TABLE OF CONTENTS
FCG Finnish Consulting Group Ltd provides services related to the
development of public services, management consulting, multi-sector
training and urban planning, as well as building and renovation construction.
The company’s client base consists of a wide spectrum of both private and
public sector organizations. The company is owned by Kuntaliitto Holding
Oy, which is part of the Association of Finnish Local and Regional Authorities.

FCG’s year 2014
The FCG business management system has been
developed further. In Finland, the internal business structure
was renewed in both the Training and the Consultation business
areas. The Design and Engineering group strengthened, in
particular, the Architecture and Construction, and Water and
Wastewater Management areas. In terms of international
operations, the aim has been to involve subsidiaries more
closely as part of the Group by, for example, strengthening
cooperation between service development, marketing and
project administration.
FCG works closely with its customers and extensive partner
network in the development of its services. In Finland, this is
indicated by the transfer of paid Finnish education services of
the Association of Finnish Local and Regional Authorities to
FCG from the beginning of 2014. Furthermore, cooperation
in the production of consultancy and training services for the
needs of municipal administration has become closer with
the Association of Finnish Local and Regional Authorities.
In Finland FCG is now working more closely together with
private sector companies in terms of energy management

The primary objective of the Group’s strategic leadership is to
secure stable and profitable operations, while systematically
renewing all business areas.
The Group’s positive result development was also affected
by the adaptation of personnel resources to meet the needs
prescribed by changes in the operating environment and the
development of business areas.
The Group’s turnover in 2014 increased to EUR 72.2
million (70.3) and operating profit to EUR 2.4 million (1.1).
Profit for the period was EUR 2.1 million in 2014 (0.7).

The FCG Group structure remained unchanged in 2014, apart
from the merger of Insinööritoimisto Asplan Oy, part of FCG
from 1 October 2013, into FCG Design and Engineering Ltd on
31 March 2014.
planning, with the private sector accounting for nearly 40%
of the turnover of technical planning in 2014. Interaction
with international financiers of development projects, such as
ministries of foreign affairs, development banks and the EU,
continued to be close.
In Finland, FCG successfully continued the development
of products, services and value chains in accordance with the
strategic guidelines issued by the Group’s Board of Directors.
New business leads include the reinforcement of the exports
of Finnish expertise, the expansion of the energy business,
the development of data systems for water maintenance, the
continuous strengthening of data modelling competence, and
network projects associated with the upgrade of the municipal
system.
FCG, together with its partners, has launched projects
to export training expertise to Ecuador and Qatar. During the
financial period, foreign branches associated with project
operations were opened in Ecuador and Greece.

like water and sanitation, environment, renewable energy
and natural resources management, played a strong role
in international operations. The development of civil society
and governance issues were also highlighted. The project
types varied from design and implementation, to studies
and evaluations. Global cross-cutting themes like integrated
climate change adaption, gender and human rights were
essential elements in all the projects. The latter was especially
emphasized in the education sector projects, which were both
private and publicly funded.
Distinctive for the year 2014 was that the existing
businesses were not only strengthened by increasing their
volumes but also boosted their operational efficiency, which
helped the group to deal with the general economic downturn
and declining market situation in Europe. The fiscal year 2015
will bring in needed renewal by, for example, accelerating the
operations in focal points like Ukraine.
Year 2014 was not an exception. It was the third consecutive
year when the international business showed profitable growth
in business volumes, totaling to almost 47% of FCG’s overall
business.
FCG operated in four different continents during 2014
– Europe, Asia, Africa and South America, as well as in
the Pacific – both through its foreign subsidiaries and by
establishing project offices that were coordinated in the Helsinki
headquarters. The biggest single subsidiary is Swedish SIPU,
and daughter companies were established most recently in
Greece and Ecuador. Bulgaria and New Zealand also have a
steady position in the group. The strength of the Balkan area is
the private sector clientele, as is the case for Estonian subsidiary
FCG Invicta. In the Pacific the company successfully targeted
the big projects of World Bank and Asian Development Bank.

International Development
Consulting
Development Consulting comprises 90% of the services of
FCG’s International operations and it covers the entire project
cycle, including identifications and preparations, reviews and
evaluations, and long-term implementation projects mainly
in Asia, Africa and Latin America. The projects are financed
by organizations such as the Ministry for Foreign Affairs of
Finland, European Commission, the Asian Development Bank
and the World Bank. A typical client is a sectoral ministry of the
beneficiary country.
The project area was the Dharan-Biratnagar industrial corridor
and it covered mainly urban parts of Sunsari and Morang
districts. In the next phase (2008–2011) the project area
was extended to four other districts in the south-east corner
of Nepal. Over the years much institutional development and
training has taken place at the local level (District Development
Councils, municipalities, Village Development Councils).
During 2012–2014 (completion phase) the project had
an extended emphasis on enforcement of environmental
legislation and regulations in cooperation with national level
ministries. Industrial pollution control was one of the main
targets of the project, while a model municipality ‘Green city’
and six model VDCs were chosen to be supported intensively
for more tangible and verified results. The Project also favoured
green economy activities by supporting communities and tea
farmers in organic farming. The project supported the overall
environmental administration and management through its
interventions.
Environmental and natural
resources management in Nepal
A 13-year environmental project in Nepal has been successfully
completed. FCG and Finnish Environment Institute (SYKE)
have implemented the SEAM Nepal project since 2001.
In the first phase (2001–2007) the project developed a
model for local level environmental administration for Nepal.

