Amid walkouts, Jammu and
Kashmir Assembly today
witnessed noisy scenes, uproar
and heated exchange of words
between members of opposition
and treasury benches on various
issues.
Taking a dig at PDP for
forming Government with BJP,
NC member Aga Ruhullah said
"PDP had formed Government
with communal forces who
were behind killings in Gujarat,
fall of Babri Masjid… We kept
them away from J-K, but you
brought the communal forces in
power in J&K".
As he took name of the Prime
Minister in connection with the
2002 Gujarat riots, BJP
members objected to it drawing
verbal duels and noisy scenes in
the House for some time.
Aga hit out at PDP for
making saffron party inroads
into civil secretariat and power
establishment in J&K, saying
even when being in power with
NDA earlier, NC did not allow
their entry into J-K power
corridors.
There were also verbal duals
over it between Aga, Engineer
Rashid and Ravinder Raina.
Later BJP members observed
silence even as Aga was targeting
them for being communal.

of NC resorted to protests while
coming close to the well of the

Seven people were killed
and two others injured today
when their vehicle skidded off

highway and fell into a deep
gorge in Ramban district,
police said.
A Tata sumo vehicle on its

at Shatani Nallah belt in the
district, they said.
Five persons died on the
spot while one succumbed to
his injuries on the way to
hospital. Another person died
in the hospital, police said.

Former Chief Minister and
NC leader Omar Abdullah
today lambasted the ruling
Peoples' Democratic Party for
having alliance with the BJP
after spitting "venom" against it
and asserted that Article 370 of
the Constitution cannot be
scrapped and the special status
accorded to Jammu and
Kashmir cannot be eroded
further.
"The special status (of
Jammu and Kashmir) which has
been eroded (in the past) cannot
be further eroded. You cannot
scrap Article 370 from the state
of Jammu and Kashmir", Omar
told Legislative Assembly here
today.
Omar, speaking on the
motion of Thanks on the
Governor's address, referred to
the government speech on the
issue of special status of J&K
and said, "As if you have got
some gift from BJP by their
silence on Article 370. It is not
accepted to us. It (silence of
Article 370) is their
compulsion."
"But silence on Article 370 is
what? Even the then Prime
Minister Atal Ji were silent on
it. Even if you had not been in
alliance with them, still they
had to be silent on Article 370.
They (BJP) cannot scrap article
370," Omar said.
Daring the Mufti Sayeed
government to take a cabinet
decision and revoke AFSPA in
the state, Omar said, "If (the
erstwhile) Farooq Abdullah
government took a cabinet
decision, forward it to the
Governor who approved it and
AFSPA was implemented. You
have numbers and support of
BJP to reverse the process and
start removing AFSPA from
some areas."
"I had tried a lot on
revocation of AFSPA and
thought that it will be started
during my term (as CM). But it
did not materialise. I feel sorry
that I couldn't do it. But what
did you bring from the Centre in
the Agenda for Common
Alliance?" he asked.
"The powers which you and
your cabinet have are enough to
do it," Omar said, referring to
the Governor's address which
mentioned, "We endeavour the
central government to take a
final view on AFSPA in some
area".
"Why central government,
while you are in power? You
have the right to take a final
view. If you have really taken
the concession from BJP, which
I could not get from my
coalition partner then, you
should approve it in cabinet and
send it to government to lift it.

today chaired a meeting of
monitoring committee of
private tuition centres operating
in Jammu.
During the meeting, it was
apprised that in pursuance of
Government order No. 435 edu
of 2010 and directions of the
High Court of J&K in Public
Interest Litigation titled Mohd
Ehsan Handoo v/s State every
action is being undertaken to
implement the rules and
directions for providing a
quality and upgraded facility at
these private tuition centres.

emphasized
on
registration of these private
tuition centres which fulfill the
requisite criteria laid down
under the rules and their regular
inspections so as to monitor the
basic facilities and other
amenities being provided to the
students at these institutions.

today said a Cabinet SubCommittee has been framed to
fast track disbursement of relief
to flood-affected population and
asserted that no financial hurdle
would be allowed to come in
rebuilding
flood-bartered
infrastructure. "We have framed

fast track disbursement of relief

to a question of NC MLA
Mubarak Gul during Question

"Besides Idgah Constituency,
adequate funds will be provided
by the Government to rebuild

flood-damaged

Chief Minister stated.
Gul has raised the issue that
due to floods entire water
supply setup has been damaged
and people donot get water and
officials are saying that there
are liabilities.
Mufti said that no financial
hurdle would be allowed in
speedily building up the
damaged infrastructure on
various sectors of public utility
and members should be assured
of it.

Bukhari has exhorted upon the National Highway
Authority of India to expedite work on the
prestigious 9 km Chenani-Nashri tunnel, which is
India's longest road tunnel project, so that it could be
opened for traffic by next year.
Minister of State for R&B, Sunil Kumar Sharma,
was also present in the meeting.
Reviewing the ongoing projects of NHAI at an
officers meeting here on Thursday, the Minister
called upon them to further gear up their men and
machinery for speedy completion of ambitious road
projects under four lane widening of National
Highway. He asked the executing agencies to work
in double shifts for timely completion of ongoing
projects. The Minister said that the tunnel, which is
an alternative to the existing road, would reduce the
travelling distance from 41 km to 10 km.
"Coalition government's prime focus is to make
impact of development works visible on ground in a
total transport and cohesive manner", the Minister
maintained.
Expressing concern over slow pace of work on
Srinagar-Qazigund road, the Minister asked the
officers to speed up the work for its timely
completion. He also took stock of progress on
Sopore bridge, Parimpora-Shaltaing-Narbal road,
Udhampur-Ramban, Ramban-Banihal road and
asked for accelerating the speed on these works.

