and is having a negative impact on the managers of
the camping ground from the loss of revenue of 30+ freedom campers who are opting to stay ayt Waikawa
free of charge and then trying to use the camping ground facilities (which are for campers only) There is also
a cost to Southland ratepayers for the extra water cartage to maintain full water tanks for the toilets , hall and
fire fighting and the extra costs involved with the necessity of providing a skip for all the rubbish that is
being generated by the freedom campers.

As part of the Infrastructure policy I think it is really important that for long term sustainabiliy of the airport
that a reasonable amount of funding is allocated to some intensive marketing of the property. This will help
all parties in the long term.
Key factors are that unless the airport is marketed successfully then business and activity and hence revenue
will not grow for the airport. Some clearly defined areas of growth need to be identified with funding
through SDC or Venture allocated to ensure the airport gets the maximum exposure to potential users and
doesn't miss opportunities that are available. Whilst it is a rare airport that makes significant revenue for
itself, the key aspect of making the airport a business hub bringing new employment to the area as well as a
tourism hub bringing more tourists to enjoy Lake Te Anau and Lake Wanaka should not be lost. We have a
great facility that nobody knows about. If you would like me to come and discuss I am more than happy to
although I feel that Ian Marshall has knowledge of where the airport is at and could answer any questions
regarding this.

I would have preferred not to write under heading "other feedback" at the end of this survey, it is not a
particularly positive welcome for me to attach my ideas, and it is not in blue which makes me think that you
dont think this is as important as the objectives you are steering people to make decisions on. Maybe "Your
ideas on a better southland" as the title would be better.

Comment:
I would like to float the idea of renaming Te Anau, Lake Te Anau and Manapouri, Lake Manapouri. Whilst I
appreciate the magnitude of the issue doing it on a worldwide scale, could it be an undertaking that
Southland and its residents will always refer to the town as such? We are really struggling with our identity
as a destination and by the whole community adding lake in front of the town names we are spreading the
message that we have beautiful lakes far and wide.

Comment:
Te Anau Support Groups, It is imperative that Te Anau is given more support for local businesses,
employment opportunities and community groups. A small breakfast group has been set up for business
people to interact as well as a group "Lets Go Te Anau" a social capitalist group trying to increase the
enjoyment and prosperity of every local resident in some way. It would be good to have more support
locally for us to help put together ideas and submissions to help increase employment and enjoyment of the
area year round. Some professional input from the council to assist us in this area would be gratefully
received.

Comment:
My submission is in support of the proposed Blackmount Community Centre Rate.
The recent closure of the Blackmount school has meant the community has lost a focus point, that was at the
heart of the community. Many believe the on going use of this modern school building as a community
centre will go a long way to filling the gap left by the school closure.
The Blackmount community have over the years proved their ability to fund and maintain these types of
assets. The pool being a good example.
A rate is a logical way to evenly fund some of the running costs , and I believe supported by the majority of
families in Blackmount.
A rate has the added advantage to the community of offering a small but dependable flow of funds towards
the on going maintenance of the building. Historically in Blackmount these funds have had to be raised
through large fundraising events or public funding. These events will continue but the addition of rate
income will offer more certainty and reduce the need for fundraising.
The existing hall is in it's twilight years and will need some significant expenditure before long. It is a
opportune time to replace it with the modern low maintenance school building.

The Otara Haldane & Haldane Curio Bay Roads in particular are frequently travelled road by Kapuka
Heenans Transport & Waikawa Freight trucks servicing the local community with rural transport and freight
requirements.
Because these roads are a busy tourist route, our drivers are and require to be extra vigilant when it comes to
other motorists on this stretch of road, in particular international tourists. From our drivers’ encounters, it
appears many of the motorists have little to no driving experience on gravel roads and we have experienced
numerous near misses.
My major concern with these roads is the potential safety risk to staff members and fellow motorists’. I
strongly recommend for the councils to proceed with the proposal to fund the sealing of this tourist sensitive
road. I feel this would be beneficial to all; it will make it more user friendly to all drivers, in turn giving a
better driving experience to international tourists and makes it a safer environment for all.

