makeup of the state, Union Minister
Jitendra Singh today said Narendra Modi
led-government would not let anybody
dictate its agenda.
"No, I think India is capable enough
to decide on his own terms and agenda. As
far as India is concern about how to go on
these issues-- whether it is the issue of terrorism or issue of displaced people returning to their homes, I do not think the
government would let anybody dictate its
agenda", Singh told reporters here today.
He was replying to a volley of questions about the Pakistan's statement opposing "dedicated" townships in the
Valley for displaced Kashmiri Pandits.
On the issue of whether Government

Civilian injured in mine
blast
Jammu, May 1:
A civilian was wounded in the explosion of a landmine in Mendhar of Poonch
district. Sources said that Mohammed
Bashir son of Gulab Din of Golad inadvertently stepped on a landmine leading to explosion in which he wounded critically.
The injured was evacuated from there and
was shifted to the hospital for treatment.

On the issue whether the government will still go ahead with the twin city

separatists, Singh said "I will not like to
engage in this discussion because the
Home Ministry is taking the cognizance
of all the options and to the best of its wisdom, it will decide".
On the issue of UN resolution &
change of demographic concern, the
Union Minister said, "as far as we in India
are concerned, we go more by the resolution of 1994, which is passed in the
Parliament unanimously by all the political parties which upheld that Jammu and
Kashmir is an integral and inseparable
part of India and there is no issue left to be
resolved".
"As far as J&K is concern, if at all
there is an issue left to be resolved or unresolved that is the issue of how to retrieve back the part of erstwhile Jammu
and Kashmir which continues to remain
under the illegal occupation of Pakistan
which is otherwise as Pak Occupied
Jammu & Kashmir", he said.. Hitting out
at separatists and other political leaders
in Kashmir for opposing the composite
townships in the Valley, Singh, who belongs to Jammu, said "God forbid if tomorrow, I also start laying down conditions
how they (separatists and leaders) should
live (in Jammu), What will be the consequences that the statesmen of the country
and the political parties have to take a
view of it". "Those people, those organisations and those parties (in Kashmir), who
are opposing your (KPs) return to your
places in Kashmir... ask them this question, if KPs will start opposing or raising
question on you what will happen", he
added. "If you are not snatching the right
of other people where they are going to
live outside Kashmir, therefore no body
has right to oppose where do you want to
construct your houses and settle in
Kashmir," he said. On the issue of
Pakistan's allegations that India is engineering demographic change in Kashmir,
Dr Singh said "I think that this argument
does not hold any logic or any merit for
the simple reason". "On the other hand
such a question could be raised in context
of those separatists who go and settle
across the country and try to disturb both
the demography and critical mileau
there", he added.
Dr Singh said "the government is
time and again retaliated that it is committed to the safe return of KPs and I must
feel it is part of their birth right and part of
the constitutional right".
"The return has to take place of
course with dignity and with security", he

The court convicted Abudulla,
who was Hizbul Mujahideen's district commander of Rajouri in

Weeks ahead of Prime Minister
Narendra Modi's visit to China,
Indian and Chinese troops held the
third meeting in a fortnight, in
Ladakh sector of Jammu and
Kashmir and batted for maintaining
peace and tranquility along the border. "A ceremonial Border Personnel
Meeting (BPM) was held today at
Chinese side in Chushul Sector in
eastern Ladakh (in Jammu and
Kashmir)," Public Relation officer
(PRO), Jammu, Col S D Goswami
said.
The delegations were led by
Brigadier J K S Virk from the Indian
side and Senior Colonel Fanjun from
the Chinese side. This is third meeting of neighbouring troops on the two
sides of Line of Actual Control (LAC)
in Ladakh sector in the past fortnight.
The earlier meetings took place on
April 14 and 24.
Prime Minister Modi is expected
to visit China on May 14-16.
The meeting was composed of exchange of greetings, and reflected the
mutual desire of maintaining and improving relations of functional levels
on the border. A cultural programme
showcasing vibrant Chinese culture
and traditional grandeur was organised, followed by sumptuous lunch.
Goswami said that both sides also expressed commitment to build on
the mutual feeling of upholding the
treaties and agreement signed between the governments of the two

Fresh snowfall

Bhaderwah (JK), May 1 (PTI)
Fresh snowfall was witnessed at
several places along the upper reaches of the mountainous Doda district
last evening. "Several areas in the
Bhaderwah tehsil of Doda district
witnessed fresh snowfall last
evening. At several places 2-3 inches
of snow was recorded," an official of
the meteorological department said.
The areas where fresh snowfall
was witnessed included Kansar,
Shalkhoja, Padri, Katyara, Thanala,
Khamitop, Alpatri and Kenthidhar,
he said. "The fresh snowfall has
brought down the temperature in the
area forcing many people to take out
their sweaters and jackets from the
closets," he said. Meanwhile, the
fresh spell of snowfall will have a negative impact on the agriculture and

Rescuers struggle to locate survivors
Kathmandu, May 1 (PTI)
Even as Nepal struggles to
come to terms with its worst earthquake disaster in over eight
decades, rescuers from around the
world, including India, are scrambling to locate survivors and bring
succour to the needy.
Humanitarian efforts have
poured in from all parts of the
world, from the day the disaster
struck the Himalayan nation,
killing over 6,200 people. Nearly
14,000 people have been injured.
Capital city Kathmandu, otherwise filled with foreign tourists,
is teeming with uniformed international rescuers, who battle
against all odds, sifting through
mountains of debris to look for survivors, still feared trapped beneath it, on the sixth day since the
tragedy struck. A 7.9 Richter scale
earthquake and succeeding after-
shocks tore through Nepal last
Saturday, leaving a trail of deaths
and unimaginable devastation.
Besides neighbouring countries like India, China and
Pakistan, helping the battered nation restore to normalcy, the US
has sent in its team. Poland and
several other nations have pitched
in with special teams to save pre-
cious human lives.
And, miraculous survivors,
like a five-month-old baby or a
teenage boy pulled out of the rubble only provide a glimmer of hope
in this hour of darkness and stand
testimony to the feats of human
strength -- physical and mental.
And as rescue workers held
the little baby up in air, gloomy silence, momentarily gave way to
loud cheers, as people acknowledged the Herculean efforts of
these rescuers, many of whom
have put their own lives at risk, besides, sweating day in and day out,
only to beat death staring people in
the face. Stories of miraculous survival became the defining images
of the day. Adding muscle to the
humanitarian effort are relief
workers from Geneva-based institutions International Committee
of the Red Cross (ICRC), and

Dy CM says law will take its own course
Srinagar, May 1:
In a repeat of last month's defiance, Pakistani flags were
once again raised at a rally held by separatist leader Syed Ali
Shah Geelani in Kashmir Valley.
TV visuals showed crowds waving Pakistani flags at the
rally held in Tral. Last month too, Pakistani flags were
raised at a rally organised in Srinagar by Geelani. Separatist
leader Masarat Alam, who was released from jail in March,
was present at the rally where anti-India slogans were
raised. Following a hue and cry, Alam was later detained
and subsequently arrested under the Public Safety Act under which the separatist leader could be jailed for at least
two years. The Centre had categorically stated that waving
of Pakistani flags or raising of anti-India slogans will not be
allowed under any circumstances.
Under pressure, Jammu and Kashmir Chief Minister
Mufti Mohammad Sayeed had also said that there was no
place for such acts. Washing off its hands over the identity of
youth and their proximity spokesman of the Hurriyat
Conference was quick to add, “They were not our Hurriyat

SRINAGAR, May 1:
Indian security agencies have
reportedly told the Home Ministry
that nearly 50 phone calls from
Pakistan were made to Kashmiri
leader Masarat Alam after his release on March 7. The Intelligence
inputs were later shared with the
Mufti Mohammad Sayeed government in Indian-held Kashmir.
Alam was arrested last week
under the Public Safety Act.
Indian spy agencies suspected
that most of these calls were made
by Lashkar-e-Taiba leaders, including Mumbai attacks mastermind Hafiz Saeed. “The calls were
made by militants also, but they
(central security agencies) had no
proof whether Hafiz Saeed had
made a call to Masarat,” said a senior police officer in held-J&K.

intervention on Kashmir.
“Pakistan has no right to dictate to
us what we should do and what not in
Kashmir. They should stop their intervention in the internal issues of
Kashmir. The people of Kashmir are
with India and want to live in the peaceful atmosphere,” BJP’s senior leader and
union minorities minister Mukhtar
Abbas Naqvi told KNS over phone from
New Delhi. He said that Pakistan should
understand that whatever means they
use, they will not get any part of this
state. “One thing I will make clear is that
all people living in the Kashmir want
democratic and development rights of
India,” he said.
The Union Minister said that the
people of Jammu and Kashmir have displayed their faith in BJP and the Prime
Minister Narendra Modi. “Kashmiri
people have seen tough times from past
many decades. Now they have shown the
trust in Prime Minister Narendra Modi
and Prime Minister is committed to
make Jammu and Kashmir the number
one state in the country in terms of development,” he added.

