Clover School District Board of Trustees Regular Board Meeting April 27, 2015 Page 1 of 6 The Clover School District Board of Trustees met on Monday, April 27, 2015 at 6:00pm for executive session and open session at 7:00 pm. Board members in attendance were Chairman‐Mack McCarter, Vice‐Chairman‐Melanie Wilson, Secretary‐Sherri Ciurlik, members‐Joe Gordon, Liz Johnson andFranklin Pendleton. Member, Rob Wallace was excused. Others in attendance included Superintendent Marc Sosne, Assistant Superintendent Sheila Quinn, Assistant Superintendent Ken Love, Human Resources Director Warren Barkley, Public Information Officer Mychal Frost, Facilities Director Chris Dalton, Board Attorney Hank Owen and Cumming Project Manager, Kelly Clayton. In accordance with the South Carolina Code of Laws, 1976, Section 30‐4‐80(d), as amended, The Enquirer‐Herald, the Herald, and The Lake Wylie Pilot were notified of the time, date, place, and agenda of this meeting. An agenda was posted at the meeting site and on the school district Web Site. OPEN SESSION Chairman McCarter called the meeting to order at 6:00pm and asked for a motion to convene executive session. The motion for executive session was made by Mr. Gordon and seconded by Mr. Pendleton. Motion carried unanimously. EXECUTIVE SESSION Executive session discussions included legal discussions, building/construction updates and a review of personnel recommendations from the administration. The Board will have a special called meeting on Monday, May 11, 2015 at 11:30am to continue the building/construction discussions. A motion to suspend executive session at 7:00 pm was made by Mr. Pendleton and seconded by Mrs. Johnson. Motion carried unanimously. OPEN SESSION Chairman McCarter called the public open session meeting to order at 7:00 p.m. The welcome and greeting were extended to all in attendance. The meeting continued with the Pledge of Allegiance and the invocation by Mrs. Wilson The April 27, 2015 agenda was approved as printed with no objections or concerns. Laura Antinoro, South Carolina CEC Member of the Year Award At the South Carolina CEC (Council for Exceptional Children) conference held February 6‐7, Laura Antinoro received the South Carolina CEC Member of the Year Award. The plaque presented to Laura states: “Laura Antinoro is adept at helping individuals with different philosophies come together in agreement and is a strong advocate for our students at school and in the community. She has worked tirelessly in the field of transition and created the Transition Advisory Council (TAC)”. This council currently serves York, Lancaster, and Chester Counties. 2. OMS Archery Team Oakridge archery team scored their highest team total at State Competition in Sumter, SC which qualified them for National Competition next week in Louisville, Ky. The team has worked extremely hard since September and this is the first year Oakridge will be taking the archery TEAM to compete at the National level. 8th grader Alexa Roveri scored a 281 – placing 1st middle school female in our region. Two South Carolina Division of Natural Resource Officers presented Alexa with a 1st place plaque and a new bow for her accomplishment. Alexa qualified for Nationals last year as an individual and continues to be a tough competitor. CMS’ You Be the Chemist Winners On March 7th, students competed in the regional “You Be the Chemist Challenge” at Metrolina Regional Scholars Academy in Charlotte. Three Clover Middle School students claimed all 3 spots for the upcoming state competition in Columbia on Saturday, April 25th. Nolan Promin won first place, Hollis Smith was second, and Jordana Whiteside came in third. A CMS student has represented the state in the National “You Be the Chemist Challenge” in Philadelphia for the past five consecutive years. Congratulations and good luck to these motivated and bright students! 4. LEGO Robotics This year’s Lego Robotics competition was “World Class.” Each team had to come up with an idea to “improve the way that someone learns something in a fun new way”. They had to research their idea and present it to the judges. The teams also presented Core Values, Robot and Programming design projects. The final part of the competition was the Robot table run. Team 3169 “The F.E.C.S” and Team 3168 “insert name here”. The FECS took home 1st place in the Gracious Professionalism Category, and came 4th on the table run. Please congratulate both teams for all the hard work and dedication they have put into this program, since its start back in August of last year. National Athletic Trainers’ Association Safe Sports School Award, Matt and Kim Bressler Clover High School is the recipient of the National Athletic Trainers’ Association Safe Sports School award for its Athletic Training program. The award champions safety and recognizes secondary schools that provide safe environments for student athletes. The award reinforces the importance of providing the best level of care, injury prevention and treatment. This award is a reflection of the continued commitment to keeping our student athletes safe during physical education classes, team practices and games so they can accomplish their own goals of great competition, winning records, fair sportsmanship and good health. 6. May Day Project, Karen Otteni and Jay Moore Lake Wylie/ Clover Mayday is a ministry that works to raise funds that are directed toward homeless and abused children in our neighboring communities and school districts. They are currently coordinating a working relationship with Clover High School and York Tech, aimed at providing job opportunities for homeless kids during and after graduation. Donors and sponsors have generously supported their efforts for improving the lives of homeless and abused children. They are in their fifth year of operation. Both the Mayday Board of Directors and Golf Committee are actively planning for fourth annual golf tournament to be held at the River Hills Golf & Country Club on October 14. They have supported the Clover School District with: gift Cards to homeless families for emergency assistance; transportation assistance for homeless students; annual college tours to York Technical College and Winthrop; lunch and gift bags for college tours; summer enrichment activities for homeless students (Discovery Place, Ray’s Splash Planet, EdVenture); assistance with Back the Pack Program; and school supplies . Clover's Future Farmers of America Club continues to shine in the state of South Carolina! The poultry evaluation team brought home first place in the state and will proudly be called State Champions for the next year. Caleb Robinson, Amarillo Nivens, Madison Lovelace and Billy Gallien competed on Saturday, April 11th. The team had to judge a class of past production hens and give reasons, grade 25 exterior eggs, grade 10 interior eggs, grade 10 ready‐to‐cook carcasses, identify 10 chicken parts and take a written test. Caleb Robinson was awarded the 2nd highest individual overall score as well. All of these fine students are headed to the National FFA Convention in the fall. Congratulations to FFA sponsor/teacher Ms. Kelsey Anderson and to all our Blue Eagles on their achievement! 