Gov eyes cataract-free Pampanga

CITY OF SAN FERNANDO – Governor Lilia Nanay Pineda is eyeing to achieve a cataract free Pampanga as she sought the assistance of the Barangay
Heallth Workers to locate the poor Kapampangans
suffering from eye ailments.
This came as she convened the BHWs from 1st,
3rd and 4th districts of Pampanga in a general assembly held at the Bren Z. Guiao Convention Center
yesterday.
“Here in our province, no Kapampangan should
suffer from and be blinded by cataract,” the governor
stressed.
Governor Pineda also disclosed her plans of obtaining the services of more eye specialists to help
conduct free surgery for cataract removal.
The governor also advised the health workers of
their other responsibilities particularly in maternal
and geriatric health care.
“Remind your pregnant patients to make time for
their regular prenatal checkups, and all senior citizens are now automatically covered by PhilHealth,”
Pineda said.
The governor also expressed her gratitude for the
unwavering dedication of the BHWs, whom she also
considers as the modern day heroes of the province.
Some 2250 BHWs from various parts of the province attended said event and were given an orientation and screening guidelines on breast and cervical
cancer. The BHWs also received uniforms and gifts
from the governor.
Governor Pineda was also joined by Board Members Cris Grabo, Cherry Manalo, Rosve Henson,
Ferdinand Labung, Nestor Tolentino, and Ric Yabut;
district and provincial hospital chiefs and representatives from the Association of Municipal Health Officers.

hallowed ground of Mount Samat in Pilar, Bataan on April 9 in observance of
the 73rd Araw ng Kagitingan.
Two of the major spots in the historic mountain that attract visitors are
the 92-meter War Memorial Cross and
the War Memorial Museum below the
shrine where Pres. Aquino and the

to the Philippines will offer wreaths of
flowers.
But still unknown to many visitors are the Surrender Site Monument
and the Bataan World War II Museum
both located at the Balanga Elementary School that served as command
post of Gen. Masaharu Homma, highest Japanese Imperial Army officer in
Bataan.
The surrender monument shows
life-size figures of four American
officers led by Maj. Gen. Edward
King, commander in Bataan of the
United States Armed Forces in the
Far East, and three Japanese officers headed by Col. Motoo Nakayama, senior operating officer of
Homma.
Surrender terms were discussed on
the Fall of Bataan on April 9, 1942 and
the surrender to the Japanese Army
of thousands of American and Filipino
soldiers.
Adjacent to the monument is the
museum that houses various war
memorabilia.
With entrance fee of P20 for students, P40 for senior citizens and P50
for other visitors, the museum is open
from 9 a.m. to 4 p.m. from Monday to
Saturday.
Beach resorts almost fully-booked

sandy beach resorts in Bagac
and Morong towns are almost fully-booked for the Holy
Week, municipal mayors and
tourism officers said Friday.
Provincial Tourism Officer
Danica Tigas said there are
48 registered beach resorts in
Morong and 16 in Bagac, all
adjacent to the blue waters of
the West Philippines Sea.
“Our resorts are 99 percent
booked until May 2015,” Morong Mayor Dr. Jorge Estanislao said.
Mariane de Leon, municipal tourism officer, said there
are 56 beach resorts in Morong of which 48 are registered and members of the Morong Registered Resort Owners’ Association.
More than 41,000 tourists
came to Morong in 2014, mak-
ing the mountain town No.
2 next to Balanga City in the
number of tourist arrivals in
Bataan. The province ranked
No. 3 in Region 3 after Subic
(Zambales) and Clark (Pampanga).
“There are 51 registered
life guards in Morong accredited by the Red Cross to look after our visitors,” de Leon said.
The resort owners in coordination with the Morong police have conducted a onestop shop with regards to information and other activities
on peace and order, she said.
“Tourist police assistance
per directive of Mayor Estanislao is active 24/7,” de Leon
said.