Access to clean water and sanitation is a basic human right. During
2014 FCG implemented in tandem the two long term Finnish funded
water projects in Nepal – the Rural Water Supply and Sanitation
Project – Western Nepal and the Rural Village Water Resources
Management Project. These projects continue a long history of FCG
operations in Nepal, with uninterrupted water and sanitation activities
since 1990.
RWSSP-WN in western Nepal works to ensure the poorest and
excluded households’ rights to access safe and sustainable domestic
water, good health and hygiene. As this is the completion phase we
focus on development of sustainable systems, strong ownership and
management skills, in 14 districts. RVWRMP in far west Nepal supports
comprehensive rural development through a water lens. This includes
constructing gravity fed water supply for some 95,000 households;
training provided for home gardens in approximately 30,000 house­
holds so far in order to improve food security; and bringing electricity
to homes by constructing 123 micro hydro schemes.
A common thread is that we aim to ‘reach the unreached’
– supporting the right of all households and individuals to achieve a
basic level of service, including the very poor, lower castes and ethnic
minorities, and women. FCG’s long association with Nepal, combined
with our highly skilled staff (some of whom have worked with us for
more than 20 years), mean that we can build on our experiences for
great results.

Camiguin coastal resource
management in Philippines
Agriculture competitiveness
enhancement in Samoa
FCG ANZDEC and the Coastal Conservation and Education
Foundation have completed the Camiguin Coastal Resources
Management Project (Phase 2) in the Philippines, funded
by the New Zealand Aid Programme (2012–2014). One of
the activities was establishment and capacity building of
conservation-based enterprises – facilitation of commercial
activities that generate economic benefits in a way that
supports the accomplishment of a conservation objective.
The strategy of this project was to seek ways of introducing
commercial incentives to encourage the users of natural resources
in five municipalities in Camiguin to take an active part in their
sustainable utilization and management. The project’s goal was to
establish one conservation enterprise per municipality.
Many activities were undertaken to promote ecotourism
and sustainable livelihoods support, including snorkelling and
reef guide training. Ecotourism Support Service Enterprise
of Catarman has been offering snorkelling services since
October 2013 while the tourism facility was still incomplete.
Training was provided to fishermen and their families in reef
interpretation and guiding. A total of 15 fisherfolk (12 men,
three women) were trained. Snorkelling activities were also
promoted by brochures to entice more visitors to the facility.
The Samoa Agriculture Competitiveness Enhancement
Project is supported by the World Bank and is being
implemented from 2012 to 2017. The objective is to support
fruit and vegetable growers and livestock producers to
improve productivity and take greater advantage of market
opportunities. A key feature of the project is provision of a
competitive matching grants scheme for 1,500 commercial
based on approved business plans totalling about US$2.9
million.
The task of FCG ANDZDEC is to recruit and manage
consultants to support the Ministry of Agriculture and
Fisheries to implement the project. In December 2014, FCG
ANZDEC supported the Ministry of Agriculture and Fisheries to
import a consignment of 110 sheep from Fiji. The breed was
specially selected for high fertility potential, tolerance to heat,
self-shedding and ability to survive well under low nutrition
conditions. This recent arrival of sheep is expected to triple
sheep numbers from the present 700 to more than 3,000
in the next decade. The move is a major boost for Samoa’s
fledgling sheep industry. Despite being a major consumer of
meat products, approximately 60% of the meat in Samoa is
imported.
The project’s focus on developing long-term, sustainable solutions for livestock
sector challenges is a first for Samoa, and will prove crucial to improving future stock
bloodlines, a World Bank media release says. In addition to the breeding program,
the project will provide training to encourage better husbandry practices and stock
management. The introduction of new field slaughter facilities in Upolu and Savai’i will
also facilitate improvements in the quality, hygiene and competitiveness of Samoan
meat.
Greek Forest Mapping Project
FCG is implementing a project of Development of Forest Maps in Magnissia, in the
Thessaly Region of Greece, working with kartECO G.P. and the Aristotle University of
Thessaloniki. kartEco specializes in environment and energy sector services. The project
is implemented in 2014–2015, with a tight schedule. The financier is the European
Regional Development Fund, via the National Cadastre & Mapping Agency of Greece.
The project aims to develop forest maps for the protection of forests and forestlands,
as well as to complete cadastral procedures for the National Cadastre project. There is an
interesting historical perspective, following the changes in forest cover. The tasks include
identification of areas covered with forest vegetation, today and/or in the past, and the
geocoding of such areas, using them to then develop forest maps. The vegetation status
in the past is investigated using historical aerial photos, mainly captured in 1945/1960.
This is compared to the current state of forests and forestlands, by the interpretation of
aerial photos captured during the period 2007–2009 and validated through field surveys.
The overall objectives include the environmental protection of forests, forestlands
and grasslands/meadows and improved titling. The project contributes to a wider
programme on Greek forest inventory.