grief over the death of seven people in a
road accident on the Jammu-Srinagar
national highway. Governor Vohra has
expressed grief over the loss of lives in the
mishap near Ramban on the National
Highway today, said a Raj Bhawan
spokesman. He said the Governor has
expressed sympathy to the bereaved

rolled down about 200 feet from the road resulting in the death of five persons and
injury to three others.
He said two injured people died later. Police has registered an FIR in this
connection.
The deceased persons include Hassan Imam, Farman Shah, Imam-ud-Din
Ansari, Rasool Ansari, Haroon--all from Bihar and Mohammad Yousuf of
Pampore (Kashmir) and one more is yet to be identified.

the camp and were apprised about

JKWDC was discussed during the
camp and the ladies were asked to
take benefit of the schemes and
start their business and support
their family in running day to day
life. The school going girls who
participated in the camp were
asked to avail education loan if
they feel any financial problems
in continuing their studies. The
ladies were asked to come
forward and take soft loans under
vehicles and check over-speeding and
overloading so that lives of people are
safeguarded. Expressing sorrow over the
tragic loss of lives in the accident, Mufti
extended his sympathies to the bereaved
families and prayed for peace to the
departed souls. He also wished speedy
recovery of those injured in the accident.

BJP OBC Cell Co-convenor Bramjyot resolved to stand by all
constructive efforts being made by Health Minister to improve
medicare facilities and enforce discipline in heath department.
In a press statement issued here today, he appealed to the
Doctors to end their strike and get back to work in larger interest
of the people of Jammu and Kashmir.
Bramjyot said that he is surprised that doctors have taken
confrontation with the Health Minster merely on dress code who
is doing outstanding work in improving health care sector of
Jammu and Kashmir.
He said that the directive given by the minister in an official
function to the doctor to wear apron, was in this direction, of
which the offence has been taken by the concerned doctor, who
insisted on not wearing the apron, which is highly objectionable
and contrary to service norms.
He said that BJP's OBC Cell is stand by Ch Lal Singh as he is
working round the clock to improve medicare facilities, which is
not being digested by some vested interests.

Considering the need to improve health infrastructure and
facilities in both the demographic divisions of the state, the
doctor's fertility of Jammu division has demanded allotment of
AIIMS for the Jammu division also on the pattern of allotting
two central universities in state from both the state and centre
administration. Though the fraternity hailed the decision of
allotting AIMS for the Kashmir but it showed its displeasure
over ignoring Jammu division as according to them an AIIMS
like institute is also much needed in Jammu division which is
already lacking behind in advance heath facilities as compare to
Kashmir. Dr. Rohit Lahori of Government Medical College and
Hospital Jammu said that the two divisions of state have
demographic difficulties which limits the referral of patients
from Jammu to Srinagar and vice versa which is known to
everyone and but despite that AIIMS has not been allotted to
Jammu. He uttered that it is nearly impossible to refer the
patients from one division to other in emergency purpose as well
as on routine due the demographic difficulties and an AIIMS is
much needed in Jammu also the route connecting both divisions'
remains closed often and everyone cannot afford air lifting. He
made clear that he is not against improving the health sector in
Kashmir but he want to request both the state and centre
administration to allot two AIIMS for state on the same pattern
of Central University.

Chountra Mata pilgrimage
on March 22
UDHAMPUR, MAR. 19: One day Chountra Mata
pilgrimage shall be conducted towards the Holy Darbar of
Chountra Mata situated between village Rang and Bulhand of
district Udhampur, on March 22, 2015.
The Yatra would start towards the holy durbar of Mahamaya
Mata Chountra from various place of the district which include
Narsingh ji temple, Ramnagar, Jagannath Ji Mandir, Thial and
Vishwakarma Bhawan MH Chowk Udhampur on March 22,
2015 morning in a procession of devotees chanting religious
hymns.
Elaborate arrangements like drinking water, power supply,
security, first-aid, transport and sanitation at the Shrine site and
enroute have also been made by the District Administration
Udhampur for the smooth conduct of the yatra.
Mahamaya Chountra Mata management committee and

organised an awareness program on"Beti Bachao Beti Padhao"
at Dalwas Ramban. CDPO Ramban presided over the function.

Sanasar and Dalwas who participated in the awareness camp
apprised about the necessity of making a girl child educated in
the society. The doctors invited by the ICDS Ramban
highlghted the Rashtriya Bal Swasthya Karikram (RBSK) and

Training cum awareness camp on fisheries held
REASI, MAR. 19: Department of Fisheries Reasi in
collaboration with Regional Fish Farmers Agency, Jammu
organized a training-cum -awareness camp here at Mahseer
Fish Farm Anji, Reasi for the fish farmers and general public.
On the occasion Assistant Director Fisheries Bharat Bhusan,
advised the farmers to avail maximum benefit from the
awareness camp. "This would help you to boost fish
production in the district and improve your socio-economic
status," Bhusan said. He also highlighted requirements for

Pakistan: Running with the hares
and hunting with the hounds
T
he suicide bomb attack on two
churches in Lahore, Pakistan,
has created a feeling of disgust
in the collective psyche of the
international community. Leaders
from across the world have expressed horror
over the barbaric act and have condemned it
in the strongest possible manner. A spokesman
of the Pakistan Taliban, Ahsanullah Ahsan, has
claimed responsibility with a promise of “more
such attacks.” Pakistan’s Interior Minister
Chaudhary Nisar Ali has termed the act a
reflection of the “frustration of the Taliban in
the face of the stepped-up military operations
against them.”
A good question here would be - why is
the Taliban giving vent to its “frustration”
by killing innocent minorities of Pakistan
who have no role to play in the ongoing anti
military operations against the militant group
in Pakistan? If the Taliban are actually the
men that they profess to be then they should
have targeted any one of the
many military installations

The Pakistan Taliban
spokesperson, further stated,
"We promise that until an Islamic system is
put into place in Pakistan such attacks will
continue. If Pakistan's rulers think they can
stop us, they should try to do so."
What becomes evident from this statement
is the diabolic agenda of converting the nation
into an Islamic state by killing all minorities.
More disturbing is the realisation that various
instruments of state are leaving the atrocity
unchecked and unpunished and thus becoming
a party to it.
Within the ambit of this immoral and wicked
onslaught against the minorities, the Christian
community is being specifically targeted by
the Taliban for the last many years. There is
evidence to prove that the Government of
Pakistan has a role to play in this unholy plan.
The bombers were stopped at the doors of
the churches not by personnel of the Lahore
police, but by civilian sentries posted by the
community itself. This precaution brought
down the death toll drastically. Had the
bombers blown themselves up within the
premises of the churches as was their intention,
the death toll would have been unimaginable.

