MUNICIPAL AGRICULTURAL SERVICES OFFICE
ACCOMPLISMENT REPORT
January to December 2014
RICE PRODUCTION IN MAKILALA
Makilala Cotabato has a total rice area of 966
hectares with 869 farmers served and with an
average production of 5.0 tons per hectare per
cropping season. It has three Irrigators
Association servicing the areas of BUDASAN,
MASARILIKA
and
Malabuan
Irrigators
Association.
LGU Makilala under the leadership of Mayor
Rudy S. Caoagdan, MPA allocated BUDASAN
and MASARILIKA a Seed Money of Farm Inputs
preferably Inorganic for fertilizer worth Php
500,000.00 each system with a total of 1 million.
Registered members of the said irrigators association is qualified to avail the fertilizer with a
very minimal interest to suffice expenses to be paid after cropping season with a minimum of
additional amount on service fee for the association.
Regional office Region XII under the leadership of Regional Director Amalia J. Datukan has
given three units of Multipurpose Drying Pavement (MPDP) to Barangay San Vicente,
Katipunan II and Malabuan Barangay Council, two units of Multipurpose Drying Pavement with
Mini warehouse at Bulacanon Irrigators Association and Libertad Multipurpose cooperative.
Department of Agriculture Regional Field Office in coordination with the Cotabato Province
under Office of the Provincial Agriculturist allocated 610 sheets of Plastic laminated sacks
being distributed to Agri Chairman and Farmers Association Presidents and Farmers to 38
barangays.

With the good performance of Makilala which reaches 5.0 m.t. in yield per Hectares, D.A.
Regional Office extend assistance of 50 bags certified seeds, 20 bags hybrid seeds and 50
bags urea for them to increase yield or maintain its high performance in yield.
Small Water Impounding Project(SWIP) - Malabuan, Makilala, Cotabato
Presently, BUDASAN availed 1 unit rice mill level 1 with 90% accomplishment to cater
the rice farmers in Makilala converting the practice of selling fresh produce into milled rice thus
add value to their income. This is a dream come true to the officers and members of
BUDASAN with the assistance of the Agricultural Technologist assigned to booster the
economic status of rice farmers. The project cost 6.5 Million wherein the 5 Million is for the
whole construction and facility, 1 million is for the capital for operation and P 500,000.00 is for
the capability building of the operators and leaders of the organization.

the rubber production project mainly because
during the early stage of established rubber
plantation; Planting of corn as intercrop is
feasible which will eventually sustain
livelihood of rubber farmers while their rubber
lantations are still unproductive probably up
to 3 year period.

A four wheeler tractor specifically New Holland TD90 tractor was purchased by the Local
Government Unit under 50:50 scheme which cost P 2.6 million under Corn Mechanization
Program. Corn farmer could avail free of charge on land preparation by merely providing the
fuel requirement in the process of cultivation. Many farmers were benefited by the Program.
About 250 hectares of land cultivated, 180 farmers benefited from this support service.
Under Corn Seed Subsidy Program, 50:50 scheme whereby only 50% per bag amounted to
P500.00 is charge to corn farmers who are interested to avail of the program. Around 100
bags were disposed to 100 corn farmers.

Re-dispersal of corn seeds also existed up to this date. The corn seeds was tagged “RCC”
RUDY CAOAGDAN CORN. The scheme is every kilo of corn seeds granted to a beneficiary
will be doubled at payback and re-dispersed to other farmers. The system is continuous
process until corn farmers’ will plant corn. The initial release is 75 bags funded by LGU thru
the insistent intent of the chief Executive.

VEGETABLE & ROOTCROPS
Makilala is known to be the food basket of north Cotabato because of its soil fertility and
moderate cool temperature. Majority of the vegetable cultivation is suited in the area and likely
vegetable growers were organized to recognize its personality.
To sustain tag name as food basket, the local government thru an ordinance spearhead by

Another important thrust in this project is to produce plenty of planting materials to promote
alternative staple foods except rice. By promoting production of root crops in every family,
thereby encouraging them to eat fresh and alternative foods we expect healthy generation in
the future.