Energy, Environment and Climate Change
The Energy and Environment sector in FCG International
includes renewable energy and energy efficiency, sustainable
natural resources management and nature conservation, and
combating climate change.
FCG has a leading role in Finland in designing Wind
Mill Parks and is selling this knowledge to overseas markets.
Additionally, FCG conducts environmental impact assessments,
feasibility studies, zoning and technical design, including
for waste water treatment, sanitary landfills and landfill gas
power plants. Internationally FCG has significant experience in
sustainable energy services and a variety of renewable energy
and energy efficiency projects, implemented particularly in
Asia. Personal contacts of the FCG experts with the local actors
of the RE sector worldwide complement this experience.
Environment and Energy Partnership (EEP) programmes
are financed by the MFA Finland and support wider access
to modern energy services, combat climate change, and
promote renewable energy (RE) and energy efficiency (EE)
in the programmes’ target countries. EEPs provide grants
for developing, piloting and scaling up inclusive business
models and sustainable investments in renewable energy.
During 2014, FCG supported the implementation of two EEP
Programmes, in Indonesia and the Mekong region.
Bioenergy in Indonesia
EEP Indonesia ran from April 2011 to December 2014. This
program worked at the central level in Jakarta and in two
defined target provinces (Central Kalimantan & Riau). EEP
Indonesia financed 20 bioenergy-related projects covering
seven industrial/ commercial bioenergy applications, seven
community based initiatives and six projects focusing on
institutional capacity building and training programs. Among
other things, EEP Indonesia financed investments in bioenergy

power plants up to 20 MW and energy access to 80 villages
(95,000 people). Additionally, when all the investments
designed during the program have been completed and taken
into use, greenhouse gas emissions of around 1,411,800
tonnes CO2 per year in total will be avoided.
Mekong Energy Solutions
EEP Mekong covered four countries, Cambodia, Lao PDR,
Thailand and Vietnam (and preparations began for Myanmar
to participate). By the end of 2014, altogether 31 projects
(26 on renewable energy; three on waste-to-energy; and two
on energy efficiency) were completed in four countries within
the EEP Programme, with total disbursements of 4.45 million
EUR. 42% of the projects were assessed to have potential
for scale-up for commercial operations. There were almost
55,000 beneficiaries of the Programme. The programme
organised regional fora on renewable energy, its financing
and policies in partner countries, and workshops for project
potential developers.
Nepal Climate Fund REFEL
In 2014, FCG completed a renewable energy project in far
west Nepal – Promoting Renewable Energy Technologies for
Enhanced Rural Livelihoods (REFEL). Most rural households
in the region don’t have access to electricity, so alternative
sources can make a big impact on their quality of life, health,
time savings and household incomes. The project, with
funding from the Nordic Climate Fund, operated alongside the
Finnish-funded WASH project. It included construction of 6073
improved cooking stoves; 151 improved water mills and six
hydraulic ram water pumps. There was a considerable impact
on the environment, with an estimated 40% less firewood
used, and CO2e emissions are reduced by 17,000 t/a. The
project also benefitted women by decreasing work loads.

Education and Innovation
Development
For FCG, the year 2014 was active in education sector and the
marketing efforts of the previous years in the Gulf Region and
Ecuador have started to bring results.
Ecuador–Finland
Education Programme:
Learning Path Approach
FCG International has initiated collaboration with the Ministry of
Education of Ecuador for programme planning of the EcuadorFinland Education Programme: Learning Path Approach (see
photos). Education is recognized as one of the keys to success
in the Government of Ecuador’s National Plan for the years
2013 to 2017, and FCG is working together with the Ministry of
Education of Ecuador to strengthen the capacity of education
sector professionals for the well-being of Ecuadorian children
and youth.
The Ecuador-Finland Education Programme aims at
developing education in Ecuador through strengthening early
childhood education, teachers’ professional development
in basic education, and establishment of regional teacher
training centres. The aim of the on-going preparatory phase
is to launch a three-year programme which will enable longterm development of selected thematic areas according to the
strategic priorities of the Ecuadorian Government. The focus
areas of the programme include early childhood education
and development, teachers’ in-service training, establishment
of regional teacher training centres and practice schools, and
university level study and research collaboration with Finland.
FCG’s Finnish partners in the programme implementation
include the universities of Helsinki, Oulu and Eastern Finland.

FCG supporting Educational
Development in Saudi Arabia
FCG International has collaborated with Naba Education Co.
to develop the pedagogical system of Al Manahij Schools in
Riyadh, Saudi Arabia. The FCG expert team supported various
activities geared to enhance the quality of education in Naba
Schools.
Based on the recommendations of FCG expert team
important areas for future educational development include
the development of teachers’ pedagogical competencies
through continuous training; the development of schools’
learning environments to meet the needs of teaching and
learning 21st century skills; and the engagement of parents to
be part of the development of policies and strategies of the
schools of their children.
Further future collaboration between FCG
and Naba Education Co. is being planned
and includes broader future engagement
of FCG International and FCG Design and
Engineering, based on the initial Memorandum
of Understanding with FCG Finnish Consulting
Group signed in June 2013.

