"No, I think India is capable enough to decide on his own terms and agenda. As far as India is concern about how to go on these issues-- whether it is the issue of terrorism or issue of displaced people returning to their homes, I do not think the government would let anybody dictate its agenda", Singh told reporters here today. He was replying to a volley of questions about the Pakistan's statement opposing "dedicated" townships in the Valley for displaced Kashmiri Pandits. Hitting out at separatists and other political leaders in Kashmir for opposing the composite townships in the Valley, Singh, who belongs to Jammu, said "God forbid if tomorrow, I also start laying down conditions how they (separatists and leaders) should live (in Jammu), What will be the consequences that the statesmen of the country and the political parties have to take a view of it". "Those people, those organisations and those parties (in Kashmir), who are opposing your (KPs) return to your places in Kashmir... ask them this question, if KPs will start opposing or raising question on you what will happen", he added. "If you are not snatching the right of other people where they are going to live outside Kashmir, therefore no body has right to oppose where do you want to construct your houses and settle in Kashmir," he said. On the issue of Pakistan's allegations that India is engineering demographic change in Kashmir, Dr Singh said "I think that this argument does not hold any logic or any merit for the simple reason". "On the other hand such a question could be raised in context of those separatists who go and settle across the country and try to disturb both the demography and critical mileau there", he added. The court convicted Abudulla, who was Hizbul Mujahideen's district commander of Rajouri in Kashmir, for offences under various sections of the IPC, Unlawful Activities Prevention Act, Foreigners Act and Arms Act after he pleaded guilty. "A ceremonial Border Personnel Meeting (BPM) was held today at Chinese side in Chushul Sector in eastern Ladakh (in Jammu and Kashmir)," Public Relation officer (PRO), Jammu, Col S D Goswami said. The delegations were led by Brigadier J K S Virk from the Indian side and Senior Colonel Fanjun from the Chinese side. This is third meeting of neighbouring troops on the two sides of Line of Actual Control (LAC) in Ladakh sector in the past fortnight. The earlier meetings took place on April 14 and 24. Prime Minister Modi is expected to visit China on May 14-16. The meeting was composed of exchange of greetings, and reflected the mutual desire of maintaining and improving relations of functional levels on the border. Humanitarian efforts have poured in from all parts of the world, from the day the disaster struck the Himalayan nation, killing over 6,200 people. Nearly 14,000 people have been injured. Capital city Kathmandu, otherwise filled with foreign tourists, is teeming with uniformed international rescuers, who battle against all odds, sifting through mountains of debris to look for survivors, still feared trapped beneath it, on the sixth day since the tragedy struck. A 7.9 Richter scale earthquake and succeeding after- shocks tore through Nepal last Saturday, leaving a trail of deaths and unimaginable devastation. Besides neighbouring countries like India, China and Pakistan, helping the battered nation restore to normalcy, the US has sent in its team. Poland and several other nations have pitched in with special teams to save pre- cious human lives. And, miraculous survivors, like a five-month-old baby or a teenage boy pulled out of the rubble only provide a glimmer of hope in this hour of darkness and stand testimony to the feats of human strength -- physical and mental. And as rescue workers held the little baby up in air, gloomy silence, momentarily gave way to loud cheers, as people acknowledged the Herculean efforts of these rescuers, many of whom have put their own lives at risk, besides, sweating day in and day out, only to beat death staring people in the face. TV visuals showed crowds waving Pakistani flags at the rally held in Tral. Last month too, Pakistani flags were raised at a rally organised in Srinagar by Geelani. Separatist leader Masarat Alam, who was released from jail in March, was present at the rally where anti-India slogans were raised. Following a hue and cry, Alam was later detained and subsequently arrested under the Public Safety Act under which the separatist leader could be jailed for at least two years. The Centre had categorically stated that waving of Pakistani flags or raising of anti-India slogans will not be allowed under any circumstances. The Intelligence inputs were later shared with the Mufti Mohammad Sayeed government in Indian-held Kashmir. Alam was arrested last week under the Public Safety Act. Indian spy agencies suspected that most of these calls were made by Lashkar-e-Taiba leaders, including Mumbai attacks mastermind Hafiz Saeed. “The calls were made by militants also, but they (central security agencies) had no proof whether Hafiz Saeed had made a call to Masarat,” said a senior police officer in held-J&K. They should stop their intervention in the internal issues of Kashmir. The people of Kashmir are with India and want to live in the peaceful atmosphere,” BJP’s senior leader and union minorities minister Mukhtar Abbas Naqvi told KNS over phone from New Delhi. He said that Pakistan should understand that whatever means they use, they will not get any part of this state. “One thing I will make clear is that all people living in the Kashmir want democratic