Plan, Create, Develop
We are investing for you!
It looks like 2014 will be rich in projects. Here are the principal investments to be made this year:
• Over $62 million to implement infrastructure to help
develop the residential, commercial and industrial sectors;
• Over $15 million to improve the road network:
– – rehabilitation of the sewer and water networks
(particularly on boulevard Levesque, between Viviane
and Lahaise streets, and on boulevard Daniel-Johnson,
between boulevard Saint-Martin and avenue JeanBéraud) to keep our roads in good condition;
– – repaving, particularly on boulevard Curé-Labelle,
between boulevard Saint-Martin and Highway 440; on
boulevard Saint-Elzéar, between boulevard Chomedey
and Highway 15; on boulevard de la Concorde near the
Centre de la nature; on Chemin de l’Équerre;
• $6.5 million to develop parks and community spaces,
and to acquire green spaces by:
– – reconfiguring and upgrading the playground sets at
Hébert, Wilfrid-Pelletier, Fleur-de-vie, Raymond and
Cèdres parks;
– – installing a tennis court and a permanent outdoor
skating rink at Bouthillier Park;
– – developing three dog parks: in Horizon-Jeunesse
and Berthiaume-Du Tremblay parks and another
on Lisane Street.
• $600,000 to restore and renovate buildings, and
to finance further studies on the city’s built heritage;
• Also, this year the City will begin the construction
of two fire stations: Station 2 (Chomedey) and
Station 10 (Saint-François).

Dear fellow Citizens,
Last December, my team and I adopted the 2014 budget
for Ville de Laval. Driven by the will to materialize the
vision we promoted over the past months, we prepared
a strong and balanced budget of $759 million for Laval
citizens, which represents a minimal increase of 0.5% in
comparison with 2013. Among the commitments that have
been met are the freeze on the average residential tax bill
of homeowners in 2014, the adoption of a new code of
ethics for elected officials — effective since February —
and free public transport for seniors. As such, I am happy
to announce that seniors aged 65 and over will be able
to use all STL services for free, as of May 1st, 2014. This is
great news for the promotion of active mobility!

By browsing through this edition of Vivre à Laval, you
will notice that our city was cer tified “Age -Friendly
municipality”. As such, we adopted an action plan to
promote the integration of seniors into the community.
I invite you to discover the highlights of investments
planned for 2014 over the following pages. The Culture and
Leisure Section provides details on the various activities
that await you at the Maison des arts, and in libraries, as
well as in parks and outdoor spaces across Laval.
It is the dawn of a new era for Laval; I warmly invite you
to be a part of it.

Laval is the most active region in Quebec
Female entrepreneurship
They are 6,475-strong and they are bold. They single-handedly manage more than 30% of businesses on
Île Jésus 1. The most recent overall picture of entrepreneurship in the Laval area is clear: “Nothing compares to
the strength of female entrepreneurship in Laval (...); the success rate of female entrepreneurs reaches 70.5
in comparison to 10.2 for all of Quebec. This goes to show that, in Laval, more women are ready to launch a
business, there is an above-average number of them in the process of starting their business, and their success
rate is greater than anywhere else in the province 2.”
Ruth Vachon, President of the Réseau des femmes d’affaires
du Québec, pointed out that the Réseau gave more lectures
in the Laval area—three times more than anywhere else—as
part of its projet Développement économique au féminin.
“I am not afraid to say that Laval is, by far, the most active
area in Quebec in this project.”
The Réseau des femmes d’affaires du Québec launched
the projet Développement économique au féminin over
a year ago. This bold initiative, carried out in partnership
with the Ministry of Labour and Status of Women Canada,
helps identify women-owned businesses with a potential
for growth. In Laval, these businesses are identified by
the Centre local de développement (CLD) de Laval, Laval
Technopole and the business community.
More than half of Canadian SMEs
are owned by women
Caroline Thibault, Regional Chair of the Réseau des
femmes d’affaires du Québec for the Laurentians, is just
as optimistic: “We not only noted the keen interest in
female entrepreneurship, but also the increasing diversity
of these women-owned businesses.”
In 2013, 16% of the 30-something Quebec-based companies
certified as part of the project—with an overall turnover
amounting to $158 million—came from Laval. Thibault
noted that Joanel, a Laval firm and leader in the handbag
industry, was the first company in Quebec to be approved.

