SPECIFIC PROCUREMENT NOTICE (SPN) Request for Proposal Design and Development of a Data Warehouse, Reporting, Business Intelligence and Analytics System PM-A-040 Country: Indonesia City/Locality: Jakarta Project: Procurement Modernization Contract No.: PM-A-040 Submission Deadline: May 29th, 2015, 10:00 a.m. Funding Agency: Millennium Challenge Corporation Buyer: Millennium Challenge Account - Indonesia (MCA-Indonesia) 1. The Request for Proposal (RFP) is open to all eligible entities or persons (“Consultants”) who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP. 2. A Consultant will be selected under Quality and Cost Based Selection (QCBS) procurement method, the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov . 3. The Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Indonesia (the “Government”) have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help facilitate poverty reduction through economic growth in Indonesia (the “Compact”) in the amount of US$ 600,000,000 (“MCC Funding”). The Government, acting through the Millennium Challenge Account Indonesia (“MCA-Indonesia”), intends to apply a portion of the funds to eligible payments under the contract for which this Request for Consultant’s Qualifications is issued. Payment by MCC will be made only at the request of MCA-Indonesia and upon approval by MCC, and will be subject, in all respects, to the terms and conditions of the Compact, including restrictions on the use of MCC Funding and conditions to the disbursements. The Compact Program includes five Components: a) the Green Prosperity Project (“GP”), b) the Community-based Health and Nutrition to Reduce the Stunting Project, c) the Procurement Modernization Project, d) the Monitoring and Evaluation and e) the Administration and Control. The services under this procurement fall under the Procurement Modernization Project. The objective of the Procurement Modernization Project is to achieve cost and efficiency savings on procured goods and services, while assuring their quality satisfies the public need, and to achieve the delivery of public services as planned. These savings should lead to greater provision of goods and services to the economy which will positively impact economic growth. To this end, the MCC-funded Procurement Modernization Project will be implemented by the National Office of Public Procurement (LKPP) through two main activities: (1) Improving the procurement function by increasing the capacity and professionalization of the procurement function (the “Procurement Professionalization Activity”) and (2) Supporting the development of procurement policies and procedures for public private partnerships (“PPPs”) and sustainability procurement (the “Policy and Procedure Activity”). The purpose of this Request for Proposals is to invite Software Development Firms (Service Providers) that have experience in developing web-based software, on opensource technologies, to design, develop and implement applications to meet the Functional requirements of this RFP (System). The systems, when built or configured and deployed, should be able to serve the procurement modernization requirements of the PMIS, MCA-Indonesia PM Project, LKPP and the wider GOI Procurement processes. . 5. Clarifications may be requested by e-mail not later than 21 days before the deadline for submission of the Proposals, so that responses can be issued to all Consultants not later than 14 days prior to the deadline for submission of Proposals. 7. A pre-proposal meeting will be held on April 30th, 2015 at 10.00 am at MCAIndonesia’s Office Address as specified in the RFP, Section 2, Proposal Data Sheet, ITC 1.4. 8. Consultant submissions should make reference to the RFP and must be received no later than May 29th, 2015, 10:00 a.m local time at the address indicated in Article 3 above.