I think there needs to be a lowering of licence fees for On- Licence, Off-Licence and Managers
Qualifications. Fees have recently increased for know good reason. It is well known that the majority of
alcohol harm in the community is caused by drinking at home, yet responsible establishments are paying
more and more compliance fees. This is potentially forcing licenced establishments to increase the cost of
alcohol; sales and making it even cheaper for people to drink at home where they are not supervised. Te

Anau is a tourism town and licensed establishments should be encouraged to stay open and serve food and
drink at reasonable prices. Lowering licence fees would go a long way.

Proposed Blackmount Community Centre Rate:
In my view the proposed Blackmount Centre (school) is a wonderful idea and I support the rate for the

ongoing operation of same. The centre (school) is a warm, comfortable, relatively new, low maintenance
building with a modern kitchen in close proximity to the tennis courts, playground and swimming pool and
will certainly be used and appreciated by the local community..

The Edendale Wyndham Community Board does not support the proposal to align the Edendale Swimming
Pool rating area boundary with the Edendale Wyndham Community Board boundary.
There is a need to adjust the Pool Rating boundary where it overlaps some properties that are inside the
Gorge Road CDA but extending it, particularly in the south eastern area of the Community Board, will
include properties in the Fortification district that are in the Tokanui Community of interest and support the
community pool in tokanui

However I own and run a business that is impacted by SDC decisions so am making feedback around that.

My submission is about freedom camping and the impact the failure to manage freedom camping properly
has both on my business and many others around Southland.
I support freedom camping where there is some relevant interesting scenic point or wilderness area.
However the SDC by allowing free camping on public domains for no other reason than providing
somewhere free for people to stay is against the spirit of what freedom camping should be about.
Licensed holiday parks are required by statute to observe both national govt legislation and local body
legislation and the cost is considerable. In the case of our business it costs us around $2.20 per campervan to
pay all the costs placed on us buy our council. We employ local people and support local business and the
total spend into the local economy is huge. When a local authority allows people to camp for free on council
reserves we not only get any return from the stay but we also have to subsidise the cost through the rates we
pay. If there is a good reason fair enough but when its just to offer a choice between people paying or not
paying council should go through a clear and transparent process that balances the costs and impacts to those
of us who are prepared to invest our own money to operate a business in their jurisdiction. Presently
decisions seem to be haphazard and made dependant on who lobbies the longest and loudest.
We have to go through the resource consent process, building consent process and are subject to regular
inspections by the councils environmental health departments. Yet it seems councils are happy to turn a
blind eye to all the requirements forced onto commercial operators when it comes to allowing camping on
their own reserves which is not good enough. If there is a requirement for commercial operators to have to
provide accessible facilities why can a council then think they don't apply just down the road?
The other issue that is now coming to light is the places we could once enjoy a quiet Sunday afternoon
visiting are now crowded and the public toilets are usually overflowing with excrement. (again interesting
that councils have a ratio of toilets per person for commercial camps but don't care when it comes to their
own reserves) . Monkey Island is becoming a ghetto of crowded campers over the summer and on our last
visit we had to put up with the drone of a portable generator for the whole time we were there. Interestingly
pulled down onto the beach so the campers didn't have to listen to the noise.
The other issue that will raise its head is around H&S. Council owns and administers the reserves and if a
fire breaks out and its found campers were camping closer than the required 3 metre separation we will then
be in the position of having to fund expensive legal battles around liability.
Its a growing business made worse by the advent of smart phones where people can load up places to visit
for free and the information is now freely available.
My suggested solution is that council recognises the value the commercial operators bring to the local
economy and balance that with the demand of those who want to travel around NZ for free. That council
goes through a proper process for any area they consider is suitable for freedom camping and if it is closer
than 25 kms to any commercial operator that involve that operator and give them the opportunity to engage
fully in the process. If the are is outside the 25kn area that council limits the number of campers based on
both the available public facilities and the requirement to be self-contained. Each area that is seen to be
suitable meets some pertinent points around why freedom camping should be able to be allowed such as
points of natural beauty, fishing spots or wilderness areas. The freedom camping is allowed for those reasons
rather than a perceived need for free camping which is far to often the case presently. And that numbers be
limited to balance the freedom camping with other users such as day trippers and picnickers. For instance
Monkey Island where freedom camping is impacting other users as both parking and public toilets are
compromised by the campers.
Most holiday park owners are working to hard to have time engaging with councils when it comes to long
term planning and councils should recognise that. Our focus is on high value and showcasing the region, not
just making money as some think. I can supply further documentation on what holiday parks bring to the
Southland economy if required and its many millions of dollars. That spend comes from people being told
where to go for a meal, what attractions they should visit and where they can shop. It does not come from
those who choose to spend weeks at Monkey Island expecting councils to clean up their mess and supply
toilets for free.
I have no hesitation in saying I have some interest in seeing a more regulated approach to what is presently
getting out of hand for several reasons.

