Promoting Free, Responsible and Accountable Media VACANCY ANNOUNCEMENT Background Rwanda Media Commission abbreviated as RMC, is a media self-regulatory Body instructed by Law N0. 02/2013 of 08/02/2013 regulating Media in Rwanda, most especially in its Article 2 (20°) that defines media self regulation and under what circumstances the body is put in place as established by all Rwandan journalists in their General Assembly of 27/8/2013. The mandate of the Rwanda Media Commission stems from a series of media reforms intended to streamline the media sector with developments in the social, economic, and political sectors in Rwanda. As such, arising from these reforms, RMC emerged as the institution mandated to institutionalize a self-regulatory mechanism as the key method of defining the relationship between media institutions, practitioners, government, and the broader representations of the public. In particular, RMC undertook a three-fold mission to: a) nurture, promote and protect ethical journalistic practices; b) defend media freedom and media consumers; c) speak in behalf of the media fraternity on matters related to ethical standards and media freedom. This mandate is clearly articulated in the blueprint for media self-regulation in Rwanda. For about two years that RMC is performing its mandate, the Commission faced many issues related to gaps, vagueness, and unclearness in our legal instruments. This impedes a lot on our daily activities of handling complaints, monitoring and accreditation of media outlets and media practitioners and advocacy. In order to strength its mandate, RMC would like to recruit a Monitoring and Accreditation Officer to be part of the team within RMC that is responsible for the monitoring and accreditation functions of the Institution. P.O.BOX: 2136 Kigali, RWANDA E-mail: [email protected] TEL: (+250) 280078888 www.rmc.org.rw TOLL FREE: 3536 Twitter: @RMC_Rwanda Job description for monitoring and accreditation officer Reporting to the Executive Secretary, the Monitoring and Accreditation Officer will be responsible for the following duties: Media Monitoring • Conduct daily monitoring, using an agreed framework, of a wide variety of media, including print, radio, television and online news sources, to ensure professional and ethical compliance with the Code of Ethics as ratified by the assembly of journalists; • Pinpoint specific aspects of media content as professional and/or ethical gaps that should form a basis for conversations between the RMC and editors/proprietors ; • Brief and advise the Executive Secretary on daily basis, about any aspects of media content and/or trends that raise concerns regarding the Code of Ethics; • Constantly review the monitoring framework and advise on appropriate adjustments to ensure an efficient and effective monitoring system. Media Research and Analysis • Regularly analyze media trends in professionalism • Compile regular reports from monitoring data, citing trends and themes in media ethics and professionalism • Publish regular reports about trends in media professionalism • Organize dialogues with journalists, editors, and owners to discuss trends in media ethics and professionalism. • Advise on the appropriateness of the Code of Ethics and suggest any revisions based on trends as observed through media monitoring, research and analysis. P.O.BOX: 2136 Kigali, RWANDA E-mail: [email protected] TEL: (+250) 280078888 www.rmc.org.rw TOLL FREE: 3536 Twitter: @RMC_Rwanda Media registration and Accreditation of Journalists • Ensure an effective system of registering new media outlets and issuing of certificates of registration; • Ensure an effective system of accrediting journalists and issuing of accreditation cards • Construct and constantly update a database of registered media outlets and accredited journalists; • Undertake learning opportunities that enhance understanding of selfregulatory systems and practices. Any other duty • Perform any other duty as assigned by the Executive Secretary in the furtherance of the mission, objectives and mandate of RMC. Minimum qualifications: Bachelors’ degree in communications, journalism or other related field with experience of At least 2 years in journalism. Familiarity with principles and approaches governing media in Rwanda is a requirement. Excellent written and verbal English language skills coupled with knowledge of French and Kinyarwanda; History of engagement with media issues as a journalist or editor is highly desirable; Experience with the design and implementation of media research and analysis is a plus; Experience in radio, print and/or television media promotion is a plus.
