ADVANCED BORDER MANAGEMENT SOLUTION The Challenge One of the challenges facing immigration authorities today is the increase in travellers, but financial and space restraints are limiting their ability to adapt using human resources. This is resulting in travellers facing long queues and wait times. The majority of these travellers are “Low Risk” and not “Persons of Interest” to the immigration authorities. The Strategy The strategy is based on sorting all travellers into three categories: “Low Risk”, “Unknowns” and “Persons of Interest”. Strategy: • Process a greater number of travellers faster with equal or better security than is in place today. • Increase the number of “Low Risk” travellers and have reduced border crossing times (e.g. dedicated lanes or eGates) for this classification. • Move as many travellers as possible from the “Unknowns” categories to the “Low Risk” classification. This strategy leaves more time for the immigration officers to focus on the remaining “Unknowns” and “Persons of Interest” travellers. The Solution By accessing data and images in other systems (e.g. Civil Registry, Passport Office, Visa systems, Other ID systems) BMS can verify the identity of the Low Risk travellers very quickly with enhanced security. By utilizing APIS data, BMS can assess and classify all travellers before they arrive. All arrival data is processed by the Risk assessment module which will provide a score for each traveller by using key data fields from the traveller record to assess potential risks which input to the decision-making process. By building a comprehensive secure watch list within BMS there is no dependency on the network infrastructure or other external systems. Interfacing with the local Police AFIS at secondary inspection enables the immigration officer to run queries for “Persons of interest”. 2|P a g e Figure 2-1 Integrated Border Management Solution 1.1 IMPLEMENTATION STRATEGY Nationals (Passport and National ID Document holders): • Create a “Valid” document (National ID and Passport) lists consisting of issued documents that have not expired or been reported lost, cancelled or stolen. • Have a comprehensive Document watch list of documents reported lost, cancelled or stolen. • Import images (e.g. facial and/or issued Documents images) and MRZ data for those Documents on the “Valid” document lists. • BMS will compare the data from the presented Documents to the database stored data for a match and display the images for the immigration officer to review. APIS: • APIS includes receiving of arrival and/or departure manifests (crew and passenger) by BMS for automated processing. This processing includes check of all passengers against watch lists, risk assessment module and valid document lists. Persons of interest are automatically flagged for referral to secondary inspection and unknowns travellers are evaluated by the risk assessment score which will be available to the inspection officers. Document image capture: • For every traveller, BMS will capture and store 2 images of the travel document (e.g. first and last border crossing). If the traveller uses different travel documents, the same process will apply to each travel document. Back office functionality will allow an immigration officer to link travel events for the same individual travelling with different documents. Police AFIS: • 2. BMS will have the functionality at secondary to submit biometric queries to the existing Police AFIS. CONCLUSION By utilizing our flexible and scalable BMS platform with smart rules engine technology 3M can provide a cost effective, “Low Risk” and practical solution that will meet the needs of the Passport Office for years to come. The scope of supply includes all specialized and off the shelf hardware and software, customization of the Border Management System (to achieve the functionality described herein) as well as the integration, installation, training, maintenance, and consultancy. 3|P a g e