and development rights of India,” he said. The Corps proved its mettle yet again gloriously in the 1971 war wherein tanks were at the forefront of action on the both Western and Eastern front and infact spearheaded the offensive of ground forces into Dhaka.2nd Lt Arun Khetrapal led by example to stall the Pakistan counter attack in the battle of Basantar and was posthumously honoured with Param Vir Chakra. A massive May Day State Rally was held by J&K Panthers Trade Union at District Headquarters, Ramban in J&K. Prof. Bhim Singh, Chief Patron of PTU who was Chief Guest on the occasion called on the working class, labours and farmers unite for the implementation of Labour Laws including Minimum Wages Act which have not been enforced till date. Prof.Bhim Singh declared a war against the government if failed to grant all those civil liberties, right to wages and work for the labourers and farmers in J&K by the August 1, 2015. He warned the government to face the PTU from the road to the Supreme Court from August 1, declaring 2015 as ‘Youth Year’. A strong resolution was adopted at the rally demanding, among other things, implementation of Minumum Wages Act, release of all the pending scholarships and arrears of SC & ST students till 31st March, 2015, regularization of services of 60,000 casual labourers, regularization of 28,000 SPOs, 3000 SSB Volunteers, 5000 homeguard volunteers, about 5000 contractual employees, free uniform, books (including shoes to the students upto 8th class--this concession was sanctioned by Shri Harsh Dev Singh, Panthers Party MLA as Education Education of 2003 to 2005). Panthers Trade Union also demanded a respectable and honourable treatment to the students in Govt. schools as it was pointed out, that several village schools have no sitting arrangements for students nor there is any mid-day meal served at all. Air Marshal BBP Sinha takes over as new administrative head of IAF New Delhi, May 1: Air Marshal BBP Sinha took over as the new Air Officer-in-Charge Administration (AOA) of IAF at Air Headquarters, New Delhi today. Prior to the present appointment, he was Director General (Works & Ceremonials) at the Air Headquarters. He was commissioned in the Administration branch of the IAF in June 1979. However, there is continued scepticism about the numbers as several analysts feel that they are not in accord with the ground realities. According to the advanced estimates for 2014-15, the growth rate is projected at 7.4 per cent. What are the prospects for 2015-16? We do not have the data for past years reworked on the new base and the new methodology, and without such a time series it becomes hard to forecast. Perhaps, 2015-16 will be a shade better than 201415, if all the positive factors mentioned later come together. However, it will fall short of the Budget expectations of eight per cent. Favourable factors and uncertainty What are the favourable factors that can contribute to a better performance of the economy in 2015-16? First and foremost, there is the advantage of low crude oil prices. This will not only reduce the oil import bill and impact favourably on the current account balance, but will also moderate the price increase in general because petroleum products are used in the production of almost every commodity and service. Second, the credit rating agency, Moody’s decision to upgrade the outlook to “positive” may facilitate the inflow of capital. Though the recovery of the advanced economies is still tepid, the external environment as far as India is concerned may be benign. On the domestic front, there are signs of a gradual improvement in the investment “sentiment”. Still, there are several unfavourable or uncertain factors, chief among them being the uncertainty about the monsoon. We have not yet seen the full impact of the unseasonal rains of the last few months. And only education and skill development can make this possible. The view of the late Singapore Prime Minister Lee Kuan Yew on the one hand, and Communists on the other, that economic development must be first achieved before democracy is possible, has been decisively rejected. But democracy cannot be sustained unless the electorate is well informed, chooses its leadership wisely, and this leadership is intellectually empowered by a multi-dimensional intelligence. The world view of economic development has completely changed: it is no longer believed to be driven by human labour, as Karl Marx said, or by capital, as Alfred Marshall stated, but is knowledgedriven. For application of knowledge, innovations are required, and for more original research, we need many more young minds at the frontier. Knowledge is gender neutral, and hence the 21st century offers a great opportunity to level the gender inequity of the last thousand years in India. Educational empowerment The youth require a a mental faculty endowed with multi-dimensional intelli- T gence. It is not adequate to foster cognitive intelligence alone — as is being done in India’s educational campuses today — but to also develop the other dimensions of intelligence: emotional, social, moral, spiritual, environmental, and innovational. India’s vast youth population is its demographic potential dividend, but only if equipped and enabled with this seven dimensional intelligence. For decades since Independence, it was said that India’s demography was its main liability; that the country’s population was growing too fast, and what it needed most was to control its population, even if by coercive methods. I had challenged this view in 1972, arguing that population growth