Definitions
Appraised value = fair market value
The price at which property would change hands between a willing buyer and a willing
seller, neither being under any compulsion to buy and both having reasonable
knowledge of the relevant facts.
Assessment/Assessed Value
40% of fair market value of property used to compute ad valorem taxes.
0% of fair market value of property used for churches and government
Appraised value = Appraised land value + Appraised building value
• Appraised land value = Calculated by Formula
o Based on Neighborhood Code, Lot Size, and Appeal
Adjustments

• Request a copy of your Property Record Review Document
o in person from the Assessors' office (Suite 1056,141 Pryor Street, S. W.), or
o by mail (send a self- addressed, stamped envelope to the Fulton County Board of Assessors,
Suite 1056,141 Pryor Street, S. W., Atlanta, Georgia 30303-3445.)
• This free, one page document will describe the essential features of
your residential property. You may request any other residential
property record for fifty cents.
• The CARD includes most of the data used to determine your tax bill.
• The CARD is not a user-friendly document. It includes technical
jargon and unexplained acronyms.
• Check dimensions and house characteristics shown on the CARD.

Appraising Land Value
For many properties, land values can be determined by
formula after answering two questions:
• What is the “Neighborhood Code”
• How many acres are there?
For the rest, there has been an adjustment, most likely
as a result of an appeal.

Appraising Building Value
For a high percentage of homes, building values can be
determined by formula by breaking the house down into
a series of simple shapes, each of which is assigned a
value.
Once a generic value is computer for the structure, a
series of adjustments are applied, including those for:
• The “neighborhood”.
• Simple or elaborate shape of the floor plan.
• How fancy/expensive the construction is.
Strangely, the age of the building has no bearing in
setting its value.

The Tax Commissioner takes the appraised value and the exemption status
provided by the Board of Tax Assessors, along with the millage rates set by
the Board of Commissioners and other Governing Authorities, to calculate
taxes for each property, and mails bills to owners at the addresses provided
by the Board of Tax Assessors.
You can find out the property taxes for your property or properties in two
ways:
1. Search for a tax bill - This feature allows you to search for a tax bill or
bills using a complete or partial parcel ID, account number, or physical
address.
2. Tax Summary request for multiple parcels - If you know the complete
parcel IDs of the properties you are looking for, this feature provides
an efficient way of looking up your Tax Bills and Detailed Tax
Summaries.
In addition, you can make a credit card payment on your property using this
system.

Delinquent Taxes Foreclosures
All taxes remaining unpaid after the city and county due dates are
delinquent and are subject to interest and penalties. The City of Atlanta
due date is normally August 15 and the County due date is normally
October 15. Interest at the rate of one percent (1%) per month accrues on
the 16th of the month after the due date and the 16th of each following
month thereafter. A one time ten percent (10%) tax penalty accrues ninety
(90) days after the due date, except for homesteaded property where the
tax is $500.00 or less. Additional fees and costs accrue as collection action
continues. The Tax Commissioner mails 30-day late notices on all unpaid
accounts and any taxes remaining unpaid at this time are subject to levy
and foreclosure. A listing of all delinquent taxes are available for public
inspection and use in the Tax Commissioner’s Tax Record Room at the
Downtown location, 141 Pryor Street, SW, Room 1089.
The Fulton County Tax Commissioner’s Office follows legal procedures
prescribed by the Official Code of Georgia Annotated (O.C.G.A.) when
levying property. It is strongly suggested that you read those sections of
Georgia law which pertain to tax executions and tax foreclosures. O.C.G.A.
Title 48–Revenue and Taxation, Chapter 3- “Tax Executions,” and Chapter
4 – “Tax Sales,” contain important information.

How To Appeal
The Fulton County Board of Assessors was
established by state law to determine the fair
market value of all real and personal property in the
county for property tax purposes. Property taxation
is based on the concept that persons should share
the cost of government according to their ability to
pay. In the property tax system, ability to pay is
measured by the value of property.
The Board of Assessors determines the estimate of property value and this process
is called the "Appraised Value" of property. The board then applies the statutory
40% to that appraisal to generate the "Assessed Value" on which taxes are based.
TAX DIGEST
The Board of Assessors primary mission is to prepare a fair and equitable tax
digest in accordance with applicable laws and professional standards. The Tax
Digest is the assessment of all real and tangible personal property subject to
taxation in Fulton County.

FUNCTIONS OF THE BOARD OF ASSESSORS
In the State of Georgia "all improved and unimproved real property subject to
taxation shall be returned in the county where the real property is located. The law
requires that property owners declare their property and its value to the Board of
Assessors. The Board of Assessors' legal duty is to correct property owner returns
so that all property in the Tax Digest correctly reflects its fair market value. To
accomplish this task, the Board of Assessors performs a number of functions:

Property Identification - Identifying property to be appraised and data to be
updated.
Appraisal of Growth Property - Appraising property created as a result of
growth, such as new lots, new houses, new businesses, or remodeling.
Reappraisal of Existing property - Revaluing existing property to keep current
with values.
Assessment Notification - Advising taxpayers of the value assigned to their
properties.
Appeal Process - Providing an opportunity for property owners to appeal
property value.
Tax Relief - Providing property owners an opportunity to take advantage of
exemptions and special assessment laws that can reduce their burden.
Preparation of the Tax Digest - The Board of Assessors prepares the real and
personal property portions of the Tax Digest.

HOW TO APPEAL YOUR PROPERTY VALUE
How To Appeal
Georgia law requires the Board of Assessors mail
assessment notices to taxpayers when property
values change. When you receive your assessment
notice, the first thing you should ask yourself is
what is the fair market value of my property? Fair
market value is the price that a willing buyer would
pay and a willing seller would accept for a property
in an open market sale. If your appraised value is
more than you reasonably could expect to sell your
property for, then you should consider filing an
appeal.
Summary of Appeal Process
A CHECK LIST FOR PROPERTY OWNERS FILING AN APPEAL

1. Check the values of similar houses in your neighborhood.
2. If you still wish to appeal, you must do so in writing within 45 days of the date of
your assessment.
3. When your appeal is received, The Fulton County Board of Assessors (BOA)
makes its review and either agrees with your value or establishes a new one.
4. If you are not satisfied with the BOA's decision, you may choose Arbitration or a
Board of Equalization (BOE) hearing. The BOE is a panel of three county tax
payers appointed by the Fulton County Grand Jury to resolve disputes over
property valuation. There is no cost if the BOE is chosen.
5. Your final option is to appeal the case to the Fulton County Superior Court.
HOW TO MAKE YOUR APPEAL MORE EFFECTIVE
To make your appeal before the Board of Assessors, the Board of Equalization or
through arbitration more effective, you can improve your case with documentation.
Here's how to do it.

Request a copy of your Property Record Review Document in person from the
Assessors' office, or send a self- addressed, stamped envelope to the Fulton
County Board of Assessors, Suite 1056,141 Pryor Street, S. W., Atlanta,
Georgia 30303-3445. This free, one page document will describe the
essential features of your residential property. Review it for accuracy. You
may request any other residential property record for fifty cents.
Obtain a market analysis of comparable properties recently sold in your
neighborhood. Local realtors often will provide this to you at no charge.
Establish property value by providing a recent property appraisal. This is a
good option for individuals who have recently purchased or refinanced a
home.
Review the Street Index and Sales Books for comparable properties. You
should look for properties in your neighborhood with the same quality or
construction; similar land size and square feet of living area; number of
Bedrooms, basement size, etc. The Street index and Sales Book are located
in the downtown Government Center, North and South Fulton Service
Centers.
