Looking at this, this looks great. MS. HAIGHT: 9 Best of luck for So I don't have Thank you. 10 MEMBER DIXON: So good luck. 11 CHAIRMAN SILJESTROM: 12 Ms. Beyer, your turn. 13 MEMBER BEYER: Yes. Thank you, Mr. Dixon. There have been some 14 concerns that I am reading about about parking. 15 address a little bit how people park when they come to 16 your facility? 17 but some of it is quite a distance away from your 18 facility. I know there's a lot of parking there, 19 MS. HAIGHT: 20 MEMBER BEYER: 21 22 Can you Sure, sure. Can you just kind of address that a little bit? MS. HAIGHT: We can address -- with our 23 clients we can address the parking up front with them. 24 If they need it pull up and drop somebody off, they can PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 21 1 do that. But like I said earlier, we've really directed 2 all of our clients to park in the free municipal lots or 3 City lots, and we also have an agreement with Ziegler Ace 4 Hardware that if need be, we can use their lot, as well. Now, granted, yes, some people -- the majority 5 6 of people may have to walk a block or so, but it's no 7 different than if you park in a Marriott parking lot and 8 you have to park in the last parking spot and walk into 9 theirs. 10 MEMBER BEYER: 11 CHAIRMAN SILJESTROM: 12 That's all. Thank you. Ms. Revesz, your thoughts, your questions, your comments. MEMBER REVESZ: 13 First, I'd like to say it's 14 great. Elgin needs a banquet facility downtown. 15 with the parking, you've had four events before, how many 16 people attended those events? 17 maximum amount in any of those events? 18 MS. HAIGHT: 19 MEMBER REVESZ: 20 MS. HAIGHT: 21 22 But Did you get up to the Not yet. Approximately how many people? We have a 98 head count right now until we get our max occupancy. MEMBER REVESZ: Okay. Were there any 23 complaints from anyone on record with the police 24 department or anything about the parking? PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 22 1 MS. HAIGHT: No. The majority of weddings 2 that may have 150, 200 people are also running shuttles 3 to and from their hotels. 4 A lot of their guests are not driving to the actual event. 5 MEMBER REVESZ: So that comes into play, too. Okay. You mentioned some 6 local vendors that you're working with. 7 contracts with them, some of these guys already? 8 9 MS. HAIGHT: Do you have We have a preferred vendor list that we're working on, and they are on there. So when we 10 have an event, we let our clients work directly with them, 11 and we put them on a preferred list, meaning that we trust 12 them to treat our space as we would treat our space. 13 MEMBER REVESZ: 14 CHAIRMAN SILJESTROM: 15 Okay. Thank you. Ms. Kruger, your thoughts, your comments, your questions. 16 MEMBER KRUGER: Well, first of all, I'm very 17 excited about this venue. 18 daughter is looking at downtown Chicago that I'm saying 19 no because it's too far way. It's very much like one my 20 MR. SCHUSTER: We'll give you a business card. 21 MEMBER KRUGER: 22 But this is a great venue to have here. Thank you. I've 23 worked with nonprofits, and there are large nonprofit 24 events, and there are smaller ones, so this will PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 23 1 benefit -- or they will benefit from this, as well. 2 The only question I have is the prep kitchen. 3 Is that -- does that work for a big event that you have? 4 Have you looked into that? MS. HAIGHT: 5 It will. It will. We've spoken 6 to a couple of our caterers, and, again, they're very 7 used to working that way. 8 Salvage One downtown, which your daughter may be familiar 9 with, only has a prep kitchen, and they have an occupancy 10 An example is Danada House or of 600 people downtown. So caterers are very used to working that way, 11 12 and they'll adjust the menu and work with the menu, with 13 their clients and make it work. MR. SCHUSTER: 14 I think part of that question, 15 is the prep area large enough to accommodate a catering 16 service that will have to feed 300 people? 17 MS. HAIGHT: Yes, it is. 18 MEMBER KRUGER: With that, that's the only 19 questions I had other than parking and that's been 20 addressed. 21 22 CHAIRMAN SILJESTROM: Well, let's see how the conversation goes. 23 Thank you at this point, Ms. Haight. 24 MR. SCHUSTER: May I make one more comment, PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 24 1 please? 2 CHAIRMAN SILJESTROM: 3 MR. SCHUSTER: Sure. In the CC2 Center City District 4 there's a -- or in the City's parking regulation it's 5 recognized that areas like this in the downtown would not 6 have on-site parking. 7 correct me if I get any of this wrong -- is that parking 8 within 800 feet will be considered. 9 the City parking deck right next door to this building is And so the rule in Elgin -- and And, for example, 10 200 feet away from our front door. 11 quite a bit more territory, including the Civic Centre -- 12 the surface lot here on the other side of the building. 13 So 800 feet picks up So it's recognized that some folks in 14 downtown -- it's a pedestrian area; you may have to walk 15 just a little bit to get to where you're going. 16 location has got the parking deck, the surface deck, and 17 there's another smaller lot right along Douglas Avenue all 18 right there less than 800 feet, as close as 200 feet away. 19 So the parking is -- I think the CC2 But this 20 regulations look for that, and in this case it fits 21 pretty well. 22 CHAIRMAN SILJESTROM: 23 I have now before me a list of people who have 24 something to say. Okay. Thank you. So why don't you take your seats and PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 25 1 be prepared to respond should they have a question for 2 you directly. 