INVITATION FOR BIDS FROM MANUFACTURERS/FIRMS FOR
SUPPLY OF ARTICLES MENTIONED BELOW FOR PUNJAB
DAANISH SCHOOLS (BOYS AND GIRLS) RAHIM YAR KHAN,
CHISHTIAN, HASALPUR, JAND(DISTT ATTOCK) ,
HARNOLI(DISTT MIANWALI) , DG KHAN AND FAZALPUR
(DISTT RAJANPUR).
1. The CEO PDS-CEA hereinafter called the “Client” invites bids for supply of items mentioned
below from general order suppliers, manufacturers / firms having ample experience for
similar assignments from reputed institutions.
2. Invitation of bids is open to all general order suppliers / manufacturers / firms who have
ample experience of execution of such jobs.
3. The bidders are required to submit their priced bids and technical bids with the bidding
Documents in separate duly sealed envelopes. The profile of bidder, containing the
following information / documents duly indexed and page marked in Booklet Form should
be submitted in another envelope to the Client, for assessment of their qualification,
before opening of their priced bids.
a. Name/ Full address and Partnership deed of the Manufacturers / firms with power of
attorney in favor of person authorized.
b. The company will provide copy of legal documents under which its body corporate is
constituted.
c. Year of establishment supported by a certificate from the registrar of the firms in
case of firms.
d. List of cases pending in arbitration/ litigation, if any. An affidavit certifying non
involvement of the firm in any arbitration/ litigation.
e. List of complete permanent Business and other Staff along with their complete Biodata and proof of stay with the Firm.
f.
The prospective bidders should provide documentary evidence of their experience for
supply of similar items to recognized schools / Institutions.
g. Detail of similar assignments completed during last five years by the bidder / Firm,
giving location, Contract Price, time for completion and actual time of completion
duly supported with the certificate from the Client.
h. List of similar assignments in hand giving the location, Contract Price and time for
completion duly supported with a satisfactory completion certificate from Client.
i.
Total assets, working capital and liabilities duly certified with authentic proof of
financial strength along with audited reports of last five years.
j.
Income Tax Registration Certificate along with details of income tax paid during last
five years.
k. Sales Tax Registration Certificate along with details of Sales Tax paid during last
five years.
4. Bidding documents shall be issued on written request to the duly authorized
representative only on payment of tender cost in cash or pay order / demand draft and
receipt of the Pre-qualification Profile containing details as per Para 3 above.
5. Bids along with profile duly filled in must be delivered / received not later than May 25,
2015 up to 12:00 pm in sealed envelopes by hand or through registered mail, to CEO and
be clearly marked “Tenders for Supply of articles for Daanish Schools.
6. The technical bids shall be opened on May 25, 2015 at 12:30 pm.
7. The sealed priced bids of only the qualified bidders will be opened on May 27, 2015
at 10:00 am No separate notice for attendance of bid opening shall be given.
8. The sealed priced bids of bidders who will not qualify as per criteria in para 3 above will not
be opened and these unqualified bidders will not be allowed to attend the bid opening
ceremony.
9. Bids received without earnest money @ 5% of bidding cost and also the cost of bid shall be
considered as non responsive and will not be opened / announced.
10. The CEO Punjab Daanish Schools & Centers of Excellence Authority reserves the right to
reject any or all bids in accordance with the PPRA Rule 35(2).
11. Any other information/ details required, in this connection, may be acquired from the Office
of Punjab Daanish Schools and Centers of Excellence Authority on any working day during
office hours.

NOTICE FOR INVITING BIDS
Sealed bids based on item wise rates are invited on single stage two envelope procedure
from General order suppliers / Firms for purchase of following items for Punjab Daanish
Schools (Boys & Girls) Rahim Yar Khan , Hasilpur, Chishtian, Harnoli (Distt Mianwali),
Jand (Distt Attock), DG Khan, and Fazalpur (Distt Rajanpur).

Successful Bidder will be required to deliver the Security Equipments
i.e. Security Camera System along with DVR / NVR, Razor Wire and
LED Perimeter Security Lights etc at above mentioned locations.
Specifications and quantities are spelled out in Tender Document.
The intending bidders are advised to submit their profiles including technical
proposals and financial bids in separately sealed envelopes. The financial bids of only
those bidders who qualify the Technical Evaluation will be opened on the date as
mentioned in the tender document. The Financial bids of unqualified bidders shall be
returned unopened.
The tender documents containing detailed specifications for above mentioned item
can be downloaded from the PPRA website (www.ppra.punjab.gov.pk) and PDSCE Authority website (www.daanishschools.edu.pk). The document can also be
purchased from PDS-CE Authority Secretariat during office hours up to May 22,
2015 for Rs. 5,000/-. The contractor who will download the document from above
mentioned websites will submit the said tender fee in the office of PDS-CE Authority
Lahore before closing date.
The completed bids along with 5% CDRs should reach by May 25, 2015 up to
12:00 pm to Punjab Daanish Schools and Centers of Excellence Authority Office,
Japanese Cell Building, Research Station, Near Punjab University New Campus, Canal
Bank, Lahore. The technical bids will be open on May 25, 2015 at 12:30 pm.