Divisional Commissioner exhorted upon the executing agencies to further speed up the pace
of progress on their respective
projects so that these could be
completed within the stipulated
time frame. He also asked them
to ensure qualitative and quantative improvement in these major projects which will enhance

Terming these schemes as
fate changing schemes, Gupta
said that every educated youth
cannot be adjusted in government service so youth must
come forward and utilize his/
her potential in the field of business. “I want to make Pir Panjal
area a business hub and this is
possible but youth must come
forward” Gupta said adding
that business cannot only
change the fate of youth but also
make Pir Panjal districts an economic zone . He said that economic activities will attract attention of visitors and tourism

be the largest First-aid provider
in the World and is internationally recognized for providing
trainings in First-aid. Indian
Red Cross Society, J&K State
Branch, besides other humanitarian activities, is also the lead
agency to impart First-Aid trainings in the State of J&K.
In recent times, a significant development in this regard
has taken place as some corporate houses and other agencies
have started utilizing the highly
skilled human resource of the
Red Cross for imparting First
aid trainings to their officials.
The need is felt nowadays that
first-aid skills must be developed
among the people in every field
so that they respond to emergen-
cies in their communities as well
as at their work places in an effective manner.
As part of the trainings to
other agencies, a special first-aid
training was imparted to 30
Special Police Officials (SPOs)
by the Master trainers of Indian
Red Cross Society, J&K State
Branch. The training programme was organized by

in soft skills for dealing with

International Labour Day was observed here in
Jammu by various social, educational and political institutions today. Ghulam Ahmed Mir (Former
Minister) & JKPCC Chief has described labour class
as back bone of the development and economic
progress of the country and said that Congress is committed for the welfare and to protect the rights of
labour class people of the country. Addressing an impressive function in connection with May Day here at
PCC Headquarters Shaheedi Chowk, Jammu today,
PCC Chief said that Congress party has its existence in
more than six lack villages of the country and represents all sections of the society and is always committed to protect the rights of the working class who are
the back bone of the India’s economic progress and
overall development of the country.
Mir said Congress party has always advocated the
welfare of labour class in the economic and socio
progress of the country. He said that UPA Govt. had
brought land mark legislation to the benefit and protect the rights of labour class in the organized and unorganized sector. He reminded that all beneficiary
labour laws were applied in J&K during the Congress
regime under the chief minister-ship of Shri G.M.
Sadiq. He extended full cooperation to their struggle
for acceptance of genuine demands. He asked partymen to take care of labour class and ensured their support to the employees in government, semi government and private sector in order to accelerate of economic development and equal participation of labour
class in the economic activities.
The function was organised by the J&K INTUC
led by its President Shiv Kumar Sharma. A large number of labour leaders of the organization affiliated to
the Indian National Trade Union Congress were present on the occasion and participated in the deliberations. Former Ministers Sham Lal Sharma-Senior

President PCC and others addressed the gathering
and threw light on the contribution of labour class in
the country. Saying that National Conference has all
along stood by the labour class, Additional General
Secretary and former minister Dr Sheikh Mustafa
Kamal on Friday recalled the crucial role played by
labourers in shaping the public movement launched
decades ago. Speaking at a function held at Sher-eKashmir Bhawan here this morning, held in observance of the May Day, the Additional General
Secretary said the party will strive for seeking restoration of labour rights and implementation of welfare
schemes tailored for them in order to uplift their conditions economically and collectively.
Dr Mustafa Kamal, who was chief guest at the
function, extended full support to the labour class and
hoped that both state and central governments would
work for their empowerment and economic emancipation by restoring their rights. He referred to the background of this day and said it is being observed on May
1st all over the world to highlight the need for restoration of labour rights with a view to bridge the gap be-
tween haves and have nots for harmonious growth of
the society. Speaking on the occasion, Senior State
Vice President and former minister Mr Surjeet Singh
Slathia recalled the great role played by Sher-eKashmir Sheikh Mohammed Abdullah for weaker
sections of society especially the labour force and said

taken from time to time for overall welfare of the
labour class. Extending revolutionary greetings and
solidarity to the working class and toiling masses,
Centre of Indian Trade Unions (CITU) today held a
massive rally at S K Park Srinagar on the international day of working class. Hundreds of workers of different sectors carrying banners, placards and shouting
slogans in favour of their demands marched from the
venue to the historic Lal Chowk. CITU State President
Mohammad Yousuf Tarigami while addressing the
rally said that the onslaught on labour class is too severe to get rid of it, adding that labour laws across the
state are being brazenly flouted and the destitute engaged in government and private sector as ad-hoc, casual, seasonal, need based, contingency paid workers
and contractuals are facing its brunt. He said isolated
efforts of workers can’t be effective and appealed the
trade unions to be united and bold enough to safeguard the democratic rights of the workers. May Day
celebrations should not be symbolic but a commitment to resolve for defeating the anti-worker policies.

was a big awakening and revolution of working class
throughout the world . BJP State General Secretary
and MLA Kathua, Rajiv Jasrotia has greeted the
Workers of state on the eve of International Labour
Day. In a message he reiterated the Government’s
commitment to establish the dignity of labour, to
bring transparency and accountability in the enforcement of Labour Laws and to promote workers’ welfare
through good governance initiatives. “I extend my
warmest greetings and best wishes to the workers in
the country. Government of India in its endeavors is
guided by the mantra of “Shramev Jayate”.
Labour Day in Army Public School, Akhnoor was
celebrated in special assembly with full aplomb to appreciate the tireless, hard working workers of this institution. Paying a befitting tribute and thanking them
for making the life of others comfortable day- after-day
by accomplishing the jobs assigned to them. Pradeep
delivered a speech; the comparing was being done by

‘People who help us’ prepared by Mrs Jaswinder Kour
and the senior school students presented a skit ‘Salaam
Majdoor ‘ which was being prepared by Mrs Vini Singh
depicting how the absence of a maid could spoil the
morning and cause the whole routine to go topsy-turvy
unnerving the family members totally and the absence
of a peon in an institution is almost unthinkable as it
means a lot of mismanagement and chaos because they
are the ones who run errands the whole daylong to
keep things going. The Management appreciated their
services. At last the Principal Mr K. C. S. Mehta distributed a small token of appreciation on behalf of
Chairman Brig Rajendra Joshi and honoured the
workers of this institution. Principal addressed the
students and highlighted the need, importance and significance of the role of these workers in our life.
A massive May Day State Rally was held by J&K
Panthers Trade Union at District Headquarters,
Ramban in J&K. Prof. Bhim Singh, Chief Patron of
PTU who was Chief Guest on the occasion called on
the working class, labours and farmers unite for the
implementation of Labour Laws including Minimum
Wages Act which have not been enforced till date.
Prof.Bhim Singh declared a war against the government if failed to grant all those civil liberties, right to
wages and work for the labourers and farmers in J&K
by the August 1, 2015. He warned the government to
face the PTU from the road to the Supreme Court from
August 1, declaring 2015 as ‘Youth Year’.
A strong resolution was adopted at the rally demanding, among other things, implementation of
Minumum Wages Act, release of all the pending scholarships and arrears of SC & ST students till 31st
March, 2015, regularization of services of 60,000 casual
labourers, regularization of 28,000 SPOs, 3000 SSB
Volunteers, 5000 homeguard volunteers, about 5000
contractual employees, free uniform, books (including shoes to the students upto 8th class--this concession was sanctioned by Shri Harsh Dev Singh,
Panthers Party MLA as Education Education of 2003
to 2005). Panthers Trade Union also demanded a respectable and honourable treatment to the students in
Govt. schools as it was pointed out, that several village
schools have no sitting arrangements for students nor
there is any mid-day meal served at all. It was felt that
there are 55,000 regular posts in the Govt. departments
and demanded to fill all the posts on regular basis
through a due process and procedure.
A ceremonial Border Personnel Meeting (BPM)
on the occasion of International Labour Day was conducted on 01 May 15 at Chinese Side in Chushul Sector
in Eastern Ladakh. The Delegations were led by