The spectacular growth
of female entrepreneurship
According to the Fondation de l’entrepreneurship, 9.4% of
Quebec women manage a business, compared with 5.5% in
2009. A growing number of firms are managed by women
in the rest of Canada: “The number of such firms increased
from 13.7% in 2004 to approximately 14.9% in 2007, and
then to 15.6% in 2011. More than half of Canadian SMEs are
owned by women (...). The increase in women involvement
in the economic activity has generated $130 billion in
2012, approximately 7% of the GDP 3.”

“I think women entrepreneurs are very supportive of each
other. The majority of them don’t start a business with the
main purpose of turning their business into a multinational.
A large majority of women are self-employed and want to
balance work and family”, explains Ruth Vachon.

Access to funding
Access to funding in order to launch or develop womenowned businesses is without a doubt among the greatest
challenges. “Women entrepreneurs will start by borrowing
money from relatives. This is commonly refered to as
love money”. Ruth Vachon added that she has often
heard women entrepreneurs say that they were afraid
to turn to financial institutions. As such, she conducted
an experiment, which has proved successful. The Réseau
des femmes d’affaires has forged a relationship with the
Business Development Bank of Canada (BDBC), which has
greatly facilitated the process. She added “you have no
idea how many women entrepreneurs came to me saying
that a great weight had been lifted off their shoulder”.
Caroline Thibault mentioned that, in order to support
female entrepreurship in Laval, last year, the Réseau
Femmessor created a Laval chapter, in which the Centre
local de développement (CLD) de Laval became fully
involved. In 2012, the rate of businesses started by
women and supported by the CLD was 44%.

Immigration: specific agreement
A specific agreement on immigration was announced last December for the Laval area. The purpose of this
agreement, which covers the period of 2013-2018, is to facilitate the integration of immigrants, who now make
up close to 25% of Laval residents. The agreement came with an investment of $3.1 million, $725,000 of which will
be disbursed by the Conférence régionale des élus de Laval and the Forum jeunesse Laval. As for Ville de Laval,
under the agreement, it will contribute a sum of $375,000.
The agreement aims to develop and establish strategies and innovative projects to facilitate community integration
for immigrants in Laval. The partners specifically wish to improve the creation of peaceful intercultural relations,
to promote the development of the potential of immigrant workforce, and to stimulate the advancement of
knowledge on the reality of immigrants.

This year, the Laval Local Housing Authority is celebrating its
35 th anniversary. In addition to handling the administration
of 1,696 dwellings, including 1,120 low-rent housing, the
organization manages 111 dwellings as part of Québec’s
affordable housing program (programme Logement
abordable Québec), and six dwellings within the mortgage
loan interest rate reduction program (Programme de
rabattement d’intérêt). Since January 1st, 610 dwellings
were added to the care of the LLHA (534 of which within the
Val-Martin project, and 76 within the AccèsLogis program).

