GOVERNMENT OF THE PUNJAB ENERGY DEPARTMENT JOB OPPORTUNITIES The Energy Department, Government of the Punjab, has established Quaid-e-Azam Thermal Power (Pvt.) Ltd. to develop thermal power projects in the province of Punjab. We are seeking to hire a team of professionals for Quaid-e-Azam Thermal, offering highly competitive compensation packages, attractive incentives, and an opportunity to become part of a world leading initiative. We plan to hire for the following positions: 1. Chief Executive Officer A mature, seasoned professional who directs, administers, and coordinates the internal operational activities of the organization in accordance with policies, goals, and objectives established by the Board of Directors. Principal Responsibilities: Directs internal operations to achieve budgeted results, internal financial criteria, and to preserve the capital funds invested in the enterprise. Directs internal operations to ensure that the company’s assets are maintained and protected through proactive O&M and planning. Participates in the development and preparation of short-term and long-range plans and budgets based upon broad organization goals and objectives. Recommends their adoption to the Board Directs the development and installation of procedures and controls, to promote communication and adequate information flow, and thereby solidify management control and direction of the enterprise. Develops and establishes operating policies consistent with the macro-level policies and objectives and insures their adequate execution. Appraises and evaluates the results of overall operations regularly and systematically. Liaises with the Chief Legal Officer that all activities and operations are performed in compliance with local, state, and federal regulations and laws governing business operations. Develops and maintains a sound plan of organization. Establishes policies to ensure adequate management development and to provide for capable management succession for those functions/business units falling under his/her responsibility. Directs the development and establishment of adequate and equitable personnel policies throughout the organization, including compensation policies and employee benefit plans. Ensures that the interests and welfare of employees as individuals are preserved and protected. Ensures capacity building of the organization through adequate Human Resource Development Ensures smooth administrative functioning of the organization through deployment of appropriate resources Qualification: Engineering Degree/ FCA/ Management Sciences/Law/ Economics/. Master degree in the same field will be preferred. Experience: At least 12 years experience at Management Level. Understanding of doing business with the Government and experience with actual Public Procurement is an added advantage. Experience of leading a power or infrastructure project would be preferred. Chief Financial Officer A seasoned professional who is responsible for planning, directing and controlling financial and administrative functions. Preparing the budget; conducting financial analysis and preparing financial reports; developing and implementing an effective system of accounting and maintaining accurate and current bylaw records. Principal Responsibilities: Prepare budget, process and approve appropriate documents and cash receipt documents. Manage accounting and financial systems and maintain full and accurate accounting records Develop financial reports for various and projects as and when required Supervise the work of accounting, payroll and supervise associated accounting personnel. Research, prepare and submit the annual budget Provide financial and accounting advice, direction and leadership Implement and monitor payment authority practices Establish and maintain cash controls Reconcile general ledger accounts Manage investments and reserves Develop and implement purchasing practices and monitor the purchasing system Pre-audit of procurement proposal. Design, analyze, interpret and implement fiscal procedures and policies. Act as liaison with other departments charged with the responsibility of the expenditure of the company funds. Prepare daily cash position and placement of surplus funds. Ensure that regulatory, accounting and reporting requirements are met in time. Perform financial analysis of projects Ensure all the financial & procurement as per our financial rules of the company Ensure smooth audit annually Manage the payroll system in order to ensure all staff are paid on a timely and accurate basis Respond to auditor’s comments concerning finances and operations and oversee required action to address deficiencies Any other duties assigned by the management. Qualification: Chartered Accountant/CPA /ICMA/CFA/ ACCA Experience: At least 10 years of relevant experience. Experience in working within approved plans to meet time bound goals. Prior experience of working in Power Sector would be highly desirable. Work experience in ERP environment would be given preference. Company Secretary The Company Secretary shall be responsible for ensuring that Board procedures are followed, and that all applicable laws, rules and regulations and other relevant statements of best practice are complied with. Principal Responsibilities: Organising, preparing Agendas for and taking Minutes of Board Meetings and Annual General Meetings (AGMs); Coordinating and attending Board and Committee Meetings and drafting Minutes; Serving as a liaison for Directors, officers, and shareholders; Directing the activities related to the Board, Committees and Shareholders Meetings; Maintaining key corporate documents and records; Ensuring compliance with laws and regulations. Maintaining statutory books, including registers of members, directors and secretaries; Dealing with correspondence, collating information and writing reports, ensuring decisions made are communicated to the relevant company stakeholders; Contributing to meeting discussions as and when required, and advising members of the legal, governance implications of proposed policies; Monitoring changes in relevant legislation and the regulatory environment and taking appropriate action; Liaising with external regulators and advisers, such as lawyers and auditors; Developing and overseeing the systems that ensure the company complies with all applicable codes, in addition to its legal and statutory requirements. Qualification: (a) member of a recognized body of professional accountants; or (b) member of a recognized body of corporate or chartered secretaries; or (c) person holding a master degree in business administration or commerce or being a law graduate from a university recognized by the Higher Education Commission with at least five years relevant experience. Experience: At least 5 years relevant experience, prior experience of working in the similar role is preferable. Chief Technical Officer A mature professional with over 10 years of project management and/or business development experience in technology intensive fields, including experience in the energy sector, to build and lead a team for the planning and implementation of thermal projects in Punjab, Pakistan. Principal Responsibilities: Key role in site management Direct and manage operations for production, maintenance and quality. Coordinate plant activities through planning with departmental managers to ensure that cumulative macro-level objectives are accomplished