Message from the General Manager of PT Batamindo Investment Cakrawala The underlying key to PT Batamindo Investment Cakrawala’s ongoing success since we launched Batam’s first industrial park 25 years ago, has undoubtedly been the harmonious and productive relationship we have enjoyed with our workers. Batamindo’s history is well known to many. The brainchild of Indonesian and Singaporean governments and business leaders, the company commenced operations in 1990 and today oversees an industrial estate that spans 320 hectares and is home to dozens of respected national and multinational corporations, including PT Ciba Vision Batam, PT Schneider Electric Manufacturing, PT Epson Batam, PT Dynacast Indonesia and PT Infineon Technologies Batam, among many others. But it is not a journey Tunaskarya has undertaken alone. Here are some of the highlights of that journey. 22 23 1990 1991 CREATING OPPORTUNITY FEBRUARY PT Tunaskarya Indoswasta established as Indonesia’s first major labour supplier for multinational and national manufacturing companies operating in Batamindo Industrial Park in Batam, Riau Islands Province. 1993 FEBRUARY JULY Karel Budiman appointed to run Tunaskarya. Pak Karel, who still remains director of the Company, launches period of rapid growth. Tunaskarya embarks on Indonesia’s first traveling job fair to recruit workers for Batam. 1996 1998 JANUARY THE PERIOD OF CHANGE Company moves offices to modern headquarters in Kampung Melayu, East Jakarta, to accommodate more staff. In the same month, new branch office opened in Batam. SEPTEMBER SEPTEMBER Tunaskarya moves from Wisma Bank Central Asia (BCA) building to its own premises in Jl. Wolter Monginsidi in South Jakarta. 24 Tunaskarya expands its corporate social responsibility programme with a well-organised blood donation drive for Indonesia Red Cross (PMI), as well as establishing a Volunteer Corps (KSR) to assist during emergencies. DECEMBER JUNE After turmoil engulfed Indonesia the previous month, Tunaskarya relocates headquarters to two rooms at Wisma BCA and re-launches operations. Though business has been severely impacted, Tunaskarya’s resilient management team step up to ensure the innovative Company adapts to meet the challenges presented by the newly democratic political, economic and social landscape. 1999 2000 JULY FEBRUARY AUGUST Tunaskarya is back in action and moves to newly constructed headquarters in Harmoni Plaza, Central Jakarta. DECEMBER Tunaskarya is awarded ISO 9002 Certification for Quality Management Systems (certification is renewed every 3 years), which recognises the Company’s commitment to meeting the needs of its customers and other stakeholders while meeting statutory and regulatory requirements. Tunaskarya establishes a close working relationship with developer Bintan Resort Cakrawala, providing a range of human resources and industrial relations consulting services for a number of high-profile tourism developments on the resort island. To mark Tunaskarya’s 10th anniversary, the Company releases new, dynamic logo that symbolises the development of what matters most – people. AUGUST Tunaskarya sister company PT Sumberdaya Dian Mandiri begins operations, focusing on human resources for manufacturing operations outside the Riau Islands. Establish offices within the Bintan Industrial Estate, which caters to the garment manufacturing industry. 25 2003 JANUARY Tunaskarya moves its Batam operations to new office at Jl. Angsana in Batamindo Industrial Park. 2005 2010 FEBRUARY SEPTEMBER SEPTEMBER To mark its 15 year anniversary, Tunaskarya initiates a ‘True Commitment’ program by increasing its focus on training, developing and empowering workers, not only at the Batamindo Industrial Park, but also at Bintan Industrial Estate and Bintan Resort Cakrawala, where the Company also now operates. The Batam office of the Ministry of Manpower awards Tunaskarya with an award for organising the job fair in Batam. PMI recognises Tunaskarya’s corporate social responsibility programme, awarding the Company for its efforts to encourage blood donations over the course of 17 years. FEBRUARY The Batam offices of the Ministry of Manpower hold a successful job fair, an initiative of Tunaskarya. MARCH Tunaskarya’s positive reputation continues to grow as it plays a larger role in helping the governments of Batam and Bintan solve industrial relations issues. 26 2006 2011 MARCH Tunaskarya’s launches its Human Resources and Development Division (P2SDM) to upskill and better empower workers. In the same month Tunaskarya offers consulting services to help businesses navigate employment laws, manage their workforces and overcome industrial disputes. SEPTEMBER PMI recognises Tunaskarya’s Volunteer Corps (KSR) programme that has run for 18 years. 2012 2014 2015 AUGUST OCTOBER MOVING FORWARD PT Jamsostek, the stateowned company designated to manage social insurance fund for the private sector, recognises Tunaskarya’s contribution with a management award. University Polytechnic Batam recognises Tunaskarya’s positive contribution for preparing students for their first jobs. SEPTEMBER Tunaskarya forms building maintenance company PT Primajasa Tunas Mandiri, which provides a range of services, including cleaning and landscaping. It has 700 employees. APRIL ISO 9002 Certification for Quality Management Systems again renewed for another three-year period. FEBRUARY 22 Tunaskarya celebrates its 25th anniversary with a pledge to continue moving forward. 27 Awards & Recognitions 28 29 Moving Forward The manufacturing industry has been at the forefront of Indonesia’s steady progress toward becoming one of the world’s largest economies, a trend that is expected to continue in the coming years as foreign investors tap into the benefits of doing business in Indonesia and set their sights on the expanding middle-class and consumer spending patterns. 30 31 PT Tunaskarya Indoswasta has played a significant role in this growth in Riau Islands Province but has been quick to recognise potential barriers to continued economic expansion and to adapt its business strategies to mitigate against any impediments to the development of the nation and the prosperity of its people. While the cost of industrial land in Riau Islands, the province’s superior infrastructure and comparatively good governance have long been a major selling point for foreign investment, labour costs have continued to rise steadily. Though still low compared to Singapore and Malaysia, minimum wages increased by about 20 percent in 2015 on the previous year. But Indonesia is not alone, as competing manufacturing countries such as Vietnam and Cambodia have seen similar trends. One of the major factors, the Company believes, will be negotiating with increasingly politicised labour organisations, while at the same time educating manufacturing companies that are unfamiliar with Indonesian labour laws and culture. Here, Tunaskarya will continue to move beyond its important role of not only recruiting workers, but playing a more central function as a human resources management (HRM) company that can act before industrial relations escalate to impact on the day-to-day activities of its client companies. A key step in achieving these aims will be to help educate human resources departments – many of whom lack standardised qualifications – on the prevailing conditions to minimise operational disruptions and maximise output and profits. Accordingly, Tunaskarya believes that as Indonesian workers become increasingly organised in their expectations for fairer pay, benefits and working conditions, industrial relations will become one of the greatest factors in the country’s ability to attract foreign direct investment in the manufacturing sector.