In December, the Government of Quebec announced a
major project to regenerate 208 housing units in Phase 1
of Immeubles Val-Martin. Mayor Demers also announced
the construction of a community centre in the heart of
Val-Martin. Two excellent news for the revitalization of this
neighbourhood! The 534-unit social housing complex is
now managed by the Office municipal d’habitation de Laval.
Ville de Laval undertook to contribute up to $1 million in
order to support the development of the Musée ArmandFrappier. The future BioCentre Armand-Frappier will
occupy a new building adjacent to the Laval Cosmodôme.
With a mandate to promote understanding of scientific
issues related to human health, the Musée enjoys a great
reputation in the school environment. The number of its
users grew considerably between 2007 and 2012, leaping
from 6,500 to 24,000 users per year. The Musée must now
limit its activities and development due to the lack of space
and availability. Its relocation will allow it to extend its
services and to create a genuine hub for fun and science
that will attract customers beyond regional confines, in
synergy with the Cosmodôme, with which it will share
spaces and facilities.
Flood risk areas
Ville de Laval held an information and consultation meeting on December 5, in order to inform its citizens on the
actual impacts of the new flood levels pursuant to the adoption of O.C. 755-2103 by the Government of Quebec. The
City will soon grant a mandate to further studies. In order to jointly determine new flood levels, the methodology of
this study will be agreed upon with the Government of Quebec. Once the government formally recognizes the new
levels, Ville de Laval will change its urban planning and zoning bylaws.
On the road, I drive carefully
Bad driving behaviours are the main cause of traffic accidents in Laval. In early 2014, the Service de police de Laval
issued the schedule for its annual road safety campaigns, inviting all users to watch their driving and to exhibit the
right behaviours. Police officers do prevention work and, in order to uphold the Highway Safety Code, perform the
inspection of various factors contributing to road accidents, such as speed, use of seat belts, distractions behind the
wheel, red lights and driving under the influence.

to which every citizen of Laval will be invited next year.

In 2026, 95,000 Laval residents will be over the age of 65,
namely 23% of the population. In order to adapt its services and
infrastructures to this future reality, the City was certified “SeniorFriendly municipality” (SFM) and, at the same time, adopted its
2014-2017 AFM action plan. With this action plan, the City will
modify its policies and services to ensure seniors are actively
involved in the community.
In June 2010, Ville de Laval initiated the process to be recognized
as an SFM. The City has held consultations with seniors in order
to learn more about their needs, which are listed in the Portrait
des services et des besoins des aînés sur le territoire lavallois. Following the consultations, the City mandated a partners
committee to draft the 2014-2017 SFM action plan.
The action plan defines Laval’s commitments, and those of its partners, toward seniors. It includes 70 measures to
be implemented in order to meet some twenty major needs expressed by seniors in various areas such as urban
planning, transport, housing, social involvement, community support and health services.
In 2014, Ville de Laval will begin to implement proposed measures, such as:
• Reconfiguring public spaces like pedestrian crossings, sidewalks, and rest areas, in order to promote accessibility
and public safety, especially the safety of seniors and persons with reduced mobility;
• Developing informational tools on services and prevention.

One step closer to an animal centre Quebec week for the disabled
The 2014 Quebec Week for the Disabled will be held
June 1 to 7. A wealth of activities is offered during this
annual event aiming to promote the social involvement
of persons with disabilities. Among these activities is the
gala Visages d’art, which will be held in Laval. This gala,
organized by the Association régionale de loisirs pour
personnes handicapées de Laval (ARLPHL), honours the
citizens, organizations and businesses that stood out in
matters of social integration over the past year.

Ville de Laval took another step toward having its own
animal centre in order to provide services for Laval residents
and their pets, by preparing to launch an invitation
to tenders to acquire professional architectural and
engineering services to prepare plans and specifications.
This is a huge step toward building the animal centre on
land owned by the City, and located in Place Maurice-Cullen,
in the Highway 25 Industrial Park. In the meantime, in order
to keep providing an essential service to its population,
Ville de Laval mandates Auberge Zen to manage animal
services on its territory. Auberge Zen will provide animal
services from Monday to Friday between 10 a.m. and
8 p.m., and on Saturdays from 10 a.m. to 4 p.m., from their
offices located at 1875, boulevard Fortin in Laval. Their
services include: animal patrol and collection, shelter,
veterinary care for pets, as well as wildlife assistance and
control home services. In case of emergency, you can call
the hotline at 450-663-3338, available 24/7.