Batanes: Bane amid boom

in tourists resorted to knocking on locals’ doors hoping to have a place to stay. Water and food shortage was also experienced, not to mention some of
the goods were sold at a higher price. Maybe they
should build more hotels? Plant more produce? Well,
maybe if only they have a more stable source of electricity other than a genset, or perhaps a bigger land
area? Maybe if they have rich fertile soils on top of
the solid volcanic bedrock.
More disturbing than the issue with the commodities is the way how the Ivatans themselves are being
commodified because of tourism. In Chavayan, one
of the last few barangays where you can see authentic stone houses (yes, most houses in Batanes are
concrete with GI sheets for rooftops), the tour is like
clockwork. Tourists arrive as early as 8 a.m., peer
into these houses, snap pictures, have selfies with
Lola Marina wearing her vakul, buy souvenirs, then
go. All done in an hour or less. Vans and jeepneys
bringing tourists come and go like that until before
noon. The whole thing orchestrated by some tour operators, who did not even consult with the community or sought their permission to be “showcased.” The
community’s daily routine disrupted, their privacy disrespected.
I woke up early in the morning to observe how
they go about their day until the time the camera-toting bunch left. I felt sad for the Ivatans, more so for
the visitors who in my opinion were shortchanged.
In an hour, they could have learned more about the
Ivatans’ strength of character, and of their stone
houses. They could have experienced more of the
village’s unique and culturally rich everyday life.
They could have gained more insights while being
immersed in Ivatan language and music.
I could go on and on however this is becoming
a too lengthy description for an album a handful of
friends will bother looking at, perhaps even fewer
reading about my thoughts.
On a final note: Batanes indeed inspires. Even
this self-confessed non-writer may have inherited her
parents’ writing genes after all.

MUCH HAS been said, written, and discussed
about our country’s northern frontier. From the rugged terrain, the panoramic vistas, the rich culture,
and the Ivatan resilience, Batanes is a backdrop
and subject of various art forms.
I went to Batanes for a three-day business engagement and was blown away - much more than
my five senses could take. In those three days I
logged so many first-time experiences. But what
struck me the most is the Ivatan ethos: honest,
spiritual, and very, very resilient. A testament to
how honest they are is the unmanned sari-sari
store near Ivana port. Their spirituality on the other
hand is evidenced in the way they greet - typically
invoking God, speaking of blessings towards another. An example is the way they say hello: “Kapian ka pa nu dius,” which is “May God be good
to you.” If you want to say thanks, the Ivatan way
is “Dius mamajes,” meaning “God will repay your
kindness.” Even the Ivatan version of the quintessential Filipino “Tao po,” exudes spirituality. They
call out, “Dius?” instead of “tao.”
I first heard of the Ivatan resilience in my climatology class back in college where my professor discussed how they have managed to survive countless typhoons through adaptive mechanisms. In the evening of March 9 under a cloudless
sky while snacking on kamote fries, I first heard
their stories. Good thing we didn’t have any lights
else my hosts would have seen my not-too-pleasant expressions: dropped jaw from shock, teary
eyed from inspiring events, and at one point furrowed eyebrows and clenched teeth at what they
go through when tourists arrive.
The Ivatans have years and years of experience when it comes to withstanding typhoons and
surviving food shortages when ships bearing supplies fail to dock. They built stone houses to protect them from storms; planted dukay, wakay, and
mais to combat hunger; brought their kin in idjang
(natural fortress) when unfriendly forces attacked.
Now the Ivatans are up against another tempest: the onslaught of tourism. In 2014, the whole
province experienced an astounding 340 percent
increase compared to 2013 in tourist arrivals. 340
percent! I still shudder at the thought of what they
are facing.
Perhaps due to climate change, the once seasonal Batanes has become available all year
round. Even during typhoon season, around 600
people still visited the islands. We were told that
during last year’s peak season (April to May), accommodations were fully booked and some walk-

“A SIGNIFICANT factor which contributed to the
decline in the satisfaction rating of the President
is the Mamasapano clash in Maguindanao last
January 25. We also recognize that public opinion
surveys are based on information from the media
being read and consumed by the country’s citizens.
In our view, (the decline in the President’s rating) is
mostly media-related.”
So explained Communications Secretary
Herminio “Sonny” Coloma Jr. Monday of the
plunge – to a record low of +11 points from +39
last December – in the net satisfaction rating of
President BS Aquino III in a recent survey of the
Social Weather Stations.
This, even as he asked media to cooperate with
government, “hoping that through disseminating
correct and truthful information, Filipinos can
thoroughly understand the position of the
government.”
So why are we not surprised? Of media getting
squarely blamed for the crash in the BS’ net
satisfaction rating.
Scapegoating is the first principle of the BS
administration. Remember how everything bad
happening in the country pre-Mamasapano was
blamed on Gloria Macapagal-Arroyo?
And then in the Mamasapano fiasco itself, who
gets the blame?

