2012 Executive Summary Firewise Communities/USA® Project Report Executive Summary Report: In 2012, the National Fire Protection Association (NFPA) Firewise Communities/USA® Recognition Program completed its eleventh successful year as a national wildfire mitigation program. NFPA launched this voluntary action program with its partners at the USDA Forest Service, US Department of the Interior, and National Association of State Foresters in 2002. Firewise Communities/USA is a template for neighborhoods to take action to reduce wildfire risk to property and resources. During 2012, participation in the voluntary program grew by 23%, reaching 878 active communities in 40 states. This includes 167 new sites entering the program last year, and also accounts for approximately 48 communities that did not renew their status during 2012. The program enjoyed a renewal rate of 94% from 2011 to 2012. The cadre of six Firewise Regional Advisors provided significant support to communities and states in the form of community visits, presentations, workshops, and responding to inquiries. In all, the Advisors made 107 visits to sites within their regions, and provided follow-up to communities seeking recognition. Firewise Regional Advisors and staff also contributed timely information and community success stories for content in NFPA’s “Fire Break” blog, which enjoyed an average of 1,700 views monthly during 2012. NFPA’s “Fire Break” e-newsletter, which draws on the blog content, had an average of 4,000 monthly views. This is in addition to the average 15,000 views on the Firewise home page, www.firewise.org during the year. Annual wildfire mitigation investments at the community level increased by 24% over 2011. Community investments in local wildfire mitigation projects since 2003 now exceed $136 million dollars. Since 2002, more than 1.6 million people have been directly touched by Firewise Communities/USA activities across the country. During 2012, 122 communities celebrated their 5th anniversaries as Firewise Communities/USA, and 20 of the communities celebrated their 10th anniversaries. In all, the program boasts 343 communities that have been active in wildfire risk reduction for five or more years. We congratulate them for all of their hard work, dedication and continued commitment to making their communities safer from wildfire. NFPA’s Firewise staff made formal visits to five states (Alaska, Arizona, California, Kentucky, Tennessee) during 2012 to review Firewise program initiatives and visit Firewise Communities/USA sites. While Firewise programs are organized and staffed differently from state to state, state forestry organizations in all cases can be justifiably proud of their Firewise efforts and the community activity they foster. Forty-seven states have appointed Firewise Liaisons to the national program. A new “Firewise Mapper” was created to show the locations of Firewise Communities/USA sites. Published on the Firewise website using a new ArcGIS Online graphic user interface created by ESRI, this new feature garnered more than 1,200 views per month from June – December 2012. The Firewise Mapper not only allows viewers to learn where communities are located, but also their proximity to one another and to any active wildfires. 1 Community Story: City of Ashland Jackson County, Oregon Documented fire history in Ashland, Oregon dates all the way back to 1910. The most recent 2009 Siskiyou Fire and 2010 Oak Knoll Fires really caught the community’s attention and resulted in the formation of the city’s first Firewise Communities/USA® site in 2011 - Oak Knoll Meadows. Since then, Ashland has made tremendous strides by adding 11 other neighborhoods to their Firewise Community portfolio. Ashland’s Firewise Communities encompass 1,000 residents, out of the city’s population of 20,000, with $100,000 invested over the past 2 years towards wildfire mitigation activities. This fantastic growth is due in large part to the vision of Ashland Fire and Rescue Chief John Karns who brought his Beverly Hills, California, Firewise background to this new assignment. As a part of this initiative, Chief Karns hired Ali True to be the department’s first Firewise Communities Coordinator. Ali’s persistent efforts toward the growth of the program over the last two years has been phenomenal; the growth is also a testament to the people of Ashland and their ability to take action. In addition to the apparent wildfire risk the city is exposed to due to its location within a forested landscape, are concerns about legacy construction methods and building codes that did not consider Firewise principles when the community was developed decades ago. To curtail some of this exposure there has been a focus on defensible space mitigation. Under the progressive leadership of Chief Karns the city has designated one week in May – “Firewise Week”. During Firewise Week there is a Firewise citywide clean-up day, and opportunities for recognized communities to share their stories with other Firewise communities and media outlets. 2 According to True, Ashland is using the social researchvetted small neighborhood approach as well as leveraging the power of social networks to engage its residents. Ashland Fire and Rescue Department and the Oregon Department of Forestry jointly deliver wildfire prevention education where Firewise information is introduced to children as part of the fourth-grade curriculum. Additionally, these two agencies review and administer grants, with current grants supporting the removal of fire prone vegetation from private residences. In addition, city park staff provides fuel removal on city parklands to help reduce the potential for wildfire within the city limits. According to True, future plans include a Firewise 5K race to promote local awareness and to have every community within Ashland actively engaged in the Firewise program. Community Story: Sprucewold Lincoln County, Maine The Sprucewold community of Boothbay, Maine recently celebrated its second year as a recognized Firewise Communities/USA® site. Sprucewold is located in Lincoln County on the eastern portion of a large peninsula in the town of Boothbay Harbor. According to a local historian, most of the