Chief of the Service de police de Laval
Q: Why is it important for a police department to get
involved in the community?
A: Our trust relationship with citizens is crucial in our
mission as a police department. I believe in the importance
of taking the time and the means to forge other types of
relations with citizens. By doing so, citizens get the chance
to meet the police officers in a context that reflects both
their commitment and their human side.
Q: Can you give us an example of how police officers
contribute to the well-being of Laval citizens through
community involvement?
In November of 2013, Pierre Brochet welcomed almost
40 Laval organizations at the police headquarters.
A: Our police officers are highly involved in the community.
The canine unit calendar, benefiting the Fondation Martin
Matte, is one of our major commitments. This project was
started pursuant to an incident: a police officer died in his
vehicle while responding to an emergency call. He suffered
head trauma. The foundation raises over $50,000 annually.
Q: How do you plan on improving police involvement in the coming months?
A: As Chief of the Service de police, I must lead by example. As such, in February, I had my head shaved for the
Canadian Cancer Society and I plunged in icy waters to benefit Special Olympics Québec. Several police officers also
took part in these two events. It is important that people have fun during this kind of commitment. Not only do we
get to participate in a group activity, but we also get to show our pride in being peace officers and in serving citizens.
Q: Tell us about the Service de police involvement with Laval organizations?
A: Laval organizations contribute a great deal to the community. We have to make the best of our partnership with
them. Our relationship is of the utmost importance when it comes to quality of life and the security of citizens. I have
undertaken a tour to meet with them, hear their concerns and learn about their perception of security in Laval and
their views on police/community relations.
Simultaneously, an extensive study to determine the community’s level of satisfaction and trust in the police service
was conducted in the beginning of the year, in the course of which we consulted organizations, citizens, partners and
businesses. By doing so, I was able to appraise the situation, and I was able to better reflect on strategic orientations.

Avoiding fines could save a life...
it’s that simple!
Did you know that, in Laval, access to any new above ground or inground pool, or to any hot tub filled with
water over 45 cm (18 in.) deep, must be protected by an enclosure? That you must apply for a permit prior to
undertaking any work? That the work should be carried out as approved?
Unfortunately, too few citizens are aware of the bylaws and nearly 80% of swimming pools or hot tubs inspected
in 2013 were deemed non-compliant. It is best to get all the necessary information before installing anything, as
each violation is liable to a fine of $500, not to mention the safety hazards involved.
In order to avoid having to redo the landscaping, and to protect your loved ones, make sure to follow the rules.
It’s easy to do, and it could save lives.
Each violation concerning the installation of a swimming pool comes with a
$500-fine. It is mandatory to install, among other things, a device that automatically
closes and locks the door accessing the swimming pool.

L’accès au terrain est clôturé et la terrasse est aménagée de telle façon
que son accès à la piscine est protégé par une enceinte.
RECUL MINIMAL DE L’ENCEINTE
L’enceinte doit être située à une distance minimale de 1,2
m (4 pi) du rebord intérieur de la piscine. La hauteur de la
clôture, mesurée à partir du niveau du sol à l’endroit où elle est
érigée, doit être d’au moins 1,2 m (4 pi) et d’au plus 1,83 m (6 pi)
(voir illustration 8).
Les appareils liés au fonctionnement d’une piscine doivent
être installés à plus de 1 m de la paroi de la piscine ou, selon
le cas, de l’enceinte (voir illustration 9.). Toutefois, veuillez
noter que certaines exceptions s’appliquent.

Laval aims for four Fleurons
The Fleurons du Québec are part of an horticultural program acknowledging the efforts of municipalities that make
their environments more attractive by adding greenery. Since joining the program in 2006, Laval was awarded three
Fleurons, bearing witness to high-quality beautification.
As in July of last year the region was hit by a microburst that damaged several trees and facilities, the City postponed
the jury’s visit to this year. This summer, the judges will therefore walk around the territory to update Laval’s rating.
This year, Laval has set out to obtain four Fleurons. Ville de Laval invites you, the citizens and businesses of Laval, to
be part of the movement by making your property greener!
Laval Drinking Water Conservation Strategy:
consuming water differently!
In August 2012, Ville de Laval adopted its Drinking Water Conservation Strategy
to ensure the sustainable development of drinking water. Among the proposed
measures, home diagnostics have been performed in 2013 during home visits.
These visits have provided, among other things, an overview of drinking water
consumption. Also, water-saving devices, such as low-flush toilets and shower
heads, and rainwater barrels, were distributed to participants. This measure
generated an annual saving of over 950,000 litres of water.
The Service de l’environnement also visited several Laval industries, businesses
and institutions (IBI) to measure their water consumption and to guide them