Air Marshal BBP Sinha took over as the new
Air Officer-in-Charge Administration (AOA) of IAF
at Air Headquarters, New Delhi today. Prior to the
present appointment, he was Director General
(Works & Ceremonials) at the Air Headquarters. He
was commissioned in the Administration branch of
the IAF in June 1979. During his career spanning
more than 35 years, he has held many important appointments which include Chief Administrative
Officer at two major flying bases, Principal
Director (Pay, Pension & Regulations) at Air
Headquarters,

Officer-in-Charge
Administration (SOA) at HQ Western Air
Command, IAF. He is a recipient of Ati Vishisht Seva
Medal (AVSM). He was also commended by the Chief
of the Air Staff in 2001 and twice by Air Officer
Commanding-in-Chief in the years 1994 and 1997. It is
a matter of pride for the IAF that his sibling Air
Marshal SBP Sinha is also serving at Air

public grievances and review various developmental works being executed in the Panchayats.

Department of the State Government is allowed to work as a Contractor for a period of two years after his retirement from Government
service, without permission of the Government. This contract is liable to be cancelled if either the contractor or any of his employees is
found any time to be such a person who had not obtained the permission of the Government as aforesaid before submission of the tender or engagement in the Contractor’s Service.

in Kashmir still remain closed, Bollywood has returned to
shoot films once again. Numerous films are being shot in
Kashmir this year, and a few have already showcased the
state. Infact major blockbusters like 3 Idiots, Yeh Jawqani
Hai Deweeni, Jab Tak Hai Jaan, Highway and Haider have
brought out the former glory. Despite various obstacles,
Bollywood directors have been true to their love for Kashmir. The love for this ‘paradise on earth’ is such that even
after the devastating floods, tourists with Kashmir tour
packages and shooting of films has resumed. If you haven’t
been to this breathtaking destination so far enjoy the
glimpse of Kashmir through the silver screen. From
Sharmila Tagore to Alia Bhatt, Shammi Kapoor to Shah
Rukh Khan, we have seen them all romancing in the beautiful backdrop of Kashmir. Now Salman Khan makes his
maiden trip to Kashmir to shoot ‘Bajrangi Bhaijaan’. After
Aamir and Shah Rukh, Salman is third megastar to shoot in
Kashmir.Recalling the days when no movie would be complete without being shot in Kashmir, actor-turnedpolitician Vinod Khanna says that his party would help
restore that “lost glory” to the state. Khanna had stated that
the state was once a favourite destination for the Bollywood
and now he felt pained to see “lack of development” there.
“There was a time when no Bollywood movie was complete
without being shot in Kashmir, the Prime Minister has resolved to bring back the film industry to Jammu and Kashmir. Kashmir was always synonymous with romance.
During the 60’s and 70’s the scenic valleys and picturesque
locations of Kashmir were the preferred place for outdoor
shoots, until the time the situation started becoming turbulent there. Some of the most romantic films of the sixties
have been shot in Kashmir, which is also known as the
“heaven on earth”. Perhaps “Roja” was the only popular
non-romantic film shot there, which reflected the turbulent
times that had hit Kashmir. There was a time when even
films from south used to be shot at the various scenic locations of Kashmir. But now, after a long break, movies are
being shot at Kashmir. Even big stars like Salman Khan are
okay with shooting in Kashmir, Bollywood is no longer
worried or stressed about working in the Valley, which
should be great news for the people of Kashmir. Director
Imtiaz Ali’s ‘Highway’ was shot in this region recently, in
some of the upper reaches of the Aru valley and at the snowclad upper reaches of Chandanwadi. The only hitch while
shooting here was that one had to trek for hours to capture
the splendor of Kashmir. However, nobody was complaining during the shoot as it was a good workout for them. The
director was also all praise for the police and civilians
there, who have been quite helpful.

Growth: the next steps to be taken

he gloom over economic growth appears to have dissipated a bit after the
new numbers on National Income
were released at the end of Jan 2015. However, there is continued scepticism about the
numbers as several analysts feel that they are
not in accord with the ground realities. According to the advanced estimates for 2014-15, the
growth rate is projected at 7.4 per cent. What
are the prospects for 2015-16? We do not have
the data for past years reworked on the new
base and the new methodology, and without
such a time series it becomes hard to forecast.
Perhaps, 2015-16 will be a shade better than 201415, if all the positive factors mentioned later
come together. However, it will fall short of
the Budget expectations of eight per cent.
Favourable factors and uncertainty
What are the favourable factors that can
contribute to a better performance of the
economy in 2015-16? First and foremost,
there is the advantage of low crude oil
prices. This will not only reduce the oil import bill and impact favourably on the current account balance, but will also moderate
the price increase in general because petroleum products are used in the production of
almost every commodity and service. Second, the credit rating agency, Moody’s decision to upgrade the outlook to “positive”
may facilitate the inflow of capital. Though
the recovery of the advanced economies is
still tepid, the external environment as far
as India is concerned may be benign. On the
domestic front, there are signs of a gradual
improvement in the investment “sentiment”. Still, there are several unfavourable
or uncertain factors, chief among them
being the uncertainty about the monsoon.
We have not yet seen the full impact of the
unseasonal rains of the last few months. The
damage to crops has been extensive in several States and the natural consequence will

he world has come around to the view
that democracy is essential for full
human development. And only education and skill development can make this
possible. The view of the late Singapore
Prime Minister Lee Kuan Yew on the one
hand, and Communists on the other, that
economic development must be first
achieved before democracy is possible, has
been decisively rejected. But democracy
cannot be sustained unless the electorate is
well informed, chooses its leadership
wisely, and this leadership is intellectually
empowered by a multi-dimensional intelligence. The world view of economic development has completely changed: it is no
longer believed to be driven by human
labour, as Karl Marx said, or by capital, as
Alfred Marshall stated, but is knowledgedriven. For application of knowledge, innovations are required, and for more original
research, we need many more young minds
at the frontier. Knowledge is gender neutral, and hence the 21st century offers a
great opportunity to level the gender inequity of the last thousand years in India.
Educational empowerment
The youth require a a mental faculty
endowed with multi-dimensional intelli-

gence. It is not adequate to foster cognitive
intelligence alone — as is being done in
India’s educational campuses today — but
to also develop the other dimensions of intelligence: emotional, social, moral, spiritual, environmental, and innovational.
India’s vast youth population is its demographic potential dividend, but only if
equipped and enabled with this seven dimensional intelligence. For decades since
Independence, it was said that India’s demography was its main liability; that the
country’s population was growing too fast,
and what it needed most was to control its
population, even if by coercive methods.
I had challenged this view in 1972, arguing that population growth was not India’s
problem, and that the youth, if empowered
by education, would be an asset, and not a
liability, to the country’s development.
(Noted demographer Ashish Bose of the
University of Delhi had published in 1972
my research on this as a chapter in his book
India’s Population.) Scientific innovations
by educated youth can overcome the limitations of land, natural resources and production. But the negative view of population
prevailed till the ‘nasbandi’ (vasectomy) fiasco of the Emergency in 1975-77 forced Indian politicians to become less vocal about
and the Indian Railways. What is needed is
for the government to come out with a statement regarding the quantum of investment
that will be made by the various public sector institutions. This should be monitored
every quarter and the actual investments
made should be made public. Apart from
making the government accountable, this
will inspire confidence in investors.
The new initiatives
For raising the growth rate, the government relies on many of the initiatives announced in the Budget. Several of them need
clarification and refinement. For example,
how will the National Investment in Infrastructure Fund operate? Will it take the form
of a trust or a non-banking financial company (NBFC)? The word “trust” was used in
the Budget speech. The sooner the details
are spelled out, the better it will be. Take another idea, of the Mudra Bank. To call the institution a “bank” will be incorrect if it is
only to be a refinancing institution. Which
are the last mile finance institutions which
will be refinanced by this institution? Apparently, this institution will have to rely totally on Budget allocation. The idea of a
refinancing institution is good but, once
again, the details need to be spelled out. In
fact, in this context, perhaps the best way to
promote investment in the large-, mediumand small-scale sector is to go back to the
days when we had development banks
which provided long-term finance to large,
medium and small industries. At the national level, the IDBI (Industrial Development Bank of India of that time) played a
major role. At the State level, State finance
corporations operated to provide long-term
finance to medium and small enterprises.
The development banks became universal
banks and in that process we have lost out
on long-term finance. Even the new initiative of allowing commercial banks to raise
infrastructure bonds may not be adequate.
The BJP’s challenges in Jammu