peninsula was cleared for development in the 1920s; the remaining timber was harvested in 1955. As the name of the community implies, the forest that surrounds homes and cottages is primarily softwoods, such as spruce, white pine and balsam fir. Maine Forest Service Ranger Kent Nelson explains the community has three concerns related to wildfire potential – (1) a decadent spruce forest (aging and overstocked), (2) limited access, with more than half the roads having only one way in and (3) legacy construction dating back to the 1930s, with log cabins treated with preservative creosote which is highly flammable. The interesting thing about Sprucewold is that those three concerns are exactly why the National Fire Protection Association (NFPA) got involved in the wildland/urban interface (WUI) arena when the first WUI standard, Fire Protection and Prevention for Summer Homes in Forested Areas was adopted in 1935. has worked with the local fire department and Maine Forest Service to develop a community evacuation plan. The Sprucewold community is alive with active community support and volunteer participation. The community holds an annual brush chipping day. Through the Maine Forest Service Defensible Space program, Sprucewold has access to a state sponsored chipping machine and disposal truck. One of the biggest concerns the community faces at the moment is access to the municipal water supply for fire suppression. Currently the community is actively working on a grant application to help with the construction of the water supply line to the community. The Sprucewold Firewise activities have caught the attention of the local newspaper which has been documenting the community’s activities over the past two years. The attention and subsequent social networking has resulted in three neighboring communities’ risk assessments. Hopefully this grassroots community action will result in more neighborhoods becoming recognized in this quaint part of Maine and ultimately the overall wildfire risk in the Boothbay being significantly reduced. The Sprucewold Community has 315 residents and 146 homes, of which only 17 are occupied year-round. In some cases, it is hard to distinguish the log cabins from the forest. Due to the high fire risk associated with this community, Kent is excited that the community has begun to address their wildfire risk and responsibility through participation in the Firewise Communities/USA® program. The Sprucewold Firewise board, through their own initiative, 3 Community Story: Wildcat Community, Inc. Dawson and Pickens County, Georgia Wildcat Community, Inc., is a consortium of nine communities that represents more than 2,200 residents located in Dawson and Pickens County in northern Georgia. This region is approximately 65 miles north of Atlanta in a heavily forested area of the Appalachian mountain range. This non-profit corporation was formed in 2005 to educate property owners in risk mitigation and emergency incident response; to provide funds to enhance resources in support of emergency management capabilities; and interface with all local, state, and federal authorities and agencies associated with emergency management. The organization began work right away to make the area safer from wildfire. In 2006, a 45,000 gallon water tank was installed to improve fire suppression with Wildcat volunteers assisting in negotiating a land lease for the tank. The same year, Wildcat Community became recognized as a Firewise Communities/USA site. Since then, the Wildcat Community, Inc. has invested a quarter million dollars into the community for wildfire mitigation activities. In 2008, the Wildcat Community received a Firewise leadership award for continuing efforts to spread wildfire safety awareness in the Southern region. Over the next year, the consortium raised $55,000 to help Dawson and Pickens counties establish a fire station with two engines. Wildcat Community was involved in construction supervision of the facility and land leasing. Following the completion of the station, community wildfire protection plans and emergency management plans were developed for the area. The plans are continually modified in conjunction with the Georgia 4 Emergency Management Agency, the Georgia Forestry Commission, and FEMA in an effort to make prioritized recommendations for the appropriate types and methods of fuel reduction and structure ignitability reduction, and recommend prioritized public education activities to educate the public. In 2011, Wildcat assisted local governments in training first responders and supported firefighters. By collecting an additional $40,000 in donations, the fire station was equipped with an engine capable of handling the area’s steep, winding roads. Currently, the Wildcat Community continues its fire safety mission and efforts to promote the Firewise Communities/ USA® program in Georgia, joining local and state authorities to spread the Firewise message. Recognized Firewise® Communities The number of recognized Firewise Communities/USA sites increased 23% in 2012, with 878 communities now actively engaged with the program. Recognized communities can now be found in 40 states and on two tribal nations. More than 1.4 million people live in recognized Firewise communities, and have invested $136 million dollars in local wildfire mitigation projects since 2003. Program retention rate stands at 80% over its 11-year history. During the year, 167 new communities received recognition status, for a total of 878 communities with Firewise status. Forty states throughout the U.S. now have a Firewise Communities/USA recognition sign along their roadways. Special recognition goes to the Firewise Five-Plus Club – those communities that earned Firewise status between 2002 and 2008. In 47 states, forestry agencies have appointed Firewise® liaisons to serve as local program contacts. During 2012, Firewise staff visited with seven states to learn more about local Firewise activities, challenges and successes. These visits will continue in 2013. It is due to the program knowledge, outreach abilities and the technical expertise of the state liaisons that communities are increasing their commitment to wildfire mitigation efforts.
