Watts Executive Director 4 Throughout the 2015 Police Athletic League Annual Report, we are sharing what PAL means to our children and families, friends and supporters, staff and volunteers. We are sharing PAL moments that matter. Our PAL members, ranging from children to teenagers, and young adults tell us why they participate in our programs. Parents explain the role PAL plays in their children’s lives. Alumni reflect on the significance of PAL and the impact PAL made on their future. Volunteers tell us why they give their time, talent and creativity to our children. Board members share their dedication to PAL. We are moving forward together, moment by moment, beyond a century of caring and commitment to New York City’s children. We asked a simple question: WHAT IS YOUR PAL MOMENT? 5 WHAT IS YOUR PAL MOMENT? Hon. Robert M. Morgenthau PAL Chairman Late in 1962, when I was the Bronx Borough Chairman of the New York City Youth Board, I received information that two youth centers were going to be closed because of the change in the population being served. I called a meeting of all the other youth-serving agencies to find out if any of them would assume responsibility for the soon to be closed centers. Only the representative of the Police Athletic League stepped forward, saying, “We will try to take responsibility for these centers.” Unfortunately, PAL was closing its 1962 budget with a significant deficit, and was seemingly unable to assume new responsibilities. I told the representatives of PAL that I greatly appreciated their offer, but before expanding their services, they needed to get their financial house in order. Their response: “Why don’t you become President of PAL?” At the time, I was the United States Attorney for the Southern District of New York, and was prosecuting and sending to prison a number of young people living in the Bronx, and throughout New York City. I thought about the offer to oversee PAL, and reasoned that it would cut down my caseload 6 and help the community, if I could help young people stay away from the long arm of the law. In January 1963, I was elected President of PAL, and I have served in that capacity, and later as Chairman, until the present. I have never regretted that moment of assuming leadership of PAL. We have expanded youth services provided by PAL throughout New York City, and with tremendous community support, we have raised the PAL budget to invest nearly $28 million annually in our city’s youth. John B. Osborn PAL President Some years back, my advertising firm developed a pro-bono public service campaign for PAL. We filmed the piece at PAL’s New South Bronx Center using actor Jimmy Smits, and some PAL kids. It was special to work with Smits, a well-educated, highly successful actor, knowing he was once a PAL kid from the Bronx. This PAL center is a vibrant, well maintained educational and recreational facility located in one of the most economically challenged neighborhoods in the City. The center is a thriving safe haven for hundreds of kids from the Bronx, just as another Bronx PAL center was for Jimmy Smits in his youth. When we arrived with the camera crew, the PAL kids came out onto the front steps of the center, swarming the adults and liberally dispensing hugs and smiles. The kids were engaged, excited, and happy. For me, it was proof positive of the tremendous impact we were having on these kids. Despite their difficult neighborhood and economic challenges, these kids were wonderfully energetic, and thriving. And what these kids all had in common with each other, and with Jimmy Smits: They were PAL kids. Frederick J. Watts PAL Executive Director My PAL moment is actually two moments, each one happening before I became the Executive Director. The moments are eerily similar, and each spoke to the profound importance the Police Athletic League has in the lives of New York City children. 7 In two separate events, held years apart, I was in the audience for programs hosted by the Manhattan District Attorney’s Office, and its longtime leader, Robert M. Morgenthau. In each instance, a speaker – one a popular television journalist, the other a long-time office employee -- began his remarks by stating unflinchingly, “Robert Morgenthau saved my life.” Each speaker focused on his childhood participation with the Police Athletic League. They described the PAL center in their respective City neighborhoods as an oasis for playing, growing, and learning. The speakers were resolute in their belief that their participation in PAL set their lives on a course of education and achievement. To Mr. Morgenthau, PAL’s long-time Chairman and stalwart, they were eternally grateful. These moments were powerful evidence of how PAL can impact children, and be the springboard for productive, successful lives. In these moments, I saw the power of what PAL has provided to children and their families for over a century. We are deeply committed to continue PAL’s great work, and soar to new heights for today’s PAL kids. They deserve nothing less. 8 EXECUTIVE DIRECTOR’S REPORT Having completed my first full year as PAL’s Executive Director, I’m thrilled to report that we had a terrific year serving the children of New York. Thanks to the outstanding leadership of PAL’s Board of Directors and the talented and committed staff, we built on the past successes, and offered outstanding educational and recreational opportunities for children in need throughout the City. PAL’s foundation is strong, and our future is bright. The confidence our government funders have shown in us has resulted in a great partnership, allowing us to maintain 35 PAL locations throughout the city, along with 41 Summer Playstreets, resulting in reaching more children in meaningful ways. The support we have from private businesses and individuals allows us to enhance our programs, and make them activities of choice for children, and their parents and families. Our sound financial position is the result of careful use of the resources with which we have been entrusted, and allows us to serve youth with more creativity and effectiveness. In 2015, we offered richer programming to more children. Our childcare and pre-kindergarten programs remain robust, with enhanced literacy education for our kids, and nutritional