Tree planting
Aware of the many environmental benefits of urban forestry, Ville de Laval
is set on planting nearly 6,000 trees and seedlings in 2013-2014 in order to
enrich the territory. So far, 4,600 plants have been planted:
• 1,382 caliper trees (with a diameter of 50 mm at 30 cm above ground)
planted along streets, on public rights-of-way and in parks;
• 3,000 seedlings and 222 caliper trees planted during community plantings carried out in collaboration with citizens, PlantAction, Éco-Nature, Tree Canada, the Comité des citoyens de Laval-Ouest, the Comité de protection de l’environnement de Saint-François, the Corporation pour la mise en valeur du bois de l’Équerre, the Centre horticole de Laval and the Ministry of Natural Resources.
Ville de Laval would like to thank its partners, and will pursue its efforts to
make Laval greener by the end of 2014.
Permits and grants applications
The storm of July 19, 2013 will forever be remembered by Laval residents and municipal employees. More than
10,000 calls were received in the span of five days, and more than 300 employees have worked around the clock to
clear broken or uprooted trees from public roads and to help the victims. This spring, several citizens will have to
plant or maintain trees on their property.
Ville de Laval has therefore set up programs and bylaws governing the purchase, planting and maintenance, tree cutting
and stump removal. For more details, visit our website. In addition, in order to accelerate future permits and grants
applications, make sure to fill out and sign the form, and to include all the photos, plans, permits (whenever required)
and invoices relevant to your application.

How to avoid the presence
of mosquitoes

In order to deny mosquitoes the sites they
need to proliferate and multiply, and in order
to spend a summer free of mosquito bites and
buzzing, here are a few simple tips to help you
get rid of stagnant areas around your home:
How to improve air quality?
Air quality is affected by the level of pollutants in the air we breathe.
Once these pollutants reach a certain level, they can be hazardous
to health. The following are a few simple tips on how to reduce
the emission of air pollutants, and help maintain good air quality:
At home:
• As much as possible, avoid using solvent-based products such
as oil-based paint, gasoline, and turpentine, particularly on very
hot days;
• Never burn domestic waste;
• Avoid planting certain plants such as birch, ash and grasses,
as they produce highly allergenic pollens.
In your commute:
• Minimize the use of your car:
– – By choosing an alternate means of transport (STL fares are
reduced to $1 during smog days);
– – By carpooling;
– – By doing all your errands in a single run;
• When you use your car:
– – Avoid traffic jams and idling;
– – Clean the engine and the filters of your vehicle regularly.

• Start cleaning your pool in June at the
latest, and keep the water clean and
well-chlorinated;
• Clean your gutters regularly;
• Avoid any water accumulation on your

• Empty your wading pool at least twice
a week.
Spring flower distribution
The spring flower distribution will take
place Saturday May 24, from 9 a.m. to 2 p.m.
at the Centre de la nature de Laval. The event
is organized by the Fondation du Centre de la
nature de Laval in collaboration with Ville de
Laval. Upon presentation of a proof of residence
(driver’s license, electricity or phone bill), each
resident will receive two annual flats, two pots
of perennial, and a bag of compost. Children
will receive a Lavatera plant, which is the floral
emblem of Ville de Laval. Information booths on
horticulture, a potting shed, and face-painting
for children are also on the menu.

Municipal right-of-way
A right-of-way is located approximately between the side of the street and the service
box (water inlet valve). This portion of land is located on municipal infrastructures
landscaped with asphalt, lawn or shrubs. However, permanent structures (such as
low walls) must be installed at a distance of more than 1 meter from the curb.
If snow removal operations have caused damage to your lawn this winter, you can
request its replacement by calling 311. You have until May 15 to file a replacement
application; your lawn should be replaced by June 24.

