DYNAMIC ELITE YOUTH REGIONAL RULES 4.25 & 4.26 1. Age Requirement: May 1 will be the designated date to determine ages. Photocopies of birth certificates will be required to be presented in the instance that a protest is made due to the question of a player’s age. The player in question will not be permitted to participate until the birth certificate is provided by their coach. 2. Protest Fee: $100 cash (on rule interpretation only). 3. Game Time: Starting time is forfeit time, unless delay is created by Dynamic Baseball. Game time starts at umpire’s discretion. 4. Home Team: Team listed first on the schedule 5. Player Minimum: A team must start with a minimum of 9 players but can finish with less, taking outs in vacated batting positions. 6. Championship Games: No time limit and no "California Tie Breaker” – run rules are still in effect. 7. Pitching Rules (Innings per Tournament): 12s = 6 innings 14S = 7 innings ****One additional inning per game, per player starting in a team’s 5th game played**** *Scorecards must be signed by both team managers to eliminate inning validation problems. (Managers, please help with this process.) *No limit on the number of appearances. *One pitch will be considered an inning pitched. *Eight warm-ups to start, five thereafter. *Mound: 14s and younger may throw on flat surfaces depending on field availability. *If pitching rules are violated and the infraction is detected, the situation will be reviewed and consequences will be determined by the tournament director. Consequences may include, but are not limited to, the following: coach and/or player ejections, game forfeiture, removal of team from the tournament, suspension from additional tournaments. 8. Infield Warm-Ups: All teams are encouraged to warm-up as much as possible before game time. No pre-game infield. 9. Baseballs: Teams must provide all game balls. (Typically two new balls and one used ball per game are sufficient.) 11U & 12U balls must be Official League size and weight. Cross promotional brands are allowed (USSSA, Ripken, or other travel tournament certified) 13U ball must be NHFS stamped and certified for HS use 10. Bat Restrictions are as Follows: 13u and Younger: All bats must be stamped BPF 1.15. Must be a baseball bat – no restriction on weight or length as long as bat has “BPF 1.15” stamp. 14u: -3 weight/length ratio only. All bats must be stamped BBCOR. Wood bats allowed. Please check the tournament rules section of this event as some markets have rule variations for bats in the 14u division. Bat rules apply to the age division you are playing in (not the age of the player or team). Penalties for illegal bats will be assessed as per the NFHS rule book. 11. Uniforms: Numbers mandatory, matching uniforms recommended. 12. Adverse Weather: The Dynamic Baseball Tournament will be played in adverse weather conditions. The format may be changed to lesser time limits or fewer innings to complete the tournament. Coaches and players accept these conditions when entering the tournament. 13. Decisions: The Tournament Director shall have final decision on all tournament questions. 14. Hotels/Motels/Condos: Teams that leave unpaid bills or damages will be removed from the tournament and reported to their respective leagues. 15. Weather Refund Policy: There will be a10% administration fee charged for complete rain outs; 1 game played = 50% of entry fee; 2 or more games played = no refund. 16. Playoff Tie-Breaker System: If a game is tied after all innings have been completed (or at time limit), the "California Tie-Breaker" will go into effect. Each team puts the batter who is scheduled to bat last in their offensive half of the inning on second base and plays out a full inning. This happens until the tie is broken and the game is complete. Play-off Format: 12U Division: 2 Pool Winners receive a first round bye. 4 lower seeded teams will play first round match-ups on Sunday morning. Winners advance to play Pool Winners. Losers play a consolation game immediately after their game. Single Elimination format. 13U/14U Division: 2 teams with the best record advance to the championship game on Sunday. In the event two teams have the same record we will use the tie-breakers below ***Tie Breakers go in this order. 1. Head to Head. 2. Runs Allowed. 3. Runs Scored 17. No Show: Teams that no-show will forfeit their entry fee and may be subject to suspension from competition in Dynamic Baseball events for the remainder of the season. 18. All age groups can have an EP (Extra Player) if they choose to bat 10. If they choose to bat 11 that player will be designated as an XH (Extra Hitter) You can also utilize a DH in addition to the EP and XH. Free defensive rotation is allowed in all ages as long as the player is in the original batting order at the beginning of the game. Players not in the lineup will be seen as substitutes and must enter the game in place of a player that is in the batting lineup. Teams may not bat more than 11 players at any age level 19. Courtesy Runners must be a legal substitute to run for the pitcher and catcher. However, the last batter out can run for the catcher ONLY at any time. The same legal substitute may run for both the pitcher and the catcher. 20. 11U and 12U brackets play “real baseball” leading, stealing, dropped 3rd strike, pitchers holding runners……. ****DYNAMIC BASEBALL WILL PLAY THESE DIMENSIONS AND RUN RULES**** 11's, 12's**50' pitching**70' bases**No new inning after 1 hr 40 mins, Drop dead 1 hr 50 min**6 innings** 15 runs after 3 innings, 10 runs after 4 innings or 8 runs after 5 innings. Pool Play games can end in a tie 11's, 12's Championship game no time limit, No Tie-Breaker and run rules are still in effect. 13' & 14ss, **60'6' pitching**90' bases**No new inning after 1 hr 45 mins, Drop Dead at 2 hrs**7 innings** 15 runs after 4 innings, 10 runs after 5 innings or 8 runs after 6 innings. Pool Play games can end in a tie 13' & 14s Championship game no time limit, No Tie-Breaker and run rules are still in effect. *********All ages have a 20 run rule after 2 completed innings********* 21. THE HARASSMENT OF DYNAMIC BASEBALL TOURNAMENT OR VSC EMPLOYEES WILL NOT BE TOLERATED IN ANY WAY. ANY INDIVIDUAL WHO IS DETERMINED TO BE HARASSING EMPLOYEES OF DYNAMIC BASEBALL OR VSC WILL BE EJECTED FROM THE GROUNDS AND ASKED NOT TO RETURN FOR THE REMAINDER OF THE WEEKEND. 22. THERE WILL BE A 5 DOLLAR PER DAY GATE FEE FOR ENTRANCE INTO THE EVENT. 10 DOLLARS FOR THE ENTIRE WEEKEND. CHILDREN 10 & UNDER WILL BE ADMITTED FOR FREE