Napenas for “fooling” the BS.
Suspended PNP Director General Allan Purisima
for “lying” to the BS.
So, who in the first place tapped the suspended
Purisima to have veritable supervision over Oplan
Exodus?
Who greenlighted the operation?
Who was on top of the situation at the time the
SAF troopers were being massacred?
Who did not show up when the fallen SAF heroes
arrived at Villamor?
Who was pictured with that stupid smile on his
face while all the rest of the mourners’ were glum
or grim at the necrological services for the Fallen
44?
So who spoke with a forked tongue on national
television over the Mamasapano massacre?
No, it was not media.
It was some medyo-medyo, to use the language
of the kanto.

Being poor
PREPARING FOR the papal visit, the Catholic Bishops Conference of the
Philippines (CBCP) in November last year declared 2015 as the “Year of the Poor.”
One signal affirmation of the local Church’s
total embrace of Francis’ Petrine ministry that is
grounded on, in the now much clichéd generic,
“the last, the least, the lost.”
“We as the Church of the Poor are called
to renew our commitment to Christ’s mission
and to always take the side of the poor and the
oppressed, especially when and where there
is injustice and denial of basic human rights.
The farmers that till the land to bring us food,
the fisher folks who navigate the seas for us
and the workers who run the industries are still
materially poor after decades and generations
of work for living. Their dignity as co-creator
of the Lord should be reclaimed.” So declared
Fr. Enrico Martin F. Adoviso, chairman of the
Archdiocese of Manila’ Commission on Social
Services and Development at the time.
“The handicapped, prisoners, indigenous
people and even the victims of calamities are
in dire need of our compassion to lift up their
hope and spirits. They are all poor, and they are
all sons and daughters of our Lord,” the good
padre furthered, according to CBCP News,
even as he pegged 2015 as “a time to reexamine the use of natural resources to make
sure that they benefit the poor.”
The poor by numbers now, culled from a
Social Weather Stations survey conducted
from Sept. 26 to 29 last year:
12.1 million Filipino families, easily
translating to 60.5 million Filipinos, over half of
the population;
the food-poor, or those ever-grappling to
find the next measly meal – 9.3 million families.
As easily translating to 46.5 million individuals,
15 million children included.
Compounded by the highest unemployment
rate among members of the Association
of Southeast Asian Nations, put by the
International Labor Organization at 7.3 percent
as of 2013.

How the Church shall go about concretizing
its celebration of its Year of the Poor I haven’t
discerned, a full quarter of the year already
expended.
Yes, we can look up to Francis’ mercy-andcompassion-themed visit last January as one
rousing kick-off. But whence, whither?
In the meanwhile:
“The economy grew by 6.9 percent in the
last quarter of 2014, pushing the average fullyear growth to 6.1 percent, and maintaining
the country’s trajectory towards a path of
high growth. The fourth quarter and full-year
growth is above the market expectation of
6.0 percent and 5.8 percent, respectively.”
So reported last January 2015 Economic
Planning Secretary Arsenio M. Balisacan,
highlighting how the Philippine economy’s
growth of 6.1 percent in 2014 is second only
to China’s 7.4 percent and even higher than
Vietnam’s 6.0 percent.
And 12 Filipinos – Sy, Gokongwei, Razon,
Tan, Tan, Ty, Consunji, Tan Caktiong, Co, Co,
Coyuito, Villar – landed in the 2015 Forbes’ list
of billionaires with a combined total net worth of
$49.9 billion.
Only a couple of days ago, this report too
of the country’s ultra-high net worth (UHNW)
individuals increasing both in numbers – to
690, and in terms of wealth – to $100 billion last
year, according to the Wealth-X and UBS World
Ultra Wealth Report 2014.
UHNW individuals are those with net assets
amounting to $30 million and above.
So much wealth, so much poverty. Inequity
at its most equal? The emptiness of economic
growth all too strikingly real there.
Thus, Francis anew: “Some people continue
to defend trickle-down theories which assume
that economic growth, encouraged by a free
market, will inevitably succeed in bringing about
greater justice and inclusiveness in the world.
“This opinion, which has never been
confirmed by the facts, expresses a crude and
naive trust in the goodness of those wielding
economic power and in the sacra­lized workings
of the prevailing economic system.
“Meanwhile, the excluded are still waiting.”
An even more telling lesson comes from St.
Ambrose, the fourth century bishop of Milan,
who took the Parable of the Dives with this
censorious swing at the rich:
“The earth was established to be in
common for all, rich and poor; why do ye rich
alone arrogate it to yourselves as your rightful
property?
“You crave possession not so much for
their utility to yourself, as because you want
to exclude others from them. You are more
concerned with despoiling the poor than with
your own advantage. You think yourself injured
if a poor man possesses anything which you
consider a suitable belonging for a rich man;
wherever belongs to others you look upon
something of which you are deprived.”
The greatest consolation for us mired in
poverty comes from the Lord Himself though,
“Blessed are the poor for theirs is the Kingdom
of Heaven.”
So shall we stay poor, year in, year out.