MS Walk
The purpose of this bike ride is to sensitize road users to
complying with the Highway Safety Code, to mutual respect
and to sharing public roads, while reminding them of the
vulnerability of cyclists on the road. This 18-km bike ride
is open to everyone, and takes place in silence, under
police escort.
For the benefit of the Multiple Sclerosis Society of

Un foyer pour toi
In the last 20 years, more than 14,000 people have required the services of Un foyer pour toi, a transition home
for adults battling addiction.
The home is duly accredited by the Agence de la santé
et des services sociaux de Laval. It offers two separate
services to adults battling alcohol, drug or gambling
addiction: detoxification help and support, and social
reintegration. “In order to be independent, addicts must
first understand their problem and accept the fact that
they will have to deal with it their entire life,” explained
Jacques Bernier, General Manager of the Centre, adding
that Un foyer pour toi also offers, among other things,
self-awareness workshops, meditation and yoga classes,
physical activities, and references to external resources, etc.
“We have beautiful testimonies,” continued Jacques Bernier,
“We’re here to help addicts empower themselves, and to
help them take the necessary steps. Only one condition
applies to be eligible for social reintegration: the person
must have undergone therapy over the past six months.”
Un foyer pour toi was founded in 1993 by the late Claude
Binette, who was a volunteer at the Maison du Père in
Montreal. Respect, transparency, integrity, responsibility
and tolerance are the building blocks of this organization.
The home has 28 beds and the support of 33 partners
and collaborators, including the Agence de la santé et
des services sociaux de Laval, the Centre de réadaptation
en dépendance de Laval, the Association des centres de
traitement des dépendances du Québec, the Maisonnée
Paulette-Guinois, the Centre local de développement
(CLD) de Laval, Alcoholics Anonymous, Emploi-Québec,
the Service de police de Laval, Narcotics Anonymous, and
the local Laval services network.

June 30, renowned artists and thousands of choristers and
musicians will get Laval moving to the rhythm of music from

Eaux du monde and Watermark
24 Hours of Science
On April 22, to mark Ear th Day, kill two birds with one
stone and visit Eaux du monde, an exhibit on drinking water
production in different parts of the world, and then watch the
documentary Watermark, by Edward Burtynsky and Jennifer
Baichwal, which exemplifies the relationship between people
from several parts of the world and water.
Come celebrate science and technology! Hundreds of activities
are scheduled to take place throughout Quebec to mark the
9 th edition of the 24 heures de science to be held from Friday,
May 9 at noon, to Saturday, May 10, also at noon, under
the theme Entre art et science, mon cœur balance! Here is an
overview of activities to be held in Laval.

GRANDE FÊTE
DES POMPIERS
Performances, interactive
demonstrations and festive mood
Firefighters invite you to the Grande Fête des pompiers held
at Centropolis on May 30-31 and June 1. Come stroll through
this urban setting where you will get the chance to meet
firefighters through various interactive activities on fire safety,
such as handling a fire extinguisher, walking in a smoky house,
and visiting a rescue lifeboat, etc.
Entertainment for everyone
Shows and inflattable games will entertain youngsters. Also,
activities and educational booths on fire safety awareness
will liven up your visit. In addition, the traditional parade of
antique fire trucks is back again this year. These vintage fire
trucks and their lively horns will blow you away!
In the evening, music performances will be held on the big
stage located at the heart of Laval’s hippest terraces. Admission
is free, hope to see you there!
New culinary activity:
discover our cooking firemen!
Adults will also get their money’s worth with the new culinary
activity during which firefighters will showcase their cooking
skills along with renowned cooks. On the menu: they will share
tips and prepare summer recipes. The whole will be punctuated
with instructions on how to prevent cooking fires and how to
be safe around the kitchen.