was not India’s problem, and that the youth, if empowered by education, would be an asset, and not a liability, to the country’s development. (Noted demographer Ashish Bose of the University of Delhi had published in 1972 my research on this as a chapter in his book India’s Population.) Scientific innovations by educated youth can overcome the limitations of land, natural resources and production. But the negative view of population prevailed till the ‘nasbandi’ (vasectomy) fiasco of the Emergency in 1975-77 forced Indian politicians to become less vocal about and the Indian Railways. What is needed is for the government to come out with a statement regarding the quantum of investment that will be made by the various public sector institutions. This should be monitored every quarter and the actual investments made should be made public. Apart from making the government accountable, this will inspire confidence in investors. The new initiatives For raising the growth rate, the government relies on many of the initiatives announced in the Budget. Several of them need clarification and refinement. For example, how will the National Investment in Infrastructure Fund operate? Will it take the form of a trust or a non-banking financial company (NBFC)? The word “trust” was used in the Budget speech. The sooner the details are spelled out, the better it will be. Take another idea, of the Mudra Bank. To call the institution a “bank” will be incorrect if it is only to be a refinancing institution. Which are the last mile finance institutions which will be refinanced by this institution? Apparently, this institution will have to rely totally on Budget allocation. The idea of a refinancing institution is good but, once again, the details need to be spelled out. In fact, in this context, perhaps the best way to promote investment in the large-, mediumand small-scale sector is to go back to the days when we had development banks which provided long-term finance to large, medium and small industries. At the national level, the IDBI (Industrial Development Bank of India of that time) played a major role. At the State level, State finance corporations operated to provide long-term finance to medium and small enterprises. The development banks became universal banks and in that process we have lost out on long-term finance. Even the new initiative of allowing commercial banks to raise infrastructure bonds may not be adequate. The BJP’s challenges in Jammu BY : HARI OM hile the PDP has taken control of the State's political and administrative apparatus, the BJP has been relegated to the status of a junior partner — so much so that it is failing to secure the interests of its core in Jammu. The constituency Bharatiya Janata Party created history in Jammu & Kashmir by winning both the Lok Sabha seats from Jammu and the lone Ladakh Lok Sabha seat. It obtained almost 32.5 per cent of the total popular votes share. Six months later, it created yet another history by winning 25 out of the 37 Assembly seats from Jammu. It emerged as the second largest party in the State, notwithstanding the fact that its vote share decreased by 10 per cent. Obviously, this disturbed BJP poll managers. Still, the BJP’s vote share was more than the Peoples Democratic Party, which emerged as the single largest party in the Assembly election by winning 28 seats — 25 from Kashmir and three from Jammu. Surprisingly, the BJP failed to open its account in Kashmir and Ladakh, which together send 50 MLAs. The political scene of Jammu & Kashmir would have undergone a radical change had the BJP won half-a-dozen seats from Kashmir and Ladakh. Then the party would have been in the driving seat. After the PDP-BJP coalition Government was formed on March 1, the situation for the BJP in Jammu has seen a dramatic change. A sort of anti-BJP wave is sweeping Jammu. Several factors have been working against the party. Inadequate representation of Jammu in the State Cabinet is one reason. The other is that the PDP has occupied nearly all the vital portfolios. Initial reports indicate that rainfall this time will be below normal. The impact on production will depend not only on the quantum of rainfall but also on its distribution over time and across States. Even though agriculture contributes only about 15 per cent to the GDP, any shortfall in agricultural production has serious implications. It fuels inflation and human distress is high as more than 50 per cent of the population depends on agriculture. Second, the several initiatives promised in the Budget will have the desired impact only if they are implemented speedily and effectively. For example, take the increased allocation of funds for railways and roads. Are these ministries adequately prepared to utilise these funds? Some of the initiatives such as the National Investment and Infrastructure Fund and Mudra Bank will take time to be set up and for their impact to be felt. Role of public investment The Economic Survey has persuasively argued for larger public investment at a time when private investment is yet to pick up. The same point was made by the Report of the Economic Advisory Council to the Prime Minister in September 2013, that said: “The focused attention that is being given to achieving the production and capacity creation targets in coal, power, road and railways should generate higher growth. In effect, the public sector would act as the driver of growth and crowd in private sector activities”. It is to be noted that capital expenditures of the Central government in the Budget are not significant. Capital