Roseville’s Natural Resource Stewardship Network
Over the past 13 years, Roseville has put significant resources (funding, time
& labor) toward city-wide Natural Resource initiatives. The result has been a
healthy, diverse ecosystem, increasingly engaged residents & growing public
awareness & understanding. As we took on the restoration work in our natural
communities it became evident that:
• these are complex systems
• they take time to respond to resource management efforts
• they require a long-term maintenance commitment
The Stewardship Network supports the maintenance & sustainability of Natural
Resource restoration projects & Natural Resource management efforts, as well
as, cultivates a better understanding of the processes involved.
Current park maintenance expectations & obligations are stretched thin.
Therefore, staff needed to look beyond the traditional City labor pool & tap
into another community resource, its volunteers, to help support Natural
Resource maintenance. The Stewardship Network performs critical & real
work that contributes toward the long-term health of natural areas. These
planned efforts are required for sustainability & have a significant impact on
the Roseville Parks system, the local ecosystem & overall conservation of our
natural places.
In the past year, 167 individual volunteers participated in the Stewardship
Network & spent 735 hours;
• cutting & removing buckthorn from eighty acres of parkland
• performed broadcast seeding of native grasses & flowers at 4 park locations
• installed 3,000 plant plugs along Roseville shoreline
• planted 500 trees
• built 50 bee nesting boxes & 15 wood duck boxes
There are many volunteer based Natural Resource projects taking place
in communities throughout the state & country. What makes the Roseville
Parks Stewardship Network unique is the way each contributor is intertwined
& horizontally integrated; from City staff to expert industry contractors to
academia to “citizen specialists” to active volunteers. These multidimensional
groups are working together to establish a self-sustaining maintenance
system, an environmental education program & community buy-in.
In summary, the Roseville Parks Stewardship Network allows our community
to maximize its Natural Resource Management efforts system-wide through
citizen involvement, collaborations & partnerships.
Roseville Wins Minnesota Recreation & Park Associaiton
Award of Excellence for the Natural Resource Stewardship Network
Roseville Parks & Recreation was recognized by the Minnesota Recreation
& Park Association with the Award of Excellence for Volunteer Initiatives.
The Volunteer Initiatives Award application detailed the efforts of Roseville
Volunteers working on the Natural Resource Stewardship Network to enhance
our parks & nuture our Natural Resources. Thank you Natural Resource
Volunteers for your ongoing support, your contagious energy & your
community pride.
The MRPA Awards of Excellence program recognizes agencies or organizations
in Minnesota for outstanding achievements in parks, recreation & leisure
services. A major goal of the program is to increase public awareness &
appreciation of the excellent parks, trails, recreation & leisure services
available.

Emerald Ash Borer (EAB) Update
Emerald Ash Borer (EAB) has settled into Roseville. As we continue to work our
EAB program we are finding additional infestations, whether in new neighborhoods or in previous unidentified trees in known-infested neighborhoods.

Currently, there are a total of 2,153 Ash Trees on Roseville Public Property
A field survey of Roseville trees with the Minnesota Department of Agriculture (MDA) in
April found:
x 44 properties involving 83+ public and private trees with EAB infestation
x City staff are following-up with property owners in private tree situations
Utilizing DNR Grant Money the City of Roseville removed 45 infected Ash Trees and
planted 62 boulevard trees
At least 34 infected Ash Trees on private property have been removed to date
City staff are working to further identify infested trees in the community
A treatment plan for significant trees in the expanded infestation area is being implemented by City Staff

Did you know?
According to the University of MN (UMN) EAB is a non-native insect transported from Asia to the US and was first
identified in Michigan in 2002.
EAB Active Period: May 1 – September 30
Avoid the removal of ash branches, stumps or trees. This is because insects may fly and infest nearby ash trees.
EAB Low Activity Period: October 1 – April 30
Prune and remove ash trees as needed. Transport at least 1” of bark/wood
to the nearest ash tree waste disposal site where is will be taken care of
before May 1st.

