Paths towards a fossil free society in the Stockholm- Mälar region
Report from a workshop Thursday 3 September 2015 at the Sigtuna Foundation
Introduction
Within the Swedish part of the COMPLEX project a number of workshops have been
conducted. In the sequence directed to stakeholder involvement the following have been
arranged (all devoted to the Stockholm-Mälar region as the case):
1) February 2014. On general mind maps of stakeholders in conceiving strategic issues
related to the transformation of society towards a low carbon society by 2050
2) November 2014. On gaming and modeling approaches to understand the relation
between realistic long range regional planning frameworks and interplay with various
modelling systems i.e. transformation considerations with regard to policy
development in a group of professional planners
The third stakeholder workshop
With this as a background a third workshop has been conducted aiming at the use of scenarios
in order to reflect on paths conditions for societal transformations to a low/non carbon society
i.e.
3). September 3rd 2015 at the Sigtuna Foundation.
Paths considerations towards a low/non fossil society. Expert workshop.
Approach
In this September 2015 workshop we explored different alternative paths towards a regional
fossil free situation by 2050. The discussions were based on a chosen set of four different
scenarios covering different types of challenges. The varying potential for those scenarios
were discussed binding as end points for all to the assumed future situation of a completed
transition at regional level to a non fossil reality by 2050. As the scenarios were being varied
the paths also vary and the connected policy approaches as well.
In this workshop we thus have had the focus on the conditions for the transition along
alternative paths to reach the goal of the low/non fossil society by 2050. We have deliberately
chosen the year 2050 – matching the already set targets at EU level but also at national
Swedish level regarding the time within which this transition has to happen, considering the
climate change scenarios at world level. Some actors have argued that it indeed will be
possible to reach this goal before – or at least that certain sectors of society may fulfill their
transformation requirements at an earlier time. We are not arguing about that issue in this
workshop context. But we are trying to understand how the paths may look like under
reasonably “good” economic conditions (as today) and how the paths may look like under
very much more strenuous conditions in terms of economic hardship scenarios when the
speed of the change may be slower depending on sub scenario conditions – also being probed
in terms e.g. of the degree of deliberate “greening” of the policies that may be connected to
the various situations.

The scenarios
The scenarios chosen were four which were discusses two in the morning and two in the
afternoon, with reflections after all the time blocks i.e.

demand, products)

General outcome position
As an overriding outcome of the reflections around the scenarios the position is that some
would be very much easier and that others. Especially paths under harsh economic conditions
may need stronger efforts and policy interventions in order to reach the goal. However also
within these more problematic scenario conditions paths may well be found although the time
distribution for the solution activities within the change process might be shifted forward in
time, i.e. later arrivals of solution impacts of sufficient strengths.
The outcome of the workshop deals with how the nature of these conditionalities could be
regarded.
Appendices
As background material one text (in Appendix 1 has been translated into English for the
purpose of this report. In Appendix 2 some further material is provided in its original Swedish
language. This material (and some other material)was distributed to the participants.

Paths towards a fossil free society in the Stockholm- Mälar region
Welcome to participate during a one day workshop to explore possible paths to a
fossil free Stockholm Mälar region 2050. We will start the discussions using four
different scenarios within which different alternative potentials and challenges for the
transition and challenges will be framed. We will together identify which decisions
that will be needed to take – and how different actors in a variety of roles may find
their possible contributions to the transformation process.
The around 20-25 invited participants constitute a carefully chosen group, with
individuals representing various actors at different levels in Swedish society.
The workshop is organized within the Swedish part of the EU project COMPLEX
(WP4) with researchers from Stockholm University (Svedin, Borgström) as well as
from SLU (Liljenström) in the lead.

PROGRAM: Vägar till ett fossilfritt samhälle i Stockholm-Mälardalsregionen

Arrangörer: Stockholms universitet, SLU och Sigtunastiftelsen
Inom COMPLEX projektet har vi i den svenska delen anordnat flera workshops för att
undersöka hur vårt Stockholm-Mälar regionen – kan ställas om sig till att bli fossilfri
genom kloka och strategiska val. Den 3 september är fokus på hur vägen för att nå
målet ”det fossil fria samhället” år 2050 skulle kunna se ut. Somliga anser att det
skall kunna göras mycket fortare – eller åtminstone att vissa sektorer skulle kunna bli
fossilfria betydligt tidigare. Det är möjligt, men beror på hur olika omvärldsfaktorer
kommer utveckla sig framöver, i vilket också vårt mänskliga handlande och
strategiska val ingår.
Vi ser fram emot en kreativ dag i framtidens tecken!

Det vi kommer fokusera på är hur omställningen av samhället i stort skulle kunna ske
under olika villkor, t.ex. ekonomisk utveckling, miljöförändringar, politiska
svängningar, prioritering av investeringar, både regionalt och globalt.
Utgångspunkten för diskussionerna är fyra olika scenarion som på olika sätt försvårar
eller underlättar omställningen mot fossilfri region 2050.
Scenarierna har gemensamt att målet måste gå att uppfylla. I grupper får deltagarna
mejsla fram hur detta ska gå till under de givna förutsättningarna. Utmaningen för
grupperna är att beskriva processen fram till målet – en narrativ beskrivning över den
framtida nutidshistorien fram till 2050

Detta utgör viktig kunskap inför nutida strategiska lösningar, investeringsbeslut och
aktioner.
De aspekter som scenarierna byggts kring är teknisk utveckling (t.ex. energikällor,
innovationer, infrastruktur), ekonomisk utveckling och samhälleliga förändringar (t.ex.
livsstil, preferenser vad gäller boende, resor).
Två av scenarierna kännetecknas av relativt god ekonomi och två med endast
halvbra ekonomi och större ekonomisk osäkerhet.
Fokus är hur omställningen av samhället i stort skulle kunna ske under olika villkor,
t.ex. ekonomisk utveckling, miljöförändringar, politiska svängningar, prioritering av