3 The first person that signed in is Mr. Turner. 4 Tell us your name, your address, and then your 5 comments, sir. 6 7 8 9 MR. I cannot speak 10 for other businesses in Elgin, but I can for our business. 11 And, incidentally, if you have any questions about the 12 catering side of things, I can probably help answer 13 those, as well, as far as the kitchen. 14 From my business standpoint based on inquiries 15 that I've received, our sales at our small business would 16 jump tenfold is an estimate that I come up with with 17 working with The Haight. 18 least 15 to 20 new staff, which would more than double my 19 current employees in my business right now, which is a 20 great -- huge percentage and a great jump for us. 21 I would also need to hire at For our community I believe that by drawing 22 outside people to our town, those people will utilize our 23 city services, our bars, our restaurants. 24 types of people to Elgin, the brides and -- potential Drawing these PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 26 1 brides and grooms will also help our bakeries, our flower 2 shops, our restaurants, our bars. 3 businesses will be -- my deli be impacted by drawing 4 these types of people into our town, our community here. 5 A good number of not-for-profits currently go All of these different 6 outside of Elgin to hold their events. 7 would open up another opportunity for them to possibly 8 choose to have it right here in Elgin, which would be 9 great, just giving them another choice. 10 Having The Haight An example of that is the upcoming Brides 11 Against Breast Cancer event that's going to be held at 12 the Haight. 13 me if I'm wrong -- but upwards of 4- to 500 brides and 14 their families, you know, coming into our town, into our 15 city and utilizing all that we have to offer and showing 16 what Elgin is all about. 17 They're going to see upwards -- and correct When I won my Elgin Image award in 2010, I had 18 a vision of Elgin being a collaborative place where 19 business and our city and our citizens work together and 20 show other areas what Elgin has to offer. 21 facility and these partnerships that we're building are 22 going to do just that. 23 24 This type of We opened almost seven years ago when our country went into a recession. We're still here because PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 27 1 of the support and our partnerships that we have built 2 and maintained over the past seven years. 3 another example of a great partnership that will benefit 4 personally my business, The Haight, and countless other 5 business in our city of Elgin. This is 6 Thank you. 7 CHAIRMAN SILJESTROM: 8 Mr. Ziegler, sir, the podium is yours. 9 MR. ZIEGLER: 10 you, Commissioners. 11 here tonight. Thank you, Mr. Turner. Chairman Siljestrom, nice to see I'm here in support of the Applicant 12 I'm really pretty jazzed about this. For some 13 of us that have been around for a while, I'm from Ziegler 14 Ace Hardware. When Danny's Pizza opened up, that was 15 pretty clear. And then Andy is here with Town & Country 16 Flowers. 17 venue it's really exciting to see. We've got a flower place, and now with this 18 Of course, the vision of Elgin and the City 19 leaders over all these years continuing to reinvest in 20 downtown, it's starting to happen, and you can see that 21 we're getting to the tipping point on that. 22 suffered through the five years of all the roads tore up 23 and all of that, and that's kind of behind us now, and 24 this is what happens when you have a vision and you But we all PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 28 1 invest in the downtown. 2 to do that. So from that I'm really excited 3 The other thing I'm pretty jazzed about is 4 this is a local family, and whatever profits that are 5 made in a business like this will continue to be 6 reinvested; they won't go down to Arkansas, or Atlanta, 7 or Charlotte, or something like that; they're going to 8 stay in Elgin. 9 local family is just really cool for the city. And to be able to support a business, a The other thing, they did mention about 10 11 parking. We've got a little parking lot over there at 12 Ziegler's Ace, and a lot of the time that this venue will 13 be happening I'm assuming is Saturday nights and Sunday 14 nights, and we just happen to be closed at that time. 15 we have a little arrangement that we'll be able to work 16 out, and I think they'll probably park over at Ziegler's 17 Ace Hardware. 18 Thank you. 19 CHAIRMAN SILJESTROM: 20 Next person is Andy -- did I mispronounce 21 22 that? If I did, I apologize. MR. ENGELMANN: So Thank you, Mr. Ziegler. It's my new glasses. Well, you know what, you as 23 the staff of Elgin I feel like are saying there's a 24 problem with parking. God bless us that we have a PLANET DEPOS 888.433.3767 | WWW.PLANETDEPOS.COM TRANSCRIPT OF PROCEEDINGS CONDUCTED ON MONDAY, FEBRUARY 2, 2015 29 1 problem with parking. We're going to have so many people 2 downtown, we might need to build another deck. 3 people bring money, and if we have to put some more money 4 back into the city, God bless the city that people are 5 ready to invest their money and you might have to invest 6 a little bit more to give us a little bit more space. 7 My flower shop is all Internet, all phone. Because 8 other four locations do have walk-ins. 9 my facade that will be coming up soon will maybe bring My I'm hoping that 10 more walk-ins for me. But when I'm open, they're 11 closed -- or when I'm closed, they'll be running full 12 swing. 