Firefighters’ race:
new race maps, new challenges!
The 3 rd Firefighters’ Race is innovating with whole new running
maps. This year’s race still offers the possibility of running
2 km, 5 km or 10 km. On June 1, whether you wish to have fun
with your family or take up a personal challenge, whether you
prefer walking or running, come kick off the summer in shape!
All runners will receive a participation medal and an energizing
snack at the finish line. An official Tech jersey of the firefighters’
race will also be distributed to all runners registered in the
5- or 10-km race.
Running for good causes!
The funds raised will go to the Fondation des pompiers du
Québec pour les grands brûlés. In addition, for each registration
involving a student from the Commission scolaire de Laval or
the Sir-Wilfrid-Laurier School Board, $5 will go to the student’s
school for a physical activity project.

RUI projects go a long way!
The product of a partnership between several Laval partners,
the Revitalisation urbaine intégrée (RUI) project materialized
last year through various achievements, leaving a trail of
facilities for students and citizens, as well as many activities
that have led to so many opportunities to forge links between
the citizens of the neighbourhoods concerned.

For soccer, football, and Ultimate Frisbee enthusiasts
Did you know that Laval has 12 fields with an artificial turf on which you will be able to play your favourite sport as soon as
of May? Contact your local Bureau municipal lavallois to find the nearest field and for information about public hours.
Enjoy skating for a longer period
Come for a swim!
Skating and hockey enthusiasts will be thrilled to learn that
the City will offer additional time slots for everyone in the
spring in select arenas. Inquire about these new time slots
and enjoy your favourite sport for a longer period.
The 59 tennis courts in Laval, spread across 25 municipal
parks, will be open from May 3 to October 26. Admission is
free for everyone from 9 a.m. to 11 p.m. Between July 1 and
August 15, during lessons to children, Sundays and Mondays
will be exclusively reserved for public tennis. No reservations
required. Please note that public tennis can be played for free
at any time at Notre-Dame-du-Sourire, Saint-Norbert and des
Nénuphars parks.
Couvrette and Saint-Victor parks, managed in partnership with
l’Académie de tennis Laval, offer booking and supervision
services, and are available at an affordable cost. You can reserve
a tennis court seven days in advance at www.tennislaval.com.

Physical Activity Day
Day Camps
On May 4, discover, or rediscover, the joys of physical activities offered
in your neighbourhood! This year, you are particularly invited to bike the
North-to-South portion of la Route verte. There will be entertainment for
the occasion all along the bicycle path to lead you all the way to Des Prairies
Park, where activities await you from 1:30 p.m. to 3:30 p.m. Come have fun,
alone, with your family, or among friends!
Laval day camps will host nearly 3,000 youngsters
between the ages of 6 and 12 from June 25 to
August 15, in 28 neighbourhood parks. This is a
great opportunity for these youngsters to spend
wonderful days safely discovering and learning
new things in the company of trained and dynamic
camp counsellors. This summer, camp counsellors
will particularly be inspired by the Wixx and
Tremplin Santé (Shape Up) programs, which aim
to encourage young people to be more active
and to eat better on a daily basis.

And teenagers will not be left out! They can choose
a sport or cultural activity specifically designed
for them. For more information, please consult
the summer activities brochure. The brochure also
provides details on how to receive training to be
an assistant camp counsellor, and on the Camp
Counsellor Training program (DAFA).
Swimming and tennis
The cycling club Espoirs Laval is once again holding the first round of the
Quebec Espoir Apogée cup, which will be held on May 17 and 18, and
which will feature some 300 cyclists. This competition is intended for young
people under the categories “Développement feminin” and “Développement
masculin” (women’s and men’s development). There is a range of highly
interesting courses in the Laval area to make this an exceptional sporting
event. We are hoping for a large turnout.

pools for young people and adults. As for tennis,
the programs include parent-child lessons, family

