The art in question was drawn in 1981 by a local artist and according to the inscription on the portrait, “Donated to the people of Breathitt County” and hangs in the hallway just outside of the County Judge Executive’s RI¿FH In a letter to Judge JL Smith dates August 14, 2015, an attorney for the Freedom From Religion Foundation says a constitutional violation is occurring by the artwork hanging in the courthouse and conveys a message to those visiting the building that Christianity is the favored religion of the government. The letter goes on to say that several other requests to remove the art from the wall were sent to former Judge Executive Jason Richardson but were ignored. The group claims it received a complaint from a “concerned local resident” and ended with the following statement: Please remove the picture of Jesus from the Breathitt County Courthouse immediately and inform us in writing that appropriate actions are being taken to remedy this violation.” The opening events of the 38th annual Breathitt County Honey Festival will begin this weekend with the Honey Pageant on Saturday and the Outstanding Citizens Banquet on Sunday. Rival leagues included three separate American Football Leagues and the All-America Football Conference (AAFC), none of which lasted for more than four seasons, although several teams from the AAFC joined the NFL after the league dissolved in 1949. A new professional league, the fourth American Football League (AFL), began play in 1960. The upstart AFL began to challenge the established NFL in popularity, gaining lucrative television contracts and engaging in a bidding war with the NFL for free agents and draft picks. The two leagues announced a merger on June 8, 1966, to take full effect in 1970. In the meantime, the leagues would hold a common draft and championship game. The game, the Super Bowl, was held four times before the merger, with the NFL winning Super Bowl I and Super Bowl II, and the AFL winning Super Bowl III and Super Bowl IV. After the league merged, it was reorganized into two conferences: the National Football Conference (NFC), consisting of most of the pre-merger NFL teams, and the American Football Conference (AFC), consisting of all of the AFL teams as well as three pre-merger NFL teams. Today, the NFL is considered the most popular sports league in North America; much of its growth is attributed to former Commissioner Pete Rozelle, who led the league from 1960 to 1989. Overall annual attendance increased from three million at the beginning of his tenure to seventeen million by the end of his tenure, and 400 million viewers watched 1989's Super Bowl XXIII. The NFL established NFL Properties in 1963. The league's licensing wing, NFL Properties earns the league billions of dollars annually; Rozelle's tenure also marked the creation of NFL Charities and a national partnership with United Way. Paul Tagliabue was elected as commissioner to succeed Rozelle; his seventeen-year tenure, which ended in 2006, was marked by large increases in television contracts and the addition of four expansion teams, as well as the introduction of league initiatives to increase the number of minorities in league and team management roles. The league's current Commissioner, Roger Goodell, has focused on reducing the number of illegal hits and making the sport safer, mainly WKURXJK ¿QLQJ RU VXVSHQGLQJ SOD\HUV ZKR EUHDN UXOHV These actions are among many the NFL is taking to reduce concussions and improve player safety. From 1920 to 1934, the NFL did not have a set number of games for teams to play, instead setting a minimum. The league mandated a 12-game regular season for each team beginning in 1935, later shortening this to 11 games in 1937 and 10 games in 1943, mainly due to World War II. After the war ended, the number of games returned to 11 games in 1946 and to 12 in 1947. The NFL went to a 14-game schedule in 1961, which it retained until switching to the current 16-game schedule in 1978. Proposals to increase the regular season to 18 games have been made, but have been rejected in labor negotiations with the National Football League Players Association (NFLPA). The NFL operated in a two-conference system from 1933 to 1966, where the champions of each conference would meet in the NFL Championship Game. If two teams tied for the conference lead, they would meet in a one-game playoff to determine the conference champion. In 1967, the NFL expanded from 15 teams to 16 teams. Instead of just evening out the conferences by adding the expansion New Orleans Saints to the seven-member Western Conference, the NFL realigned the conferences and split each into two four-team divisions. The four conference champions would meet in the NFL playoffs, a two-round playoff. The NFL also RSHUDWHG WKH 3OD\RII %RZO RI¿FLDOO\ WKH %HUW %HOO %HQH¿W Bowl) from 1960 to 1969. Effectively a third-place game, pitting the two conference runners-up against each other, the league considers Playoff Bowls to have been exhibitions rather than playoff games. The league discontinued the Playoff Bowl in 1970 due to its perception as a game for losers. Following the addition of the former AFL teams into the NFL in 1970, the NFL split into two conferences with three divisions each. The expanded league, now with twenty-six teams, would also feature an expanded eight-team eight playoff, the participants being the three division champions from each conference as well as one 'wild card' team (the team with the best win percentage) from each conference. In 1978, the league added a second wild card team from each conference, bringing the total number of playoff teams to ten, and a further two wild card teams were added in 1990 to bring the total to twelve. When the NFL expanded to 32 