there is a huge gathering in the churches every

In August 2012, Rimsha Masih, a 11 year
old Pakistani Christian girl was arrested under
the infamous Blasphemy Law on allegations
of having desecrated the Holy Quran. The
arrest was allowed despite scant evidence
and with utter disregard to her being a minor,
suffering from Downs Syndrome. The hapless
family ultimately migrated to Canada to escape
horrible persecution.
In November, 2014, a pregnant Christian
woman, Shama Bibi, was beaten to death for
allegedly desecrating the Holy Koran and
then thrown into the furnace of a brick kiln;
her husband was thrown in even while he was
alive.
The government has consistently been a
mute witness to such atrocities. It simply raises
its hands and expresses inability to deal with
the situation. As a result, the militants are
gaining confidence and security threshold is
hitting rock bottom.
At the time of partition, Pakistan had 11
to 12 percent Hindu/Sikh population. When
considered in terms of the existing population
levels of the country, the present strength of
the Hindu/Sikh community should be around
one crore fifty lakhs. On ground, however, it
is a miniscule thirty lakhs which is barely 1.5
percent of the population. One crore thirty lakh
people have vanished into thin air. According
to the Pakistan Hindu Council, about 20 cases
of kidnapping of Hindu girls above 15 years
of age are reported every month in Karachi
alone. If the families of such girls approach the
courts, hundreds of people gather outside and
shout “Allah-o-Akbar”; even the judges get
intimidated.
Faced with such terrible conditions, the
minority communities of Pakistan are making
a beeline for India. The most horrifying
characteristic of this exodus is that Pakistan is
covertly facilitating the same. There are reports
to suggest that certain outposts in the Pakistani
side of the India-Pakistan border, especially
so in the Rajasthan sector, have been kept
vacant deliberately to facilitate the movement
of Pakistani Hindus, Sikhs and Christians into
India.

creator of Pakistan, Muhammad Ali Jinnah,
was of a nation that would adopt secularism
to accommodate its historically multi-religious
and culturally diverse population. The Hindu
and Sikh families that chose to stay back were
assured of security and basic rights equal to
those of the majority community. Sadly, what
has happened is at total variance to that vision.
The assertions of the Pakistan Government
of being resolute in fighting against terror fall
apart when the likes of Zaki-ur-Rehman and
Hafiz Saeed are allowed to freely direct terrorist
activity against India and propagate virulent
anti-Islam propaganda. Such propaganda may
be directed against India but it is harming the
religious fabric of the country itself. Today,
the very existence of all non Sunni Muslim
communities is under threat in Pakistan. It
would be best for the Government of Pakistan
to realise that in matters as serious as terrorism
and religious fundamentalism running with the
Hares and hunting with the hounds is simply
not feasible.

to soon raise a Sikh Regiment
nlike the sometimes cacophonic and animated
parliamentary sessions in India, China’s legislative sessions
are orderly, although most of the time these are predictable
and decisions arrived at long before Parliament meets.
Thousands of proposals are discussed in small batches of
‘people’s deputies’ and decisions taken in China.
China had just concluded two major sessions -- the law-making National
People’s Congress and the advisory group China People’s Political
Consultative Conference meeting from March 3 to 1. The highlights were
the popularising of a new catch-phrase ‘Four Comprehensives’, basically
alluding to economic development, instituting rule of law and party
governance issues.
Premier Li Keqiang submitted the work report on March 5 highlighting
his government’s performance in the last one year and the challenges ahead
in various fields. Compared to the other work reports by his predecessors,
Li spoke more frankly about the mounting challenges faced by the country.
Li was also precise and crisp in rattling figures with one fourth of the
report outlining the past years report card, while three-fourths of the report
outlining what he intends to do this year.
Premier Li started by suggesting that 2014 was ‘complicated and
challenging’ with the regional and international economic situation still
attempting recovery in the aftermath of the debilitating global financial
crisis in 2008. Li also stated that the country is facing ‘mounting downward
economic pressure’ and that the country’s economic model still remains
‘inefficient’ and still at the ‘preliminary stage of socialism’.
Firstly, Premier Li stated that China had maintained 7.4 per cent
economic growth --the largest in the world today. However, for a country
which witnessed double digit growth rates in the last two decades, scaling
down of the growth rates meant unemployment and social crisis that the
Communist Party could hardly afford.
This ‘new normal’ growth rates -- fixed at 7 per cent for 2015 -- has
been a dampener, although after the sessions, the stocks jumped to a five
year high. The International Monetary Fund had scaled down its estimates
to China by 6.8 per cent for 2015, further reducing this to 6.4 per cent for
2016.
One of the main factors in the downward slide in the growth rates are
bad loans extended by the state-owned banks, mounting debt and flight of
capital. For instance, McKinsey reports suggest that China’s overall debt
increased to 282 per cent of the GDP, reaching over $28 trillion in 2014
from $7 trillion in 2007.
The local government’s debt had reached more than $1.7 trillion -although 70 per cent of these are investments in the infrastructure projects.
Also, the airport seizures in the United States of suitcase loaded cash wads
or real estate investments in Canada and Australia are all traced to fleeing
Chinese.
Secondly, the grain output had reached 605 million tons, a slight
increase over the last decades stagnant grain output of over 500 million
tons. Nevertheless, China’s agricultural sector had been suffering for
several decades with falling investments, indirect taxes and growing global
integration pressures after the country joint the World Trade Organisation
in late 2000.
Previously, China had abolished various taxes to uplift ‘san nong’
problems (that afflicted farmers, agriculture and villages). Yet the
agricultural sector is on a downhill slide, with cadres encroaching on
fertile land.
Thirdly, to prepare for the ‘high liberalisation’ trade regime, China is
expanding the reform efforts to make the cash-rich state owned enterprises
efficient; establish free trade zones in Shanghai, Tianjin, Guangdong and
Fujian provinces; and increase incentives for inward and outward FDI
flows (with China receiving over $120 billion and investing over $100
billion abroad). This is to place China at the higher bargaining position in
the proposed Trans-Pacific partnership era.
Fifthly, as a panacea for countering the trend of declining exports,
enhancing domestic consumption and expanding sustainable growth
rates, the 12th Five Year Plan icon of innovation -- the Zhongguancun
IT model was expanded to other parts of the country. Premier Li cited
the jet aircraft development, lunar exploration and super-computing in this
regard, although some Chinese argue that since Song Dynasty, China’s
track record on innovation had been dismal.
Sixthly, Premier Li cited achievements in the diplomatic sphere of
hosting the CICA and APEC meetings, ‘good neighbourhood’ policy
and the flag-ship programmes of the Silk Road and Asian Infrastructure
Development Bank. Li stated, China had been ‘writing international rules’.
Seventhly, China kept pace with the last two decades of increasing
the defence allocations by outlining $142 billion for this sector in order
to continue to build ‘a solid national defence and strong armed forces’.
While the actual allocations could be more than $200 billion, the current
10 per cent increase is above the national growth rates with the neighbours
expressing concerns. Also, China became the third largest exporter of
arms, after the US and Russia, expanding its exports by 143 per cent
between 2010 and 2014, according to estimates.
Eighthly, Premier Li vowed to clean up the deteriorating environmental
situation in the country in general and in Beijing in particular even as the
documentary ‘Under the Dome’ took the thunder away from these two
sessions -- reportedly watched by several millions in China.
Ninthly, efforts to counter corruption had been cited by the premier.
Anti-corruption measures, as cited by Premier Li as fighting ‘formalism,
bureaucratism, hedonism, and extravagance’ had ensured -- at least in the
open -- that late night karaoke performances, bribe-giving and taking and
other practices prevalent so far since the reform programme had been
initiated since the late 1970s. Nevertheless, while several thousand cadres,
military officials and others were investigated for ‘disciplinary violations’,
political rivals were mainly targeted in this drive.
Finally, while the previous work reports a decade ago highlighted
‘mass incidents’ --citing mounting public protests across the country, this
work report is silent on this issue, even though survey reports of People’s
University and Qinghua University have cited growing income inequalities
and pegged such protests at more than 200,000 a year.
Also, casting shadow on the ‘two sessions’ is the recent stand-off on
Hong Kong, where protestors last year had demonstrated for autonomy
and the right to choose their chief executive.