hile the PDP has taken control of the State's political and
administrative apparatus, the
BJP has been relegated to the status of
a junior partner — so much so that it is
failing to secure the interests of its core
in
Jammu.
The
constituency
Bharatiya Janata Party created history in Jammu & Kashmir by winning
both the Lok Sabha seats from Jammu
and the lone Ladakh Lok Sabha seat. It
obtained almost 32.5 per cent of the
total popular votes share. Six months
later, it created yet another history by
winning 25 out of the 37 Assembly seats
from Jammu.
It emerged as the second largest
party in the State, notwithstanding the
fact that its vote share decreased by 10
per cent. Obviously, this disturbed BJP
poll managers. Still, the BJP’s vote
share was more than the Peoples Democratic Party, which emerged as the
single largest party in the Assembly
election by winning 28 seats — 25 from
Kashmir and three from Jammu. Surprisingly, the BJP failed to open its account in Kashmir and Ladakh, which
together send 50 MLAs. The political
scene of Jammu & Kashmir would
have undergone a radical change had
the BJP won half-a-dozen seats from
Kashmir and Ladakh. Then the party
would have been in the driving seat.
After the PDP-BJP coalition Government was formed on March 1, the situation for the BJP in Jammu has seen a
dramatic change. A sort of anti-BJP
wave is sweeping Jammu. Several factors have been working against the
party. Inadequate representation of
Jammu in the State Cabinet is one reason. The other is that the PDP has occupied nearly all the vital portfolios.
There is hardly any crucial portfolio
that is held by a legislator from Jammu
even though the region had hoped that
it would get parity with Kashmir, considering the mandate it gave to the

be some pick up in food prices. Initial reports indicate that rainfall this time will be
below normal. The impact on production
will depend not only on the quantum of rainfall but also on its distribution over time and
across States. Even though agriculture contributes only about 15 per cent to the GDP,
any shortfall in agricultural production has
serious implications. It fuels inflation and
human distress is high as more than 50 per
cent of the population depends on agriculture.
Second, the several initiatives promised in the
Budget will have the desired impact only if
they are implemented speedily and effectively. For example, take the increased allocation of funds for railways and roads. Are
these ministries adequately prepared to utilise
these funds? Some of the initiatives such as
the National Investment and Infrastructure
Fund and Mudra Bank will take time to be
set up and for their impact to be felt.
Role of public investment
The Economic Survey has persuasively
argued for larger public investment at a time
when private investment is yet to pick up.
The same point was made by the Report of
the Economic Advisory Council to the
Prime Minister in September 2013, that said:
“The focused attention that is being given to
achieving the production and capacity creation targets in coal, power, road and railways should generate higher growth. In
effect, the public sector would act as the
driver of growth and crowd in private sector
activities”. It is to be noted that capital expenditures of the Central government in the
Budget are not significant. Capital expenditures are also not synonymous with investment. While capital expenditures in 2015-16
show an increase over the revised estimates
of 2014-15, as a proportion of GDP, they remain the same as in the Budget estimate of
2014-15, i.e. at 1.7 per cent of GDP. In fact, the
bulk of the investment has to come from
public sector institutions such as Coal India
the need for coercive family planning.
Today, India has the world’s largest youth
population between the ages of 15 to 35 and
this lead will last for another 40 years. I
have written this before in these pages, but
this needs reiteration: India should not,
therefore, squander this “natural resource”. It should, instead, through proper
policies for the young, realise and harvest
this demographic potential. China is the
second largest world leader today in young
population. But this will start shrinking in
proportion of its total population from this
year because of lagged negative effect of
China’s one child policy. The total populations of Japan and Europe are already fast
ageing, and have started declining in absolute numbers. The U.S. will, however,
hold a steady trend thanks to a liberal policy of immigration. But even then it will
have a demographic shortage in skilled personnel. All developed countries will experience a demographic deficit. But India will
not. Thus, India has now been gifted,
through unintended consequences, with a
young population. If the youth are taught to
develop their cognitive intelligence to become original thinkers; imbibe emotional
intelligence to develop team spirit and a rational risk-taking attitude; inculcate moral
intelligence to blend their personal ambitions with national goals; cultivate social intelligence to defend civic rights of the weak,
defend gender equality, and develop the
courage to fight injustice; and develop spiritual intelligence, then India can develop a
superior species of human beings youth
who can be relied on to contribute to making the country a global power within the
next two decades.
Parameters of education policy
The nation must, therefore, structure a
national education policy for the youth so
that the seven dimensions of intelligence
BJP.
The third reason is the manner in
which the PDP has put its people in almost all the State departments. The
PDP has established its hegemony over
the State’s political and administrative
apparatus and financial institutions.
The decision to let the PDP hold the office of the Chief Minister for a full six
year term has also annoyed the BJP’s
core constituency.
The rejection of Jammu’s demand
for the issuance of ‘Dogra certificate’ to
Jammu youth seeking jobs in the Central Reserve Police Force and other
central paramilitary forces has also
been disheartening. Jammu is blaming
the BJP for the rejection. Political policies being evolved and implemented
unilaterally and ruthlessly by the PDP,
as well as the fast-deteriorating situation in the valley and its negative impact on national interest, are the other
two fundamental factors that have
alienated Jammu from Kashmir and
dented the image of the BJP. On a number of times, top BJP leaders intervened to rein in and snub the PDP. And
these interventions did produce the desired results — but not to the extent
that could help the BJP enjoy the kind
of love and trust it used to get before it
joined hands with the PDP. Yet another factor that has provoked and angered the people of Jammu is the
decision of the coalition to set up an
All-India Institute of Medical Scienceslike institute in Kashmir instead of
Jammu. The people of Jammu, cutting
across party lines, are chaffing. The extent of anger of the people of Jammu
against the BJP can be gauged from the
bandh they observed on April 24 to register their protest against the decision
on the AIIMS-like institute. Notably,
while presenting his second Budget in
the Lok Sabha on February 28, Union
Minister for Finance Arun Jaitley had
announced the establishment of such
an institute, worth Rs1,600 crore, in
Jammu.
Thebandh was a massive affair and
it was the first one against the BJP. It
was peaceful and the participation was
voluntary. The organisers of thebandh
didn’t have to ask any shopkeeper to
pull down the shutter. The nature and
magnitude of the bandh could be seen
from the fact that not a single auto was
plying on the roads of Jammu — and
this happened for the first time. It
could also be seen from the fact that all
non-BJP-PDP political parties supported the bandh.
This included the Jammu & Kashmir National Panthers Party, the Congress, the National Conference, the
Jammu State Morcha, the Jammu
Pradesh United Front, the Kranti Dal,
the Nationalist Congress Party, the
Shiv Sena as well as RSS affiliates like
the Vishwa Hindu Parishad and the
Bajrang Dal and even the Chambers of
Commerce and Industry, the powerful
Jammu & Kashmir High Court Bar Association, all transport unions, all student organisations including the Akhil
Bharatiya Vidyarthi Parishad and the
National Students’ Union of India. Organisers of thebandh argued that Kashmir already has the prestigious
Sher-i-Kashmir Institute of Medical
Sciences, a medical college and the
Shri Maharaja Hari Singh Hospital.
They said, and rightly so, that Jammu
deserved the AIIMS-like institution as
it has only one Government-run medical college and hospital, which is not
only ill-equipped but also understaffed. Hence, the people of Jammu
have to go to Delhi, Amritsar, Ludhiana, Chandigarh, Mumbai or Bangalore for medical treatment. Many can’t
afford this expense. The situation, as it
prevails today in Jammu, is volatile.
The BJP will do well to take some definite steps at the earliest, so that the impending conflict in the otherwise
peaceful and nationalist region, is
averted. There is no other option available so as to assuage the feelings of the
people of Jammu.

