2015 Asian Championship - Youth Chess Suwon Korea 3rd August to 11th August 2015 Categories for Open and Girls under 8, 10, 12, 14, 16 and 18 Organizer: Korea Chess Federation 1. Invitation Korea Chess Federation under the auspice of Asian Chess Federation have the honour of inviting all FIDE affiliated Asian National Chess Federations to participate in 2015 Asian Youth Chess Championship (U8, U10, U12, U14, U16 & U18 Open and Girls) in Suwon Korea from 3rd August (arrival) to 11th August (departure) 2015. 2. Participation 2.1 Invited (official) players: Every Asian National Chess Federation can register one official player in each category (under 8, 10, 12, 14, 16 & 18 years old, Open and Girls) totaling a maximum of 12 invited players. Also the players placed 1-3 in the 2014 Asian Youth (and Cadet) Chess Championship shall have the personal right to participate. No replacement from other categories can be made in case there is no official player in one category. 2.2 Additional (extra) players: Up to 5 additional (extra) players can also be registered in each category by each National Federation. Extra players are responsible for their own costs. 2.3 The players must be below the respective age on or before 1st January 2015. 3. Registration and Entry Fees 3.1 The registration form must be completed for all players, accompanying persons and the head of the delegation. 3.2 The registration form must be filled and returned to the Organizers by the National Federations no later than 9th June 2015 . A copy of passport and an ID photo (in JPG/JPEG format) must also be sent to the organizers by the date. 3.3 An entry fee of 75USD is required for all official players and 150 USD for all extra players. The entry fee includes participation in “World Youth Mind Sports Games” chess events 8th~9th August. The entry fee is not refundable. 3.4 A registration fee of 100USD must be paid by all players (official and extra), every accompanying person and all other members of delegation including the head of the delegation. 3.5 The registration fee includes Accreditation Badge and transportation from the airport to the official hotel (3rd August) with return on the departure day (11th August). 3.6 Late entries after 9th June will be subject to availability and at the discretion of the organizers. Late entries after 9th June, if accepted by the organizers, have to pay extra registration fee of 50USD. 3.7 The National Federation of the respective participants must send the amount to Korea Chess Federation’s bank account, which is stated at the end of this regulation. 3.8 Players will not be paired until all payments have been settled. 3.9 All travel expenses must be paid by the participants or their National federations. 3.10 Players may not be paired if they do not arrive at the official venue before the scheduled start of the technical meeting. 4. Venue and Accommodation 4.1 The championship will be played in Kyung Hee University. Accommodation and full board will be provided by the organizers at Kyung Hee University Youth Hostel in Suwon (30km South from Seoul). 4.2 All participants and all accompanying persons are obliged to lodge at the official accommodation. Bookings of the official accommodation for the event must be done through the organizers only. 4.3 All official players, 1 player per country in each category, the players placed 1-3 in the 2014 Asian Youth (and Cadet) Chess Championship and 1 head of delegation per country are entitled to free full board and lodging for 8 nights starting from 3rd August to 11th August at the official hostel. 4.4 All extra players and all accompanying persons must pay the cost for full board and lodging 80USD per person per day. 4.5 4 or 5 star hotels will be available at the cost of 150~200USD per person per day in a twin room and full board bases. This price includes daily transportation cost of to/from the hotel and the playing venue. Even the invited players and the head of delegations will have to pay the full price. Exact price and details will be announced later. 5 Tournament regulations 5.1 The championship will be 9 round Swiss. Sections with 11 ~ 16 players will be 7 round Swiss. Sections with 10 or fewer players will be played Round-Robin or merged with other sections. 5.2 Rate of play will be 90 minutes for the whole game plus 30 seconds increments for every move. 5.3 The Championship will be FIDE rated and shall follow the FIDE Law of Chess. 5.4 FIDE Tie-Break system will be used. 5.5 All Players are obliged to wear uniforms that represent their national federation and/or the national flag. 6. Prizes 7.1 Trophies and medals will be given to top 3 players in each category. 7.2 All players will receive a certificate of participation. 8. Appeals and Appeal Committee 8.1 The organizing committee will nominate candidates for appeal committee members at the technical meeting. Appeal Committee members will be appointed with the approval of the heads of the delegations at the technical meeting. 8.2 The appeal committee will be formed with 3 members and 2 reserves, all of whom must have different nationalities. 8.3 Players or the head of delegation on behalf of the player may lodge an appeal against the decision of the chief arbiter. Only the player him/herself and the head of the delegation may lodge an appeal. The appeal must be made in writing and presented to the member of the appeal committee within 30 minutes from the end of the game. A deposit of 100USD must be accompanied with the written appeal. If the appeal is successful the deposit shall be returned. If the appeal is turned down the deposit shall be retained by Asian Chess Federation Treasury unless the appeal members decide otherwise. 9. Visas Information 9.1 Invitation letters for visas will only be provided to those who have sent Passport Copy, ID photo, completed registration form and all payments of registration, entry fee and accommodation costs to Korea Chess Federation by the deadline of 9th June 2015. 10.