British Sikh
community.

eports in the
British
media
indicate
that
a minister in
the
British
government, “speaking on the
sidelines”, touched upon a
proposal under consideration
in the British Army to raise
a Sikh Regiment. The Indian
Army is, of course, proud of
having a Sikh Regiment (of
19 battalions), with a history
going all the way back to the
19th century. The regiment has
a proud record of valour, both
pre- and post-Independence
(including two winners of the
Param Vir Chakra, India’s
highest gallantry award). It can
be reasonably assumed that
proposed British Sikh Regiment
would be basically of the same
stock, raised from the manpower
pool of the Sikh community
domiciled in Britain, sometimes
referred to as “British Sikhs”,
all presumably British citizens
and permanent residents of that
country.
A
large
number
of
Sikhs
migrated
mainly
to Western countries like
England, the United States,
Canada, Australia, and other
Commonwealth countries while
many Sikhs living abroad have
close family connections back
home in India. The distinctive
trademark turbans and unshorn
tresses and beards are no longer
novelties abroad, but their
presence in the armed forces
of their adopted countries has
not been in proportions to their
numbers.
The aim of the British
government in announcing the
proposal of creating a Sikh
Regiment in the British Army
at this juncture could be twofold. Firstly, the British Army
is trying to make up for the
manpower shortage it has been
facing by mobilising recruits
from a distinctive British ethnic
minority with a historic tradition
of soldiering for the British
Empire. The British Army itself
has become quite unattractive
as a prospective employment
for the present generation of
British youth. Secondly, and
perhaps more importantly, the
British government wants to
use the new regiment to tap into
the political potential of British
Sikh votebank ahead of the
next British general elections,
imminent in 2015.
In the process, the British
government might also revisit
a somewhat parallel experience
of recruitment of Gurkhas
into the Gurkha Brigade of
the British Army created postIndependence, by a Tripartite
Treaty between India, Britain
and Nepal regarding the future
of the Gurkha Rifles of the
erstwhile British Indian Army.
The
Gurkha
Brigade
experiment has dwindled to
two British Gurkha infantry
battalions, rotating between
Hong Kong, later Brunei after
the Chinese takeover, and the
United Kingdom.
The British Sikh Regiment
will possibly remain an
experimental prototype, until
its impact on the milieu of
a multi-racial Britain can be
adequately assessed. Britain is
facing “football crowd racism”
and gang clashes involving
immigrant communi-ties. Also,
there is the increase of Islamic
fundamentalism in a radicalised
British-Pakistani community
as fighters against the West,
who vociferously support
and actively contribute to the
ideology of the Islamic State of
Iraq and Syria, Al Qaeda, and
international jihad, in Syria,
Iraq and West Asia.
The British Army itself
has been restrained by an
environment of economy, and
compelled to downsize and
disband or amalgamate many of
its cherished historic regiments
with long traditions of service
to the “Crown and Country”
from the times of Waterloo and
the Peninsular War, right down
to the Cold War and the war on
terror. The present British Army
could not be a very happy one.
India, too, will have some
concerns about the Sikh
Regiment of the British Army,
and the possibility of linkages
developing between its rank
and file, and the radical British
Khalistani community in
Britain, entrenched in the local
gurdwara politics of London’s
South Hall, which undoubtedly
influences opinion in the British
Sikh community.
An extreme of this was the
knife attack in London by two
Sikhs on retired Lt. Gen. K.S.
“Bul Bul” Brar of the Indian
Army, a decorated war hero
of Bangladesh, while he was
walking with his wife during
a private visit to Britain. As
is widely known, Maj. Gen.
Brar had been the Indian Army
divisional commander during
Operation Bluestar in 1984,
tasked to clear the Golden
Temple in Amritsar of the
terrorists who had taken up
fortified positions.
For the record, the task had
been one of the severest tests
faced by the Indian Army since
Independence, which was
successfully completed and
with honour. If the British Sikh
Regiment is created, it will
be incumbent for the British
government to remain alert to
the possibilities of Khalistani
sympathisers attempting to
contact its ranks, in the same
manner as did sympathisers
of the Irish Republican Army
(IRA) the British Army. The
potential for mischief does
exist here, and the Indian and
British governments will have
to devise methods to neutralise
it. Meanwhile, a hearty “Sat
Sri Akal” to the British Sikh
Regiment from their country
cousins here at home!