expenditures are also not synonymous with investment. While capital expenditures in 2015-16 show an increase over the revised estimates of 2014-15, as a proportion of GDP, they remain the same as in the Budget estimate of 2014-15, i.e. at 1.7 per cent of GDP. In fact, the bulk of the investment has to come from public sector institutions such as Coal India the need for coercive family planning. Today, India has the world’s largest youth population between the ages of 15 to 35 and this lead will last for another 40 years. I have written this before in these pages, but this needs reiteration: India should not, therefore, squander this “natural resource”. It should, instead, through proper policies for the young, realise and harvest this demographic potential. China is the second largest world leader today in young population. But this will start shrinking in proportion of its total population from this year because of lagged negative effect of China’s one child policy. The total populations of Japan and Europe are already fast ageing, and have started declining in absolute numbers. The U.S. will, however, hold a steady trend thanks to a liberal policy of immigration. But even then it will have a demographic shortage in skilled personnel. All developed countries will experience a demographic deficit. But India will not. Thus, India has now been gifted, through unintended consequences, with a young population. If the youth are taught to develop their cognitive intelligence to become original thinkers; imbibe emotional intelligence to develop team spirit and a rational risk-taking attitude; inculcate moral intelligence to blend their personal ambitions with national goals; cultivate social intelligence to defend civic rights of the weak, defend gender equality, and develop the courage to fight injustice; and develop spiritual intelligence, then India can develop a superior species of human beings youth who can be relied on to contribute to making the country a global power within the next two decades. Parameters of education policy The nation must, therefore, structure a national education policy for the youth so that the seven dimensions of intelligence BJP. The third reason is the manner in which the PDP has put its people in almost all the State departments. The PDP has established its hegemony over the State’s political and administrative apparatus and financial institutions. The decision to let the PDP hold the office of the Chief Minister for a full six year term has also annoyed the BJP’s core constituency. The rejection of Jammu’s demand for the issuance of ‘Dogra certificate’ to Jammu youth seeking jobs in the Central Reserve Police Force and other central paramilitary forces has also been disheartening. Jammu is blaming the BJP for the rejection. Political policies being evolved and implemented unilaterally and ruthlessly by the PDP, as well as the fast-deteriorating situation in the valley and its negative impact on national interest, are the other two fundamental factors that have alienated Jammu from Kashmir and dented the image of the BJP. On a number of times, top BJP leaders intervened to rein in and snub the PDP. And these interventions did produce the desired results — but not to the extent that could help the BJP enjoy the kind of love and trust it used to get before it joined hands with the PDP. Yet another factor that has provoked and angered the people of Jammu is the decision of the coalition to set up an All-India Institute of Medical Scienceslike institute in Kashmir instead of Jammu. The people of Jammu, cutting across party lines, are chaffing. The extent of anger of the people of Jammu against the BJP can be gauged from the bandh they observed on April 24 to register their protest against the decision on the AIIMS-like institute. Notably, while presenting his second Budget in the Lok Sabha on February 28, Union Minister for Finance Arun Jaitley had announced the establishment of such an institute, worth Rs1,600 crore, in Jammu. Thebandh was a massive affair and it was the first one against the BJP. It was peaceful and the participation was voluntary. The organisers of thebandh didn’t have to ask any shopkeeper to pull down the shutter. The nature and magnitude of the bandh could be seen from the fact that not a single auto was plying on the roads of Jammu — and this happened for the first time. It could also be seen from the fact that all non-BJP-PDP political parties supported the bandh. This included the Jammu & Kashmir National Panthers Party, the Congress, the National Conference, the Jammu State Morcha, the Jammu Pradesh United Front, the Kranti Dal, the Nationalist Congress Party, the Shiv Sena as well as RSS affiliates like the Vishwa Hindu Parishad and the Bajrang Dal and even the Chambers of Commerce and Industry, the powerful Jammu & Kashmir High Court Bar Association, all transport unions, all student organisations including the Akhil Bharatiya Vidyarthi Parishad and the National Students’ Union of India. Organisers of thebandh argued that Kashmir already has the prestigious Sher-i-Kashmir Institute of Medical Sciences, a medical college and the Shri Maharaja Hari Singh Hospital. They said, and rightly so, that Jammu deserved the AIIMS-like institution as it has only one Government-run medical college and hospital, which is not only ill-equipped but also understaffed. Hence, the people of Jammu have to go to Delhi, Amritsar, Ludhiana, Chandigarh, Mumbai or Bangalore for medical treatment. Many can’t afford this expense. The situation, as it prevails today in Jammu, is volatile. The BJP