Introduction
The Netherlands has a strong focus on Science & Technology and ranks high in the
global competitiveness index. To ensure its global position as an innovation leader
and to strengthen its global competitiveness, the Dutch Ministry of Economic
Affairs established a global Network of Innovation Attachés in Dutch embassies
and consulates in 15 countries world-wide: the Netherlands Offices for Science &
Technology (NOST). The main role of NOST is to act as a liaison for international
R&D and Science and Technology collaboration, Science and Technology
matchmaking, supporting science and technology related (strategic) acquisitions,
trend watching, monitoring and reporting on policy and S&T developments.
Organization in China
NOST China is located at the Netherlands Embassy in Beijing and the ConsulatesGeneral in Shanghai and Guangzhou. The Science and Technology Officers are a
part of the NOST-China team. They are expected to work pro-actively and
independently. The overall-responsibility of the NOST team in China lies with the
Counsellor for Science and Technology based in Beijing. Furthermore, the Science
and Technology Officers are expected to work closely with other members of the
economic department of the Embassy and Consulates-General.
Job description
In general the Science and Technology Officer supports the Counsellor for Science
and Technology in carrying out the activities as stated in the yearly work plan. The
Science and Technology Officer reports directly to the Counsellor for Science and
Technology.
The main tasks are to support scientific, technological and innovation relations
between the Netherlands and China and to report to Dutch stakeholders about
new developments in the Chinese Science and Innovation domain. This is
accomplished by stimulating S&T exchange between both countries, by reporting
on S&T developments in China and by the promotion in China of S&T
developments in the Netherlands. Most of the work is carried out within the
Consulate General in Shanghai. Occasionally business trips within China and to the
Netherlands will be required.
Duties and Activities
 Collect and analyze data and information on S&T developments in China
 Report on new trends and make oversight reports for stakeholders in the
Netherlands
 Distribute information on S&T developments in the Netherlands within China
 Organize workshops, seminars and other meetings in China

 Plan and organize incoming and outgoing missions and delegations
 Answer incoming questions and requests
 Initiate new contacts with Chinese companies, universities, research institutes
and governmental organizations involved in S&T
 Contribute to the branding of the Netherlands as a high tech country
Job requirements:
Level of education: university master’s degree in engineering or natural sciences
Level of experience: 2-5 years of relevant work experience











Strong analytical and communication skills
Good organizational and problem-solving skills
Good computer skills
Excellent reading and writing skills in Dutch and English
Chinese language skills are highly recommended
Background in science & technology or comparable function in industry
Affinity with and interest in Chinese S&T policy and technological cooperation
Basic knowledge of Chinese government and research infrastructure
Affinity with and interest in Dutch S&T policy and research infrastructure
Flexible and cooperative attitude (team player)
Knowledge of energy technology is preferred.
Working environment:
The purpose of the Dutch diplomatic network of the Kingdom of the Netherlands in
China is to manage diplomatic relations with the People’s Republic of China and
representation of the Netherlands in order to strengthen the international position
in the relevant policy areas through policy support and development, and to
promote and support bilateral/multilateral cooperation.
The China network of the Kingdom of the Netherlands consists of the Embassy in
Beijing and Consulates General in Guangzhou, Shanghai, Chongqing and Hong
Kong.
NOST China is part of the diplomatic network of the Netherlands in China and
belongs to a worldwide network of Dutch S&T officers, which is managed by the
Netherlands Enterprise Agency (RVO.nl) and commissioned by the Dutch Ministry
of Economic Affairs. NOST supports cooperation and matchmaking between Dutch
and Chinese high-tech companies, universities and research institutes.
Conditions of employment:
• Candidates must have the Dutch nationality;
• The “rechtspositieregeling lokaal indienstgenomen medewerkers 2005” (Rrlok
2005) of the Dutch Ministry of Foreign Affairs is applicable to these positions;
• The salary will be determined according to the relevant work experience of the
candidate;
• The Shanghai vacancy concerns a full time position with a fixed term contract
for the duration of one year, with the possibility to extend.