Evaluations, Appraisals
and Capacity Building
FCG is increasingly focusing on extending the know-how and
resources to carry out high level evaluations to the requirements
of different financiers.
Evaluating higher education
capacity building in
developing countries
FCG finalized in 2014 evaluation of Finland’s two main
cooperation instruments in higher education in developing
countries. The programs, financed by the Ministry for Foreign
Affairs, are the North-South-South (NSS) programme and
the Higher Education Institutions Institutional Cooperation
Instrument (HEI ICI).
Since 2004, NSS has promoted higher education
mobility and networking in order to enhance human capacity
in developing countries. With a view to enhance institutional
capacity, HEI ICI has promoted collaboration between Finnish
and developing country higher education institutions since
2009, mainly on governance, teaching and learning issues.
Our evaluation covered 17 countries worldwide – with indepth field visits to Kenya, South Africa and Vietnam – as well
as conducting an extensive document review, quantitative
analysis and an international benchmarking exercise.
The FCG evaluation recommended measures to increase
synergies for higher education capacity building and to foster
comprehensive and sustainable institutional capacity building
in developing countries.

FCG SIPU supports cooperation
to promote women’s rights
and gender equality
FCG’s Swedish subsidiary SIPU implemented the International
Training Programme ‘Human Rights Towards Gender Equality’
(funded by SIDA). The ITP was designed to strengthen the
capacity of decision-making bodies, institutions and civil
society organisations in the field of human rights and gender
equality. The objective was to provide increased knowledge
and build capacity though scheduled training events and
support to the participating organisation’s projects.
Each participant in the Training Programme implements
a project for change in her/his organisation during the Training
Programme, and receive training and coaching to develop
it further. The programme serves the threefold purpose
of enabling the participants to acquire an understanding
of human rights and gender equality issues, to be able to
implement a project for change in regard to human rights and
gender equality, and to acquire a network for dialogue and
interchange of experiences between the participants.
Over 200 institutional change projects were supported
and 63 national, regional and international workshops were
organised. 225 participants and several of their managers
have attended all, or some of the workshops, creating a
natural platform for networking and a forum for exchange of
experience.
Land Administration Impact
Evaluation in Cambodia
The Finnish government has supported the land administration
processes in Cambodia for 16 years (1997–2013), with four
separate programs and intervention modalities. Activities
have included cadastral surveying and mapping, land
registration and capacity building, land policy and legislation
development, land evaluation and land titling services. FCG
carried out a complex impact evaluation (2014–15), with a
lot of documentation to review, many stakeholders to consult
and a long time frame to evaluate. The aim was to examine
the overall impact of support to the sector, as well as typical
evaluation issues such as effectiveness, efficiency and
relevance, and to make recommendations regarding potential
future support to the land sector.

Proactive Programs
and Advisory Services
In 2014, the Proactive Programs and Advisory Services
(PPA) business unit’s consultation work has focused on
advising companies, financiers and countries in transition on
investments in new emerging markets. The privatization of
municipal entities and inter-municipal cooperation were also
significant features of 2014.
PPA shifted its focus from Russia (due to financial
constraints there) to other CIS countries and South-East Asia.
We implemented projects in Ukraine, Vietnam and Belorussia;
and assisted foreign companies to invest in Finland, as well as
assisting Finnish companies with export activities. These areas
of activities will continue to be the unit’s priorities in 2015.
FCG continued the development of the concept of
the Mobile Health Clinic (MHC). This concept offers great
possibilities by organizing health care services in purpose-built
buses that reach people living in remote regions. The content
and concept of the MHC bus can be modified according to the
needs of a client. Mobile Health Clinics has received global
recognition in countries such as China, UAE, Baltic Countries
and Russia. The concept is easily adjustable for crises area
uses as well.
Supporting Water Sector
Reform in Palestine
FCG provided advisory services to the Palestinian Water
Authority (PWA) in the implementation of Sector Reform
Processes that aim to update water supply, sanitation and water
resources management strategies, to support more effective
infrastructure development, improved service provision, and
sustainable resource management. This project also included
capacity development to support PWA in the implementation
of strategies and action plans. It was successfully completed
in November 2014.
Developing Water and
Wastewater Utilities in Ukraine
FCG completed a corporate development and capacity
building project in the municipalities of Boryspil, Chernihiv,
Ivano, Kolomyia and Kremenchuk in Ukraine. In addition
to elaboration of well-defined corporate and financial
management procedures this project included planning of
technical reforms aimed at modernizing utility management,
budgeting and planning, asset management, human resource
management and financial performance of the target utilities.
Planning Yerevan Metro
Rehabilitation in Armenia
FCG provided competency development services related
to environmental, health, safety and social management
planning to the Republic of Armenia and Karen Demirchyan
Yerevan Metro Company CJSC (Yerevan Metro Company).
The metro company has begun a project of metro tunnel
rehabilitation and extension, and competency development
(such as metro drivers training and fire protection). The metro
company finances the project with the loans obtained from the
European Bank for Reconstruction and Development and the
European Investment Bank, and a grant from the European
Union Neighbourhood Investment Facility.
Regional Support
Programs in Belorussia
FCG was appointed for the Corporate Development and
City/Regions Support Program of Vitebsk, Brest, Grodno,
Baranovichi and Slonim in Belorussia. This project started in
July 2014, and is part of the larger Municipal Environmental
Infrastructure Framework Facility Project, financed by the
European Bank for Reconstruction and Development (EBRD)
and NIB. The project works to improve the performance of
wastewater treatment companies. In the program FCG supports
companies to improve their commercial standing, service and
environmental and social performance. This includes financial
and operational performance improvements, development of a
Medium-Term Corporate Development Plan, and implementing

