I.PENDAHULUAN
A. Latar Belakang
Empat belas tahun yang lalu, Indonesia bersama dengan 189 negara di dunia telah menandatangani
sebuah deklarasi di New York, Amerika Serikat. Deklarasi ini merupakan program yang digagas oleh
Perserikatan Bangsa-Bangsa (PBB) dan berisi komitmen untuk mencapai 8 sasaran sebagai satu paket
tujuan terukur pembangunan dan pengentasan kemiskinan. Dimulai sejak September 2000 hingga
September 2015, program ini dikenal dengan nama Millenium Development Goals (MDGs).
Sebagai negara yang ikut berpartisipasi dalam program MDGs, Indonesia diharapkan sudah dapat
memenuhi hampir dari seluruh target yang terdapat di dalamnya, di antaranya pengentasan kemiskinan
dan pemerataan pendidikan dasar. Akan tetapi, data Badan Pusat Statistik (BPS) menunjukkan bahwa
angka kemiskinan per September 2013 mencapai 28,55 juta orang atau naik dibandingkan Maret 2013
yang mencapai 28,07 juta orang. Jumlah kemiskinan pada September 2013 ini setara dengan 11,47% dari
jumlah penduduk Indonesia.
Angka Partisipasi Murni (APM) yang menjadi parameter dalam pemerataan pendidikan pun belum
menunjukkan peningkatan yang signifikan. APM SD/MI tercatat 91.03%. Sementara itu APM SMP/MTS
mencapai 68.12% dan untuk APM SMA/SMK/MA tercatat 47.97% (BPS, 2011).
Sebagai civitas akademika, sebagian besar mahasiswa sudah mengetahui fenomena pencapaian
tujuan MDGs masih belum sesuai dengan harapan. Oleh karena itu sebagai intelektual muda, mahasiswa
diharapkan mampu dan bersedia menyampaikan ide serta solusi dari masalah ini. Melalui kesempatan ini,
Badan Eksekutif Mahasiswa Politeknik Kesehatan Kemenkes Malang di kampus pusat sebagai ruang
untuk berdiskusi, bertukar pikiran, serta mengembangkan potensi dalam membangun bangsa Indonesia
yang berwawasan MDGs.
B. Pengertian
Lomba Debat disusun sebagai ajang uji kompetensi mahasiawa/i untuk menggali
kekritisan mahasiswa/i terhadap perkembangan kesehatan baik secara teori maupun praktiknya,
sehingga diharapkan muncul gagasan atau pemikiran baru dan memberikan solusi terbaik untuk
memecahkan setiap kasus mengenai MDGs. Peserta kompetisi ini merupakan tim yang terdiri atas 3
orang dari tiap prodi. Masing-masing tim dituntut untuk mampu menentukan pendirian atas mosi
tertentu, menyusun fundamen argumen yang mendukung pendiriannya, menyajikan data, dan fakta
yang valid, serta menyampaikannya kepada khalayak umum melalui penyampaian yang sederhana,
atraktif, meyakinkan, namun tetap berdiri diatas koridor kode etik kesehatan yang dapat
dipertanggungjawabkan.
C. Tujuan
1. Memilih dan memberikan penghargaan kepada mahasiswa yang meraih prestasi tinggi.
2. Memberikan motivasi kepada mahasiswa untuk melaksanakan kegiatan kurikuler,
kokurikuler, dan ekstrakurikuler sebagai wahana menyinergikan hard skills dan soft skills
mahasiswa.
3. Mendorong perguruan tinggi untuk mengembangkan iklim kehidupan kampus yang dapat
memfasilitasi mahasiswa mencapai prestasi yang membanggakan secara
berkesinambungan.
II. PERSYARATAN
A. Persyaratan Umum
1. Tiap prodi mengirimkan 3 perwakilan lomba debat.
2. Peserta terdaftar dan aktif sebagai mahasiswa Polkesma.
3. Surat Pengantar dari Ketua Jurusan/Program Studi yang menyatakan bahwa mahasiswa yang
diusulkan adalah pemenang hasil seleksi tingkat Program Studi.