ORGANIC AGRICULTURE
As part of the implementation of Republic Act No. 10068 otherwise 0rganic Agriculture Act of
2010 in the Philippines the LGU implemented projects that could promote and advocate
organic agriculture. Technology on Vermi Culture and Composting projects were provided to
the farmers through trainings and actual preparation in order for them to produce their own
organic fertilizers to be used in their own farm and at the same time could be source of
livelihood income since vermi cast and vermi compost is now high market demand due to its
good quality as soil fertilizer/enhancer. Fifteen (15) small farmers growers is now engaging in
vermi projects and it support to their fertilizers needs in their own farm and others provide them
additional income to their family.To develop more organic agriculture in Makilala, the LGU
access funding supports from the Department of Agriculture XII for the establishment of vermi
facilities, 1 unit was established in Ricardo L. Ipong Memorial High School, Old Bulatukan to
support organic vegetable production in the school and another one (1) unit was also
established at barangay Saguing at OND Genesis Farm to support the development of 4.0
hectares integrated farm using organic agriculture technology where goat and crops such as
cacao, banana, coconut, mangosteen, vegetables and corn is grown organically.

ORGANIC BANANA (Balangon)
LGU allocated an amount of Php690,000.00 to purchase
46,000 pieces of to be distributed to farmer growers for free
as support to the Makilala Organic Balangon Production
Project in the municipality through the initiative of Don Bosco
Foundation for Sustainable Agriculture in partnership with the
Alter Trade Corporation – Philippines and Alter Trade Japan
through a People to People Trade (P2P) relationship in which
exportations of balangon fruits to Japan is now on going.
The project addresses the issue of poverty affecting the
indigenous people, upland dwellers and ARC beneficiaries in

protecting the natural environment through organic farming
practice. As of 2013,an area of 50.00 hectares more or less is planted to balangon banana
specifically in barangay Batasan and it is expected to expand in other barangays for the LGU

BANANA
Banana is one of the promising crops in Makilala that earned
a high market demand with good price. To assist banana
growers in their production, 3 sets of trainings were
conducted specifically on Banana Production and
Management Technology with emphasis on Pest and
Diseases Management and Control. Thorough monitoring of
the occurrence of banana fusarium wilt disease is conducted
to some barangays to assist farmers on its prevention and
control.
For the expansion of cardava banana, 7,500 pieces tissue
cultured cardava planting materials is distributed to 65
farmers in the different barangays to be planted in their
boundaries or as intercrop to newly planted orchard.
FISHERY PRODUCTION
Fisherfolks in the municipality were organized into fisher folks association with 180
members to have its identity and were registered at BFA Region XII. The organized group was
given different trainings like Hands on training, Tilapia Culture in ponds, Post Harvest and
Value added Tilapia Hatchery and Feed Formulation on Aqua feeds.
Tilapia fingerlings distribution was also scheduled in a year ,
Distributed 150,000 fingerlings to fisherfolks. This assistance is
coming from the office of the Provincial Agriculturist and the Bureau
of Fishery and Aquatic Resources (BFAR) and being facilitated by
the Agricultural Technologist (AT) as the Focal Person.

Government with the Coordination of BFAR adopts a fisherfolks to
provide feeds from fingerling period upto harvest as part of
demonstration process in right feeding.
As part of the fishery program under BFAR XII, the Agricultural Technologist focal person
facilitated in the availment of scholarship Grant for fishery course tour fisherfolks qualified
students at Iligan School of Fisheries. There are two students one from Barangay Poblacion
and Buenavida Availed the scholarship with free Tuition, Book allowance, Monthly Stipend and
Graduation support.
CROP PROTECTION
Biological Control Agent Laboratory was established at Don
Bosco Hills, BatasanMakilala, Cotabato. The project was started
and prepared last September 2014. Don Bosco Foundation for
Sustainable Development provides building to house the
equipment and responsible to provide human resources to

BIOLOGICAL CONTROL FACILITY
Don Bosco Foundation is establishing a biocontrol production w/c in its farm/campus to
served organic farmers of Makilala and nearby Municipalities and also provide training
services for senior High School for Agriculture Students.
At present TricogrammaJaponicom and are being produced to be distributed to farmers
to control different pest on agricultural crops. More Biological Control agent will be produced in
the succeeding years for the for the cooperation of Don Bosco and closed partnership with the
Office of the Municipal Agricultural Services Office.
The operation of the laboratory is assisted and monitored by the Municipal Agricultural
Services Office, Makilala, Cotabato,Office of the Provincial Agriculturist,
INSTITUTION
The 12 4H Clubs, 38 Farmers associations (F.A.), 7 Rural Improvement Clubs, Organized
under the Municipal Agricultural Services Office. Above-Mentioned Organization thru the effort
of the coordinator on Institutional Development, the three (3) sectors was federated purposely
to strengthened and encourage farmers, Women’s & Youth sector to participate in Agricultural
Development as mandated under Executive Order No. 116 by the Department of Agriculture.
The 4H Clubs of Makilala aiming to avail the said cattle dispersal, the beneficiary as
identified based on the survey result and updated data
gathered. The youth are having a very low income that it
can hardly afford to supply their basic needs providing a
livelihood project such as cattle dispersal from Agricultural
Training Institute (ATI) Reg. XII and a self financed Swine
dispersal the beneficiary would one way or another help
augment their family income. It will also help develop their
skills and knowledge in engaging profitable endeavor.