Program FCG focuses on developing project implementation
support agreements, which will be key components of the
financial structure for the proposed projects in the cities; and
training provision for financial planning, thereby improving

FCG’s Operations in Finland
FCG is a multi-sector training, consultancy and planning
company whose roots are in the reconstruction of post-war
Finland. FCG celebrated 65 years of business operations in
2014. Maaseudun keskusrakennustoimisto, or MKR for short,
was established in 1949. It was the predecessor of FCG’s
current planning expertise, which is represented in Finland by
FCG Design and Engineering Ltd.
Over the years, the Group’s operations have expanded
and become more international. The Group companies started
their first international development consultancy projects
in the late 1960s. Now, almost half of the Group’s business
comes from international operations.
FCG Group’s business operations are divided into four

In Finland, FCG operates in 11 localities, and internation­
ally in practically all continents. Three quarters of its customers
come from the public sector and one quarter from the private
sector. To give an idea of the extent of operations, every year
the Group companies implement thousands of projects for
FCG’s customers. In 2014, there were about 6,700 projects
in all.

Design and Engineering
FCG’s comprehensive range of services related to
planning and engineering covers community planning,
housing construction and renovation, water supply engineering
and environmental consultancy. Last year, the company’s
expertise was enhanced in construction and building services
engineering, where the new expertise sector of healthy building
and indoor air started; as well as in water supply, which was
organised as a separate business sector. The design and
engineering business also includes sectors concentrating
on infrastructure and urban planning and environment and
energy consulting. Each of these four sectors includes several
business units.
The engineering business has more employees than
any other business in FCG, and besides Helsinki, they are
stationed in ten regional offices around Finland. In projects,
the personnel cooperates in networks across the business in
order to ensure that the customer can benefit from the best
possible expertise. The employees are systematically trained,
and in addition to supplementary professional training, the
employees are provided with comprehensive training in new
methods, regulations governing the engineering business, and
in design software. Our designers have the qualifications and
certificates required for engineering work and for working on
sites.
In addition to permanent staff, we also provide students
with opportunities to produce their master’s theses or final
projects, and to have practical training. These students later
continue working with FCG almost without exception.
FCG’s engineering business works in close cooperation
with customers and our nationwide network of experts. Data
modelling is utilised in design projects whenever appropriate.

Construction and Building
Engineering Services
FCG’s architectural design concentrates on designing public
buildings and planning renovation projects. Recently, the
share of housing projects, and projects for planning their
intended use, has also increased. Alongside traditional
architectural design, we also provide interior design services,
where expertise related to service design is emphasised.
The building systems sector produces services related to the
design of HPAC and electricity systems for buildings. The
acquisition of Insinööritoimisto Asplan Oy has particularly
strengthened FCG’s design competence related to the use
of new energy sources, such as geothermal energy, biofuels
and hybrid energy forms. These environmentally friendly
and renewable forms of energy can be utilised both in new
buildings and in renovation projects.
Structural design has been an essential part of FCG’s
consultancy competence right from the beginning. This
competence is required in multi-disciplinary design projects
which involve, besides building design, also public utilities and
energy technology.
FCG also provides its customers with services related
to property development and supervision of construction
projects. Typical property development sites include schools,
water supply and sewage networks, reconditioning of water and
sewage pipes in buildings, as well as property development
and supervision projects regarding wind power parks.
The FCG Architects team, combining experts from
different sectors of FCG, was also launched in 2014. The team
has expertise in urban development, building and interior
design, land use and landscaping.

