To promote an opportunity for faculty, students, residents and other professionals to share the
outcomes of their research and education projects.

Promote academic exchange between local and international scholars
Increase the amount and quality of research and educational projects in UPR MSC
Improve scientific writing and presentation skills of students, residents and junior faculty

Welcome Messages
On behalf of the University of Puerto Rico Medical Sciences Campus, I welcome you to the 35th
Annual Research and Education Forum. Each year this major event offers a unique opportunity for
students, post-doctoral fellows, faculty members and scientists to share the results of their
research and to listen to visiting speakers that are invited by our academic community to share
their research and scholarship. We host this event to disseminate scientific research that will
promote knowledge, programs, and interventions to improve the health and quality of life in Puerto
Rico.
This year’s theme: Ethics revisited: A critical look at health encounters, invites us to take a new look
at the philosophical and ethical debates that surround the interactions between people and their communities with
health professionals and the health care system. The importance of research in health and health care will be looked
from an angle of justice. Once again, the Annual Forum will bring together the community of the Medical Sciences
Campus and other institutions of higher education to share, discuss and disseminate knowledge. On this occasion, with
a theme of much relevance for our practice as health professionals.

This year's 35th edition of the Medical Science Campus' Research and Education Forum presents a
program that builds on the best of the forum's past experiences with new thoughts about why,
how and for whom do we conduct research. This year’s topic is particularly important given the
challenges that we face in the healthcare delivery system and the growing inequalities in health
among the most vulnerable groups in the population. The forum will kick off with a discussion
panel for theoretical reflection, as well as testimony of those involved directly in front-line care.
The question being asked: are we looking at the big picture? Are social issues considered when
we think about ethics? New teaching modalities that respond to these and other challenges should
satisfy the needs of the new generations of health professionals that we are preparing.
As Chair of the Forum's Organizing Committee, I experienced thought-provoking and stimulating discussions with its
members, whom introduced a new research category, Health and Policy Analysis, to expand the content and results of
our work into new and exciting directions. Also, the creation of the Justice in Health Award to recognize the work of
committed researches that address the unfair and propose solutions that are backed by solid inquiry. Six projects have
been proposed by the Evaluation Sub-Committee for this important recognition from both the oral session and poster
categories.
This year we look forward to having a large number of representatives from universities, government agencies,
community-based and private entities that will come together to share knowledge and ideas for education, policy, and
workforce improvement in health and healthcare. Together with my colleagues in the Organizing Committee, I look
forward to welcoming you at the Forum.

75th Anniversary School of Nursing
(1940-2015)
The Medical Sciences Campus School of Nursing (MSCSN) has its roots in
1940, at the Tropical School of Medicine in San Juan, where a series of
public health courses gave way to the beginning of a one-year curriculum.
By 1948 the academic offering became a Bachelor's Degree in Nursing
(BDN) with concentration in Public Health. The program was accredited by
the National League of Nursing (NLN) and graduated its first two students
in 1952. In 1950, a Nursing Section was created within the Department of
Preventive Medicine and Public Health of the newly founded School of
Medicine of the University of Puerto Rico. Throughout 1958 to 1962 its
nursing curriculum was revised to offer quality services in mental health
and to develop educators for the Nursing Diploma Programs. At the facing
out of the program a general nursing curriculum was prepared and
accredited in 1963. By 1965 the BSN four-year Generic Program had begun.
In 1966, the Medical Sciences Campus was created and the Nursing
Department was assigned under their new academic structure of the
Public Health School. In 1967 a Master Nursing Program (MSN) was
initiated to prepare educators for teaching programs and administrators
for hospital nursing services. By the end of the 1960’s the academic
offerings of the school were: Supplementary BSN for Diploma graduates;
Generic BSN for high school graduates; and the MSN program. All were
accredited by the NLN in 1969.
In June 1995 the tenacity and perseverance of the faculty changed the School's administrative structure from an
Associate Deanship of Nursing to the sixth Deanship of the Medical Science Campus. As a result, the academic programs
were organized as under-graduate and graduate programs. Also, the Center for Promotion and Maintenance of
Integrated Health of Manuel A. Perez was born out of a sealed pact with the MSCSN. Since 1978 the School has provided
continuing education and certification for nurses. It offers a wide range of certification courses in clinical specialties in
nursing and other short courses for health professionals. With the insertion of advanced practice roles in Nursing, the
Masters level program has continued to evolve and, to establish a doctoral degree in nursing (decade of 1980-2011) the
first and only Doctoral Program in Nursing in Puerto Rico was approved.
The MSCSN has served countries in Central and South America, the Caribbean and Spain. Through 1992 to 1994 the
faculty of the Graduate Program, as partners with the University of Cadiz in Spain, offers their nurses the MSN curriculum.
Also, the MSCSN began offering the Master's curriculum in the School of Nursing at the Mayagüez Campus. Furthermore,
the Under-graduate Department maintains partnerships with the Bayamón and Carolina campus and agreements with
the Río Piedras Campus.
The graduates of the MSCSN have contributed to education, service, administration and research in nursing in and out
of Puerto Rico, by occupying managerial, educational and administrative positions in agencies at local, national and
international level.