will do well to take some definite steps at the earliest, so that the impending conflict in the otherwise peaceful and nationalist region, is averted. There is no other option available so as to assuage the feelings of the people of Jammu. can be manifested in every young man and woman. Only then will the demographic dividend not be wasted. These seven dimensions constitute the ability of a person to live a productive life and for the national good. Hence, a policy for India’s youth has to be structured within the implied parameters of these dimensions. The first parameter of such a policy is ability empowerment the development of the seven types of intelligence. The second is a collective mindset about the legacy and future of the nation, which means knowing the correct de-falsified history of India. The third is the commitment to a social contract of rights and obligations such as a fundamental right to quality primary and secondary education, right to work, an obligation to compete for most positions of employment on merit, practice gender equality and place national interests above selfish interests. A national education policy is, therefore, a framework for the comprehensive growth of the nation’s young population, to enable them them to be positioned in life for personal ad- vancement as well as contribute to national greatness. India, however, lacks today a properly structured policy for development of its youth. As a result, many young people are led astray by drugs and crime. What are the objectives that the youth should work towards? These cannot be purely materialistic because we know from our past history that though India was the world’s most economically developed country, it was subject to brutal assault and loot by a handful of foreigners, and, for a 1000 years, we could not rule from Delhi. Materialistic progress alone does not guarantee national security. What is essential is the character and integrity of the country’s citizens. In brief, a national policy for integrating spiritual values and organisation leadership can be achieved through measures by which we can create a modern mindset among the youth. This will not only motivate them to acquire technical cognitive competence, but also develop their emotional, moral, social, spiritual, environmental and innovational intelligence. Very soon, they will reach the limits of exposure with respect to industries and groups. And, it is also difficult to have firewalls separating short term from long-term credit. While the new ideas promoted in the Budget are welcome, it is time to think in terms of creating long-term finance institutions to provide equity and long-term loans to large and medium industries. ‘Stalled’ projects and consensus The easiest way to achieve higher growth in the short run is to ensure that the projects that are under way are completed in time so that output will flow out of them. India’s investment rate as a proportion of GDP has come down from the peak it had reached in 2007-08. Nevertheless, it is still around 32 per cent. In normal circumstances, this should have given us a growth of 7.5 to 8 per cent. But the actual growth rate was below it. The decline in output growth is sharper than the decline in investment rate. This may be because of the delay in the completion of projects or a lack of complementary investments. In some cases, it can also be due to non-availability of critical inputs such as coal and power. The Economic Survey has examined in detail the causes behind “stalled” projects. The reasons include not only delay in clearances and permits but also decline in demand and lack of finance. The analysis also shows that clearing the top 100 projects by value will address 83 per cent of the problem of stalled projects. Focussed attention on removing the bottlenecks will give one an immediate pay off. Strong economic growth is imperative as growth is the answer to many of our socio-economic problems. Prospects for a rise in growth rate in the immediate future appear to be bright. This depends critically on implementing, in a time-bound manner, the various initiatives announced in the Budget. Public investment is directly in the hands of the government. Nepal: Stay the course BY : K.C. SINGH he Nepal earthquake on April 25, 2015, caused colossal loss of life and property by a combination of intensity (7.8 magnitude), its shallowness and the nature of the ground beneath the largest Nepalese city. The Indian response was quick and muscular for many reasons. Nepal is an important buffer between two rising Asian powers — China and India. It has, for centuries, played one against the other, even succeeding to remain independent while India was under the Mughals or the British. It has religious and cultural links to India and, ironically, was the only Hindu kingdom well before the rise of the Rashtriya Swayamsevak Sangh, though ceased being one before the advent of the Modi government. India has 20,000 Gurkhas serving in the Indian Army and over 125,000 retirees drawing pension from India, many having shed blood for Indian security and territorial integrity. The Modi government recognises the need to rectify an impression that Nepal was moving under Chinese influence with talk of a railway line connecting Tibet to Kathmandu. The rough treatment of Tibetan refugees and escapees in recent times and reports of huge Chinese funding for the redevelopment of Lord Buddha’s birthplace at Lumbini seemed to confirm this impression. Two quick visits by Prime Minister Narendra Modi were the opening play to ameliorate the situation. The