On April 6, 1828, King of
Spain, Ferdinand VII, issued
a decree establishing a public
bank in the Philippines to meet
the requirements of increasing
commerce and trade in the islands.
Presently known as Bank
of the Philippine Islands, it
is originally called El Banco
Español Filipino de Isabel 2
named after Queen Isabela
II, the daughter of King Ferdinand VII.
The bank is first in the Philippines and Southeast Asia.
The royal decree establishing the Banco Español Filipino
also gave it the power to print
Philippine currency.
The first time the Philippine
peso was printed in the country were originally called pesos
fuertes (PF), or “strong pesos”.
First printed on May 1,
1852, they were redeemable
at face value for gold or silver
Mexican coins. Before 1852, a
multitude of currencies were
used, most notably the Mexican peso.
The first deposit with the
bank was also done on that
day by a man named Fulgencio Barrera. Three days later,
a Chinese man named Tadian
became the first borrowing client of the bank after the bank
discounted to him a promissory note amounting to ten thousand pesos fuertes.

de Isabel 2, the functions of
banks were performed, though
on a limited scale, by the
obras pias (Spanish for “pious
works”).

Maritime Conference & Exhibit
on April 24, 2015 at the Subic
Bay Exhibition and Convention Center in Subic Bay Freeport Zone.
Themed “Subic Bay: Your
Gateway to Central and Northern Luzon,” the conference
will provide comprehensive
updates on the Freeport’s exciting prospects as a booming

also requires fasting for
those aged between 18
to 59 to eat only one full
meal on Ash Wednesday
and Good Friday.
Asked whether mortal sins are committed by
San Pedro Cutud Catholics who have been defying these Church prescriptions, Fr. Manalang,
however, refused to comment. “I would rather that
the issue be addressed
by higher Church authorities,” he said.

NA-SHOCK ang mga manonood ng long-running showbiz-oriented talk show na “The Buzz” nang hindi
inaasahang magpaalam ito sa ere last Sunday afternoon sa pamamagitan ng King of Talk na si Boy Abunda,
isa sa tatlong main hosts ng programa na kinabibilangan din nina Kris Aquino at Toni Gonzaga.
Come June 13 ay magsi-sixteen years na sana sa ere ang The Buzz which was first hosted by Boy
Abunda na bagong lipat noon galing GMA.
In its almost 16 years on air, iba’t ibang co-hosts ang mga nakasama ni Boy at kasama na rito sina Kris
Aquino, Cristy Fermin, Ruffa Gutierrez, KC Concepcion, Charlene Gonzales at Toni Gonzaga.
In all fairness to the show at sa mga hosts, hindi tatagal nang ganoon ang isang programa kung hindi ito
nagri-rate at suportado ng advertisers. While other showbiz talk shows went off air much earlier, nagpatuloy
ang The Buzz sa paghahatid ng mga maiinit na showbiz news linggu-linggo.
Binigyang-daan nina Kris at Toni si Boy na siyang magpaalam at hindi naiwasan ng Waray TV host na

