Doug Thornburg
Douglas W. Thornburg, AIA, CBO, is currently Vice-President of Education and Certification for the International Code
Council (ICC) where he provides administrative and technical leadership for the ICC education and certification programs. Prior
to employment with ICC in 2004, he spent nine years as a code consultant and educator on building codes.
Formerly Vice-President/Education for the International Conference of Building Officials (ICBO), Doug also continues to develop
and present building code seminars nationally and has developed numerous educational texts and resource materials. He was
presented with ICC’s inaugural Educator of the Year Award in 2008, recognizing his outstanding contributions in education and
training.
A graduate of Kansas State University and a registered architect, Doug has over 34 years of experience in building code training
and administration. He has authored a variety of code-related support publications, including the IBC Handbook and the
Significant Changes to the International Building Code.
Kevin Scott
Kevin Scott is President of KH Scott & Associates LLC. He comes from a 30 year career with the Kern County Fire
Department, CA. Kevin worked up through the ranks in his career and served the Fire Department in several different capacities,
retiring at the position of Deputy Chief.
During his career with the Kern County Fire Department, Mr. Scott spent 20 years in the Office of Fire Prevention. He first
became involved in the development of the building, fire and life safety codes in 1988. He served as Chairman of the Southern
California Fire Code Committee and later he served on the Board of Directors for the Southern California Fire Prevention Officers
Association under the California Fire Chiefs Association. He spent four years as a member of the Uniform Fire Code
Development Committee. He participated on the Drafting Committee of the International Fire Code, and then served on the Code
Development Committee for the International Fire Code from 1998 until 2004 when he was elected to the Board of Directors for
the International Code Council.
Mr. Scott left the Fire Department in 2006 to work for the International Code Council. He was the ICC Senior Regional Manager
for several western states. In 2012, Mr. Scott left ICC and now offers consulting services providing instruction, plan review,
interpretation, application and enforcement of fire codes and building codes.
He has written several books and articles. Most recently:






Mr. Scott has been a long time instructor for the California State Fire Marshal’s Office, the International Conference of Building
Officials, the International Fire Code Institute and the International Code Council.
Mr. Scott is a member of the International Association of Fire Chiefs, National Fire Protection Association, the International Fire
Marshal’s Association and the Society of Fire Protection Engineers
John Farinelli
John Farinelli is Vice President of JC Code & Construction Consultants, Inc., a municipal support service and
continuing education provider in Florida. He has over 30 years experience in the construction field and in building code
administration. He is licensed by the state of Florida under F.S. Ch.468 as a building code administrator, plans examiner and
inspector in all disciplines. He is certified by the State of Florida as a continuing education provider and has taught electrical
apprenticeship classes, licensing exam preparation classes and building code continuing education seminars. He is a Master
Code Professional holding 25 International Code Council (ICC) certifications and is also credentialed as a LEED AP by the
United States Green Building Council. He has provided code consulting services to developers, contractors, architects and
engineers and has governmental experience as a building official, plans examiner and inspector. His construction field
experience as a journeyman ironworker includes reinforcing steel, post-tension cables, structural steel, welding, pre-stressed and
pre-cast concrete erection, glazing systems and miscellaneous metals.
George Mann
George is retired from the Department of Housing, Buildings and Construction after serving nearly 30 years with the
Department. When he retired he was the Deputy Commissioner for the Department of Housing, Buildings and Construction and
the acting Director for the Division of Building Code Enforcement.
George joined the Department in 1982 as a plan reviewer with the Division of Building Codes Enforcement before being
promoted to Technical Advisor in 1990, Assistant Director in 2005 and Deputy Commissioner in 2009. George was an integral
part in the development of the past 5 editions of the Kentucky Building Code and the last 2 editions of the Kentucky Residential
Code. During his time with the Department, he trained and supervised many of the plan reviewers and field inspection staff that
had come and gone within Building Codes Enforcement over the years. He has consulted with and assisted many designers and
developers during the development and design of numerous construction projects large and small.
George has been an active member of the Code Administrators Association of Kentucky (CAAK) since 1994. He was elected to
the CAAK Board of Directors in 1995 and served the Association as their President from 1998-2000. In 2011 George was
elected as Life Director by the CAAK membership.
In addition to his employment with the Commonwealth, George also served on the Building General Committee of the National
Certification Program for Construction Code Inspectors (NCPCCI) from 1992 to 2012, the International Code Council’s Education
Committee from 2004 to 2011 and NFPA’s Building Code Development Committee from 2002 to 2006. Currently George is one
of the principle instructors for the Code Administrators Association of Kentucky and is contracted with the International Code
Council to review publications and documents for technical accuracy.
Steve Van Note
Steve Van Note is the Managing Director of Product Development for the International Code Council (ICC), where he is
responsible for developing technical resource materials in support of the International Codes. His role also includes the
management, review, and technical editing of publications developed by expert authors. In addition, Steve develops and
presents <em>International Residential Code</em> seminars nationally. Prior to joining ICC in 2006, Steve was building official
for Linn County, Iowa. He has 15 years of experience in code administration and enforcement, and over 20 years of experience
in the construction field, including project planning and management for residential, commercial, and industrial buildings. A
certified building official and plans examiner, Steve also holds certifications in several inspection categories.
Terrell Stripling
Terrell Stripling is a seasoned instructor with 20 years of fire service experience and has also worked in the
construction industry. He holds a B.S. degree from Oklahoma State University in Fire Protection and Safety Engineering
Technology. His experience in fire prevention, code management, and the ability to effectively communicate a pro-active
philosophy, is reflected in Terrell’s passion for education. He utilizes the theory of the codes along with hands-on, practical
application to achieve ICC’s vision of “Protecting the health, safety, and welfare of people by creating better buildings and safer
communities.” At the community college level, he has served in the positions of Department Chair and adjunct professor in the
Fire Science Department. Terrell was given the "ICC Educator of the Year" Award in 2009. He has been employed by ICC since
June of 1999.
Jay Woodward
Jay is a senior staff architect with ICC’s Business and Product Development department and works out of the Lenexa,
Kansas Distribution Center. His current responsibilities include serving as the Secretariat for the ICC A117.1 standard committee
and the development of new ICC publications. With more than 25 years of experience in building design, construction, code
enforcement and instruction, Jay’s experience provides him with the ability to communicate effectively on issues of code
application and design for code enforcement personnel as well as architects and designers. Jay has previously served as the
secretariat for ICC’s Energy Conservation Code and the International Building Code’s Fire Safety Code Development committee.
Bob Church
Robert Church, J.D. is an assistant city attorney for the City of Orem, Utah, with special emphasis on municipal
prosecution. He works closely with the city´s development services department and assists them in enforcing the city´s building,
zoning and nuisance ordinances through civil and criminal prosecutions. He also prosecutes all criminal misdemeanor violations
that occur within the city limits.
Robert is a graduate of California Western School of Law, San Diego, California, and is a member of the California, Washington
and Utah Bar Associations. He is also a Lieutenant Colonel in the Utah Army National Guard serving as the Staff Judge
Advocate for 1st Corps Artillery.