earthquake provided a humanitarian route to solidify the new outreach. But this is hardly novel for international diplomacy or for India. In June 1985, Prime Minister Rajiv Gandhi rushed to Bangladesh with the President of Sri Lanka to express solidarity within the newly created Saarc following a severe typhoon. In 2004, when the Indian Ocean tsunami caused havoc along the Bay of Bengal rim, despite damage to parts of the India’s east coast, the Indian Navy joined that of the US to help Sri Lanka. Similarly, after the 2005 earthquake in Pakistan-occupied Kashmir, India not only flew aid to Islamabad with an Indian Air Force IL-76 landing in Islamabad, but also opened medical clinics along the Line of Control, allowing victims access across normally a sealed barrier. Thus, “Operation Maitri” in Nepal has had predecessors, one of them, after the tsunami, named “Operation Madad”. Of course, the net gain, as in the case of Pakistan, may be transitory. The real heroes of the 2005 earthquake relief and rehabilitation in Pakistan were seen as the Hafiz Saeed-led Lashkar-e-Tayyaba, which filled the gap left by the Pakistani state. International disaster relief is also not simply the rich and powerful countries aiding the third world. In fact, India in the past generally rejected foreign assistance for domestic disasters out of pride and paranoia that outsiders may exploit an Indian tragedy for ulterior motives. However, even the US after Hurricane Katrina and the Gulf oil spill accepted help, albeit paying for it when it was overcome by its immensity or lacked capacity in a particular field. After the oil spill it took booms and skimmers from other nations to contain it. Similarly, Japan took immediate naval assistance from the US after the Fukushima nuclear leak followed a tsunami ravaging 600 kilometres of its eastern coast. The deployment of a US carrier group, with its lift and mechanical capabilities, were critical to quick reopening of inundated infrastructure like airports, roads, etc. Thus, as the world faces unprecedented natural disasters driven by freak weather events, geological tampering by human intervention, i.e. shale gas drilling or mega dams, or continental drift, as in the case of the trans-Himalayan tinderbox, the world needs to have more than ad hoc and voluntary mechanisms for relief and rehabilitation. Unnoticed in India was news of the Chinese rescue of their 4,000-odd tourists from Nepal. It was announced that a Chinese passport was adequate to board planes, as tickets were free. Xinhua exulted in an editorial: “In a time of need, the Chinese passport demonstrates its worth.” However, soon controversy broke out on social media alleging price gouging and favouritism. Even internationally, China discovered that humanitarian assistance could be a thankless exercise. For instance, what was seen by the Philippines as paltry assistance after the 2013 typhoon caused bilateral relations, already testy over Chinese claims in the South China Sea, to sour further. Minister for Social Welfare, Forest, Ecology and Environment Mr. Bali Bhagat today reviewed the functioning of forest department in a meeting with DFOs, Range officers and other officers/officials of the forest territorial, SFC and forest protection force at Kishtwar today. While reviewing the sector wise and division wise performance of the Forest Department, Mr. Bhagat directed SFC to dump sufficient timber at Kishtwar for the local needs. The International Federation of Red Cross and Red Crescent Societies (IFRC) said they remained "extremely concerned" about the welfare of hundreds of thousands of people in Nepal, five days after a massive earthquake that killed nearly 6,000 people. In areas outside the Kathmandu Valley, the fate of many people remains unknown, the organisation said. "Six Red Cross assessment teams are reporting that some towns and villages in the worstaffected districts close to the epicentre have suffered almost total devastation," it said in a statement. "Local residents are in a desperate situation," it added. The devastation appeared particularly dire in the Sindupalchowk region, a mountainous area northeast of Kathmandu, which was becoming a major focus of international relief efforts. "One of our teams that returned from Chautara in Sindupalchowk district reported that 90 percent of the homes are destroyed," said Jagan Chapagain, head of IFRC's Asia Pacific division. "The hospital has collapsed, and people are digging through the rubble with their hands in the hope that they might find family members who are still alive," he said in a statement. "We can expect the situation to be the same if not worse in many other places where aid has not yet been delivered," he added. IFRC said up to 40,000 homes were estimated to have been destroyed in Sindupalchowk, and the World Health Organization said today that some 1,400 people had been killed there. With so many families in need, the Nepal Red Cross Society said it had almost exhausted its relief stocks which were sufficient for 19,000 families. "The cumulative impact of these (initiatives), I believe, will increase our ca- pacity to grow is more than 9 percent, it is 10 percent," he said in an interview to Doordarshan. Significant work is being done in the infrastructure as well as agriculture sectors and the government is making special efforts to tackle farmers issues, particularly irrigation, he added. Jaitley said the government has created transparent environment and has given up discretionary powers to dole out incentives to corporates. "We do not hear the word corruption in this government. If you have spectrum, coal, mine reserves auction them... The money that comes from auctioning of coal and mines they go to the states from where the reserves were generated," he said. Indian economy is expected to grow at 8-8.5 percent in the current fiscal, up from 7.4 percent estimated in previous financial year. On Goods and Services Tax, Jaitley said: "GST we are trying to bring." According to estimates, the implementation of GST - the indirect taxes reform - will add 1-2 percent to India's GDP. Touted as the biggest reform in indirect taxation, GST will subsume central excise, state VAT, entertainment tax, octroi, entry tax, luxury tax and purchase tax on goods and services to ensure seamless transfer of goods and services. The bill on GST was introduced in the Lok Sabha in December.