TONI Gonzaga is happy that her movie with Coco Martin, “You’re
My Boss,” is very well received by the public. Now that the movie
is showing, she can now devote her time attending to the details
of her coming wedding to Director Paul Soriano. An issue came
up because some folks say Toni is definitely richer than her groom
since she’s earning more as an actress-TV host-singer-endorser.
Due to this, isn’t she thinking of having a pre-nuptial agreement
with him before taking the plunge to make sure that in case their
marriage fails, she can get back all her properties and her assets
won’t be equally divided between them as conjugal property?
“Hindi naman ako kasing yaman ng mga Zobel at Ayala para mag-isip
ako na dapat, may ganun talaga,” she says. “We never even talked about
it. My goal in marriage is when you get into a relationship and in a lifetime
commitment, you both want to be together forever and you will try your
very best to make it work. For me, kapag nagpa-pre nup kasi, parang
iniisip mo na kasi baka maghiwalay rin kayo in the future so kailangan,
sa akin ‘yung pera ko. Kung may pre nup, ang iniisip mong security, nasa
pera mo, hindi nasa husband mo. So I’d rather put my faith in God and
the person that I’m marrying and pray that our marriage will work forever.”
In a recent interview, Direk Paul agreed that Toni earns more than
him but adds that he’s also financially well-prepared to give Toni the
comfortable life that she is entitled to. “Money has never been an issue
with us and it will never be an issue in our relationship. The fact that I
asked her to marry means I can provide for her for the rest of our life. With
God at the center of our marriage, there’s nothing that can go against us,”
he declared.
So let’s not be negative anymore and just wish this young couple the
best for their marital relationship to succeed. We ourselves truly admire their

The Philippines’ leading airline, Cebu Pacific (PSE:CEB), received certification for Extended
Diversion Time Operations (EDTO) of up to 120
minutes. EDTO refers to a set of rules introduced
by the International Civil Aviation Organization
(ICAO) for airlines operating twin-engine aircraft
on routes beyond 60 minutes flying time from the
nearest airport. The time refers to flight times between diversion airfields.
To secure the certification, CEB submitted to
a comprehensive review of systems by the Civil Aviation Authority of the Philippines (CAAP).
CAAP checked CEB’s compliance with additional special engineering and flight crew procedures
in addition to the normal engineering and flight
procedures. CEB pilots and engineering staff are
now qualified and trained for EDTO.
“CEB’s EDTO 120 certification allows us to
serve new long haul markets with a more direct
route between airports. This means considerable
fuel savings, and the most optimal flight times
for our passengers. With the certification, we
can continue to offer the fastest, most affordable
flights for all our customers,” said Alex Reyes,
CEB General Manager, Long Haul Division.
CEB also took delivery of its 6th brand-new
Airbus A330 which arrived at the Ninoy Aquino International Airport (NAIA) last month. The
wide-body aircraft is third of five brand-new Airbus aircraft the airline is set to receive this year.
CEB currently operates a fleet of 55 aircraft
comprised of 10 Airbus A319, 31 Airbus A320, 6
Airbus A330 and 8 ATR 72-500 aircraft. CEB’s
fleet is one of the youngest in the world, with an
average age of 4.43 years.Between 2015 and
2021, CEB will take delivery of 7 more brandnew Airbus A320 and 30 Airbus A321neo aircraft.

Simple theft suspect
now also facing
frustrated murder case

FLORIDABLANCA, Pampanga- A suspect in a
simple theft got back at the lone witness in his
case last Monday but ended up in jail facing a
frustrated murder case in this town.
Supt. Jhoanna Rosales, chief of the Floridablanca police, identified the suspect as Ely Brozo,
24 and native of Rapo-rapo Albay, who is reportedly a suspect in a minor theft case in Dinalupihan, Bataan.
She also identified the victim as Bryan Reyes,
21, a resident of Barangay Gutad here and reportedly the lone witness in the suspect’s case.
Rosales, in a report, said Reyes and his
friends went swimming at the Blue Lagoon resort
in Barangay Gutad and were about to leave at
4:30 p.m. when the suspect emerged from behind with a knife.
The suspect, also a resident of Gutad, then
repeatedly plunged his knife into Reyes’ back.
Looking backward and seeking Brozo holding
the knife, Reyes, already wounded, ran away
while shouting for help.
Rosales said the incident was witnessed by
barangay tanods Erwin Manuel and Rroderick
Crisostomo who alerted a nearby police station
where cops rushed to the scene and arrested
Brozo.
Reyes was rushed to a nearby hospital but
was later moved to the more modern Jose Lingad Memorial Hospital in the capital city of San
Fernando.
Rosales said that apart from the theft case he
is facing, Brozo is now also charged with frustrated murder.