Mérite sportif lavallois:
honouring our athletes for 25 years!
For the past 25 years, Ville de Laval has been formally highlighting the efforts made by the athletes, coaches and officials
who stood out with their performance in provincial, national and international championships. Two ceremonies are held
annually to award the Mérite sportif: in May and in November. To this day, nearly 10,200 Laval residents have received a medal
honouring their perseverance in sports.
The new Alexandre-Despatie Grant
In view of the 51st Mérite sportif lavallois, to be held on May 27,
Ville de Laval calls on every sports organizations, athletes, coaches
and parents to send their nominations. Candidates must have
performed in a provincial, national or international tournament
between the months of November 2013 and April 2014. The
forms will be sent to all Laval sports organizations; they must
be returned by e-mail at [email protected] before
April 15.
Ville de Laval has announced the creation of the AlexandreDespatie grant, which will be awarded during the upcoming
Mérite sportif. This $2,500-grant is the highest ever given to an
athlete from Laval, and will be awarded to an elite athlete that
stood out on the national scene. Its purpose is to honour the
persistence and perseverance the diver brilliantly embodied
during his remarkable career as an athlete.
Call for Nominations
In November 2013, Alexandre Despatie took part in the 50th Mérite sportif, during which he was honoured by Ville de Laval.
A model of determination, and talent!
Born in Laval, diver Alexandre Despatie is undoubtedly the most decorated athlete to come from Laval, as evidenced by
the 40 medals he won throughout his career. In June 2013, he announced his retirement from competition after leaving an
indelible mark on this extremely demanding discipline. Alexandre impressed the whole world in 1998 when he won a gold
medal at the Commonwealth Games in Kuala Lumpur, when he was just 13! What followed is a career punctuated by a series
of achievements that include the FINA World Aquatics Championships, the Commonwealth Games, the Pan American Games,
and the Olympic Games (in Sydney, Athens, Beijing and London).

Berge Olivier-Charbonneau
An embankment to be discovered!
Located on the east end of Laval, in Saint-François, the Berge Olivier-Charbonneau was the first area of Île Jésus to be
settled. Olivier Charbonneau is generally considered the first settler of the island. He settled there in 1675, in what became
known as the parish of Saint-François-de-Sales, thus becoming its first permanent resident, along with his son-in-law.
A cross on the embankment commemorates the site of the first church built in Laval in 1706.
In the last few years, the site has seen several improvements: to the landscaping, games, picnic tables, interpretation panels,
etc. The existing infrastructure (trails, furniture and lighting) has also been renovated.
The Berge Olivier-Charbonneau offers a spectacular view of the confluence of the Mille Îles (to the north) and Des Prairies
(to the south) Rivers. A must-see, especially for bird watchers and cyclists.

Two spring activities
Storytelling in the woods
On May 17, from 1 p.m. to 4 p.m., come out for some entertaining
tales told at Bois de l’Équerre. This is also a great opportunity
to learn about nature from information capsules interspaced
along the way. Wear proper footwear! The tales will be told
at various locations in the woodland, some of which will be
out of the way.
Discover our forest giants
The Corporation du bois de l’Équerre is holding on May 19,
from 1:30 p.m. to 4 p.m., a guided hike through the woodland
to teach about the main species of tree found in the Bois de
l’Équerre. The hike is also a great opportunity to learn about
and admire some of the spring bells of the forest, such as
trilliums, bellworts and bloodroots.

What’s new at Des Prairies Park?
Des Prairies Park is expanding its activities in 2014. Visitors
can now borrow Frisbees, skipping ropes, and balls from the
cabin, from 9 a.m. to 9 p.m., from April 6 to November 30.
The park also has 5 km of paths for cyclists, walkers, runners
and rollerbladers to enjoy.

Trout fishing
at Centre de la nature
On May 17-18, you can fish for free and without a permit at
Centre de la nature, as part of the 18 th Fishing Festival. The
lake will be stocked with thousands of trouts for the event.
Catches will be limited to five trouts per person per day. The
purpose of the activity is to introduce families to fishing. Over
10,000 visitors are expected. While you’re at it, stop in at the
farm and tropical greenhouse. Admission is free! In addition,
you can rent fishing equipment on site (based on availability)
and purchase bait at the rental shop.

Environmental fair
The Fishing Festival coincides with the Environmental