(PTI) Non-subsidised LPG rate cut BSNL, MTNL unlimited free by Rs 5; ATF to cost more calling at night to be effective from today New Delhi, May 1: New Delhi, May 1: Price of non-subsidised LPG was on Friday cut by Rs 5 per cylinder even as jet fuel (ATF) rates were marginally raised in step with global trend. The price of non-subsidised or market-priced domestic cooking gas (LPG) was cut by Rs 5 to Rs 616 per 14.2-kg cylinder in Delhi, state-owned fuel retailers said. The reduction comes on the back of two successive hikes - Rs 5 on March 1 and Rs 11 on April 1. Households are entitled to 12 cylinders of 14.2-kg each at subsidised rate of Rs 417 in Delhi. Any requirement beyond this has to be bought at the market price, which is now Rs 616 in Delhi. In Mumbai, non-subsidised cooking gas has been cut by Rs 4.50 to Rs 627.50, while it will cost Rs 649 in Kolkata as against Rs 654.50, previously. Chennai will see a price cut of Rs 5.50 to Rs 608.50 per cylinder. Rates vary from state-to- state depending on the incidence of local sales tax or VAT. Oil companies raised price of aviation turbine fuel (ATF), or jet fuel, in Delhi by Rs 272 per kilolitre or 0.5 percent to Rs 49,609.84 per kl. The increase comes on the back of a 2 percent reduction in rates last year. Jet fuel constitutes over 40 percent of an airline's operating costs and the price cut will reduce the financial burden on cash-strapped carriers. No immediate comment was available from airlines on the impact of the price hike on passenger fares. State-owned fuel retailers, Indian Oil Corp (IOC), Bharat Petroleum Corp (BPCL) and Hindustan Petroleum Corp (HPCL) revise jet fuel and nonsubsidised LPG prices on the first of every month based on average imported cost and rupeedollar exchange rate. Mumbai, May 1: Maharashtra's Food and Drugs Administration (FDA) on Friday said it has ordered filing of FIR against e-commerce major Snapdeal.Com's CEO Kunal Bahl and directors of the company in a case related to alleged online sale of medicines, including drugs. FDA prescription Harshadeep Commissioner Kamble told reporters here that filing of an FIR has been ordered against Bahl as well as directors of Snapdeal. When contacted, the company spokesperson did not offer any immediate comment. Last month, FDA had raided the company's premises here in this regard. At that time, Snapdeal had said it was delist- ing the drugs from its portal and was assisting the regulator in the investigation. FDA had earlier issued a notice to the company and it was asked to furnish details of the drugs offered for sale, distribution and exhibited for sale on its website Snapdeal.Com. The raid followed FDA receiving information that various medicines, including prescription drugs, were being sold online through Snapdeal.Com. As per the law, only a licensed retailer can sell drugs, and that too on the basis of prescription of a doctor, Kamble said, adding such type of online sale of drugs is not allowed as self medication can be harmful. The company had over 1.66 crore landlines at the end of February. Even after losing 162,556 landline customers in February, the company dominated the market with 62.26 percent share. Meanwhile, as per data Trai, MTNL had 11.4 lakhs wired Broadband service subscribers as of February this year. India's telephone (wireline) subscriber base stood at 2.67 crore at the end of February 2015 of which MTNL accounts for over 35 lakh subscribers. BUSINESS NEWS Govt should have clarified on past MAT dues on FIIs: Experts New Delhi, May 1: Finance Minister Arun Jaitley's announcement of MAT exemption on certain incomes of foreign firms was a relief but the government should have clarified on the tax treaty benefits for past dues, tax experts said on Friday. Replying to a debate on Finance Bill in Parliament, the Minister said all capital gains from sale of securities as well as royalties, interest, technical services fee earned by foreign companies will be exempt from MAT, if the normal tax rate on such income is lower than 18.5 per cent. Commenting on this, PwC Partner (Tax and Regulatory Services) Suresh Swamy said, "Finance Minister could have clarified that FPIs with treaty benefits would be exempt from paying MAT for past year. That would have given more confidence to foreign investors". He said probably a clarity on these past tax notices would come after six months when the Supreme Court decides on the case of Mauritius-based Castleton Investment Ltd. EY Leader (Business Tax) Sunil Kapadia said the foreign investors were looking for certainty and clarity in taxation matters from the Minister. "The clarification does not provide what happens for taxation of past period. That still remains a controversial area," Kapadia said. This issue between foreign investors and