Infrastructure
and Urban Planning
Consultancy regarding land use and planning are areas
of strong expertise for FCG, creating the basis for other
community planning. The activities cover land use planning
from strategies to urban architecture and various development
scenarios of community planning. FCG’s urban development
work is based on nationwide land use objectives, and it is
closely linked to the needs and development prospects of
business life, land use and traffic. The currently topical themes
in urban development are the development and consolidation
of urban centres and supplementary building. Wind power
projects are also keeping the town planning departments busy.
In Municipal Engineering, the objective is to produce
high-quality, safe solutions to ensure smooth traffic and
movement, even in demanding conditions. FCG’s competence
in this field covers street and area technology, street and traffic
engineering, as well as general and building design services
for public utilities. Besides urban planning, the expertise in
this sector has been particularly in demand in wind power park
design projects.
FCG’s Landscape Architecture expertise extensively
covers, besides landscape surveys, general and implementation
planning also. The activities are typically associated with other
sectors’ design projects, and this competence is required
for example in wind power projects, street and area building
projects of towns, as well as in park design and rainwater and
melt water projects. FCG has particular expertise in natural
landscape planning; these projects have concentrated in the
metropolitan area. Ecological planning expertise is required
for example when planning green areas requiring natural
management of rainwater and melting water and when
planning sites requiring natural building work.
FCG’s Geotechnical Engineering competence includes
investigations regarding the method of laying foundations
for building and plant structures, such as bio-refineries and
wind power plants, and infrastructure projects; as well as joint
projects with different sectors, including stability and sagging
analyses, dimensioning of supporting walls and excavations,
area planning and general, construction and reconditioning
planning for sports venues and physical exercise areas.
The Geotechnical Field Engineering sector produces site
investigations, such as measurements and soil analyses, for
FCG’s customers. Groundwater surveys and the installation of
groundwater and porous water pipes using heavy drill units
and multi-purpose bores make up a significant part of all
assignments. In addition, the sector produces terrain model
measurements for the planning of infrastructure sites.
The design services of the Ports and Fairways sector
cover the general and structural design of waterways, ports,
pier structures and water constructions, application plans and
expert surveys pertaining to the Water Act, acoustic surveys
for water areas, and national dredging in sea and lake areas.
In waterway design and surveys, for example in projects of the
Finnish Transport Agency and merchant shipping harbours,
we provide a package of services - producing preliminary
and general route plans, supplementary survey programmes,
waterway surveys and measurements, and preparing on their
basis documents related to the route decision.
Mechanical dragging of navigation channels, side scan
sonar measurements, reflection seismic measurements, low
frequency and multiple beam measurements and pier condition
surveys were made during the survey season of 2014. FCG
also commissioned its new survey vessel m/s Nordic Sonar
and the mechanical bar dredging equipment installed on it.
During its first survey season, the vessel operated both in the
Eastern Gulf of Finland and the Bay of Bothnia.

Water and Wastewater
FCG is among the top organisations in Finland regarding
expertise and diversity of services related to water supply
design. FCG’s water supply competence covers the entire
needs of the field of water and wastewater engineering
regarding design, expert, survey and property development
services and commissioning.
During 2014, this traditionally strong area of expertise
for FCG was separated into its own business sector. The
competence cornerstones of the sector include treatment
plant design as well as network design and stormwater and
melting water planning. Other areas of special competence
are water supply automation design, modelling competence
and information systems. The comprehensive water supply
service chain provided by FCG strongly utilises the services
of FCG’s other sectors also. This provides the customer with a
comprehensive turnkey service.
FCG is the top name in water supply network modelling
and in intelligent solutions based on it. The FCGsmart
systems development team combines FCG’s multi-disciplinary
expertise, scientific research, long experience in application
development, and the latest expertise in software technology.
The Smart Water technology involves intelligent utilisation and
analysis of various sources of data which help enhance or
automate the entire water supply chain from water sourcing to
waste water treatment.
FCGsmart applications can be used for improving the
efficiency of energy usage, decreasing leakages, improving
water quality and for forecasting and preventing system
malfunctions. The rapid development of information and
telecom technologies as well as measurement and modelling
systems have created new possibilities for integrating the data
and information models of different systems so that new control
systems can be implemented without major investments. In
addition, the various Web and mobile solutions provide novel
possibilities for collecting sharing, analysing and presenting
data. Besides water supply, solutions using similar intelligent
IT possibilities can be extensively utilised in industry, land use
planning, energy generation and energy distribution.
FCG has designed the Blominmäki treatment plant in Espoo.
It is estimated to be launched in 2020.

Environment and Energy
FCG is one of Finland’s leading providers of environmental
consultancy as well as energy and climate consultancy. Our
service offering in the environment sector covers environmental
surveys and competence related to environmental restoration
and risk management. FCG also has extensive competence
related to the planning and utilisation of renewable energy
forms, such as bioenergy, geothermal energy, wind energy
and solar energy. In 2014, the particular focus areas of
environmental and energy consultancy were projects related
to the planning and building of wind power.
Environmental surveys refer to assessments compliant
with the environmental protection legislation and combining
EIA procedures with project planning to serve the long-term
planning and permit applications of the project. The assessments compliant with the EIA Act can be carried out from the
perspectives of man, natural conditions, land use, landscape
or utilisation of natural resources.
The projects related to environmental remediation and
risk management are implemented taking into account the
needs of customers and different interest groups as well as
the legislation and any changes in it. These projects may be
related to assessing the risks of contaminated soil, waste ma30
nagement, grey waters, rainwaters and melt waters, waste waters or industrial chemicals. FCG’s customers include municipalities and cities, regional environment centres, real estate
investment companies, construction companies, contractors,
industrial companies and oil companies. The range of services includes soil and groundwater contamination surveys and
investigations, assessment of the need for decontamination as
well as planning and monitoring of the restoration work.
FCG’s competence also covers the permit procedures as
well as different surveys and measurements in the excavation
business. In this field, FCG has, besides impact assessments,
the particular advantage of expertise in town planning and
public utilities design, allowing it to provide the customer with
a service where the different aspects are taken into account.
Various nature surveys and Natura assessments are also included in the range of services provided by FCG.
In energy consultancy, FCG serves its municipal and private sector customers with wind power-related planning, energy efficiency surveys and related planning as well as with planning related to regional or real estate-specific energy supply
solutions.
FCG has wide expertse in environmental consulting, for
example in various assesments, remediation of contaminated
areas and natural surveys.