13 bless Elgin. So maybe we'll need two more parking decks. God 14 CHAIRMAN SILJESTROM: Thank you, sir. 15 The next person on my list is Mr. Schillinger. 16 Tell us your thoughts, your comments. 17 Mr. Schillinger? MR. Stegall, City Manager Marc S. Mylott, AICP; Director of Community Development SUBJECT: Petition 01-15 Text Amendment to Various Provisions of the Zoning Ordinance SUMMARY From time to time, staff becomes or is made aware of minor issues with text of the zoning ordinance. The purpose of this amendment is to correct those minor problems within one application before city council. ADDITIONAL INFORMATION This section provides an explanation of each of the proposed six minor amendments. Amendment 1 At more than 20 locations throughout the municipal code, including the zoning ordinance, the Community Development Department is referred to as the either the City Planning Department or the planning department. This amendment replaces those out-of-date and inconsistent references with “the Community Development Department” as established by Chapter 2.28 of the Elgin Municipal Code. Amendment 2 The zoning ordinance has no locational considerations for shopping cart corrals or electric vehicle charging stations. This amendment would make both items permitted yard obstructions within a street yard, a side yard, or a rear yard. Amendment 3 The ARC arterial road corridor overlay district prohibits new and used auto dealerships along the city’s arterial streets when the associated property is less than four acres, and State Route 19/East Chicago Street is one of the listed city arterial streets. However, the city has made it a point to congregate new and used auto dealerships to this area, Mayor and Members of City Council February 25, 2015 Page 2 specifically between Willard Avenue and Shales Parkway, going so far as to allow special sign considerations for motor vehicle dealers on lots of four acres or more. This amendment would allow new and used auto dealerships on any sized lot along State Route 19/East Chicago Street between Willard Avenue and Shales Parkway, but it maintains the current limit for special sign consideration to only those lots of four acres or more. Amendment 4 The zoning ordinance provides relief from the off-street parking requirement for uses within the center city zoning districts; however no relief from the off-street loading requirements is afforded any uses anywhere within the city. The minimum size of a required loading berth is 10-feet wide by 25-feet long with a 14-foot vertical clearance. This amendment would eliminate the requirement that a use within the CC1 or CC2 center city zoning district provide a loading berth. Note that this amendment does not mean that a use within the downtown cannot have a loading berth; rather it simply makes the provision of such a facility elective rather than mandatory. Amendment 5 The zoning ordinance provides no finality for applications for zoning relief that have had a zoning public hearing but are not acted upon by city council. This amendment establishes that an application for map or text amendment, planned development, conditional use, variation, or appeal is denied if the application is not approved within 12 months of the close of the public hearing. Next, this amendment eliminates the requirement that applicants provide as many as 12 copies of an application for planned development or conditional use. As staff and the Planning & Zoning Commission have embraced the electronic submittal and distribution of applications and their associated documents, a requirement to submit 12 printed copies of an application is wasteful. Next, this amendment eliminates the requirement that an application for planned development have a formal concept review. Note that this amendment does not mean that a concept review cannot take place; rather it simply makes the consultation with staff elective rather than mandatory. Finally, this amendment eliminates the suggestion that planned developments should have limits to certain site design regulations when other sections within the planned development chapter already suggest that the site design regulations shall be those regulations provided in the most-similar zoning district which is not a planned development. Regardless, still other sections within the planned development chapter give city council the authority to depart from the standards, regulations, requirements, and procedures of any other provision of the zoning ordinance. Mayor and Members of City Council February 25, 2015 Page 3 Amendment 6 The supplementary regulations for a “residential occupation, conditional” erroneously states that such uses are subject to the provisions of chapter 19.60, when chapter 19.60 regulates planned developments. The correct reference should be chapter 19.65, which regulates conditional uses. RECOMMENDATION At its February 2, 2015 meeting, the Planning & Zoning Commission concurred with staff and recommended approval of Petition 01-15. On a motion to recommend approval and to adopt specific findings, the vote was five (5) yes and zero (0) no. The written findings and recommendation of the Commission and staff are attached under separate cover as required by the zoning ordinance. Respectfully Submitted, Marc S. DETAIL AND BACKGROUND From time to time, staff becomes or is made aware of minor issues with text of the zoning ordinance. The purpose of this amendment is to correct those minor problems within one application before city council. Page 2 of 4 FINDINGS OF FACT Petition 01-15 February 2, 2015 Next, this amendment eliminates the requirement that applicants provide as many as 12 copies of an application for planned development or conditional use.