today asked Pakistan to "seriously
rethink" its strategy of using terrorism as
an instrument of proxy war, saying this
will "significantly" improve the security
situation in South Asia besides being in
its own national interest. Inaugurating an
International Counter-Terrorism Conference, Singh said Pakistan should
understand that there are no good or bad
terrorists. "It is unfortunate that even
after paying such a heavy cost for itself,
Pakistan and its associates find it difficult
to understand that there are no good
terrorists and bad terrorists," he said,
noting that the source of most terrorist
activity in India lies across our borders.
Singh said Pakistan should "seriously
rethink its strategy of using terrorism as
an instrument of proxy war, since this
would be in her own national interest."
"Differentiating terrorists into good and
bad categories has failed miserably. If the
ISI and the Pakistan Army stops their
support to certain terror outfits, I have no
hesitation in saying that the security
situation in South Asia will improve
significantly," he said.
"India has been a victim of cross-border
terrorism for the last several decades.
Terrorist organisations like Lashkar-eTaiba and Jaish-e-Mohammad patronised
by those across the border, have inflicted
several acts of terror on the Indian soil.
There are several instances of such
proxies being used in other parts of the
world," he said.
Speaking about the changing face of
terrorism in the present world, Singh

the NDA government's Land Bill
and held a protest in Delhi last
month to demand the withdrawal
of the anti-farmer amendments to
the Land Acquisition Act, 2013.

Vedas, it is said cows are like
mothers. ...Some people want to
slaughter cows to feed
themselves. What has
happened? If cows are not
protected, nobody can save the
country." Besides, cow dung is
also essential for promoting
organic farming, which the
government has focused on in
the budget in a big way. "To
promote organic farming, we
need 'pashu dhan' (cows) and
cow dung," he added. Cow
slaughter is a state subject.

Petrol pump owner booked
for over charging
SRINAGAR, MAR. 19: Kupwara Police booked a petrol
pump owner for overcharging and under dispensing fuel to the
consumers. Police has registered a case and investigation has
been taken up.
According to District Police authorities, a consumer Umer
Sayad resident of Meliyal, Kupwara lodged a complaint against
a Petrol Pump in police station Kralpora wherein he stated that
he went to Evergreen petrol pump located at Kralpora for filling
fuel in his vehicle.
He further stated that the petrol pump dispensed less fuel
than what was due to him. He took up the matter with petrol
pump owner who instead of listening abused him.
Police Station Kralpora registered a case FIR No: 11/2015
under section 3/7 EC act and investigation was taken up. A
Police party along with Executive Magistrate, Kralpora visited
the petrol pump and found that the rate shown on meter per liter
was Rs.67.12 while as per the market rates it was only Rs.
66.80. It was found that the petrol pump was charging 32 paisa
extra for every liter.
The Executive Magistrate also took the samples from the fuel
dispenser which revealed that it dispensed one liter was less in
every six liters.
3 dead in road accidents
SRINAGAR, MAR. 19: Three person died in three separate
road accidents across the valley.
A Traffic cop Fayaz Ahmed who was injured after being hit
by a vehicle while performing his duties near LD Hospital
Srinagar, yesterday succumbed to his injuries at SMHS
hospital, Srinagar. A case has already been registered in this
regard.
In another accident, a Sumo bearing registration number
JK05/8499 hit and injured an 8-years old girl Pakeeza daughter
of Manzoor Ahmed Wani resident of Laderwan at Ladernag in
the jurisdiction of Police Station Trehgam, Kupwara. The
injured girl was shifted to District Hospital, Kupwara where she
succumbed to her injuries. Kupwara Police has registered a case
in this regard.
Meanwhile, a Quails vehicle bearing registration number
JK01G/5229 hit and injured a pedestrian Taja Begum wife of
Mohammad Ramzan Ganie resident of Paibugh at K.P Road in
the jurisdiction of Police Station Mattan.
The injured was shifted to District Hospital, Anantnag for
treatment where she succumbed to her injuries. Anantnag
police has registered a case in this regard.
Accident claims 7 lives
SRINAGAR, MARCH 19, CNS: In a fatal road accident on
Srinagar Jammu highway, seven persons including the driver
were killed while five others injured on Thursday morning.
"The mishap took place near Chakori Nallah Banihal on
Srinagar-Jammu highway this morning.
Out of the seven slain persons, six were non-locals," a police
official told CNS.
Police sources said that a Sumo bearing registration number

down into a deep gorge near Chakori Nallah in Banihal
resulting in the death of 7 persons who were identified as
Driver Muhammad Yousuf of Pampore Pulwama, Hasan Imam,
Haroon Shah, Farman Shah, Ghulam Rasool Ansari, Imam-uDin and Muhammad Mistar, all residents of Champaran Bihar.
Five persons namely Samiullah, Saifullah, Muhammad
Imran, Feroz Ahmed Khan and Zia-ul-Haq were injured who
were shifted to nearby hospital. "The injured are critical and are
treated in the hospital," a police official said.
Meanwhile Chief Minister Mufti Muhammad Sayeed has
expressed shock and grief over the tragic loss of human lives in
the road accident.