Our Panel Members
Eugenia V. Pérez Montijo, RN, MSN
Eugenia V. Pérez Montijo is presently a consultant in development and evaluation of
nursing programs at various academic institutions and community-based health
initiatives. Her work centers in programs that focus on peace, women, access to health
care and other issues. She studied nursing at the Puerto Rico Catholic University in
Ponce. Montijo excels in community and academic settings, delivering professionalism
and a strong sense of commitment with social justice.
Luis A. Avilés, PhD, MS, MPH
Luis A. Avilés is full professor in the Department of Social Sciences at the University of
Puerto Rico-Medical Sciences Campus, Graduate School of Public Health. He obtained a
Master in Public Health from the University of Puerto Rico, a Master in Science in
Biostatistics from the University of California, Los Angeles, and a PhD in Health Policy and
Management from The Johns Hopkins University. He conducts research on health policy
and statistics from the perspective of critical social theory. He is currently writing a book
on the rhetoric of data visualization.
Jorge J. Ferrer Negrón, PhD
Jorge José Ferrer is Director of the Eugenio María de Hostos Bioethics Institute at the
Medical Sciences Campus. He holds a PhD in Theology, with specialty in Theological Ethics.
Recognized bioethicists Javier Gafo and Diego Gracia influenced his academic
development. Ferrer teaches at the University of Puerto Rico, where he brings years of
experiences from academic scenarios such as the Gregorian University of Rome, the
Universidad Pontificia Comillas in Madrid and Georgetown University in Washington, DC.
His is author and co-author of four books and numerous articles.

Our Conference Speakers
Howard Waitzkin, MD
Dr. Howard Waitzkin is Distinguished Professor in the Departments of Sociology, Family and
Community Medicine, and Internal Medicine at the University of New Mexico. He is also a
primary care practitioner in rural northern New Mexico where he looks into the social
conditions that lead to illness, unnecessary suffering, and early death. He received his PhD in
sociology and MD degrees from Harvard University and obtained his subsequent clinical
training as a resident, fellow, and Robert Wood Johnson Foundation Clinical Scholar at Stanford University and
Massachusetts General Hospital. His work has focused on health policy in comparative international perspectives
and on psychosocial issues in primary care. He is the author of four books that include The Second Sickness, The
Politics of Medical Encounters, and At the Front Lines of Medicine. He has published over 190 articles and chapters.
Shelly Xie, BS
Shelly Xie graduated from Stanford University, B.S. with honors in Biology and a minor in
Creative Writing. Since middle school, she has explored various art media, including oil,
acrylic, charcoal, watercolor, and now sand, with special love for working with light and colors.
She was a student researcher for two and a half years in the lab of Michael Hsieh, MD, PhD,
working on schistosomiasis research. Shelly participated in the Senior Reflection program,
which is a year-long program for students to create projects combining science and art, and
created the sand animation piece. Shelly is currently in medical school, University of Texas Southwestern Medical
Center, and hopes to serve as the bridge that connects clinical medicine, research, and art.
Scott C. Weaver, PhD
Dr. Scott Weaver has developed an internationally recognized research program focused on
arboviruses and has applied interdisciplinary research approaches that have had major
impacts on arboviral disease prevention and control. More recently he turned his attention
on chikungunya virus (CHIKV). The CHIKV vaccine he developed, patented in 19 countries, is
in late preclinical evaluation with clinical trials planned for 2015. Dr. Weaver has published
over 230 peer-reviewed publications, and over 50 reviews and book chapters. His service at
UTMB includes leading the Institute for Human Infections and Immunity, which oversees
infectious disease research as the umbrella organization for the Galveston National Laboratory, the Sealy Center
for Vaccine Development, the Center for Biodefense and Emerging Infectious Diseases, and the Center for Tropical
Diseases.