in a timely and cost effective manner Directs internal operations to ensure that the company’s assets are maintained and protected through proactive O&M and planning Implement cost effective systems of control over capital, operating expenditures, manpower, wages and salaries Responsible to Manages, expedites & supports EPC contractor & consultant documents, submittals & schedules. Control and minimize technical down time, operational down time, labor overtime, and repair expenses Maintain existing operation facilities and equipment in a proactive manner seeking to replace, or make adjustments to plant facilities and equipment so as to avoid “red money” costs Provide leadership and training to accomplish the company goals and objectives Implements and maintains preventative maintenance programs. Responsibility for contracts and ongoing relationships with suppliers of materials or services to a company as well as the management and supervision of a contract team and the delegating of tasks accordingly. Financial budget supervision and ensuring the cost-effectiveness and value for money of contracts are other key tasks, oversee contracts and forms, revising and ensuring all verbiage and statements are correct Qualification: BS Engineering (Electrical/ Mechanical), MS Engineering (Electrical / Mechanical) will be preferred. Experience in setting up of Power Plants would be preferred. Chief Legal Officer A seasoned professional who is responsible for all legal, corporate and regulatory affairs of the company. These may include litigation, arbitration, legal opinion and drafting, vetting various kind of agreements and contracts and advocacy for reforms. Furthermore, the professional will also be responsible for all coordination with regulatory bodies and compliance of rules. Principal Responsibilities: Handling legal, corporate and regulatory affairs pertaining to the Company; Looking after the cases in litigation and arbitration / negotiation / mediation through engaged Counsels outsourced law firms; Rendering legal opinion to the Board of Directors, Chief Executive Officer and other functional heads / divisions of the Company on various legal issues; Assisting in drafting, filing and presenting Tariff petitions and licensing issues on behalf of the Company before NEPRA; Assisting in drafting of company policy and rules; Negotiating, drafting and vetting of various kinds of agreements, deeds and instruments; To supervise the working and function of the Legal Directorate; To assist in protecting the Company rights and interests and maintaining its operations within the scope established by law. Qualification: Bachelor’s degree in Law, Masters degree in Law will be preferable Experience: 10 years post qualification experience including at least 5 years of law practice and minimum of 5 years of service at the similar post. Knowledge of laws dealing with the electricity sector is highly desirable. General Manager Human Resource and Administration A seasoned professional to support the Administrative & Human Resource related affairs of the Company. The professional is also responsible for maintaining management guidelines by preparing, updating, and recommending human resource policies and procedures. Principal Responsibilities: Should possess knowledge of human resource management. Maintains the work structure by updating job requirements and job descriptions for all positions. Maintains human resource staff by recruiting, selecting, orienting, and training employees. Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors. Maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs. Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures. Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records. Checks misuse of office facilities by staff Initiate indent forms for approval from the authority to whom the jurisdiction lies to carry out the above mention work. Maintain insurance coverages Checks security arrangements of office premises and ensures safety of office and staff. Ensures provision of utility services in office like electricity, gas, water, telephone, fax, internet etc. and ensures continued supply without interruption. Checks misuse of office facilities by staff Repair and Maintenance of furniture, fixtures, office equipment, computers, vehicles/motorbikes/cycles, air conditioners etc. Supervises drivers, office boys, riders, telephone operator, sweeper etc. and ensures efficiency on their part. Welcomes and looks after guests Carries out travel arrangements including lodging and boarding of staff. Supervises of kitchen function and its inventories Reconcile petty cash Keep close interface with all the individuals including seniors Has to be very discreet in all the admin related affairs Qualification: Bachelor’s degree, Masters degree in Business Administration will be preferred Experience: At least 7 years of strong experience to develop and work within approved plans to meet time bound goals. Manager Contracts A professional to hold responsibility for contracts and ongoing relationships with suppliers of materials or services to a company as well as the management and supervision of a contract team and the delegating of tasks accordingly. Principal Responsibilities: Monitor, coordinate, review, comment and advise upon all contracts/agreements entered into by the Company, Monitor and coordinate the applications for licenses and otherwise with regards to the Companies business; As needed, provide guidance on contract matters to project managers or other operational staff, including training to new project managers and other employees in contracting practices and procedures; Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation; Monitor transaction compliance (milestones, deliverables, invoicing etc.); Oversee Service Level Agreement Compliance Act as contractual “middleman” between company employees and customers, ensuring timely review and approval / reconciliation of variations. On all standard and non-standard contracts, provide redlined recommendations and often negotiate directly with our customer’s attorneys or purchasing staff until consensus has been reached Maintain contractual records and documentation, such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects. Manager Technical A professional to direct and manage all plant operations with overall responsibilities for production, maintenance, quality and other production-related activities Principal Responsibilities: Operation and Maintenance of associated switchgear, MV/LV distribution systems Develop procedures and systems to address emergency situations arising out of natural and other causes Deal with equipment suppliers and installers to resolve issues of operations and maintenance within and out--‐of--‐warranty periods Train local technicians Order, organize, and maintain inventory of fuels, supplies, consumables, and spares for HFO/diesel duel firing generating plants Direct and manage plant operations for production, maintenance and quality. Serves as an interface between the Electrical Engineering team and internal clients, including the Construction, Operations to facilitate interdepartmental relations. Assists with the development of new electrical engineering standards and maintains and improves existing standards and guidelines, implementing industry and company best practices. Acts as a subject matter expert regarding electrical engineering activities.