Kashmir based private schools
continue to allege that the
schools have been violating the
orders of the Jammu and
Kashmir High Court by
collecting fees for months of
September and October, which
were waived off by the court in
view of the recent floods in the
Valley.
Reports said that scores of

protest outside Casset School
Karan Nagar who alleged that
school management is forcing
them to clear the dues of
September and October,
otherwise their wards would not
be allowed to sit in the classes.
"There are clear cut directions
from the Court in this regard
and yet the school authorities
demand fee from them for the

hearing a Public Interest
Litigation (PIL), had directed
the schools in Kashmir not to
charge any fees from the
students in view of the
devastating floods that hit the
Valley in September last year.
When contacted, Director
Education Showkat Ahmed
Beigh said that these school
owners have been unnecessarily
creating problems for the
parents. "We have already sent a
communique to all schools
directing them to strictly adhere
to the court order. I request
these parent to contact me and if
allegations are found true, we
will deregister such schools
without any delay," he said.

Kerosene dealers protest

Retail (CCRKOD) Kerosene Oil Dealers Thursday alleged that
Government has not allotted them the kerosene quota for the
month of March. Scores of Kerosene dealers assembled in press
enclave Srinagar demanding immediate release of March quota in
their favour. President CCRKOD, Ghulam Rasool Shah told CNS
that all the kerosene retail dealers used the get kerosene quota on
the very first day of every month. "It is March 19 and yet we have
not received the quota for the month. The consumers have been
suffering and blaming us for the mess," he said. The protesters said
that Wholesale Kerosene dealers in Kashmir are at loggers head
over some issues as a result the State Government is unable to allot

quota directly from Kerosene Companies through Consumer

Affairs and Public Distribution,

Legislative Council here today.
With regard to acquisition of
land for the project, the
Minister said that proceedings
for acquiring users' rights have
been initiated by Assistant Commissioner Revenue of Kathua and
Samba districts. The Minister added that the process for land
acquisition and required NOCs for the project will be hastened in
due course of time. The Minister said that the project is being
implemented by GSPL India Gasnet Limited (GIGL) of Gujarat
which is a consortium of oil companies and all expenses on laying
of gas pipeline will be borne by them.

The Minister said that Union
Ministry of Health and Family
Welfare has approved an amount
of Rs. 447.09 crore under
National Health Mission Project
(NHMP) adding that an amount
of Rs. 254.63 crore has been released under the scheme. Besides, an
amount of Rs 19 crore has been provided under State Plan as State
matching share.
The Minister said that during the current financial year an amount
of Rs. 171.90 crore has been utilized under the scheme upto ending
February 2015.
Replying to a supplementary raised by Dr. Shahnaz Ganie, the
Minister said that the Government is working towards the upgradation of Healthcare Institutions at different levels and assured
that up-gradation of hospital at Mandi will also be taken up.
In reply to a question by Firdous Ahmed Tak,
Ch. Lal Singh said that the Government is fully aware of the
problem of shortage of doctors and other para-medical staff in
various health institutions of the State. He said that measures will be
taken to strengthen the system and assured that sufficient staff
including doctors shall be deployed for duty especially in rural and
far-flung areas of the State.
Replying to another question by Javid Ahmad,
the Health Minister said that installation of advanced and hi-tech
machinery like MRI, CT-Scan etc requires certain facilities
that in the point of time cannot be made available at the level of Sub
District Hospitals, however, provision of other facilities including
digital X-ray will be provided to SDH Karnah during next financial
year, While as heating at the SDH is being provided by way of gas
heaters.
Singh said that the department is in the process of rationalization
of staff and also identifying the doctors from the backward areas for
their placement in areas like Karnah.

Chandanwari Bridges by 2016-17
Roads damaged in floods are being restored on priority in the
state, Minister for Roads and Buildings, Syed Altaf Bukhari, said
this while replying to a question by Bashir Ahmad Magrey in the
Legislative Council today. He said that Tahab-Naina road via Wachi
is a part of Pulwama-Tahab-Wachi-Naina-Sangam road which has
an aggregate length of 22 Km.
The Minister said that 14 Km of said road from Lassipora junction
to Sangam via Naina, Wachi has been taken up under the Central
Road Fund (CRF) and the remaining 8 Km is being presently
maintained under projectization State sector. He said out of 14 Km
of road taken up under CRF, blacktopping of the 4 km has already
been completed as on ending February 2015. He said during 201516 it is envisaged to blacktop 10 Km road length.
Altaf Bukhari said the department has also formulated a DPR for
widening, upgradation of 8 Km of road length from Pulwama to
Lassipora via Tahab at an estimated cost of Rs. 897.57 lakh for
seeking funding under CRF and said that the road is presently
trafficable.
In reply to another question by Ghulam Nabi Monga,
the Minister said that Jhullah and Chandanwari Bridges are being
constructed under special bridge programme (Projectization)
through JKPCC Ltd. at an estimated cost of Rs. 9.28 crore and Rs
5.09 crore respectively in Block Uri.
He said that an amount of Rs. 69.50 lakh and 2.5 crore have been
expended respectively ending March, 2014. With regard to
construction of Peernian Bridge in Boniyar block, the Minister said
that the bridge is approved under NABARD RIDF XV and is under
execution through JKPCC at an estimated cost of Rs. 6 crore. The
Minister said an amount of Rs. 2.29 crore stands released/utilized
ending March 2014 while as Rs. 15 lakh have been released during
current financial year.
The Minister added that the left side abutment and pier of Jhullah
Bridge has been completed up to cap level, while as right side,
abutment raft has been completed.
With regard to the status of Chandanwari Bridge, the Minister said
main bridge stands completed; however, work on approaches is in
progress. The Minister added that following the improvement in
resource position under Special Bridges Programme, the Jhullah and
Chandanwari Bridges would be completed by 2016-17.
The Minister said that sub structure of Peernian Bridge stands
completed while as fabrication of steel superstructure is in progress.

