The Institution of Engineers (India), Karnataka State Centre associated with National Design &
Research Forum, IEEE and IET in organising a Panel discussion on “IIT for Karnataka – How to
make it Worldclass” on Tuesday, 7 April 2015. Eminent intellectuals, engineers and former IIT
professors from the State discussed the subject at great length for arriving at a plan of action to
make Namma IIT the numero uno institute among the country’s 23 branches.
Prof. S.S. Murthy, Academic Advisor, PES University & former Professor, IIT Delhi ; Dr. Ing B.V.A.
Rao, Chairman, NDRF & former Professor, IIT, Madras ; Padma Shri Prof. R.M. Vasagam,
Chairman, KSC & former Director, ISRO, Dr. S. Parthan, former Professor, IIT, Kharagpur ; Dr. K.
Ramachandra, Director, NDRF & former Director, GTRE and Dr. Wooday P. Krishna, Honorary
Secretary, IEI, KSC were the Panelists.
Speaking on the occasion, Prof. Murthy, said, the IIT should be established at a location that offers
a cosmopolitan ambience to attract students from different parts of the country and one that is
within a two-hour drive from an international airport. With a huge demand from across districts
wanting to house the prestigious Institution, he suggested that the Government should establish
one main IIT in one city and two sub-centres at other places. This concept is followed in US
Universities.
Dr. Ing B.V.A. Rao moderated the discussion. In his address, he said, ever since their establishment
in 1950, none of the IITs has managed to attract foreign students. The first five IITs took help from
foreign nations and Namma IIT should be set up without foreign help. `If we bring foreign faculty
again, it will be like allowing foreign varsities to function from our soil’, Dr. Rao said.

Ganeshaiah, Dean of Post-graduate Studies, University of
Dr. Ganeshaiah explained how the civilization in the olden days
prospered and improved around the cities on account of abundant
availability of natural resources such as water, forest nearby. He
gave the examples of Mohenjo-daro and Harappaan civilizations
which developed around Saraswathi River. Further with the passage
of time, the Saraswathi River changed its course and got dried up.
Subsequently, the entire civilization was deep routed from the place
and at present only monuments are available which are of world
fame. He also talked of water sources in Talakad which used to be
one of the biggest shippers’ centres in the olden days.
Talk on “Landfill Engineering”
A talk on “Landfill Engineering _ Prospects and Perspectives” was
delivered by Prof. G.L. Sivakumar Babu, Professor, Dept. of Civil
Engineering, IISc on 10 April 2015. Prof. M.R Pranesh, Convener
welcomed the speaker and introduced him to participants.
causing lot of hardships to people nearby. The emanating gases,
obnoxious smell of leachate and leachate flow is causing
environmental hazards and ecological services of ground water use
by residents nearby are in peril.
Landfills have become mere dumping sites of waste getting piled up
and allowing the pile to their natural fate. The physical, chemical and
biological processes are not engineered whatsoever and this is
Prof. Sivakumar Babu revealed that a course on Municipal Solid
Waste Engineering at post-graduate level is offered since several
years and five to six PhDs have come out so far under his guidance as

well as other faculty of Civil Engineering
Department of IISc. The engineering aspects
of consolidation of fills, making way for new
volumes for fill in the existing space,
measuring/ characterising landfills for their
permeability, stress strain characteristics,
movement of leachate in porous media,
ground water fluctuations in the subsurface
of watersheds, forensics of landfill collapse
elsewhere in the world, providing
geosynthetic layers apart from just liners etc., were emphasised in
the lecture to make `smart landfills for a smart city’.
Even the cost benefit aspects, though preliminary way, are covered
in IISc studies for a dumping landfill, engineered landfill and
bioreactor type landfills. The use of sensors for measuring landfill
characteristics and making the best use of energy that can come out
of it, and adopting engineering measures to close a particular landfill
without causing hazards anymore are some of the points discussed
by the speaker.
At the end. Er. C J Jagadeesha, Scientist, ISRO and corporate member
gave vote of thanks .
Talk on “Bad Roads in Bangalore”
A lecture program was organized by the Architectural Engineering
Division of the State Centre on 24 March 2015 on ‘Bad Roads in
Bangalore’. The speaker was Capt. S. Raja Rao, Retd. Secretary to the
Government of Karnataka. He was the Chairman of the Committee
constituted by The High Court of Karnataka to examine PIL on ‘Bad
Quality of Roads in Karnataka’.
about 100 recommendations on the quality of roads maintained in
100 wards of the City Corporation. The Committee observed that in
addition to the bad quality, the defective system of tertiary drains
affected the flow of rain water to the net work of drains and pot
holes are formed. The Committee suggested that the tertiary
drainage system requires improvement, more powers to the
engineers to take early decisions, audit of accounts by the
Accountant General instead of the State Accounts Department, etc.
There were considerable suggestions by the members present.
Dr. A.S. Kodanda Pani, Urban Planner & Civic Analyst, in his
introduction of the subject mentioned that Bangalore which was
earlier popular as a beautiful city has now lost its fame due to bad
urban governance with bad roads full of pot holes, flooding of low
lying areas during the rainy season, non- enforcement of zoning
regulations of the master plan, and building bye-laws of the City
Corporation, improper road net work not conforming to natural
terrain, defective drainage system, neglect to fill up pot holes, poor
quality of road work, etc.
Padma Shri Prof. R.M. Vasagam, Chairman, appreciated the
conclusions and suggestions made by Capt. Raja Rao’s Committee.
He mentioned how in Paris roads are well maintained, building
heights controlled to avoid traffic congestion, etc. He suggested that
such good procedures are to be adopted by the civic agencies for
good living conditions in the future.
Capt. Raja Rao in his lecture mentioned that the Committee was
constituted by the High Court after inspection and study made
The program concluded with vote of thanks by Er. Jasmail Singh,
Joint Hon. Secretary of the State Centre.