teams in 2002, the league realigned, changing the division structure from three divisions in each conference to four divisions in each conference. Henson scored two goals and had three assists in leading the Tigers to 6-1 win. The Breathitt County Ladycats split their opening week of soccer; defeating the Menifee County Wildcats (1-1) by a score of 1-0 on a goal by Cassady Thomas and then falling to Oneida Baptist Institute 1-4. Make plans to attend BCRTA meetings; stay informed about issues concerning all retired educators. ‘Jesus Picture’ From Front Page After the news of the demand was aired on television this week, Breathitt County PVA Ervine Allen drafted a letter to Smith saying that “we are under attack for permitting the display in the courthouse hallway of an image of a person paying homage to Jesus.” Allen went on to say in the letter that the group who is complaining is a group that advocates “Freedom from religion” and that “we are guaranteed freedom OF religion by the constitution, not freedom FROM religion.” Allen said he had served his country in uniform for over 22 years and he did this “in large measure so that we could continue to enjoy the freedom of religion in this country.” Allen concluded in the letter saying that, “The majority are suppose to rule, not some miniscule minority that, merely because it feels it has a right to and is entitled to, seek to deny the majority of the citizens of this city, county, state, and nation the RIGHT to worship Almighty God according to the dictates of their heart. I am offended of the very notion that someone would deny me or anyone else the right to utter the name of Jesus in a public ceremony or pray in a public ceremony.” Judge Executive Smith had no comment for the media on the matter until the county attorney is consulted due to this being a potential legal matter. Gene Watts, owner of the Watts Funeral Home in Jackson passed away surrounded by his family on Monday, September 8th after a lengthy illness. He was a licensed funeral director and embalmer and has served the people of Breathitt and surrounding counties Gene Watts for over 40 years. He also served as Breathitt County Coroner and assisted thousands of families in their time of bereavement. Gene was always sincere and had many friends in the area who loved him dearly. He will be missed by the community and the families he served. Visitation will be held at Watts Funeral Home beginning at 6pm Thursday with the funeral being Friday at 1PM. Rally Planned In Support of Jesus Picture In Courthouse A rally in support of keeping the Jesus picture in the courthouse is being planned for later this month. Local citizen Mike Bryant is organizing the gathering that is scheduled to take place in front of the county courthouse on September 22nd from 8am-10am just before the ¿VFDOFRXUWPHHWLQJ Several speakers are being planned for the event in favor of keeping the artwork posted on the courthouse wall. Fiscal Court met in Special Session on Tuesday, September 8th and discussed several items ranging from ATV trails to road repaving. 7KH¿UVWLWHPWREHGLVFXVVHGZDVSDVWGXHLQYRLFHV from Stan-Lynn Associates totaling over $55,000 from the previous administration. Judge Smith said that after reviewing the invoices, he ZDVVDWLV¿HGWKDWWKHFRPSDQ\SHUIRUPHGWKHVHUYLFHV and recommended paying the invoices. The court voted to pay the amount. The next item to be discussed was the opening of a joint bank account with the City of Jackson for the Airport. Judge Smith explained that in the near future, the county will be the sole owner of the airport but there is still grant funding the city obtained to repair the facility that the county will need to be added to a joint account for. The court voted unanimously to open the joint account. Thousands attended the annual Breathitt County A resolution was then read and passed to readopt old Honey Festival over the weekend to enjoy food, crafts, county roads for use as recreation trails. Four pled guilty to amended charges while one had his case sent to the grand jury for review and possible indictment. Dustin Elam, Dee Napier, Jessica Seagraves, James D. Neace, and William Wilder were arrested in a mobile home park on Quicksand Road last week after police discovered an active meth lab in the residence. After appearing in District Court on Monday, charges were reduced to Criminal Facilitation to Manufacture Methamphetamine against Wilder, Seagraves, Napier, and Neace. All entered guilty pleas and were sentenced to 365 days in jail, which was conditionally discharged. McWhorter with the Kentucky State Police (KSP) states that on September 16th, 2015, a complaint was received from Hall stating that she was pushing a stroller down the road on Little’s Creek when an unknown person ran her and the baby off the roadway with a four wheeler causing Hall to push the stroller over the hill causing injury to the infant after it allegedly hit a concrete barrier. See ‘Meth Lab’ Page 4 Fiscal Court Discusses Watts Fire Department & FEMA Repairs The Breathitt Fiscal Court met in regular session on Tuesday, September 22nd and opened FEMA bids and announced that Watts-Caney Fire Department has reopened. $IWHU URXWLQH ¿QDQFLDO PDWWHUV ZHUH GLVFXVVHG DQG approved, several bids were opened for the repair RI ÀRRG GDPDJHG URDGV DQG SODFHPHQW RI JDELRQ baskets throughout the county. Judge Executive JL Smith said that he was shocked that more bids weren’t received since several contractors attended a pre bid conference. The rally was organized by Mike Bryant after the Freedom From Religion group sent a letter to County Judge Executive JL Smith demanding the picture portraying Jesus be removed saying it offends those who do business at the courthouse who are not Christians.