4. Peserta belum pernah menjadi finalis lomba debat pada tahun-tahun sebelumnya.
5. Peserta fotokopi KTM/KTP sebanyak satu lembar
6. Tidak dipungut biaya pendaftaran.
7. Bagi prodi yang tidak mengirimkan perwakilan, dikenai denda sebesar Rp 500.000,00 .
B. Persyaratan Peserta
1. Peserta memakai pakaian seragam putih hijau, jas almamater, dan sepatu vantofel.
2. Peserta wajib menaati semua peraturan yang sudah ditentukan oleh panitia, dan semua
keputusan tidak boleh diganggu gugat.
3. Peserta yang tidak mengikuti Technical Meeting harus mentaati keputusan yang telah
ditetapkan saat technical meeting.
4. Peserta diharapkan datang tepat waktu saat perlombaan.
5. Peserta yang terlambat saat perlombaan akan mendapat pengurangan nilai.
C. Persyaratan Supporter
1. Jumlah tidak dibatasi.
2. Dari pihak panitia tidak menyediakan biaya transportasi, makan, maupun tempat menginap.
3. Tidak boleh membuat kegaduhan saat berjalannya perlombaan
4. Tidak boleh memberi bantuan kepada peserta lomba
5. Tidak boleh membawa alat-alat pemandu sorak dan benda-benda tajam
6. Diperbolehkan bertepuk tangan saat acara selesai
7. Tidak ada ketentuan mengenai dresscode supporter
D. Moderator dan Timer Keeper
Akan diumumkan saat TM pada tanggal 28 April 2015 di kampus pusat.
E. Persyaratan Panitia Kegiatan
Panitia acara Poltekkes Kemenkes Malang 2014, pada hari H mengenakan pakaian bebas rapi
beralmamater kampus, datang tepat waktu dan bertanggung jawab atas tugas masing-masing prodi
yang dipercayakan.
III. KETENTUAN DAN SISTEMATIKA LOMBA DEBAT
( GUIDE LINE FOR DEBATE CONTEST )
A. System of The Debate
System of debate use a Asian Parliamentary Style. Each team consist of 3 debaters there will
the POI during the debate.
B. Motion
1. THW allow doctors to actively lie to their patients in order to create or augment a placebo
effect. (Improve maternal health)
2. THW rise parents knowledge about children nutrition to avoid malnutrition (Reduce child
mortality)
3. THW support the policy from the government to punish people giving money to street beggars
(Eradicate extreme poverty and hunger)
4. That we should restrict vehicle access to the city (Ensure environmental sustainability)
5.
THBT WHO has been successful to raid HIV/AIDS (Combat HIV/AIDS, malaria and other
diseases).
6. THW not allow cigarate give sponsorship in sport event.
7. THBT deadly diseases pics is not effective way to reduce the number of smoker.
8. THW ban baby sitter.
9. TH support abortion in 1st trisemester on the ground of physical deformity
Definition of Some Important Terms
1. Motion is topic being debated. The motion must have two points of view, i.e., for and against
arguments.
2. Definition of the key terms, motion, of the arguments should be reasonable, clear and have a
logical link with the topic. The definition should be a clear description of the parameters of the
team’s arguments to be presented. The affirmative and negativ teams are permitted to give
different definition of the debate.
3. Team Split is a stetement by the first speaker of each team outlines the aspects of the debate to
be covered by each individual in their team. Each individual member’s argument should
complement the views of the other 2 team member’s.
Argument is a logical discussion presented by the team members stating the affirmative and
the negative case or of the topic of the debate. Views stated should be substatiated with
relevant and convincing evidence.
4. Refutation/rebuttal is the process of proving your opponent’s arguments is illogical;
irrelevant, or that the evidence used to substantiate his/her views is incorrect. It can also
show that your opponent’s argument may be correct but that the implication of his/her
views is unacceptable.
C. Point of Interuption
POI dilakukan pada menit ke 1 (satu) sampai menit ke 4 (empat).
D. Plan for The Debate
The debate as arranged with two teams; i.e., the affirmative team which gives the
arguments for the motion and the negative team which gives the arguments against the
motion. Each team consist of 3 speakers, and each speaker has his/her duties.