education and engagement for parents and families. Our after-school programs have expanded significantly, allowing us to offer important educational services to 5,139 elementary and middle school children throughout the City. We have put considerable effort into our teen programs with great results. With exciting partnerships forged with the private sector and other non-profits, we provided job training, internships, and educational opportunities for teens. We have expanded our internship placements to our highest levels ever – 1,714 placements of youth in valuable summer jobs. We have expanded our college readiness programming and forged exciting partnerships with local universities to help prepare our children for college. Indeed, we traveled throughout the Northeast and took 200 high school seniors on inspiring college visits. Our juvenile justice programming has also borne fruit, as previously court involved youth have blossomed into productive high school, and college students. We have also put considerable effort into our sports and recreational programs and have developed robust athletic programming throughout the City ranging from, among other sports, flag football, rugby, and basketball. We have held exciting city-wide events allowing children to compete and develop relationships with mentors and other students throughout the City. We are particularly proud of our continuing emphasis on fostering positive relationships between the community and the New York City Police Department. Our century-long partnership with the NYPD has produced opportunities for children to interact with police officers in positive, and productive ways. Our workshops with NYPD, as well their involvement in our Cops and Kids Sports programs, offer tremendous avenues to develop relationships and understanding that promote better, safer communities. PAL’s outstanding service to children cannot happen without the generosity of our volunteers, and individual and corporate supporters. I am fortunate that I am allowed to see PAL’s accomplishments in the faces of happy successful youth we have touched. And each moment I see a child learning, growing and having fun, we create a new PAL moment – for us all. Frederick J. Watts Executive Director 9 “ “ One of my great PAL moments was going to the Duncan Center at the ribbon cutting ceremony… After the ribbon was cut, the doors behind us opened and we were in a room with the PAL orchestra playing classical music. It was so beautiful it made me weep – the sight and sound of the remarkable aptitude of these children to complex, melodic, swelling classical composition was breathtaking. Truly miraculous! Rikki Klieman, Board Member 10 PAL PROGRAMS AND SERVICES PAL serves over 35,000 boys and girls in all five boroughs through youth centers, education and employment programs, cultural arts activities, summer Playstreets and day camps, and juvenile justice initiatives. PAL programs and services can create a moment in time that turns a child’s life around. Through the PAL experience, boys and girls open up horizons for self-expression through the arts; pursue academic achievement through tutoring and educational enrichment; receive inspiration from staff and police officers; and engage in fitness and personal growth through recreation and team sports. EARLY CHILDHOOD EDUCATION PAL provides vital early childhood education to New York City families by integrating Head Start Programs, Daycare and Universal Pre-Kindergarten (UPK) programs. Early Childhood Education is designed to address each child’s individual strengths and needs, giving children a strong cognitive foundation prior to entering kindergarten. PAL’s six Early Childhood Education Centers throughout Brooklyn and Queens currently serve 550 children ages 2 through 5, providing them and their families with educational assistance, social services, and physical and emotional health support. PAL provides inclusion opportunities for children with disabilities. Qualified early education professionals ensure that children are given the best learning experiences coupled with fun developmental opportunities through dance and music. Participants have shown increased school readiness, increased family literacy and improved social skills. “My early introduction to music at PAL Head Start helped to shape my career as a musician. As a PAL child, Mr. V. was my first teacher, and he introduced me to music. We reunited on my daughter’s first day at PAL. Knowing that Mr. V. would also be my daughter’s first teacher gave me an overwhelming sense of joy.” - Mr. Andrew Smith, Parent, Arnold and Marie Schwartz Early Learn Center 11 PAL PROGRAMS AND SERVICES AFTER-SCHOOL PROGRAMS FOR ELEMENTARY AND MIDDLE SCHOOL CHILDREN PAL provides youth in grades K through 8 with a high-quality after-school experience of academic enrichment (PAL Smarts), arts learning (PAL Arts) and physical education (PAL Fit). PAL’s after-school programs keep thousands of children safe and productive during high-risk after-school hours. In 2015, over 5,000 children in all five boroughs received homework tutoring, and Science, Technology, Engineering, and Math (STEM) programming, along with varied educational enrichment. Children also built confidence in selfexpression through an introduction to illustration, instrumental music, dance, performance poetry, and theater arts. In addition, children engage in the recommended levels of physical activity while learning about healthy lifestyles and nutrition. PAL’s after-school participants have shown increased self-esteem, improved engagement in school and increased physical activity. “My greatest moment in PAL was when I submitted my poem for Poetry Jam. I love poetry, and it felt so good that my poem made it. It’s an awesome feeling I can’t really explain, when you accomplish something you love. I love coming to PAL and being able to do what I love.” - Anastacia, age 11 “I had more than one great moment in PAL. When I first started in PAL, I took photography. I learned so much, and had so much fun. It was awesome.” - Edison, age 12 “My favorite moment was the first day of creative writing. I get to do what I want to the story and let my imagination fly free. I can even add twists in the most unexpected parts.” - Akithma, age 10 12 PAL PROGRAMS