SCNBA Open Roll-Off Tournament Rules This tournament shall be governed by the rules and regulations of the United States Bowling Congress (USBC) and the Southern California Nikkei Bowling Association (SCNBA). Bowlers must be certified USBC members in order to receive USBC awards. Tournament shall take place on March 29, 2015 at 10am at Winnetka Bowl, 20122 Vanowen St., Winnetka 91306, (818) 340-5190. Entry closing date: March 22, 2015 (USBC rule 310a-2). Mail all entries to: Stacee Kosaka, SCNBA Open Roll-Off, 608 N. Taylor Ave., #211, Montebello, CA 90640, (323) 365-1801. Bowlers must be current members of the SCNBA in order to participate in this tournament. All entries will be verified. *Exceptions to be determined by the tournament committee. Teams will consist of four players; at least one member must be of the opposite sex. Line-up cannot change order once the tournament has started. Any substitutions will enter in the missing bowler’s line-up position. A maximum of 32 teams accepted. Prize money will be returned 100% to the participants and awarded to the final top four places. If less than 12 entries received, the tournament will be cancelled and all fees will be returned 100%. $30 entry fee per person ($3 expenses + $11 lineage + $16 prize fund). Make checks payable to SCNBA. As per USBC rule 319a, all bowlers’ averages will be verified and guaranteed by the Southern California Nikkei Bowling Association. USBC rule 319a-2, 319a-3 and 319e is waived. Handicap shall be determined from the following parameters: A. Highest Winter 2012-13 or 2013-14 USBC certified book average, 21 games or more; If none, B. Highest USBC certified current average of 21 games or more as of March 1, 2015 (league sheet must be provided); If none, C. Highest USBC certified 2014 Summer Average of 21 games or more (league sheet must be provided); D. Scratch – 220 Prize winnings of over $300 must be reported to the tournament committee prior to the tournament. The tournament committee reserves the right to re-adjust a bowler’s averages prior to the time he or she bowls. The bowler will be notified at least seven (7) days prior to squad time. Handicap shall be 90% of 220. All bowlers must check-in at least 30 minutes prior to their squad time. Tardy players shall receive zero for frames missed and will begin competition immediately upon arrival. In the event entrant cannot appear, he or she may name a substitute 30 minutes prior to the start of the squad. If a team that qualified into the top 8 cannot continue, the next team according to their position standing from the qualifying round may continue in their place. No more than one lane courtesy will be allowed. Recording of scores will be done according to an established procedure. Protests must be made in writing to the Tournament Management before the tournament prizes are paid. Protests must specify the rule violated and must be filed by participants only. The decision of the tournament management shall be final, unless an appeal is made in accordance with USBC Rule 322. QUALIFYING ROUND 1. Each team will be randomly assigned to lanes. 2. All teams entered will bowl TWO games of qualifying moving pairs after each game. 3. Total pinfall + applicable handicap will determine the top 8 cut into the single elimination format. 4. Any ties for seeded positions, will use the highest final game of qualifying to determine the higher seeded position. If a tie still exists, the higher preceeding game will determine the higher seed. 5. Pinfall will not carry over from the qualifying round. SINGLE ELIMINATION FINALS 1. Teams will be assigned their lanes and position based on their total qualifying series (1 vs 8; 2 vs 7, etc.) Total pins plus applicable handicap will determine the winner for each match. Teams will follow the direction of the single elimination chart moving pairs after each match until a winner is determined. 2. Five (5) minutes of practice for the initial round of the roll-off. No practice thereafter. 3. If a tie occurs, additional 9th and 10th frames will be bowled until the tie is broken. 4. The tournament committee will establish lane movement. SCNBA ELIGIBILITY FOR NON-JAPANESE (CARDS CAN BE PURCHASED ON-SITE FOR “A” ELIGIBILITY PARTICIPANTS ONLY) Membership eligibility shall be governed as: a) b) c) d) e) Those persons with at least 25% Japanese ancestry. (If current last name is not Japanese, the Japanese surname of parent/grandparent must be provided). Those persons of non-Japanese ancestry currently married to an individual with at least 25% Japanese ancestry. Those persons of non-Japanese ancestry with a parent* that is at least 25% Japanese ancestry. *Child must be natural, legally adopted or step. Those persons of non-Japanese ancestry who meet the following requirements: 1. Must have bowled a minimum of 67% of the regular league games in a qualified “Nikkei” bowling league for two (2) consecutive winter seasons immediately preceding application for membership, and 2. Must be currently bowling in a Nikkei bowling league as a regular league member with 21 games or more. a. Eligibility is not effective until 50% of the current winter total league games as a regular league member are met, at which time they can apply for membership the following year. b. Membership re-establishment can be obtained once the bowler has at least 50% of the current season’s games as a regular league member Non-Japanese card-holders whose Japanese spouse is deceased remains eligible until remarried to a non-Japanese. The term “NIKKEI” bowling league refers to a USBC certified league having not less than 67% of its league members including substitutes being at least 25% Japanese family ancestry and non-Japanese actively belonging to the SCNBA (all bowlers minimum 21 games). If a league falls below 67% at the end of the winter season, the non-Japanese bowlers shall not be eligible for membership for the upcoming winter season.