of TRCs, budgeted accommodation, way side facilities etc. are
included for convenience of the public visiting the tourist
destinations. The Minister added that various steps for attracting
tourists are being taken through publicity by way of advertisements,
brochures, Travel Fairs and Marts (within and outside the Country)
Festivals, Cultural Programmes etc.
The Minister said that in order to facilitate better inflow of tourists
at Surinsar and Mansar lakes, the places are being developed by
providing better facilities at Dak Bunglow, View Points and
additional attractions like joy rides , swings etc. He added
installation of High Mast, Sodium Lights, and development of Tile
Walkways around the lakes has also been taken up.

school education department is being executed through R&B under
RMSA and State Plan.
He said that the construction works of SSA are being executed
through Village Education Committees as per SSA guidelines. With
regard to opening new primary schools in education zone
Bhaderwah, Bala, Chiralla and Bhelisa, the Minister said that new
primary schools shall be opened if the areas qualify under the
norms/guidelines of SSA scheme. The Minister said at present there
is no proposal for upgradation of High Schools at Nichalla Thathri
(Girls) Bhaderwah and High School Chagsoo Panshaie in Thathri
zone of Doda to the Higher Secondary School level.

the aspirations of all the three

of common masses. He also attacked
the Government and said that PDPBJP have totally different ideologies.

Govt to auction 15-20 more mines
if Coal Bill passed in Rajya Sabha
CII signs MoU with

legislation for auction of coal
mines though its report
contained dissident notes from
five members including three
from Congress on not protecting
tribal rights and other issues.
"The
Committee
recommends enactment of the
legislation without any
modification," the 19-member
Select Committee to examine
the Coal Mines (Special
Provision) Bill, 2015, headed by
Anil Madhav Dave (BJP), said
in its report tabled in
Parliament.
The panel recommended
passage of the Bill without any
change.
Till date, a total of 33 coal
blocks have been auctioned in
two tranches. While in the first
lot, 19 coal mines were
auctioned, in the second as
many as 14 coal blocks went
under the hammer.

Ltd is likely to miss its output
target of 507 million tonnes
by over 10 MT in the current
fiscal on account of various
delays at the level of states in
operationalising mines.
The target shortfall comes
against the backdrop of the
government's ambitious plan
to augment coal production to
one billion tonne level by
2020.
"We would be somewhere
around 493 MT in the current
fiscal," Coal India Chairman

Bhattacharya told reporters.
He added that "in the
absence of access to

The coal auction will resume by
end of April or early May with
15-20 more mines, provided the
Coal Mines bill is passed in
Rajya Sabha or a new ordinance
is promulgated.
"If the Bill (Coal Mines) get
passed (in Rajya Sabha) then
there would be auction of 15-20
coal blocks. It (the auction) will
start in April-end or the first
week of May," Coal Secretary
Anil Swarup said in an
interview.
"We have identified about 1520 coal blocks which can be put
on auction. But we have to have
Authority...only if we have a
Bill or an Ordinance, without
that we cannot have auction,"
Swarup said.
He said even in case the Bill
does not get passed in Upper
House, the ongoing auction
process will not get impacted
though the future auctions will
be held back.
The Coal Ordinance which

re-promulgated

December would lapse on April
5.
"Whatever action has already
been taken is deemed to be
valid, so we would have
completed all our actions before
April 5.
As far as ongoing auction

with any volatility in Indian
markets, due to US Federal
Reserve's policy action on
interest rates, and normalcy will

Raghuram Rajan said.
It is widely expected that the
Fed could give signal on rate
hike as the US economy is
showing signs of improvement.
This may result in the flight of
capital from the emerging
markets including India.
"There could be volatility in
(stock and currency) markets if
Fed hikes rate... (but) normalcy
will be restored in the market
even if there is volatility," Rajan
said after meeting Finance
Minister Arun Jaitley here.
India is much better prepared
if Fed moves on rates, he said.
The Federal Open Market
Committee, the Fed's policy
arm, is expected to take a call on
interest rate or could give signal
on the interest rate in its post-
meeting statement later tonight.
Rajan further said that RBI
will take a cue from the Fed
policy statement.
India is prepared to deal with
foreign fund outflows as the
country has significant forex
reserves.
After rising for consecutive
weeks, India's foreign exchange
reserves marginally declined by
USD 286.3 million to USD
337.793 billion in the week to

account deficit is under control.

Thursday to drop a bid from

A group of 175 organisations
will be handing in a report to
the IOC later in the day on
what it claims is a deterioration
of the human rights situation
after the Chinese capital hosted
the 2008 summer Games.
Supporters of autonomy for
Tibet, a remote Himalayan
region ruled by the China since
its troops marched in in 1950,
say human rights had not
improved as was expected
while repression increased.
"The old saying goes ‘fool
me once, shame on you. Fool
me twice, shame on me’,"
Alistair Currie of the Free Tibet
organisation, who co-authored
the report, said in a statement.
"The IOC wanted to believe
that China would get all dewyeyed and idealistic under the
influence of the 2008 Games.
The reality was that instead of
increased sensitivity to human
rights in Beijing, we saw
increased self-confidence that
abusing human rights was no
problem on the world stage."
Beijing is campaigning to
land the winter edition of the
Olympics, with Kazakhstan`s
Almaty the only other
candidate. The IOC will elect

back, government said today.
Minister of State for External
Affairs V K Singh, replying to a
question, said Jaishankar, during
talks with his Pakistani
counterpart Aizaz Chaudhary,
also raised India’s concern over
cross-border terrorism and lack
of progress in the 26/11 Mumbai
attack case.
Jaishankar had visited
Pakistan on March 3 as part of
his “SAARC yatra” during which
he held extensive talks with
Chaudhary besides calling on
Prime Minister Nawaz Sharif and
his Advisor on Foreign Affairs
and National Security Sartaj
Aziz.
Singh said Pakistan was called
upon to maintain peace and
tranquility along the International
Border and respect the sanctity of
the LoC in Jammu and Kashmir.
“The talks between the two
Foreign Secretaries were held in
a constructive and positive
atmosphere. Government, will
however, continue to monitor all
activities that have a bearing on
India’s national security and on

was on Thursday successfully test
fired from a Sukhoi-30 fighter
aircraft for the second day in a
row. The missile, which was fired
off Odisha coast near the
Integrated Test Range at
Chandipur, Balasore, has been
indigenously designed and
developed by the Defence
Research and Development
Organisation (DRDO).
In today's test flight, an Astra
missile carrying telemetry
equipment in place of the
warhead, was fired from the
Sukhoi-30 aircraft against a
Lakshya (pilotless target aircraft)
target. The target was
successfully engaged and it was
captured by telemetry and
electro-optical tracking stations.
A successful trial of Astra was
also conducted yesterday using a
Sukhoi 30 aircraft, which was
aimed at confirming missile's
capability to undergo manoeuvre
involving very high gravitational
forces upto the order of 30 'g', an
official statement said.