AND SERVICES TEEN PROGRAMS PAL offers teens engaging, structured programming, which provides a safe haven to allow youth to positively interact with their peers and adult role models. Activities include academic enrichment, sports and recreational activities, life-skills and job-readiness training, along with leadership training and community service projects. Through the Summer Youth Employment Program, PAL provides paid summer employment, as well as workshops on career exploration and financial literacy. In 2015, PAL placed 1,714 youth in summer jobs. PAL’s In School Training and Employment Program (In-STEP) is a college preparation and workforce development program that prepares high school students to excel academically. In-STEP participants had a 91% high school graduation rate in 2015 (compared to a Department of Education-wide graduation rate of 64% for a similar group). A remarkable 97% of those students are attending college. PAL’s Juvenile Justice Programs reduce the risk of recidivism among court involved youth by offering an array of educational and therapeutic services. “With the support, encouragement, and acceptance from PAL, I am a college-bound young adult. Now I’m not alone, and I know that with PAL’s support I can reach my goals.” - Sean, age 16 13 PAL PROGRAMS AND SERVICES “I’ve been with Playstreets for about five years but the summer of 2015 will go down as one of my best experiences. I had the privilege of meeting 35 beautiful little souls who are now permanently in my memory. Being able to help ... make a difference in someone else’s life, will always be the greatest feeling in the world.” – Courtney Rumble, PAL Site Director, Glenwood Playstreet in Brooklyn SUMMER PROGRAMS Summer Day Camps PAL provides children ages 5 to 13 living in communities facing high rates of poverty and crime, with summer day camps free of charge. Over the course of seven weeks, children engage in a schedule of academic enrichment, arts learning, and fun physical fitness activities including team-based athletic tournaments, and sports fundamentals instruction. Frequent field trips and special events add excitement to summer days, and introduce campers to youth from other communities and cultural resources in and around the City. Over 3,000 children in all five boroughs participate in PAL summer camps. Playstreets Playstreets is a signature program, where PAL closes dozens of public areas in New York City neighborhoods suffering from high rates of crime and poverty, and creates supervised and fun-filled places for children, ages 6 to16, to play in safety. PAL served 5,459 children in 2015, who visited Playstreets to enjoy an array of games, arts and crafts, and other fun supervised activities. In addition, Playstreet children learn about their local community, including members of their own NYPD precinct and their community elected officials. Playstreets are created on public streets throughout the five boroughs, as well as in public spaces in parks, New York City Housing Authority property, and homeless shelters. The 100 year-old Playstreet concept turns neighborhood resources into a safe, nurturing environment for summer fun. 14 PAL PROGRAMS AND SERVICES POLICE AND COMMUNITY PAL has developed an array of programs and activities that help bridge divides between the police and the communities they serve. PAL’s unique, century-old relationship with the NYPD allows police officers to work closely with PAL youth throughout the City, serving as role models, mentors, and positive influences. In the Cops and Kids Sports Program, officers develop meaningful relationships with PAL children by playing basketball, flag football, baseball, and soccer. Over 400 police officers volunteer as players and coaches throughout the year and participate with youth in friendly sports competitions that allow all participants to develop positive and lasting relationships. PAL’s Junior Police Club connects students with the NYPD through local precinct visits, crime prevention workshops, and community service projects. PAL’s annual Police Commissioner for a Day essay contest gives winners the unique opportunity to spend the entire day at Police Headquarters with Commissioner William Bratton, PAL’s Honorary President, and other top police officials. PAL teens participate in powerful workshops entitled, Operation Conversation, Cops and Kids, which facilitate communication and understanding among police officers and community youth. “Utilizing sports as a tool in having a partnership with PAL and NYPD has encouraged our youth that they are indeed important and that NYPD cares for the youth and wants them to succeed.” - Police Officer Victor Matos, Bronx “Playing Cops and Kids basketball was a good opportunity to learn a lot of things with the cops like respect and how to play like a team. It was fun playing with them.” - Anderson, age 19 In addition, police officers from local precincts are a constant presence in PAL centers. Officers play games with children, and participate in after-school and teen programming, and citywide events and contests. “Playing Cops and Kids basketball benefited me because I got a chance to see a friendlier and fun side of cops that not a lot of people get the chance to see.” - Daniel, age 17 15 PAL PROGRAMS AND SERVICES SPORTS AND RECREATION PAL continues its tradition of providing a first rate organized sports and recreation experience for the youth who otherwise would not be able to afford private sports leagues or play on a school team. In 2015, PAL organized and facilitated leagues,tournaments, and special events for over 13,000 youth. PAL’s sports and recreation programs keep young people engaged in positive youth development activities and reinforce the concepts of discipline, leadership, teamwork, and sportsmanship. Sports and recreation programming, which includes baseball, softball, basketball, volleyball, soccer, and flag football, are often assisted by volunteer NYPD members, and community volunteers. A special component of sports programming is designed to bring police and the community together. Exciting partnerships, along with foundation support, have allowed PAL to introduce children to new sports such as rugby, and floor hockey, which have been received enthusiastically by participants.