Wildlife Management Plan
Roseville is home to a large wildlife population. However, city habitats are not
always ideal for wild animals. In order to monitor and address these concerns the
City Council approved a Wildlife Management Ordinance in December, 2015.
As part of the Wildlife Management Ordinance’s Deer Management Plan, the City
of Roseville has partnered with Ramsey County to complete helicopter aerial surveys of our deer population for over 12 years:

Resources (MNDNR)
Roseville has .77 square
miles of deer habitat.
This amount of habitat
can sustain 15-19 deer.
To address the increasing amount of deer, and wildlife, the 2015 Wildlife Management Ordinance imposes a feeding
ban on wild animals typically found in Roseville. The feeding ban includes:

Distributing one or more gallons of grains, vegetables, fruits, nuts, or hay within a 24-hour period is prohibited
Having a salt lick at a location that regularly attracts wild animals is prohibited
Note: The ordinance includes an exemption for small backyard bird feeders
Penalties for violating the feeding ban are a series of administrative fines, including $100 for the first violation, $200
for a second and $300 for subsequent violations within a two-year period.
The ordinance also allows for organized hunts to control the city's deer population, should the City Council determine
a need based on deer population counts.

Park Building Rentals
Roseville is home to six fabulous park buildings located at Autumn Grove,
Lexington, Oasis, Rosebrook, Sandcastle & Villa Parks. These buildings are available
for community use & public rentals. While each facility is similar in many ways they
each have features unique to the neighborhood park they call home.
Autumn Grove & Lexington Parks:
• Gathering Room with kitchenette, easy access to outdoor patio, fireplace & video
monitor. Gathering Room table seating for 48 & theater seating for 60.
• Lexington & Autumn Grove Buildings also offer a bonus room adjacent to the
Gathering Room March - June & September - December. The bonus room provides
the opportunity to accomodate an additional 20 guests.

2017 shelter rentals begin Tuesday, January 3, on a first come, first served basis.

Learn gymnastics skills and train at one of the premier facilities in the Twin
Cities area. All classes meet at the Roseville Gymnastics Center in RAHS.
Gently used leotards available for sale during the first week of class.
All proceeds from this sale benefit the gymnastics program. All coaches
will accept gently used leotards throughout the year.

Whether you’re up for a game of hockey, or looking for a quiet skate in the crisp
night air, Roseville’s outdoor skating rinks are the place for you. After your skate,
come & sit by the fire in one of our new park buildings.
Rinks are scheduled to open Friday, December 16 (weather permitting) & will
remain open through mid-February.
Rinks close when warm weather causes unskateable ice, or when temperatures
drop below -15 air temp or -25 windchill.
Rinks are available for private rental with a minimum of two weeks’ notice.

Harriet Alexander Nature Center (HANC) - can’t stay open without volunteers!
The Nature Center is an oasis of calm nestled within the borders of Roseville’s Central
Park. In addition to year-round environmental education programming for people of
all ages & abilities, HANC also serves as a destination for individuals & families wanting
to explore and learn from nature. The front desk of the Nature Center is maintained
entirely by volunteers so if no one is available, we are forced to close the building.
Shifts are three hours & commitments can range from two shifts a week to one shift a
month – all are welcome. This is a great chance to help maintain a significant & vital
community resource while enjoying a beautiful, natural setting.
Free fitness and skating at the OVAL
Are you looking for a way to get more time on the ice? Want to increase your physical
activity this winter while having fun & being a resource to the community? Roseville
invites skaters, age 20 & older, to join the fun at the OVAL by serving as a volunteer
Skate Guard. Volunteers help monitor the rink & supplement staff by maintaining a fun
& safe environment for all.
Bee Box Building
Community Playground Builds – a volunteer favorite!
Roseville has several more playgrounds to be built, & volunteers will continue to be an
integral part of making it happen. A family-friendly event that offers the ultimate reward
for a job well done – a new place for kids to enjoy active outdoor time. Please join us at
Central Park Lexington on September 24. This is a high use, well-loved play area & we
need many volunteers to help complete the playground build.