woman. Only then will the demographic
dividend not be wasted. These seven dimensions constitute the ability of a person to
live a productive life and for the national
good. Hence, a policy for India’s youth has
to be structured within the implied parameters of these dimensions. The first parameter of such a policy is ability empowerment
the development of the seven types of intelligence. The second is a collective mindset
about the legacy and future of the nation,
which means knowing the correct de-falsified history of India. The third is the commitment to a social contract of rights and
obligations such as a fundamental right to
quality primary and secondary education,
right to work, an obligation to compete for
most positions of employment on merit,
practice gender equality and place national
interests above selfish interests. A national
education policy is, therefore, a framework
for the comprehensive growth of the nation’s young population, to enable them
them to be positioned in life for personal ad-
vancement as well as contribute to national
greatness. India, however, lacks today a
properly structured policy for development
of its youth. As a result, many young people
are led astray by drugs and crime. What are
the objectives that the youth should work
towards? These cannot be purely materialistic because we know from our past history
that though India was the world’s most economically developed country, it was subject
to brutal assault and loot by a handful of foreigners, and, for a 1000 years, we could not
rule from Delhi. Materialistic progress
alone does not guarantee national security.
What is essential is the character and integrity of the country’s citizens. In brief, a
national policy for integrating spiritual values and organisation leadership can be
achieved through measures by which we
can create a modern mindset among the
youth. This will not only motivate them to
acquire technical cognitive competence, but
also develop their emotional, moral, social,
spiritual, environmental and innovational
intelligence.
Very soon, they will reach the limits of exposure with respect to industries and
groups. And, it is also difficult to have firewalls separating short term from long-term
credit. While the new ideas promoted in the
Budget are welcome, it is time to think in
terms of creating long-term finance institutions to provide equity and long-term loans
to large and medium industries.
‘Stalled’ projects and consensus
The easiest way to achieve higher
growth in the short run is to ensure that the
projects that are under way are completed in
time so that output will flow out of them.
India’s investment rate as a proportion of
GDP has come down from the peak it had
reached in 2007-08. Nevertheless, it is still
around 32 per cent. In normal circumstances, this should have given us a growth
of 7.5 to 8 per cent. But the actual growth rate
was below it. The decline in output growth
is sharper than the decline in investment
rate. This may be because of the delay in the
completion of projects or a lack of complementary investments. In some cases, it can
also be due to non-availability of critical inputs such as coal and power. The Economic
Survey has examined in detail the causes behind “stalled” projects. The reasons include
not only delay in clearances and permits but
also decline in demand and lack of finance.
The analysis also shows that clearing the top
100 projects by value will address 83 per cent
of the problem of stalled projects. Focussed
attention on removing the bottlenecks will
give one an immediate pay off. Strong economic growth is imperative as growth is the
answer to many of our socio-economic problems. Prospects for a rise in growth rate in
the immediate future appear to be bright.
This depends critically on implementing, in
a time-bound manner, the various initiatives announced in the Budget. Public investment is directly in the hands of the
government.
Nepal: Stay the course

he Nepal earthquake on April 25, 2015,
caused colossal loss of life and property by
a combination of intensity (7.8 magnitude), its shallowness and the nature of the
ground beneath the largest Nepalese city. The
Indian response was quick and muscular for
many reasons. Nepal is an important buffer between two rising Asian powers — China and
India. It has, for centuries, played one against
the other, even succeeding to remain independent while India was under the Mughals or the
British. It has religious and cultural links to
India and, ironically, was the only Hindu kingdom well before the rise of the Rashtriya
Swayamsevak Sangh, though ceased being one
before the advent of the Modi government. India
has 20,000 Gurkhas serving in the Indian Army
and over 125,000 retirees drawing pension from
India, many having shed blood for Indian security and territorial integrity. The Modi government recognises the need to rectify an
impression that Nepal was moving under Chinese influence with talk of a railway line connecting Tibet to Kathmandu. The rough
treatment of Tibetan refugees and escapees in
recent times and reports of huge Chinese funding for the redevelopment of Lord Buddha’s
birthplace at Lumbini seemed to confirm this
impression. Two quick visits by Prime Minister
Narendra Modi were the opening play to ameliorate the situation. The earthquake provided a
humanitarian route to solidify the new outreach. But this is hardly novel for international
diplomacy or for India. In June 1985, Prime Minister Rajiv Gandhi rushed to Bangladesh with
the President of Sri Lanka to express solidarity
within the newly created Saarc following a severe typhoon. In 2004, when the Indian Ocean
tsunami caused havoc along the Bay of Bengal
rim, despite damage to parts of the India’s east
coast, the Indian Navy joined that of the US to
help Sri Lanka. Similarly, after the 2005 earthquake in Pakistan-occupied Kashmir, India not
only flew aid to Islamabad with an Indian Air
Force IL-76 landing in Islamabad, but also
opened medical clinics along the Line of Control,
allowing victims access across normally a sealed
barrier. Thus, “Operation Maitri” in Nepal has
had predecessors, one of them, after the
tsunami, named “Operation Madad”. Of course,
the net gain, as in the case of Pakistan, may be
transitory. The real heroes of the 2005 earthquake relief and rehabilitation in Pakistan were
seen as the Hafiz Saeed-led Lashkar-e-Tayyaba,
which filled the gap left by the Pakistani state.
International disaster relief is also not simply
the rich and powerful countries aiding the third
world. In fact, India in the past generally rejected foreign assistance for domestic disasters
out of pride and paranoia that outsiders may exploit an Indian tragedy for ulterior motives.
However, even the US after Hurricane Katrina
and the Gulf oil spill accepted help, albeit paying
for it when it was overcome by its immensity or
lacked capacity in a particular field. After the oil
spill it took booms and skimmers from other nations to contain it. Similarly, Japan took immediate naval assistance from the US after the
Fukushima nuclear leak followed a tsunami ravaging 600 kilometres of its eastern coast. The deployment of a US carrier group, with its lift and
mechanical capabilities, were critical to quick
reopening of inundated infrastructure like airports, roads, etc. Thus, as the world faces unprecedented natural disasters driven by freak
weather events, geological tampering by human
intervention, i.e. shale gas drilling or mega
dams, or continental drift, as in the case of the
trans-Himalayan tinderbox, the world needs to
have more than ad hoc and voluntary mechanisms for relief and rehabilitation. Unnoticed in
India was news of the Chinese rescue of their
4,000-odd tourists from Nepal. It was announced
that a Chinese passport was adequate to board
planes, as tickets were free. Xinhua exulted in
an editorial: “In a time of need, the Chinese passport demonstrates its worth.” However, soon
controversy broke out on social media alleging
price gouging and favouritism. Even internationally, China discovered that humanitarian
assistance could be a thankless exercise. For instance, what was seen by the Philippines as paltry assistance after the 2013 typhoon caused
bilateral relations, already testy over Chinese
claims in the South China Sea, to sour further.

developmental works under execution in these areas.
The Minister directed the
PMGSY authorities to prepare
Detailed Project Report (DPR) for
Nego-Jabad road and submit the
same to the concerned quarter at
an earliest so that the funds could
be arranged for the purpose. He
also instructed the Roads and
Buildings department to take
necessary measures for temporary restoration of the said road
on war footing basis. He also instructed the officers of Irrigation
department to renovate the
Surasyar irrigation Khul on pri-
ority.

that 196 families were affected by
the landslides and land erosion in
the district, out of which residential house of 11 families were fully
damaged. He was also informed

The Minister for Rural Development and Panchayat Raj
Advocate Abdul Haq Khan accompanied by District Development
Commissioner Kupwara, Mr. K.R. Ranjan today took an extensive
tour of various areas of Lolab Constituency of Kupwara district to
get first hand appraisal of public issues and needs.
The Minister inspected the pace of various ongoing developmental projects and inspected Degree College Sogam coming up at
an estimated cost of Rs.14.50 crore. He also inspected the construction work of SDH Sogam for which Rs. 8.50 crores have been expended. While inspecting the Polytechnic College at Korihama,
the Minister was informed that Rs. 18.50 crores are being spent on
the construction of College and so far Rs. 8.50 crores have been expended. The Minister also visited Model Women’s Degree College
at Sulkoot and took stock of its functioning. He directed the concerned executing agencies for timely completion of all the projects
so that people would be able to avail the facilities of these projects.
During his visit, several deputations met the Minister and apprised him about the issues pertaining to the basic amenities including providing of safe drinking water, road connectivity,
health care and transport facilities in these areas. Haq Khan assured the people that all the genuine issues would be addressed on
priority. The minister directed the district administration to resolve the people's problems on priority. The District Development

