CONSENT ITEMS The following information is being presented for the purpose of District Board monitoring of their Presidential Parameter policies #4HEE0100, Employment; #4FAF0300, Accounting; #4FFF0200, Investments; and their Desired Outcomes Policy #1TFT0200, Educate for Employment – Economic Development Contracting. A. Employment Resignations/Terminations Karen Jarvis, Admissions Technical Specialist, submitted her retirement resignation effective July 31, 2015. Karen has been with the College since September 1978. Ruth Eberwine, Instructional Technology Testing Specialist, submitted her resignation effective March 19, 2015. Ruth has been with the College since March 2015. Recruitment – Support Professionals Tutoring Services Specialist, Fond du Lac Campus. This new, full-time position will coordinate a comprehensive tutoring program at the College’s three campuses, and provide support for the academic success services offered. This position was posted internally/externally with a closing date of March 19, 2015. Interviews were held on April 1, 2015. Second interviews were held on April 13 and 15, 2015. Instructional Technology Testing Specialist, Fond du Lac Campus. This full-time vacancy was created when Ruth Eberwine submitted her resignation. This position coordinates standardized testing services for the District. This position was posted internally/externally with a closing date of April 6, 2015. Organizational Development Specialist, Fond du Lac Campus. This full-time vacancy was created when Rosemarie Behlke accepted another position. This position provides technical support and administrative assistance to employees in the Organizational Development Centers throughout the District, and uses course creation and video editing software to create online learning experiences for employees. This individual sets up employee classes in the employee learning management system; communicates and promotes learning activities on the employee portal; and tracks employee training progress and completion. This position will also assist with employee onboarding activities and training development. This vacancy was re-posted internally/externally until filled. Buildings and Grounds Maintenance Worker, Beaver Dam Campus. This part-time vacancy was created when Paul Bruins submitted his resignation. This position performs a variety of cleaning, maintenance and repair functions in and around the school facilities. This position includes handling many tasks independently, but often assisting higher level Maintenance Mechanics with more complex projects. This part-time vacancy was created when Tomasz Ziolkowski accepted another position. This position provides library and assessment testing services at the West Bend Campus library and testing center. Interviews were held on March 16, 2015. This vacancy was re-posted internally/externally with a closing date of March 31, 2015. Computer Technical Support Specialist, West Bend Campus. This full-time vacancy was created when Christine Kuhaupt accepted another position. This position provides technical support to customers for District-supported computer hardware and software. This vacancy was re-posted internally/externally until filled. Administrative Aide – Institutional Effectiveness, Fond du Lac Campus. This part-time vacancy was created when Kim Harrington accepted another position. This position provides administrative support and technical assistance to the Institutional Effectiveness Department. This vacancy was posted internally/externally with a closing date of February 11, 2015. Interviews were held February 23, 2015. Recruitment – Management/Instructional Staff Director of Facilities, Fond du Lac Campus. This full-time vacancy was created when Tim Flood submitted his retirement resignation. This position oversees and manages all activities associated with capital planning and construction, facilities operations and maintenance, housekeeping, safety, security and environmental compliance for the District. This vacancy was re-posted internally/ externally until filled. Interviews were held on March 26 and 27, 2015. Second interviews were held on April 9 and 14, 2015. Director of Human Resources, Fond du Lac Campus. This full-time vacancy was created when Beth Mendoza accepted another position. This position administers human resources functions to include recruitment and hiring, labor and employee relations, classification/compensation, organizational structure and staffing. This position serves as the Title IX Coordinator for staff and oversees Equal Opportunity for staff. This vacancy was posted internally/externally with a closing date of April 6, 2015. This position plans, organizes, and oversees the operation of programs and services in general education, which includes Communications, Mathematics, Social Sciences, Science and the courses within General College. This includes providing support to ensure information integrity, confidentiality and efficient network operations to provide maximum performance and availability of data across a multi-site education network. This vacancy was posted