withdrawal or non-renewal of

Many hydel power projects

Investors are not ready to make
investments,” said Goyal, who is

installed hydro power generation
capacity in the country stood at
nearly 41,000 MW.
Noting that the House needs
to have a discussion on hydel
projects in the country, Goyal
said many regions including
North East and Uttarakhand
have significant hydro potential.
To a query on Green Energy
Corridor project, Goyal said
synchronisation of renewable
power under this programme is
yet to start as implementation is
at different stages.
The project, being done with
soft loan assistance from
German lender KfW, would
cover Andhra Pradesh, Gujarat,
Himachal Pradesh, Karnataka,
Maharashtra, Madhya Pradesh,
Rajasthan, Tamil Nadu and
Jammu & Kashmir.
“Green Energy Corridor
project will help in grid stability
by way of evacuating renewable
power from the generation points
to load centres with creation of
additional and adequate
transmission capacity,” the
Minister said.
KfW would provide a
concessional loan of 1 billion
Euros, over the next six years, to
augment and strengthen power
transmission infrastructure for
evacuating renewable energy.
Besides, Germany’s GIZ has
agreed to provide technical
assistance of 2 million euros for
forecasting, balancing, market
design and network management
related to grid integration of
renewable power.
The Minister also appreciated
the Tamil Nadu government and

per a ministry study, 34 per cent
of the 723 swine flu deaths that
were analysed had occurred in
the age group 30-45 years
followed closely by those in the
45-60 bracket, who accounted
for 32 per cent of the fatalities.
Further, 11 people have died
in Kerala while the death toll in
Tamil Nadu is at 13.

and assured farmers of providing

out of 860 villages in the district

damage of crops and ensure that
they get the relief amount

Mars Orbiter may live beyond six months
M
ars Orbiter Mission
(MOM), spacecraft
launched by Indian
Space Research Organi-sation
(ISRO), has a lifespan of six
month as per the initial plans,
but it is likely to outlive the set
lifespan. The orbiter is expected
to live beyond the lifespan of 6months as the spacecraft is
carrying reserve propellant on
board. The Mars Orbiter would
have completed its life span on
March 24, 2015, but that will not
happen as India's first endeavour
to the Red Planet is yet to give
more productive results. The
scientific and health systems of
the spacecraft are operating in

Jitendra Singh said in Lok Sabha
that the scheduled life span of
MOM, after its launch into the
Mars orbit on 24th September,
2014, was six months and it
would complete it on 24th of
March. The Minister added that
with a reserve of 37 kg of
propellant available to the
satellite, and "since the health
parameters of all critical systems
of the satellite are very
satisfactory, it is expected that
MOM will outlive its planned
life span of six months. The
increased
duration
of
observation of Mars by five
scientific payloads will enhance
the planetary science data. It
would also enable coverage of
Mars in different seasons."
MOM has achieved various
feats after it was inserted into
the Mars orbit on September 24
that includes first interplanetary
mission successfully realized by
India and first Indian spacecraft
to include full scale on-board
autonomy to get over the
communication gaps and long
distances owing to non-visibility
periods.
ISRO designed,
constructed and launched the
entire mission MOM, within a
budget of Rs 450 crore.

clusters could form only in the
early universe.
The Milky Way has gas
clouds, but nothing comparable
to this galaxy’s Cloud D which
houses the enormous star cluster
enshrouded in thick gas and dust,
she said. How much of a gas
cloud gets turned into stars varies
in different parts of the universe.
In the Milky Way, the rate for gas
clouds the size of Cloud D is less
than 5 per cent. In Cloud D, the
rate is at least 10 times higher,
and perhaps much more.
NGC 5253 has hundreds of
large star clusters, including at
least several that are young, the
astronomers report. The most
spectacular is found within Cloud
D. “We’re catching this cluster at
a special time. With a cluster this
large, we would expect several
thousand stars that would have
become supernovae and
exploded by now. We found no
evidence of a supernova yet,” she
said. The cluster contains more
than 7,000 massive “O” stars —
the most luminous of all known
stars, each a million times
brighter than our Sun.
NGC 5253 has approximately
nine times as much dark matter
as visible matter — a much
higher rate than the inner parts of
the Milky Way, she said. The
research was published in the
journal Nature
Over million young stars
found in nearby galaxy
stronomers
have
discovered more than a
million young stars
forming in a hot, dusty cloud of
molecular gases in a tiny galaxy
near Milky Way.
The star cluster is buried
within a supernebula in a dwarf
galaxy known as NGC 5253, in
the constellation Centaurus.
The cluster has one billion
times the luminosity of our Sun,
but is invisible in ordinary light,
hidden by its own hot gases,
researchers said.
“We are stardust, and this
cluster is a factory of stars and
soot,” said Jean Turner, a
professor of physics and
astronomy in the University of
California, Los Angeles (UCLA)
College and lead author of the
research. “We are seeing the dust
that the stars have created.
Normally when we look at a star
cluster, the stars long ago
dispersed all their gas and dust,
but in this cluster, we see the
dust,” she said.
The amount of dust
surrounding the stars is
extraordinary — approximately
15,000 times the mass of our Sun
in elements such as carbon and
oxygen. The cluster is about 3
million years old, which in
astronomical
terms,
is
remarkably young. It is likely to
live for more than a billion years,
she said.
The Milky Way has not
formed gigantic star clusters for
billions of years, she said. It is
