The University is strengthening its management and administrative systems to
enhance both policy initiation and implementation through recruitment of highly
qualified and committed individuals. In a bid to attain this, the University invites

a) Key Responsibilities

Coordinate the drawing up and managing of the University Budget.
Maintain and present Books of Accounts of the University in
accordance with the Financial Regulations made under the provisions
of the University Charter.
Give regular financial reports
Supervise staff in the Finance Department.
Coordinate the implementation and development of financial and
operational management systems.
Coordinate and implement financial policies.
Maintain and update the University’s asset register.
b) Qualifications and Experience
i.
Masters degree in finance and accounting or equivalent qualifications.
ii. Full professional qualification in Accounting and Finance.
iii. Senior administrative /managerial experience of at least five years.

MAIN RESPONSIBILITIES
1. Initiate, develop and implement the procurement policies and procedures.
2. Liaise and ensure effective communication with end-user departments and
collate their procurement requirements.
3. Develop and implement annual procurement plan.
4. Prepare the budget for the procurement function.
5. Prepare periodical procurement reports.
6. Monitor and ensure compliance with the procurement policies and
regulations.
7. Provide technical advice to the Tender/Contracts Committee of the University.
8. Advise the University on the procurement of capital items.
9. Manage the Human Resources in the Procurement Unit.
10. Develop and update service providers’ database.
11. Liaise with suppliers and stakeholders and ensure timely delivery of procured
goods and services.
12.
Liaise with the Finance Department to ensure availability of procurement
funds and timely payment to suppliers.
13. Attend to inquiries from bidders and suppliers.
14. Collaborate with user departments by providing feedback on
the status of their procurement requisitions.
EDUCATION AND EXPERIENCE
1. Masters in Procurement and Logistic Management or any other related
field from a recognized University/Institution.
2. A professional qualification in procurement and supplies management,
such as Chartered Institute of Purchasing and Supply (CIPS) or
International Supplies Management (ISM) will be an added advantage.
3. Administrative/managerial experience of at least three years in
procurement related work.