TERMS AND CONDITIONS OF CONTRACT FOR SUPPLY OF
ARTICLES MENTIONED BELOW FOR PUNJAB DAANISH SCHOOLS
(BOYS AND GIRLS) RAHIM YAR KHAN, CHISHTIAN, HASALPUR,
JAND(DISTT ATTOCK) , HARNOLI(DISTT MIANWALI) , DG
KHAN AND FAZALPUR (DISTT RAJANPUR).
1. Any offer not received as per terms and conditions of the bid enquiry is liable to be ignored.
No offer shall be considered if:
i.
Received without profile of bidder.
ii.
Received without bid cost.
iii.
Received without 5% earnest money in shape of pay order/call deposit in
favor of CEO Punjab Daanish School & Centers of Excellence Authority Lahore.

iv.
It is received after time and date fixed for its receipts.
v.
The bid is unsigned.
vi.
The offer is ambiguous.
vii.
The offer is conditional.
viii.
The offer is from a firm, black listed or suspended by any Govt. Department.
2.
The price quoted for all items should be per single unit of the specified items and
should specify /include all types of rates, duties & levies, taxes packing & forwarding,
transit insurance, transportation charges, loading & unloading charges etc. Up to the
point of delivery. The bidders must quote their offer/rates on the attached Biding form
only. The rates shall be valid for 60 days from the date of opening of bids.
3.
The delivery and installation of the security equipment at site is the responsibility of the
contractor.
4.
If the successful bidder defaults to provide required items within the period as specified
in the work order, earnest money shall be forfeited and the work order will be issued to
the next lowest bidder.
5.
Any erasing/cutting/crossing, etc. appearing in the offer must be properly singed
by the person signing the bid. Moreover all pages of the bid must also be properly
signed and stamped.
6.
The financial bid of only technically qualified bidder will be opened. The contract will be
awarded to the lowest bidder in each item category meeting the specifications of the
samples.
7.
The quantity of the sample shall be decided by the PDS-CE Authority.
8.
Relatives of the Punjab Daanish School & Centers of Excellence Authority and Daanish
School’s employees cannot participate in the bid.
9.
If certain material/stock/items required to be replaced, the same shall have to be taken
back from the School within 15 days of the intimation in this regard, failing which the
School authority/officer would not be responsible for any damage/de shape/loss etc.
10.
The successful bidders shall deposit performance guarantee @10% of the total cost of
work order in shape of pay order or call deposit. The Performance guarantee shall be
refundable, either on termination of the contract after deduction of all penalties/LD/
Payment of three months after completion of the contract and release of final
payment.
11.
The delivery of stock shall be completed within 45 days from the date of issuance of
work order. If the bidder fails to complete the assignment with in the stipulated time,
penalty for late supply of every item of stock shall be imposed @ 0.2% per day. In
case of failure to complete the provisioning in 75 days from the date of issuance of
work order performance guarantee shall stand forfeited.
11.
The Competent Authority of Punjab Daanish School & Centers of Excellence Authority
Lahore reserves the right to relax penalty clause considered on a specific request made
by the party with sound justification/documentary evidences.
12.
Articles
of
supply,
if
found
not
according
to
requirements/specification/standard/sample and un-compactable pieces shall
rejected. Late replacement of articles will attract imposition of penalty according to
penalty described in clause 11 above and the contractor will have no claim for
rejected materials or any other expenses incurred on their delivery to site.
13.
Replacement of articles because of variation in specification is the responsibility of
supplier. Quantity of Items can be increased / decreased.
14.
Where it is required to supply the material/articles under a brand name, a certificate or
purchase receipt from the manufacturer or authorized dealer as a proof of purchase of
material/article shall have to be attached at the time of claiming the final bill. Where the
supplier fails to do so, his security shall be forfeited besides blacklisting him and
withholding his payment.
15.
The Authority will constitute a committee from its Secretariat to monitor and watch the
performance of contractor and for carrying out at spot random inspection of the articles
received by the Principals of all the schools. The committee may reject any article even
if approved and paid by the consignees, if found inferior in quality / un-compatible with
the samples approved by the Authority. The order may also be cancelled and the item/
article purchased from the next lowest bidder at the risk and cost of the contractor.
