'r. CITY (5PWW6b- BLANCQ 51212013 to 519 612013 I nv. # - 1091 Paqe 4 of 6 PSI and a free chlorine residual of 0.27 mg/L. Water was sampled from the Canyon Lake WSC ground storage tank and indicated a free chlorine residual of 1.37 mg/L (May 16, 2013). No issues were noted with disinfection residual or water pressure requirements during the CCI. The City of Blanco appeared to be compliant with the TCEQ's minimum water system capacity requirements as listed in 30 TAC §290.45(b)(2). The water system appears to provide 100 gallons per connection of elevated storage for most of the distribution system, with the exception of the Cielo Springs area (separate pressure plane). The City of Blanco has a portable generator with "quick connects" that can be used in case of emergency. Between the months of January 2012 and April 2013, the City of Blanco Water System had an average daily demand of 0.38 MGD and a maximum daily demand of 0.610 MGD on April 2, 2013. Five potential violations were noted during the CCI at the City of Blanco. The issues included: 1) failing to rotate the distribution chlorine samples throughout its eight sites as listed in the monitoring plan, 2) failing to provide the Croft Funeral Home with an air gap or a reduced-pressure principle backflow prevention assembly, 3) failing to perform an annual inspection of the Cielo Springs pressure tank, 4) failing to keep records of the accuracy checks of the manual disinfectant residual analyzer - every 90 days, and 5) failing to check the benchtop turbidimeterwith standards each time a series of samples is run. Mr. Cantrell was made aware of these violations at the conclusion of the records review on May 2, 2013. During the second visit to the City of Blanco on May 16, 2013, it was noted that actions had been taken to correct Violations 1, 3, and 5. Those three violations were therefore considered to be resolved at that time. Mr. Cantrell indicated that he needed additional time to correct the issues noted in Violations 2 and 4, The City of Blanco submitted documentation on June 3, 2013, indicating that the other two violations had been corrected as well. The City of Blanco was sent a final letter indicating that all violations had been resolved following the current investigation. Recommended Corrective Action: To achieve compliance, the City of Blanco shall ensure that a reduced pressure principle backflow prevention assembly is installed at the public water system connection to the Croft Funeral Home. The City shall send documentation indicating compliance with this requirement to the TCEQ Austin Region Office by the compliance due date. Recommended Corrective Action: To achieve compliance, the City of Blanco shall perform an annual inspection of the Cielo Springs pressure tank and submit documentation indicating compliance with this requirement to the TCEQ Austin Region Office. The system treats surface water obtained from the Blanco River and also purchases treated water from Canyon Lake Water Supply Corporation (WSC) as its sources of water, The surface water treatment plant (SWTP) Is located on the river at lois Fulcher Street in the City of Blanco. Three alternating raw water pumps, rated at 35a gallons per minute (GPM) each, pump water to the surface water treatment plant. Potassium permanganate is injected into the raw water intake line, primarily to reduce the formation of disinfection byproducts. Alum (for coagulation), and gaseous chlorine (for disinfection) are injected as water enters the clarifier. The system can also add lime if needed to increase pH. From the clarifier water flows to two gravity-fed, dual-media (anthracite/sand) filters. Filtered water then flows to an 85,ooo-gallon (o.o85 million gallons [MG]) cleat-well at the plant. Two goo GPM transfer pumps convey water to a 0.5 MG ground storage tank at the plant site. Two 5 0o GPM pumps convey water from the plant ground storage tank to 0.2 MG standpipe on Mesquite Street. The top 2o,aoogallons of the standpipe is considered to be elevated storage. Two 50o GPM service pumps at the Mesquite Street site convey water from standpipe to the o.i MG elevated storage tanks site. Water gravity flows from the Standpipe and elevated storage tank and provides pressurized water to most of the distribution system customers. Water flows to a 0.03 MG ground storage tank at the Cielo Springs site, and then two 8o GPM service pumps convey water through one o.oo16 MG pressure tank to the Cielo Springs distribution system. The Cielo Springs plant also has one additional pump that is used for fire flow purposes. The City purchases treated water from the Canyon Lake WSC at a rate of o.536 MGD or 372 GPM. Treated water from Canyon Lake WSC enters into a t.o MG ground storage tank at the Stallion Station, near Stallion Estates Drive. The City of Blanco has 20% ownership of the ground storage tank. Two 50o GPM service pumps convey water to a o.25 MG ground storage tank just south the city called the 'Church Tank", as the adjacent property is a church. Two 50o GPM set vice pumps at the Church Tank site convey treated water from Canyon Lake WSC to the distribution system, Water from Canyon Lake WSC is blended with treated water from the City of Blanco surface water treatment plant in the distribution system.