We currently have a minimum of 150 people using our footpath outside school each day which presently is
not paved and we have had several accidents with pre-schoolers, school children and parents who have hurt
themselves (only minor so far) due to the uneven nature of the footpath. It has been the only item not
addressed on our Health and Safety Hazards Register and it was noted by ERO as an issue. Using you
roading model as an example, this is the most used piece of footpath in Wyndham by far and has been
identified as a major hazard by us at school. We would really appreciate this being addressed as it is a major
issue for us, thank you.

A walkway or cycleway between Edendale and Wyndham to enable better use of the joint facilities - ie,
swimming pools, school access, being able to bike to Menzies College from Edendale safely, enable workers
to get to Fonterra safely from Wyndham. The road between the two small towns is very busy and narrow so
it is currently unsafe to bike or walk between the two. Having a cycle/walk path would enable those who

Comment:
We are a group of twenty-five Year Six pupils aged 10-11 years. We would really love to see a cycle track
built between Edendale and Wyndham, with a bike/footbridge over the river (or attached to the side of the
bridge). The 5km of road is very narrow, with a lot of heavy traffic such as milk tankers, logging trucks and
tractors, as well as having a bridge with no footpath on it to cross the Mataura River safely. We do not feel
safe cycling along the road or over the bridge but would love to be able to safely cycle to Wyndham to get to
the shops, library, museum, sportsgrounds, Menzies College (where many of us will be pupils during the
next five years) and to visit friends or family such as grandparents at the rest home. A lot of older people are
taking up cycling too and a well-built cycle track would make it easier and safer for all cyclists to travel
between the two towns - it would encourage people of all ages, and perhaps from all sorts of areas, to bike
along and see the sights AND it would encourage people to take more exercise. A lot of people would also
use it as a safe walking or running track too! The track would be really positive for people of both towns!
Help get people to be more active - maybe, once the track is complete, there could be an annual Town to
Town bike/run/walk event?!

We believe that ratepayers should have the ability if they wish to be able to repay these loans if there
situation changes over time. Some of these rate payers have large amounts of money to be repaid quarterly,
and if they are fortunate enough to be able to make some early repayments they should be able to do so.

Getting this portion of road sealed is vital. Over the winter season and early spring there are still numerous
accidents that go unreported. With tourists frequently turning up on our doorstep having had issues on this
road. Especially with our shorter days over the winter, tourists get caught out all the time. There would be
very few roads in the world where people travel that are still gravel, I can completely understand the
difficulties tourists face driving on this surface, which must be completely unfamiliar to them.

You must continue to look after your roads by insisting that vegetation and trees/hedges are not overhanging
roads. This must be policed more prudently. This vegetation is damaging the roads by forcing traffic out into
the middle of roads, especially gravel roads. The shading of these areas in winter, needs to be corrected.
Efficient grading of roads back to the water table is extremely important, where this has been done it has
made a huge difference on the gravel roads.

Re: Formation of a Southland Safe Community Group
We request that Gore, Invercargill and Southland Councils consider in their long
term planning utilising budget from administration costs to contribute to the
employment of a Co-ordination role for the Southland Safe Community Group.
The Invercargill/Southland Family Violence Focus Group*(I/SFVFG) discussed this
topic at their monthly meeting on the 15th of April, 2015. Participating members
indicated they strongly support an interagency approach and are willing to
participate in areas of common interest.
I/SFVFG is made up of 20+ key government and community organisations with
an interest in the prevention and early intervention in family violence while
supporting those involved in response and recovery.