Expressing commitment for speedy disposal of the problems
of the public, the Member Legislative Assembly, Tangmarg,
Mohammad Abbas Wani has said that government would left no
stone unturned in providing basic amenities to the people of far
flung areas. The MLA said that while visiting various villages of
Tangmarg Constituency including Hagarpora, Malmoh,
Agriklan, Nooripora, Aboora, Goun and other villages. The MLA
was accompanied by Deputy Commissioner, Baramulla Peerzada
Mushtaq Ahmad Shah, Superintending Engineer, of R&B, PHE,
Irrigation & Flood control and other district officer.
During the visit the MLA took stock of the situation of roads
and bridges. He expressed concern over the condition of roads and
assured the general public that the repairs and upgradation work
of all connecting roads will be taken up.
On the occasion, several deputations met the MLA and put
forth their issues and problems to which the MLA gave patient
hearing and assured of timely disposal. The MLA also took stock
of the availability of ration, electricity and water supply in these
villages. The MLA directed the concerned officers to ensure all
necessary facilities to the people.

The District Development Commissioner Budgam today convened a meeting of officers and took stock of preparation of ration
cards in Budgam district as per Census 2011. The meeting was attended by the Additional Deputy Commissioner Budgam,
Assistant Commissioner Revenue Budgam, Chief Planning
Officer Budgam, Sub Divisional Magistrates of Khansahib,
Beerwah and Chadoora, all Tehsildars, Block Development
Officers and CA&PD. During the meeting, the District
Development Commissioner directed all concerned officers for
completion of ration card process as per the Census 2011 within
the stipulated time. He also emphasized upon all the Tehsildars of
the district for verification of BPL, AAY with transparency.
Meanwhile, the District Development Commissioner constituted
a committee comprising of 43 members including Assistant
Commissioner Revenue Budgam, Sub Divisional Magistrates
Khansahib, Beerwah and Chadoora who will monitor the process
of preparation of ration cards.

Special Children of Asha School Jammu Cantt enjoyed, in
their unique and special Way in an environmental picnic in the
lap of nature in Miran Sahib garrison today.
Children were taken to the Nature–cum-Environmental Park
for picnic. They were taken on a lush green, thickly forested track
for trekking around a lotus park. They were acquainted with
blessings of environment by means of flowers, fruits, vegetables,
greenery and oxygen.
In a day - long picnic, special arrangements were made to entertain children with musical orchestra. Children danced merrily
to the thrilling tunes, played by soldiers of Army band. Ladies of
the garrison also joined children in dancing. Children played with
live pigeons, rabbits, ducks and birds. Mrs. Suman Mathur,
Principal Asha School conveyed gratitude to all concerned of the
garrison for taking special care of the Special Children of Tiger

Abdul Ghani Kohli today conducted surprise inspection of buses at SRTC bus stand and Railway
station to check their route permits. Taking cognizance of unauthorized route diversions by the
buses thus violating the rules and
plying on routes other than the
ones permitted for ,the Minister
directed the concerned to take
stern action against the concerned officers for failing to check
the same. He directed for an inquiry into the matter as how the
requisite permissions were renewed and the issue remained unnoticed since.
The Minister directed for
strict check to ensure that buses
ply on specific allotted routes in
accordance to the permits granted.
Kohli gave instructions for a
thorough check of the route permits of the buses and stern action
against the unholy nexus between the bus operators and any
official of the department.
He said the government
would make every effort to bring
transparency and accountability
in the work culture so as to ease
the sufferings of common man.
He sought cooperation of the people to unearth any such practices
being nurtured in the department

Minister for Social Welfare,
Forest,
Ecology
and
Environment Mr. Bali Bhagat today reviewed the functioning of
forest department in a meeting
with DFOs, Range officers and
other officers/officials of the forest territorial, SFC and forest protection force at Kishtwar today.
While reviewing the sector
wise and division wise performance of the Forest Department,
Mr. Bhagat directed SFC to dump
sufficient timber at Kishtwar for
the local needs. Re-organize the
forest divisions and make them at
par with administrative divisions, Minister further directed.
He asked to establish new Forest
Depots wherever necessary so
that the locals do not face shortage of timber. To bring transparency in the system Mr. Bhagat
instructed all the DFOs to display
the list of sanctioned timber beneficiaries in the offices besides he
informed that an online system to
track the application for timber
in the forest department is in off-
ing.
Expressing concern over the
huge chunk of encroached forest
land, Minister directed all the officers of the forest department to
strive on mission mode to retrieve back the encroached land.
Targets should be fixed for
each division for retrieving the
encroached land, he added. All
the condemned departmental vehicles should be auctioned immediately, Minister instructed the
concerend officer.

Almost Total Devastation Near
Nepal Quake Epicentre: Red Cross

The Red Cross warned today that nearly all homes had
been wiped out in some towns
and villages near the epicentre
of Nepal's devastating earthquake. The International
Federation of Red Cross and
Red Crescent Societies (IFRC)
said they remained "extremely
concerned" about the welfare of
hundreds of thousands of people in Nepal, five days after a
massive earthquake that killed
nearly 6,000 people.
In areas outside the
Kathmandu Valley, the fate of
many people remains unknown, the organisation said.
"Six Red Cross assessment
teams are reporting that some
towns and villages in the worstaffected districts close to the
epicentre have suffered almost
total devastation," it said in a
statement.
"Local residents are in a
desperate situation," it added.
The devastation appeared
particularly dire in the
Sindupalchowk region, a
mountainous area northeast of
Kathmandu, which was becoming a major focus of international relief efforts.
"One of our teams that returned from Chautara in
Sindupalchowk district reported that 90 percent of the homes
are destroyed," said Jagan
Chapagain, head of IFRC's Asia
Pacific division.
"The hospital has collapsed, and people are digging
through the rubble with their
hands in the hope that they
might find family members
who are still alive," he said in a
statement.
"We can expect the situation to be the same if not worse
in many other places where aid
has not yet been delivered," he
added.
IFRC said up to 40,000
homes were estimated to have
been
destroyed
in
Sindupalchowk, and the World
Health Organization said today
that some 1,400 people had been
killed there.
With so many families in
need, the Nepal Red Cross
Society said it had almost exhausted its relief stocks which
were sufficient for 19,000 families.
Yet getting more aid in
through Kathmandu's small international airport is expected
to be a challenge, with UN agencies reporting that a number of
aid flights have been delayed or
turned back due to congestion.
IFRC expects its first two
planeloads of fresh aid to arrive
at the airport Friday, with
stocks to serve 1,000 people and
a 60-bed rapid deployment
hospital,
but
emergency
warned far more was needed.
In the meantime, Red
Cross volunteers have been
distributing tarpaulins in affected areas to shelter thousands of people who remain too
afraid to return home because
of aftershocks and damage to
their homes.

battles in Latakia province
overnight close to President
Bashar al-Assad`s ancestral
home, the Army and rebels
said, after weeks of insurgent
gains in the country`s northwest. Rebels seeking to topple
Assad have in the past sought
to bring their four-year-long
insurgency close to coastal areas
in
government-held
Latakia, heartland of Assad`s
minority Alawite community. An army source told state
news agency SANA fighter
jets hit insurgent hideouts in
the northern Latakia countryside with "tens killed and
wounded." Latakia is the
main port in Syria and along
with the capital Damascus is
one of the most important government-held areas in the
country.
The violence follows advances in neighbouring Idlib
province by the hardline
Ahrar al-Sham group and
Syria`s al Qaeda wing Nusra
Front as well as other allied
fighters. Rami Abdulrahman,
who
runs
the
Syrian
Observatory for Human
Rights monitoring group, said
the Latakia battles started
with an Army offensive on
Thursday, backed by local
militias, aimed at pushing the
insurgents out of the province
in order to advance on captured areas of neighbouring

The Observatory, which
collects information from a
network of sources on the
ground, said at least five insurgents were killed and an
unidentified number from the
pro-government side.
Two rebel sources said
the fighting in Latakia was
near the mountains of Jabal
al-Akrad, close to some of the
highest peaks in Syria including Nabi Younis that overlook
Alawite villages and close to
Qardaha, hometown of the
Assad family.
"The capture of the peaks
would make the Alawite villages in our firing range," said
an Ahrar al-Sham commander based in Idlib on Skype.
The