process regarding the background statistics package for structural reforms of the municipalities and was commissioned by
the Ministry to evaluate municipal mergers in a few urban regions. FCG implemented the USO (short for the Finnish words
meaning New Generation Organisations and Management)
network project of the Association of Finnish Local and Regional Authorities, aimed at developing the management of 35
municipalities. Another significant network was Operational
municipality groups (Toimintakykyiset kuntakonsernit).
FCG maintains and develops several social services
and healthcare classification systems used for supporting
the analysis, monitoring and management of operations.
In Finland, the hospital districts monitor their operations
using the Nordic NordDRG classification system. In 2014,
pDRG was also introduced. It is developed for monitoring
the operations and finances of basic healthcare. Monitoring
of the healthcare chain by combining DRG and pDRG data
was put to pilot operation in 2014, and the product will be
launched in 2015. The developments in social services and
healthcare legislation are also monitored when developing the
classification products.
In spring 2014, consulting services invested significant
resources to promoting the exports of classification products.
During the year, pilot uses of the Rafaela nursing intensity
classification program progressed into permanent contracts.
The purpose of exports is to sell Finnish expertise, first to
the Nordic and Central European countries with which there
is already cooperation (e.g. regarding the DRG system).
The PYLL (Potential Years of Life Lost) indicator is another
internationally marketed product. Export missions to Turkey,
China and Russia were implemented with private actors in the
field.

Case: Starting points of the regional production of social
and healthcare services
No evaluations, 40 municipalities
During 2013–2014, FCG has carried out several assignments
related to describing healthcare service chains. The
assignments have been pilot projects by nature, aimed at
developing the method used for describing the service chains
and the reporting application together with the customers. A
pilot project regarding the service chains available for intoxicant
addicts living in Vantaa was implemented in cooperation with
HUS and the City of Vantaa, while a pilot project regarding
the use of healthcare services by Kuopio inhabitants was
implemented in cooperation with the Hospital District of
North Savo and the City of Kuopio. The subjects of analysis
have included patients using services frequently and patients
suffering from lumbal spine disorders or depression, and the
data describing service usage obtained from the system is
classified using the NordDRG and pDRG patient classification
systems.

Training and Coaching
FCG is the leading provider of Training Services in the
Finnish municipal sector. Our training and coaching services
are concentrated on the management and personnel
of municipalities and organisations close to municipal
administrations. The services available to persons in
positions of trust, operative management and personnel are
designed and implemented with the needs of different actors
in the municipal sector in mind. The offering of services to
municipally-owned and private companies is extending.
The training and coaching events are planned and
implemented in close cooperation with FCG’s customers and
partner networks. The most significant cooperation partner
is the Association of Finnish Local and Regional Authorities;
the responsibility for its invoiceable training programmes were
transferred to FCG from the beginning of 2014. The internal
sector structure of training services was developed during
2014, with online training services and social media channels
for training as particular subjects of development. Utilisation
of online training and the digital learning environment are a
growing area in the training implemented by FCG.
In 2014, the training events of FCG had over 21,000
participants. There were over 800 individual training days.
The sector of Management and Service Consulting
organises training in the fields of management, municipal
engineering, economy, secretarial work and communication.
Open online training sessions have been organised for
persons in positions of trust in the municipalities. The key
events in 2014 included the economic and financial forum
for the municipal leaders, as well as the nationwide meeting
of accountants (with financial statements as one of the main
themes). The economic and financial forum is organised in
cooperation with the Association of Finnish Local and Regional
Authorities and with over 5,000 participants it is an annual
top event concentrating on municipal sector economy and
financial development.
The Human Resources sector of Training Services
organises training on administrative and legal matters,
procurement and competitive tendering processes, knowledge
management, pre-school education, teaching and general
education as well as remuneration and employment matters.
The key events of this sector in 2014 included training sessions
regarding legislative reforms, the 40-year jubilee seminar of
the agricultural vacation replacement function, the topical
collective municipal agreement days as well as the nationwide
meeting regarding general educational matters.
FCG is a leading provider of training services for the Social
and Healthcare Sector, and the clientele of this field has
grown in spite of the competed market. Our training offering
is designed to meet the needs of various professional groups
in the social and healthcare sector. The range of training
services available includes multi-disciplinary professional and
administrative training in various fields including medicinal
therapy, psychiatry and mental health work, social work and
care for the elderly. FCG’s training offering also supports in
many ways the structural reform of social and healthcare
services now being prepared.
Coaching is an activity related to the functioning of an
organisation, working communities and individuals, and is
introduced after changes related to structures, operating
models or various steering systems have taken place. We
produce coaching services for the public sector, municipallyowned companies and private corporations on an organisationspecific basis. These services are aimed at developing
management teams, managers and working communities
and at providing support for implementing changes and for
development work. The coaching sessions are implemented
by using methods that encourage participation. During 2014,
extensive programmes related to development of municipal
management were also implemented. They included the
certification programme of municipal management and the
certification programme for municipal chairpersons.
The economic and financial forum is the main event
organised in cooperation with the Association of Finnish
Local and Regional Authorities.