The speaker of the affirmative:
1. Defines the motion of the debate
2. Presents the affirmative’s split
3. Believers’s substantial arguments (the affirmative part of the split) supported with
relevant and convincing evidences and examples.
4. Provides a brief summary of the speech.
The speaker of the negative:
1. Responds the definition either accepts or challenges and red fines the motion.
2. Rebuts 1st affirmative, delivers a part of the negative’s substantive case.
3. Gives the outline of the negative’s team split.
4. Delivers substantial arguments ( 1st negative’s part of the split ).
5. Provides a brief summary
2nd speaker of affirmative:
1. Rebuts 1st negative arguments
2. Briefly restates in general terms the affirmative’s team case
3. Delivers substantial arguments (2nd
affirmative’s arguments). Most of the 2nd
affirmative’s time should be spent to strengthen the 1st affirmative’s argument.

Provides a brief summary.
2nd speaker of negative:
1. Rebuts the 1st and/or 2nd affirmative’s arguments.
2. Briefly restates in general terms the affirmative’s team case.
3. Delivers substantial arguments (2nd negative’s part of the split). Most of the 2nd
negative’s time should be spent to strengthen and widen the 1st negative’s argument.
4. Provides a brief summary.
2nd speaker of affirmative:
1. Debuts the points raised by the first two negative speakers. The 3rd affirmative is mainly
entrusted with duty of responding to his arguments of the negative that were not
previously dealt with by the first two affirmative speakers.
2. Rebuild the team case.
3. Summarizes the issues of the debate.
2nd speaker of negative:
1. Rebuts the points raised by all three affirmative speakers.
2. Rebuilds team’s case (briefly reiterates the first two speaker’s arguments).
3. Identifies the points of clash/content of the debate.
4. Summarizes the issues of the debate.
E. Timing
Each member of both teams should be an effective speaker. i.e., to be able to deliver as
many as strong arguments, which support the team’s case in provided time. The time
division fo each speaker used in the contest is as follows:
a. 1st affirmative
: 5 minutes
1st negative
: 5 minutes
b. 2nd affirmative
: 5 minutes
2nd negative
: 5 minutes
c. 3rd affirmative
: 5 minutes
3rd negative
: 5 minutes
d. Replier
: 3 minutes

F. Assessment
The major criteria for the assessment:
1. Content
It includes the validly of your argument, use, evidence, example, and the relevance
between you argument and the motion.
2. Quality of argument
This criterion is based on the logic of your argument, your skill in rebuttal, and your
consistency in defending your own argument.
3. Language
The tightly relates to the way you explore your arguments. Some important things
should be carried out in order to convince that juries and audiences with your argument
and to avoid misunderstanding. i.e. :
a. Correct use of vocabularies and idioms.
Be aware of uncommon slang, strange jargon, and inappropriate vocabularies use.
b. Fluent pronunciation.
This also includes your skill in managing your vocal style; volume of delivery
should be audible, clear and plain; it should not be too fast or too slow. Vocal style
should have variety and appropriate pauses for relaxation and emphasis. The
intonation should be well arranged. The assessment on the eyes contact and gestures
comes under this criterion as well.
c. Correct grammar.
A too bad grammar which may cause misunderstanding should be avoided.
4. Team Work
Cohesiveness (unity) among three speaker’s argument is eagerly expected during the
debate.
G. RULES OF DEBATE
1. There wouldn’t be anything on the table except the paper that will be given by
committee.
2. No gender, race, tribe and religion intervention.
3. Replacement of the team’s member is not allowed.
H. CONSEQUENCY
1. 1st will be warned.
2. 2nd will be directly reduce the team’s point (5 point).
3. 3rd the team will be disqualified.

Lomba ini terdiri dari 4 babak. Babak 1 terdiri 3 sesi, dari babak pertama diambil 8
grup untuk maju ke babak 2 dan di babak ke 2 terdapat 2 sesi. Dari babak ke 2 diambil 4
grup untuk maju ke babak 3 ( semifinal ). Dari babak 3 diambil 2 grup untuk maju ke final
pada tanggal 2 Mei 2015.
I. PENILAIAN
Babak penyisihan menggunakan VP (Vinctory Point), score, dan margin.
Babak semifinal dan final menggunakan sistem score.