Abdulrahman said the army
wanted to secure the valley
and peaks in order to advance
on Jisr al-Shughour, a town in
Idlib province captured by insurgents a week ago.

take India's growth to
9-10%: Arun Jaitley
New Delhi, May 1:
Initiatives being taken by
the government to boost investments and introduce tax reforms will lead to 9-10 percent
economic growth in the coming
years, Finance Minister Arun
Jaitley said today. "The cumulative impact of these (initiatives),
I believe, will increase our ca-
pacity to grow is more than 9 percent, it is 10 percent," he said in
an interview to Doordarshan.
Significant work is being
done in the infrastructure as
well as agriculture sectors and
the government is making special efforts to tackle farmers issues, particularly irrigation, he
added. Jaitley said the government has created transparent
environment and has given up
discretionary powers to dole out
incentives to corporates.
"We do not hear the word
corruption in this government.
If you have spectrum, coal, mine
reserves auction them... The
money that comes from auctioning of coal and mines they go to
the states from where the reserves were generated," he said.
Indian economy is expected
to grow at 8-8.5 percent in the
current fiscal, up from 7.4 percent estimated in previous financial year. On Goods and
Services Tax, Jaitley said: "GST
we are trying to bring."
According to estimates, the
implementation of GST - the indirect taxes reform - will add 1-2 percent to India's GDP. Touted as the
biggest reform in indirect taxation, GST will subsume central
excise, state VAT, entertainment
tax, octroi, entry tax, luxury tax
and purchase tax on goods and
services to ensure seamless transfer of goods and services. The bill
on GST was introduced in the Lok

Price of non-subsidised LPG
was on Friday cut by Rs 5 per
cylinder even as jet fuel (ATF)
rates were marginally raised in
step with global trend. The price of
non-subsidised or market-priced
domestic cooking gas (LPG) was
cut by Rs 5 to Rs 616 per 14.2-kg
cylinder in Delhi, state-owned fuel
retailers said. The reduction
comes on the back of two successive hikes - Rs 5 on March 1 and Rs
11 on April 1. Households are entitled to 12 cylinders of 14.2-kg each
at subsidised rate of Rs 417 in
Delhi. Any requirement beyond
this has to be bought at the market
price, which is now Rs 616 in
Delhi. In Mumbai, non-subsidised
cooking gas has been cut by Rs 4.50
to Rs 627.50, while it will cost Rs 649
in Kolkata as against Rs 654.50,
previously. Chennai will see a
price cut of Rs 5.50 to Rs 608.50 per
cylinder. Rates vary from state-to-
state depending on the incidence
of local sales tax or VAT. Oil companies raised price of aviation turbine fuel (ATF), or jet fuel, in Delhi
by Rs 272 per kilolitre or 0.5 percent to Rs 49,609.84 per kl. The increase comes on the back of a 2 percent reduction in rates last year.

percent of an airline's operating
costs and the price cut will reduce the financial burden on
cash-strapped carriers. No immediate comment was available
from airlines on the impact of
the price hike on passenger
fares. State-owned fuel retailers, Indian Oil Corp (IOC),
Bharat Petroleum Corp (BPCL)
and Hindustan Petroleum Corp
(HPCL) revise jet fuel and nonsubsidised LPG prices on the
first of every month based on average imported cost and rupeedollar exchange rate. The same
on petrol and diesel is done on a

Maharashtra's Food and
Drugs Administration (FDA) on
Friday said it has ordered filing
of FIR against e-commerce major Snapdeal.Com's CEO Kunal
Bahl and directors of the company in a case related to alleged online sale of medicines, including
drugs.

filing of an FIR has been ordered
against Bahl as well as directors
of Snapdeal. When contacted,
the company spokesperson did
not offer any immediate comment. Last month, FDA had
raided the company's premises
here in this regard. At that time,
Snapdeal had said it was delist-
ing the drugs from its portal and
was assisting the regulator in
the investigation.
FDA had earlier issued a notice to the company and it was
asked to furnish details of the
drugs offered for sale, distribution and exhibited for sale on its
website Snapdeal.Com.
The raid followed FDA receiving information that various medicines, including prescription drugs, were being sold
online through Snapdeal.Com.
As per the law, only a licensed
retailer can sell drugs, and that
too on the basis of prescription
of a doctor, Kamble said, adding
such type of online sale of drugs
is not allowed as self medication

MTNL users the STD call
charges have also been
made local by making call
charges rate at 180
sec/pulse.
Under
the
BSNL
scheme, all major landline
general plans of rural and
urban areas, landline special plans as well as all major Combo (landline with
broadband) plans are covered.
As per latest from telecom regulator Trai data,
BSNL which dominates
landline market was the
biggest loser of fixed-line
customers in February
while Airtel emerged as top
gainer. The company had
over 1.66 crore landlines at
the end of February.
Even after losing
162,556 landline customers
in February, the company
dominated the market with
62.26 percent share.
Meanwhile, as per data
Trai, MTNL had 11.4 lakhs
wired Broadband service
subscribers as of February
this year.
India's
telephone
(wireline) subscriber base
stood at 2.67 crore at the end
of February 2015 of which
MTNL accounts for over 35
lakh subscribers.

Govt should have clarified on
past MAT dues on FIIs: Experts
New Delhi, May 1:
Finance Minister Arun Jaitley's announcement of MAT exemption on certain incomes of foreign firms was a relief but the
government should have clarified on the tax treaty benefits for
past dues, tax experts said on Friday.
Replying to a debate on Finance Bill in Parliament, the
Minister said all capital gains from sale of securities as well as
royalties, interest, technical services fee earned by foreign companies will be exempt from MAT, if the normal tax rate on such
income is lower than 18.5 per cent. Commenting on this, PwC
Partner (Tax and Regulatory Services) Suresh Swamy said,
"Finance Minister could have clarified that FPIs with treaty benefits would be exempt from paying MAT for past year. That would
have given more confidence to foreign investors".
He said probably a clarity on these past tax notices would
come after six months when the Supreme Court decides on the
case of Mauritius-based Castleton Investment Ltd. EY Leader
(Business Tax) Sunil Kapadia said the foreign investors were
looking for certainty and clarity in taxation matters from the
Minister. "The clarification does not provide what happens for
taxation of past period. That still remains a controversial area,"
Kapadia said. This issue between foreign investors and government cropped up last year when the tax department started sending notices to FIIs to cough up MAT. These notices were based on
a decision by Authority for Advance Ruling, which directed
Castleton to pay MAT in India on their book profits.
So far, the government has sent MAT notices for over Rs 602
crore to 68 foreign investors. The amendments to Finance Bill
would bring relief to debt funds because interest income of debt
funds will also be exempt from MAT from April this year. Deloitte
Haskins & Sells Partner Rajesh Gandhi said the announcement is
positive for debt funds as MAT on interest would have been costly
for them. "The government has made it clear that going forward
MAT would not be applied on foreign investors. Some clarification on FIIs being able to avail treaty benefits and not be subject to
MAT should have been made clear," Gandhi said.
He added that since the government has said that there
would not be any retrospective amendment to Income Tax laws,
hence he could not provide that clarification. (PTI)
Gold, silver plunge on weak
global cues, low demand
New Delhi, May 1:
Snapping its three-day rising streak, gold prices retreated by
Rs 285 to Rs 27,190 per 10 grams at the bullion market on Friday
amid a weak trend overseas and subdued demand from jewellers
at current levels. Silver prices also dropped by Rs 700 to Rs 36,700
per kg due to reduced offtake by industrial units and coin makers.
Bullion traders said sentiments turned bearish on weak global
trend where gold extended the biggest loss in almost eight weeks
after a report showed applications for US jobless benefits declined last week to the lowest in 15 years, boosting speculation
that the Federal Reserve may raise interest rates sooner than expected. Gold in Singapore, which normally sets price trend on the
domestic front, fell by 0.3 per cent to USD 1,180.78 an ounce.
Besides, easing demand from jewellers and retailers at existing
levels dampened the sentiment, they said. In the national capital,
gold of 99.9 and 99.5 per cent purity tumbled by Rs 285 each to Rs
27,190 and Rs 27,040 per 10 grams, respectively. The metal had
gained Rs 425 in previous three sessions. (PTI)

distributed relief kits to the victims of flood at

presidium on the behalf B.D.O. Parmandal, Sh.