At FCG, the key theme of personnel development is highquality supervisory work and leadership, which ensures that
each FCG employee has the opportunity to succeed in their
work. The Group provides its personnel with a wide range
of opportunities for training, career development and leisure
activities. FCG has made a particular investment in developing
project business competence. Project management was also
the theme of the sixth FCG Academy, FCG’s own management
programme, which took place in spring 2014. The majority
of the participants in the programme also completed the
international C-level IPMA certification.
At FCG, the development of personnel well-being is
based on an annual plan, which is also reviewed with the
Group’s cooperation group. Our partners in implementing wellbeing at work are the occupational healthcare service provider
Diacor, Varma insurance company, and we conduct workplace
surveys with the Finnish Institute of Occupational Health.
The personnel statistics are based on the number of
FCG staff in Finland on 31 December 2014, totalling 451
employees. The Finnish figures also include the personnel of
Kunta-Efeko Oy: ten employees on 31 December 2014.

FCG’s subsidiary in Bulgaria, POVVIK prepared the
Environmental assessment of the Operational Programme
“Transport and transport infrastructure” under European and
Bulgarian legislation. The project aimed at contributing to the
integration of environmental issues and to provide a higher
level of environmental protection and sustainable development
in the region.
POVVIK’s experts worked closely with the experts of the
Bulgarian Ministry of Transport, providing expert advocacy and
ensuring the link between the responsible authorities like the
Ministry of Environment and Water, regional administrations
and municipalities.

The company named SIPU AB of which Sipu International AB
owns 60% was not integrated into the consolidated financial
statements. The non-integration is based on Chapter 6,
Section 3(1) of the Finnish Accounting Act.
The consolidated financial statements have been prepared
using the acquisition cost method. Intra-group transactions,
internal receivables and debt and internal distribution of profit
have been eliminated.
Affiliated companies are consolidated using the equity
method. The share of the affiliated company’s result for the
period in accordance with the group’s ownership stake is
presented in the financial items.
Receivables and debt denominated in foreign currencies
have been converted into Finnish currency at the exchange rate
on the reporting date. The income statements of foreign group
companies have been converted at the average exchange
rate of the accounting period and balance sheets have been
converted into euros at the rate on the reporting date, and
the exchange rate difference is contained in the profit for the
accounting period. The translation difference resulting from
the elimination of the Group’s internal ownership is presented
under retained earnings for previous years.
Projects with a fixed budget are cautiously recorded as
earnings according to the work performed up to the point
allowed by the budget. Work and expenses in excess of the
budget are recorded as project expenses. The corresponding
earnings are not divided into periods.
Other projects are entered as income on a regular basis
according to invoicing.
The consolidated financial statements consisting of
FCG Finnish Consulting Group Oy and its subsidiaries
are part of the Association of Finnish Local and Regional
Authorities Consolidated Corporation whose parent company
is the Association of Finnish Local and Regional Authorities, a
registered association domiciled in Helsinki.

Essential events following the accounting period
Estimate of the most significant risks
The operations of FCG will be strengthened on the basis of customer
needs in response to changes in the operating environment. Close
cooperation with the Group’s owner, the Association of Finnish Local
and Regional Authorities and other partners will be continued.
Structural changes in municipal administration and the decline
in public economy in Finland, together with the resulting increase
in competition, require that, in particular, the management of
projects is continually improved and resources are used efficiently.
Risks associated with the international operating environment
and, particularly, emerging economies, are often higher than in
Finland. However, the gap between the Eurozone and the rest of
the world has decreased or even turned upside-down due to
uncertainties in the eurozone. The company keeps risks
systematically under control as part of its normal project
operations. An external expert was used in connection with
the establishment of foreign branch offices.
Probable future development
The turnover of the FCG Group is expected to increase in 2015 in
comparison to 2014. The full consolidated result is expected to be
at least at the 2014 level.
Survey of the scope of research and product
development activities
Environmental factors
The Group’s business is customer-oriented and designed to
meet customers’ particular needs. In product development,
individual funding granted to external operators stood
at EUR 0.3 million, while the turnover of network
projects service product development totalled EUR
1 million. Working methods are under continuous
development, with part of this development being
carried out as cooperation projects with companies
outside the Group. Significant methodological and
other development work is performed in connection
with international bidding operations.
The nature of the operations is such that they only have
minor environmental effects. In the case of infrastructure
activities, FCG always applies state of the art environmental
impact assessments, and aims to ‘do no harm’. The
company has minimized paper consumption and waste
is sorted and recycled. Travelling has been scaled down
where possible through videoconferencing. FCG also takes
environmental considerations into account via the specific
services offered to customers, many or which specifically
address environmental and climate change issues.
