PCEA’s Recognition
PCEA is the only Filipino umbrella organization recognized by the Philippine
Professional Regulation Commission and the Department of Foreign Affairs which is
duly endorsed and recognized by the Philippine Embassy in Riyadh and affiliated to
Saudi Council of Engineers (SCE) since January 29, 2014 through the signing of the
MOU – Memorandum of Understanding institutionalizing the official collaboration of
SCE and PCEA for the welfare of Filipino Professionals, particularly the engineers and
architects, held at the Philippine Embassy Riyadh signed by Engr. Mario A. Balboa,
PCEA Chairman and Arch. Hamad N. Al Shagawi, SCE Chairman.
The signing was witnessed by the Professional Regulation Commission (PRC)
Chairperson Hon. Teresita R. Manzala and the Minister and Consul General of
Philippine Embassy Riyadh and the Charge’ d’Affaires Hon. Marshall Louis M. Alferez
and likewise graced by the Philippine Labor Attaché, Hon. Rustico S.M. De La Fuente.

Roles and Primary Purpose
 Serve as the official collaborative body to assist, interface and communicate
with the Saudi Council of Engineers (SCE) for and in behalf of Filipino engineers
and architects in KSA and not to prejudice the rights and duties of an individual
SCE member.
 Serve as the consolidated voice of Filipino engineers and architects to the Saudi
Council of Engineers (SCE)
 Provides guidance on issues and concerns of Filipino engineers and architects
pertaining to SCE individual membership.
 Organization of seminars, training courses, professional upgrades, conferences,
symposia and exhibitions relating to engineering and architecture professions
in collaboration with SCE , PRC and International Regulatory Bodies.

by Ministerial Decree no. 226 dated
16/09/1402 H. (July 8, 1982)

Saudi Council of Engineers was issued by the
Royal Decree M/36 on 26/09/1423 H. (Dec. 1,
2002) in accordance with Council of Ministers’
Decree no. 226 dated 13/09/1423 H. (Nov. 18,
2002)

SCE aims to promote the engineering
profession and strive to develop and upgrade
its standards and those practicing it.

Vision and Objectives
Vision:
Promote engineering profession, facilitate engineers and engineering establishments to
reach ideal solutions, enhance the level of performance, and encourage innovation and
creativity to achieve an internationally recognized position.
Objectives:

Setting criteria and standards of practicing and developing this profession including
licensure terms and conditions.
Prescribing necessary rules, regulations, and examinations for obtaining professional
degrees
Preparation and publication of studies, researches, and statistics related to
engineering divisions and branches, and issuance of professional and scientific
magazines
Organization of courses, conferences, symposia, and exhibitions relating to the
profession and participation therein
Expression of suggestions that it deems appropriate for decisions and instructions
relating to the profession, and
Submission of technical advice in its area of specialization in accordance with
regulations to be approved by the Council’s Board of Directors.