the gathering said that the government department of the state government left no stone unturned to help the flood victims as for as possible

During the meeting, various issues with regard to the smooth
conduct of SANJY-2015 were discussed threadbare. The representatives of various service provider unions put forth their demands and viewpoints. The arrangements with regard to
Tentage, sanitation and other arrangements were also reviewed. The rates for different services like ponies, transport
fare, night stay charges in tents, etc were finalized in presence of
the representatives of the concerned service provider unions,
who inturn expressed satisfaction on the fixed rates SDM,
Pahalgam gave a detailed account of the preparations made till
date and assured that the same will be completed well in time.
He further stated that draw of lots for allotment of spaces and
other services will be held on May 5 and 6, 2015. Additional
District Development Commissioner instructed all the concerned officers to ensure all the arrangements before the commencement of the Yatra. He directed the heads of different agencies and departments to work with close coordination so that finalization of the arrangements is not hampered at any cost.

told PTI here. ICRC is supporting the Nepal Red Cross Society in their
response to the mounting needs of families and affected communities
in the country. It has also launched a website to trace missing families. "Our efforts include restoring contact between family members
separated by the earthquake, and providing critical first aid materials and support," the ICRC said. The ICRC is also promoting proper
and dignified management of dead bodies. "To this end, we have provided 400 dead body bags to the Department of Forensics Medicine. In
addition, seven sets of dressing modules have been provided to the
hospitals to treat quake injured people," the organisation said. Nepal's
Army Chief yesterday feared that the death toll in the quake could be
as high as 15,000. NGOs and philanthropic institutions have poured in
funds and relief materials in this difficult time for Nepal to help it cope
with the tragedy of catastrophic proportions.

system on Monday
NEW DELHI, May 1:
nding a long wait for a credible firepower to
tackle enemy’s fighters, helicopters and
drones, the Indian Army on Monday is going to
get the Akash missile system, a proven formidable shield
against any possible aerial threats. The Akash missile system will be “dedicated to Army” on May 5 in the presence
of Defence Minister Manohar Parrikar in a function held
at iconic Manekshaw Centre here, an Army official said.
“Parrikar will symbolically hand over the first surface-to-air Akash missile system that can be fired from mobile launchers with powerful multi-function radars to
evaluate and track threats,” the official said. Akash is basically an area specific missile defence system, which have
an interception range of over 25 km in all weather conditions. The Army will be getting two Akash regiments during the course of next two years. The system of six firing
batteries is to cost the Army about Rs 14,180 crore. It has already been inducted in the the IAF, which is in process of
deploying six squadrons of missiles in the north-eastern
region to counter the aerial threat emanating from China.
Both Air Force and the Army have appreciated the system,
declining several offers from foreign vendors for providing similar missile cover, while DRDO and French company MBDA are to jointly develop such missile system for the
Navy, under the project Maitry.
The Akash is part the integrated guided missile development programme, which has proven its worth beyond
doubts. Almost 100 per cent indigenous, the missile system
is being produced by the government owned Bharat

DGP wants behavioral change in policing
to gain public confidence & cooperation

Stressing for behavioral changes in
policing at grass root level, the Director
General of Police (DGP), K. Rajendra
Kumar has asked for humane approach
in solving the public interest cases and
dealing law and order situations.
Rajendra was addressing a mega police durbar at Police Auditorium
Gulshan Ground Jammu last evening, in
which a large number of jawans and officers from all Jammu based wings including district police, traffic, railways, security, armed, IRP, SDRF, CID, Homeguards and telecommunication participated.
Addressing the durbar, Mr.
Rajendra said that behavioral change in
policing at police station level is vital to
gain public confidence and cooperation,
which is a great factor for people friendly
force. He said that community policing
and humane approach would bring visible changes in the working of Jammu
and Kashmir Police and strengthen police public relations. Public service is the
prime focused area of JKP and zero tolerance on human rights violation has
strengthened their relations with the
public, which is yielding good dividends
on law and order scenario in the State, he
added.
Cautioning the police against use of
disproportionate force, DGP asked for
careful handling of law and order situa-
tions and said that use of lethal weapons
should be avoided. He said that safety
and security of the people is our prime
concern, besides safeguarding integrity
of the nation.
Rajendra said that prompt disposal
of public complaints and registration of
FIRs followed by meticulous and prompt
investigation would improve the working of JKP, besides changing people’s
perception about the police. He said that
use of scientific aids during investigation have proved fruitful in completing
the cases on merits.
Emphasizing on sustained fight
against corruption and drug trafficking,
Mr. Rajendra asked the jawans and officers to brace them self against this twin
menace. He said that the police has a

Chief Minister Mufti Mohammad
Sayeed met the Chief Minister of
Maharashtra Devendra Fadnavis here
this morning. During their meeting, the
two Chief Ministers discussed issues of
mutual interest between the two states.
Fadnavis also congratulated Mufti
Sayeed for taking over as Chief Minister
of J&K and wished him success. Mufti
Sayeed requested Maharashtra Chief
Minister for establishing a JK House at
Kashmiri eulogy. He said the committee would work under the overall guidance of DC Bandipora, who would coordinate the preparations for observing
the Nadim Day, in the first week of
August 2015. He said the Nadim
Memorial Higher Secondary School
Kaloosa, Bandipora and various cultural forums of district Bandipora
would be also involved in the preparations. “The aim of organizing such programs is to make aware our young generation about the State’s rich intellectual and cultural treasure,” Mr Akhtar
said and added that Nadim is among
the founders of Kashmir’s Naatiya poetry and it is our moral duty to aware
our future generation about his contribution.
It was also announced on the occasion that the Cultural Academy would
publish a special issue of the compilation of poetry of Nadim.
The Minister said that in the next
step the Education Department would
organize similar programs to highlight
the contribution of another great literary personality of Kashmir Dina Nath
Nadim. He also said that the Cultural
Wing of the Directorate of Education
would be made vibrant to play an active
role in this endeavor.

Murder case after

Mr. MK Sharma today awarded rigorous
life-imprisonment and fine Rs 5000 to
Bhuvnesh Singh who committed the murder of one Anil Singh due to old rivalry.
While awarding life-sentence to
Bhuvnesh Singh, 2nd Additional Sessions
Judge Jammu Mr. MK Sharma after hearing Sr. Adv Sunil Sethi for the accused persons whereas Special PP BR Gupta for the
State, observed that the Pardeep Singh another accused in this case was juvenile in
conflict with law as defied in the J&K
Juvenile Justice (Care & Protection of
Children) Act 2013 and this act came into
force on April 24, 2014 when the case was at
the stage of defence evidence and further
observed that this court has now come to
the conclusion that the juvenile Pardeep
Singh has committed the offences of which
he has been charged and therefore, the juvenile is forwarded to the Juvenile Board
through APP KA Qazi to pass order in respect of the juvenile in accordance with
provisions.
Court further observed that in case, the
juvenile Board has not been constituted
then to forward the juvenile to CJM Jammu.

NEW DELHI, May 1:
Price of non-subsidised LPG was today
cut by Rs 5 per cylinder even as jet fuel (ATF)
rates were marginally raised in step with
global trend. The price of non-subsidised or
market-priced domestic cooking gas (LPG)
was cut by Rs 5 to Rs 616 per 14.2-kg cylinder in
Delhi, state-owned fuel retailers said. The reduction comes on the back of two successive
hikes – Rs 5 on March 1 and Rs 11 on April 1.
Households are entitled to 12 cylinders of 14.2kg each at subsidised rate of Rs 417 in Delhi.
Any requirement beyond this has to be
bought at the market price, which is now Rs
616 in Delhi. In Mumbai, non-subsidised
cooking gas has been cut by Rs 4.50 to Rs
627.50, while it will cost Rs 649 in Kolkata as
against Rs 654.50, previously. Chennai will
see a price cut of Rs 5.50 to Rs 608.50 per cylinder. Rates vary from state-to-state depending
on the incidence of local sales tax or VAT. Oil
companies raised price of aviation turbine fuel (ATF), or jet fuel, in Delhi by Rs 272 per kilolitre or 0.5 per cent to Rs 49,609.84 per kl. The
increase comes on the back of a 2 per cent reduction in rates last year.
