Subject:
Constitution of working Group for formulating methodology
etc., for the 72" Round of NSS.
On the basis of a decision" taken by the National Statistical Commission
(NSC) in its 59'h meeting held during 19'h to 20tn August, 2013, it has been
decided that the 72nd Round of NSS would be devoted to:
(a) data for tourism satellite account;
(b) household consumption of durable goods/ services;
(c) evaluate the methodology for using shorter schedules in the NSS
consumer expenditure survey that are currently under the
consideration of the Standing Technical Committee on NSSO matters,
constituted vide this office order no. 8/64/2010-NSC 'dated 29 th
February, 2012; and
(d) examine. feasibility of preparing a Master Sample for use in future NSS
rounds for facilitating integrated analysis of economic, social and
demographic data including life of each master sample, common set of
core items to be covered in every survey round to study data
interrelationships and possibility of selecting overlapping samples in
two or more surveys to provide for integration of data from the
surveys.
Composition

The NSC decided that a Working Group shall be constituted to assist it in
laying down sampling design, methodology and strategies to reduce non-sampling
errors for the 72nd Round of NSS, keeping in view comparability and time-frame.
The field work for the 72nd Round shall be carried out during July, 2014 to
June, 2015 and the results of the survey need to be placed in the public domain
latest by June, 2016. Inc Working Group would assist the NSC in the entire
gamut of activities within this time frame.

Keeping in view the commonalities in the work between the Standing
Technical Committee on NSSO matters and the Working Group, it was decided

that the non-official members of the Standing Technical Committee along with a
member of the NSC would constitute Core Group within the Working Group. The
composition of the Working Group would be as under.

Terms of Reference
4.
The terms of reference for the Working Group in respect of the subject
coverage for the 72nd NSS Round mentioned in paras - 1 (a) and (b) shall include,
(I) enlisting the requirement of estimates/ indicators/ tables to be generated;
(2) reviewing the past data in respect of the estimates/ indicators/ tables to be
generated and previcius field experiences in data collection, particularly
with reference to non-response/ luke-worm response at various levels of
data collection including in respect of items in the data collection
schedules, and identifying sampling and non-sampling errors;
(3) based on the findings of the aforesaid reviews, preparing all the survey
instruments relating to the 72nd Round Survey, namely, the tabulation
plan, data collection schedules, manner of data collection, sampling
design, estimation procedure, examining the sampling frames and drawing
of samples for survey, scrutiny & valid•tion procedure, Instruction
manuals, submission of the methodological instruments to the NSC for
approval, training of trainers, reviewing and monitoring the progress of the
survey, processing and validation of data, preparation of draft survey
reports, referring the draft reports to experts, forwarding the draft reports
along with the views of experts and the response of NSSO to the Chairman
of the NSC, releasing the reports cleared by the Chairman, dissemination
of reports and unit-level data to the public/ users, and conducting seminar
on the results and experiences gained through the survey;
(4) conducting pilot survey before finalizing schedules for data collection;
(5) preparing estimates for rates/ ratios as also aggregates for different socioeconomic parameters using population projections and population
estimates emerging from the survey;
(6) preparing an action plan and monitoring the progress as per the action
plan and taking corrective steps, where necessary;
'(7) obtaining consent of States/ UTs for participation in the survey and
meeting the action plan targets laid down under item (6); and
(8) Furnishing all the survey instruments to NSC, as and when ready

In respect of the Items mentioned in pares — 1 (c) and (d), the Working
Group shall furnish reports drawing on the data and experience obtained in the
course of the 72nd round.
6.
The work assigned to the Standing Technical Committee shall continue to
be carried out by the Core Group of the 72ad Working Group within the mandate.