internally/externally with a closing date of April 8, 2015. Systems Engineer, Fond du Lac Campus. This position was previously a Network Services Associate. This full-time vacancy was created when Justin Jahns submitted his resignation. This position is responsible for installation, maintenance and support of the enterprise-wide computing infrastructure within the MPTC computing environment. This includes providing support to ensure information integrity, confidentiality and smooth system operations to provide maximum performance and availability of systems across a multi-site education network. This vacancy was posted internally/externally with a closing date of April 8, 2015. Nursing Assistant Instructor, Fond du Lac Campus. The primary teaching responsibility of this new, full-time position will be in the Nursing Assistant Program, however, class assignments and locations may vary from term to term. This is a limited-term position funded by the TAACT4 grant. This position was posted internally/externally with a closing date of March 19, 2015. Interviews were held on March 30, 2015. EMS/Paramedic Instructor, Fond du Lac Campus. The primary teaching responsibility will be instruction in the Emergency Medical Services programs, however, class assignments and locations may vary from term to term. The position will be shared with teaching and Paramedic Program Director duties. This position is also responsible for the oversight of CoAEMSP accreditation guidelines, Training Center Director responsibilities and American Heart Association Coordinator. ACTION ITEMS A. Approval of Retirement Resignation The following employee has informed the College that she will be retiring from the Moraine Park District: Employee Karen Jarvis Title Admissions Technical Specialist Effective Date 7/31/15 Date Hired 9/25/78 SUGGESTED MOTION: I move that the Moraine Park Technical College District Board adopt the following resolution accepting the retirement resignation of Karen Jarvis: WHEREAS, this employee has chosen to retire at this time; and WHEREAS, she has proven to be a very competent, cooperative and thoughtful employee in this association with supervisors, co-workers, students and the public; NOW, THEREFORE BE IT RESOLVED, that the Moraine Park Technical College District Board hereby accepts her retirement resignation and expresses sincere appreciation for her many contributions and faithful years of service; and BE IT FURTHER RESOLVED, that the Board also wishes to express its appreciation on behalf of the most important group of people—the citizens of the Moraine Park District. Approval of Faculty Contract Renewals The following information is being presented for the purpose of District Board monitoring of their Presidential Parameter Policy, #4HEE0100, Employment. In accordance with Wisconsin Statute 118.22 – Renewal of Teacher Contracts, on or before May 15 of the school year during which a teacher holds a contract, the Board by which the teacher is employed, at the direction of the Board, shall give the teacher written notice of renewal or refusal to renew his/her contract for the ensuing school year. If no such notice is given on or before May 15, the contract then in force shall continue for the ensuing school year. A teacher who receives a notice of renewal of a contract for the ensuing school year, or a teacher who does not receive a notice of renewal or refusal to renew his/her contract for the ensuing school year on or before May 15, shall accept or reject, in writing, such contract no later than the following June 15. Instructional personnel with 2014-15 regular contracts are listed on the following page(s). It is recommended that these individuals be issued new contracts for the 2015-16 contract year. SUGGESTED MOTION: I move that the Moraine Park Technical College District Board extend contracts for instructional staff, as listed, for the 2015-16 school year. ACTION ITEMS C. Approval of Participation in the Wisconsin Technical College Employee Benefit Consortium As discussed with the Moraine Park Technical College District Board during the March 18, 2015 Finance Committee meeting, Moraine Park, along with five other Wisconsin technical colleges, have formed the Wisconsin Technical College Employee Benefit Consortium (WTCEBC). The consortium will be established via an intergovernmental cooperation agreement in accordance with Wisconsin Statute 66.0301; the initial 3-year term will be July 1, 2015 through June 30, 2018. Participating in the consortium will allow MPTC to take advantage of the purchasing power of a large group, share risk associated with large health care claims, reduce health care costs and overall benefit expenditures, maintain health insurance plan autonomy, and enhance current employee benefit offerings. First-year annual savings for the six colleges is estimated to be $2 million. MPTC’s anticipated savings for 2015-16 will be $386,000. The College requests approval from the Moraine Park Technical College District Board to participate in the Wisconsin Technical College Employee Benefit Consortium effective July 1, 2015.