8. CHS Drumline The Clover High School Blue Eagle Drumline finished another remarkable season with a trip to the WGI World Championships held in Dayton, Ohio. After a preliminary performance, they advanced to the second round with a chance to earn a spot in the finals. The top 15 advance to the finals and the group narrowly missed out on advancing – one 12 thousandth of a point kept them from advancing. Despite not advancing, this is likely one of the strongest groups CHS has ever sent to the World Championships. Their behavior, attitude, and teamwork should make our school and community very proud. And, regardless of the points being very, very close for them making finals, please know that you are first place in representing your school and our community through your teamwork and attitude. 9. Bethany Elementary Technology Robotics The Bethany Biker Bots have been working hard this year. The team, made up of 4th and 5th graders, designed a new type of training wheel to help young children learn to ride a bike. The team traveled to Rock Hill to share their ideas with several business owners. In addition to the project, the students worked hard to learn programming skills to run a robot through a set of missions. The Bethany team competed at a regional competition in Gaffney, South Carolina and performed very well. Because of their performance, they advanced to the state level competition that was held in Lexington, South Carolina. The students did very well and we are very proud of their accomplishments. CLOVER MIDDLE SCHOOL CONNECTED CLASSROOM SHOWCASE Clover Middle School Eighth Grade English Teacher Susan Hopper and Integration Specialist Casey Lefler shared some of the students' junior award book trailers/posters. The presentation showed how MyBigCampus has motivated students to share their creativity with others. Students participating in the showcase were Annabeth Bearden, Maggie Harvey, and Jordana Whiteside. 2015‐2015 SCHOOL CALENDAR UPDATE– MR. MYCHAL FROST, PIO Mr. Frost advised the Board that the 2015‐2016 school calendar that was approved at the March board meeting has a total of 179 student days. State law requires that students attend school 180 days. Mr. Frost recommended a new start date of Monday, August 17, 2015 to correct the problem. The board voted unanimously to approve the start date of Monday, August 17, 2015 for the 2015‐2016 school year with no objections or concerns. PROFILE OF THE SOUTH CAROLINA GRADUATE – DR. SHEILA QUINN, ASSISTANT SUPERINTENDENT Dr. Quinn provided a review the Portrait of the South Carolina graduate and the System of Learning that South Carolina schools are working towards. She reported that in 2013‐14, the Superintendent’s Roundtable developed its vision of the South Carolina graduate. This vision has been endorsed by several state agencies and numerous large industries across the State. The portrait of a South Carolina graduate includes: world class knowledge & standards, world class skills for career readiness, and dispositions and characteristics for success. 2015 SPRING TESTING OVERVIEW ‐ MRS. MELANIE WALL, TESTING COORDINATOR Mrs. Wall shared the 2015 spring testing dates for Clover School District. Testing began in the district on February 17 and will go through May 29. All schools are involved in testing. The participants, format, subjects tested and training for the tests were reviewed. POLICY MANUAL UPDATES – DR. SHEILA QUINN, ASSISTANT SUPERINTENDENT Dr. Quinn presented policy changes/updates for Policy J Sections JJ – JRA were presented by Dr. Quinn for second reading. The board approved the policy changes/updates for Policy J Sections JJ – JRA as presented for second reading with no objections or concerns. Finance Report – Mr. Ken Love, Asst. Superintendent Business Services Mr. Love reviewed the monthly financial statements. He commented that nothing is out of line at this time. He is in the process of preparing items for the budget will be presented at the May meeting. Mr. Love also informed the board that the 2007 bonds had been refinanced at a 2.153% interest rate. This is a savings of 4.1 million dollars to the district. The final payoff of the bonds will be in 2027. Clover School District Board of Trustees Regular Board Meeting April 27, 2015 Page 6 of 6 Facilities Report ‐ Chris Dalton, Director of Facilities Mr. Dalton reviewed the monthly Facilities Report. He reported that the pre‐bid meeting for the renovations on the 400 hall locker rooms at Clover High School are scheduled for April 30, 2015 and bids will be opened on May 13, 2015. Final completion date for this work will be in the fall of 2015. Mr. Clayton provided the monthly update on construction projects commenting that rainy weather has delayed the projects. Mr. Clayton recommended the approval of the low bid from Walker Brothers for $45,635.24 for the installation of a traffic signal at Oakridge Middle School. The placement of the signal light will be temporary. Pennies for Progress will put up the permanent traffic signal at a later date. The installation of the traffic signal by use of district funds is at state requirement. The board voted unanimously to approve the low bid from Walker Brothers for $45,635.24 for the installation of a traffic signal at Oakridge Middle School with no objections or concerns. The request for approval to award the Aquatics Center bid was delayed. Prior to the vote for approval of personnel recommendations, Mr. Pendleton abstained from the vote. The remaining board members approved the personnel recommendations as presented in executive session by the administration with no objections or concerns. Mr. Gordon made motion to adjourn Open Session at 8:30pm and reconvene Executive Session. Mr. Pendleton seconded the motion. The motion was unanimously approved by the board. RECONVENE EXECUTIVE SESSION Executive session resumed at 8:35pm for discussions. A motion to adjourn Executive Session was made by Mr. Pendleton and seconded by Mr. Gordon at 9:00pm.