government cropped up last year when the tax department started sending notices to FIIs to cough up MAT. These notices were based on a decision by Authority for Advance Ruling, which directed Castleton to pay MAT in India on their book profits. So far, the government has sent MAT notices for over Rs 602 crore to 68 foreign investors. The amendments to Finance Bill would bring relief to debt funds because interest income of debt funds will also be exempt from MAT from April this year. Deloitte Haskins & Sells Partner Rajesh Gandhi said the announcement is positive for debt funds as MAT on interest would have been costly for them. "The government has made it clear that going forward MAT would not be applied on foreign investors. Some clarification on FIIs being able to avail treaty benefits and not be subject to MAT should have been made clear," Gandhi said. He added that since the government has said that there would not be any retrospective amendment to Income Tax laws, hence he could not provide that clarification. (PTI) Gold, silver plunge on weak global cues, low demand New Delhi, May 1: Snapping its three-day rising streak, gold prices retreated by Rs 285 to Rs 27,190 per 10 grams at the bullion market on Friday amid a weak trend overseas and subdued demand from jewellers at current levels. Silver prices also dropped by Rs 700 to Rs 36,700 per kg due to reduced offtake by industrial units and coin makers. Bullion traders said sentiments turned bearish on weak global trend where gold extended the biggest loss in almost eight weeks after a report showed applications for US jobless benefits declined last week to the lowest in 15 years, boosting speculation that the Federal Reserve may raise interest rates sooner than expected. Gold in Singapore, which normally sets price trend on the domestic front, fell by 0.3 per cent to USD 1,180.78 an ounce. Besides, easing demand from jewellers and retailers at existing levels dampened the sentiment, they said. In the national capital, gold of 99.9 and 99.5 per cent purity tumbled by Rs 285 each to Rs 27,190 and Rs 27,040 per 10 grams, respectively. The metal had gained Rs 425 in previous three sessions. He demanded that wages for the labour class should be enhanced to Rs 12000 per month so that they can run their families in view of price rise of the essential commodities. Singh taking a dig at the industrialists in Jammu division said, they don’t hire permanent staff in many areas instead approach contractors who provide them labourers on without any formal contract leaving the poor people to work without getting their rights under labour laws. “In many of the industrial units or Pak factors, labourers are being engaged though contractors and the workers are not given their rights,” he alleged, while condemning the system and silence of the Government towards the suffering of the people. JNF Army to get Akash air defence missile system on Monday NEW DELHI, May 1: nding a long wait for a credible firepower to tackle enemy’s fighters, helicopters and drones, the Indian Army on Monday is going to get the Akash missile system, a proven formidable shield against any possible aerial threats. The Akash missile system will be “dedicated to Army” on May 5 in the presence of Defence Minister Manohar Parrikar in a function held at iconic Manekshaw Centre here, an Army official said. “Parrikar will symbolically hand over the first surface-to-air Akash missile system that can be fired from mobile launchers with powerful multi-function radars to evaluate and track threats,” the official said. Akash is basically an area specific missile defence system, which have an interception range of over 25 km in all weather conditions. The Army will be getting two Akash regiments during the course of next two years. The system of six firing batteries is to cost the Army about Rs 14,180 crore. It has already been inducted in the the IAF, which is in process of deploying six squadrons of missiles in the north-eastern region to counter the aerial threat emanating from China. Both Air Force and the Army have appreciated the system, declining several offers from foreign vendors for providing similar missile cover, while DRDO and French company MBDA are to jointly develop such missile system for the Navy, under the project Maitry. The Akash is part the integrated guided missile development programme, which has proven its worth beyond doubts. Almost 100 per cent indigenous, the missile system is being produced by the government owned Bharat Electronics and Bharat Dynamics. JNF NEW DELHI, May 1: Price of non-subsidised LPG was today cut by Rs 5 per cylinder even as jet fuel (ATF) rates were marginally raised in step with global trend. The price of non-subsidised or market-priced domestic cooking gas (LPG) was cut by Rs 5 to Rs 616 per 14.2-kg cylinder in Delhi, state-owned fuel retailers said. The reduction comes on the back of two successive hikes – Rs 5 on March 1 and Rs 11 on April 1. Households are entitled to 12 cylinders of 14.2kg each at subsidised rate of Rs 417 in Delhi. Any requirement beyond this has to be bought at the market price, which is now Rs 616 in Delhi. In Mumbai, non-subsidised cooking gas has been cut by Rs 4.50 to Rs 627.50, while it will cost Rs 649 in Kolkata as against Rs 654.50, previously. Chennai will see a price cut of Rs 5.50 to Rs 608.50 per cylinder. Rates vary from state-to-state depending on the incidence of local sales tax or VAT. Oil companies raised price of aviation turbine fuel (ATF), or jet fuel, in Delhi by Rs 272 per kilolitre or 0.5 per cent to Rs 49,609.84 per kl.
