Thomas E. Lollini, FAIA, AUA, LEED AP RESUME Overview My experience in the University of California system spans over two decades of successful leadership in facilities planning, design and construction and implementation at UC Berkeley and UC Merced. Having worked on a large and diverse number of complex project types, financing structures, and project delivery methods, I am familiar with their strengths and their challenges. I have rebuilt two organizations to become collaborative, customer service-oriented, and professional departments. In each of these roles, I have built effective partnerships within the institution by engaging facilities operations, parking and transportation, environmental health and safety, and business services units, as well as, faculty, students and staff. I have taken a similar approach with external stakeholders in very challenging circumstances, earning their respect and trust in the process and leading to breakthroughs on long-standing areas of interdepartmental and campus-community conflict. My projects and planning efforts have been recognized at the regional and national level with more than fifty awards for design excellence and leadership in sustainable design by professional and governmental organizations, including three best practice case studies for the National Renewal Energy Lab, and the California Governor’s Economic and Environmental Leadership Award. Our pioneering efforts at UC Merced including the use of whole-building energy benchmark budgets and the 2009 LRDP Triple Zero Commitment to achieve Zero Net Energy, Zero Waste, and Carbon Neutrality by 2020 have set the path for the entire UC system. I also have a history of effective leadership within the California design community. Through leadership positions within the American Institute of Architects and the San Francisco Planning and Research Association, I led professional advocacy efforts that reshaped San Francisco waterfront, downtown, and the civic center, and set the stage for UCSF’s Mission Bay Campus. Reporting to the Vice Chancellor of Administration, I have supervised up to 24 professional & support staff, with a $2+ million operating budget. I led transformation and growth of the department into a cohesive organization that has exceeded sustainability performance goals and delivered $400 million dollars in projects within tight budget constraints on aggressive timelines. The department works in close partnership with the facilities operations group coordinating every aspect of the program from planning and design standards to plan reviews, construction submittals, and commissioning of new facilities. Planning: Led development of the 2009 Campus Long Range Development Plan and 2010 Physical Design Framework and collaborated on the 10 Year Capital Financial Plan. Successfully led negotiation of revised campus footprint with three federal agencies and ten environmental organizations, after completing initial capital program. Developed and implemented ambitious sustainability goals for campus that include LEED Gold minimum rating for buildings; establishing guidelines for low impact infrastructure, and policies to achieve zero net energy, waste and carbon emissions by 2020. Design & Construction: With $700 million in projects completed or underway, UCM’s current 10-year program, valued at $1.2 billion, includes a full range of facilities and infrastructure, and funding and financing vehicles. Project types include science and engineering research facilities, central plant and infrastructure, library, classroom and office buildings, student housing (1,500 beds), dining, childcare, parking and campus site development. Sustainability objectives for campus projects have resulted in annual savings of ~$2 M on purchase utilities and ~$1.3M in rebates from PG&E Savings by Design program. Eight LEED Gold and 4 Platinum certifications achieved to date with 3 current and recently completed projects tracking LEED Platinum. At present we are playing a key role in the 2020 Project, a Public Private Partnership to develop over $1 billion in facilities to accommodate 4,000 new students. Page 1 of 4 Thomas E. Lollini, FAIA Assistant Vice Chancellor Physical & Environmental Planning, UC Berkeley Facilities Services: 1999-2005 Director Physical & Environmental Planning, UC Berkeley, Planning Design & Construction: 1996-1999 Operations: Lead campus planner responsible for long-range, physical and environmental planning, development and implementation of capital projects policies, programs and review process, and regulatory compliance for all campus real estate and capital projects. Reporting to Vice Chancellor Facilities Services, I supervised 22 professional and support staff, with $1.8 million annual operating budget. Administrative leadership initiatives undertaken included unit reorganization to revitalize and expand a dysfunctional unit; recruiting skilled professionals; developing performance management system, and established comprehensive employee training programs, resulting in progressively expanding responsibilities and funding for unit. Staffed Executive Campus Planning Committee, chaired by the Chancellor, and Campus Design Review Committee, chaired by the Dean of the College of Environmental Design; prepared and presented plans and projects to the Office of the President, the University of California Board of Regents, community groups and local and regional governments, commissions, and agencies. Responsibilities also included working closely with local and state elected officials and staff, and close coordination with the campus development office and campus government, media and community relations’ staff. Planning: Reorganized, expanded and led the capital project planning function completing more than a dozen major plans that reshaped the campus and its outlying properties. These plans included the Seismic Action Plan for Facility Enhancement and Renewal (SAFER), which incorporated deferred maintenance into the facilities investment strategy, the 2005 Campus Long Range Development Plan, and district plans for the College of Engineering, the Physics Department, and the School of Public Health. Together, these plans revamped campus approvals processes and provided strategic guidance for a $3.0 billion capital program, impacting 6 million square feet and encompassing the Central Campus and Environs, University Village in Albany, and Richmond Research Campus. Project types included seismic retrofit, renewal and replacement projects; libraries, student facilities, including over 3,000 student beds and a new dining facility, instruction and advanced science research facilities for Bioengineering, Biomedical Research, CITRIS, and Material and Physical Sciences. Capital Projects: Led an initiative to establish a campus real estate acquisitions and development strategy, and create an expanded campus real estate services function to implement third party development strategies for off-campus residential and administrative facilities. Also provided lead staff support to the California Memorial Stadium Steering Committee for three years, developing the overall improvement strategy, project design, and program implementation team. Studio Director /Project Manager: UC Berkeley Planning Design and Construction, 1991-1996 Managed planning and implementation of total projects valued over $100M, including $50M of seismic retrofit and renewal projects. I developed and implemented public-private partnerships, 3rd party developments, and design-build programs for Manville Student Apartments and University Village at Albany, which received regional and national awards. Project Manager/Architect/Planner: A/E firms in San Francisco Bay Area, Asia and Europe, 1980-1991 Managed and directed design of architecture, urban planning and development projects including downtown plans for major California cities; and commercial, and residential mixed-use projects in San Francisco, Los Angeles, New York and Dallas. Examples include Urban Land, Northern California Real Estate Journal, Architecture Magazine, and the UNESCO Monograph on the Second Century of the Skyscraper. While chairman of the San Francisco Planning and Urban Research Association’s City Planning and Development Committee, an influential public policy think tank, I authored and guided the development of over a dozen policy reports on community planning and civic infrastructure investment issues.