ages 4-14 are invited to join this introductory program & learn the basics of
speedskating in a fun environment with experienced speedskating coaches.
Participants must be able to skate independently. Several optional meets with
awards will be held throughout the season & a potluck banquet with awards
held at the end of the season. Register by November 10, late registrations
accepted, if space available. Speedskates available to rent for $50/season

Adult Learn to Speedskate Class
Have you watched Olympic speedskaters & wished that you could skate that
fast? This class is a great intro to the sport & an opportunity to improve your
skating technique. Sessions provide intermediate level skater instruction on
long blades as well as drills to enhance your skating efficiency & enjoyment.
Long blade speedskates are required, a limited number of rental speedskates
are available for $15 (first come, first served). You must be competent &
comfortable on hockey, figure, or inline skates to qualify for this class (this is
not a “learn to skate” class). Sign up for a single session or multiple
sessions. In each session, instructors review basic technique & then work
individually with students according to their progress and needs.

Do you like speed? Do you like to skate? Do you like to make lifelong friends? If
you answered yes, you’re going to love the Midway Speedskating Club. The club
focuses on skaters 18 years & younger, although older skaters who have grown
with the club & have obtained “elite status” are also involved. Midway helps
boys & girls become the best speedskaters while having a blast! Over the years,
Midway has sent many of their short track & long track athletes to the Olympics.
Practices & local meets are held at the Guidant John Rose MN OVAL. The Midway
Speedskating Club is a nonprofit, volunteer based, organization committed to the
development of young skaters in the sport of speedskating.

This brochure is packed with valuable information which is valid through January 2017.
Be an early bird…
Many programs fill quickly. Registrations accepted on a first come, first registered basis.
Program size is managed. Be advised that all programs have minimum & maximum
enrollment standards. Please register at least one week prior to start of session to allow
for program administration.
Wondering about your registration…
Registrations confirmed with registration receipt by mail or e-mail. If you do not receive
a receipt call 651-792-7006. Assume programs will be held at time & location indicated
and that you are enrolled unless you hear from us.
Roseville Resident Status
All RV residents, and anyone who works a minimum of 30 hours/week receives an $8
discount on individual program registrations. All adult team sports prepay an Adult Team
Sports Nonresident Fee at registration. Refunds issued upon proof of residency. To qualify
for nonresident fee refund, all team members must live or work at least 30 hours per
week in the City of Roseville.
Minnesota Data Practices Act
In accordance with the Minnesota Data Privacy Act, the Parks & Recreation staff informs you
that the personal information we request of you and/or your child is private. This private
data is available to you & the Parks & Recreation staff who need the information to perform
their duties, but not to the public.
Refunds
To cancel your registration, notify the Parks & Recreation office at least 3 business days
before the start of the activity. All cancellations are subject to an administrative charge
on individual registrations. No refunds issued for cancellations made within 3 business
days unless there is a medical reason or you are dissatisfied with the program. In
that case, a prorated refund will be credited to the customer’s recreation account. For
activities that have advance program expenses or advance set-up, refunds will only be
given if the customer cancels by the specified deadline or if a replacement is found.

Fee Assistance Available for Youth Recreation
A tight budget should not prevent your child from participating in Roseville Parks &
Recreation programs. Roseville residents can apply for assistance with program fees
based on individual financial need. Fee Assistance applications are available at the Parks
& Recreation office.
Financial support for the recreation fee assistance program is made possible, in part,
by generous donations from local organizations & businesses. If you would like more
information on how you can help support the Recreation Fee Assistance program please

Lauderdale Residents: Please Note
The Lauderdale City Council has long supported a recreation reimbursement program
for residents that take advantage of recreation programs offered by the cities of
