Terms of Reference (ToR) of Chief of Party for FPAN’s SIFPO Project Purpose Family Planning Association of Nepal (FPAN), a Member Association of International Planned Parenthood Federation (IPPF), is a leading NGO having wide service network in the field of Sexual and Reproductive Health (SRH) in 31 districts of Nepal. FPAN has partnered with the government for more than 55 years in providing outreach services, training Family Planning (FP) service providers, delivering comprehensive FP and sexual and reproductive health (SRH) service. It contributes over a quarter of all national SRH efforts, targeting hard-to-reach, marginalized and disadvantaged groups. In 2013, FPAN provided services to 1.3 million clients and trained 500 service providers, 90% of whom were government health workers FPAN seeks a Chief of Party for an anticipated 4-year, $ 5.5 million, USAID-funded project in Nepal that will expand family planning services and increase access for underserved, remote and vulnerable populations in 11 districts. The project will also focus on strengthening the Government of Nepal’s (GoN) FP services and capacity to deliver sustainable services to these populations. Position Level Type Duty Station Report to : Chief of Party : 12th : Contract (Performance Based Renewable) : Central Office, Pulchowk, Lalitpur with frequent field visits : Director General, FPAN and Global Project Director, SIFPO2, IPPF It is required that the job holder fully complies with, promote and live USAID and FPAN’s / IPPF Core Goal, Mission, Principle and Values. The below responsibilities are included for the position, but not limited to; This position is contingent upon project funding Overall Responsibilities The Chief of Party will assume responsibility for strategic guidance and technical leadership for overall planning, management (including compliance) and coordination of the project providing direction. S/he will also guide partnership strengthening between Family Planning Association of Nepal (FPAN) and the local USAID mission, government counterparts, and consortium partners as the project’s liaison. S/he will represent the project at the international and national levels. Specific Responsibilities Lead and manage the project with full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) program, contractual and financial reporting, documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with IPPF’s global Sustainable Networks (SIFPO2) project and other FPAN projects. Provide high quality management to achieve expected results and effective utilization of resources to poor, marginalized, socially excluded and underserved population. Supervise the project’s senior project staff, including the Capacity Building & FP/Health System Strengthening Specialist, M&E Specialist, HR & Admin Manage and Grant & Finance Manager. Oversee development and provide ongoing oversight of the M&E plan. Lead the partnerships with MSI, HC3, FHD and other key stakeholders in this project. Ensure that the project activities are supported and implemented to achieve project milestones and contractual obligations. Apply organizational policies and regulatory compliance appropriately and consistently. Promote integration of internal project activities so as to provide better support to the local health systems, health facilities and local implementing partners as well as stronger support to deliver integrated and high quality service to reach poor, marginalized, socially excluded and underserved groups. Facilitate project start-up technical activities, including the development of plans for each key technical and management component. Serve as FPAN’s official representative of the project and maintain communication between all relevant parties, including appropriate officials from Ministry of Health and Population (MoHP) and the USAID staff assigned to this agreement. Coordinate with the IPPF global project for communication with USAID/Washington. Promote public-private-NGO partnerships with capacity building to provide high quality services to benefit hard-to-reach groups. Serve as the Project’s liaison engaging additional international, government and private donors and stakeholders to leverage USAID’s project investments. Available/Prepared to be involved in selection of candidates for other key posts in the project. Contribute to strengthening FPAN presence and programming in Nepal. Qualifications and Skills: Required: Post-Graduate Degree in public health, social sciences, education, medicine or management or any other relevant subjects or equivalent standard of education. Demonstrated a minimum of 8 years of successful experience as the Chief of Party, Deputy Chief of Party, or senior-level technical or program manager of a comparable multidimensional USAID or similar health project, managing professional and financial resources on a similar scale preferred. Successful experience leading, managing and/or coordinating a consortium of local partners to achieve measurable results within a technically complex and integrated health program. Successful experience engaging representatives of USAID, the host country government, civil society organizations, and other key stakeholders to support project implementation and/or to provide complementary resources to the project. Successful track record of sharing knowledge, documenting experience, reporting requirements of project interventions, supporting creative initiatives, and sharing credit. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication in English, and negotiation skills. Proven ability to communicate well with, motivate, guide, and direct all levels of staff. Hands-on senior staff supervision experience required. Recommended: Practical experience of Rights Based Approach in promoting choices Prior working experience in programs addressing health needs of vulnerable, underserved and/or remote populations particularly in sexual and reproductive health and rights in Nepal. Understanding and preferably experience of sustainable solutions for projects. Demonstrated experience in the following: • Strengthening capacities of NGO administrative and financial systems, and oversight of grants programs. • Strengthening leadership and management capacities of national and sub-national government health systems. • Strengthening family planning services in the context of integrated health programs. • Creating links between demand creation and service provision Possess sound advisory and counseling skill Possess sound report writing and proposal writing skills Good Knowledge of computerized systems- MS office (word Processing, Excel, Access, PowerPoint, SPSS), internet and email (IT Literate) High level of fluency in English both oral and written (essential requirement) Able to develop and articulate a clear strategic vision with strong project delivery plans. Able to manage and motivate teams to achieve targets. Should have sound strategic orientation about programs. Able to conceptualize program development and implementation. Knowledge of logistic management and contract. Should have financial analysis skill. Skill on advocacy and networking with other organizations. Influencing and conflict management skills.