are engaging farming- Poultry, Livestock and fishery
production. The Department of Agriculture (D.A.) Executive Order No. 116 is mandated to
encourage farmer’s participation in Agricultural Development through sectoral representation
as Municipal Agricultural Fishery Council (MAFC), Makilala Municipal Federation of Farmer’s
Association (MMFFA) and Agricultural Committee (AgriCom.). Fortunately our Municipal
Agricultural Fishery Council (MAFC) got the Provincial Awardee for the whole North Cotabato
Awardee last September 1, 2013 during the culmination program of 99th foundation
anniversary in Amas.
The Makilala Federation of Farmers Association (MFFA) and
the Municipal Agricultural Fishery Council (MAFC) which
comprises RIC, 4H, Women and Farmers Association had
conducted meeting regularly every month which attended by
38 chairman of Agriculture Committee and 38 Presidents of
Farmers Association in different Barangays which is very vital
in the preparation of Plans and Programs for Agricultural
Development, Specifically project proposals to be endorsed
for funding by the Department of Agriculture Provincial and
Regional offices.

ORNAMENTALS
Along national Highway of Makilala to Davao has 550
meters above sea level and has abundance of water.
Best for growing ornamental and cut flower production.
Producers of Anthurium cutflowers are located at
barangays New Israel, Batasan, Biangan, New Bulatukan
and Malasila. Their produced are being delivered to
neighboring provinces and regions.
PARADISE RIC GARDENERS
Their efforts have turned the place into one of the most
known sources of ornamental and cut flower plants in
Mindanao.
RIC members are now making profit through organized
production and sale of ornamental and cut flower plants.
The project makes efficient use of idle family labor as
almost all members of the family can participate in the
project.
Buyers come from Region XI, XII ARMM and occasionally
from Region X and Caraga. The demand for ornamentals
opens the opportunity for members to expand their
business. They need to increase the number and variety
of their plants including palm trees and big ornamentals
for landscaping purposes. Their income has improved the
quality of life. They able to send their children to college,
and built a presentable house. They are now more active
in community development and in sharing their business
experiences to others. Neighboring community now
begins to show their ornamental gardening.
Sooner or later, Makilala known to be beautiful and clean
environment. (Paradise garden of Eden).

LIVELIHOOD PROJECTS AND TRAININGS:
For rural women's more on Income Generating Projects.
Hence, Barangay with rural women organizations are
being trained with several projects in order to establish
small entrepreneur. The main objective is to bring
effective involvement and participation of rural women in
home and in community projects through collective efforts.
Some of the projects are food production like fruits and
leafy vegetable, root crops and fruit trees which have
potential market value; poultry and livestock raising( swine
and cattle dispersal).
Coconut Utilization—Some members already earning out
of Soap Making, Vinegar, Candies, jams, Nata de coco,
and other delicases.
Beads Crafts Training Conducted
Root crops—(gabi or tare and cassava) being processed
like chips, jams and pastillas, cassava cakes, puto,
“sumans”, “salbare” and jelly rolls.
Beads and crafts— out crystal beads are made into
different kinds of coin purse and big purse, bags, sling
bags, vases, flowers, key holders and others.
Food processing
Garment Trades—pajamas, pillow cases, door mats/rags
and potholders.
Food processing— (pork, poultry and fish) tocino,
sausage, salted fish and bagoong.
COFFEE
The municipality of Makilala is so blessed with fertile soil
and a good climate suited for the production of High Value
Crops. Coffee and Cacao are among the promising industry
because of its big demand both from local and international
market. Some of the interventions for the promotion of these
crops are the conduct of the Farmers Field School and the
Seedling Dispersal Project both from Local Government unit of
Makilala, the KASILAK Foundation the partner NGO who is
pushing the crop, and the department of Agriculture. The
municipality has about 60 hectares of old coffee trees and
some 15 hectares aged 2 to 3 years old.
Total production ranges from 300 to 350 kilos per
hectare per year since most of these crops are intercrop to
Rubber and coconut. Bulk of the area is located at Rodero,
Cabilao, New Bulatukan, Malumpini, Old Bulatukan and some plantings are sporadically
located in the 38 barangays of Makilala.
There are about 45,000 Coffee Seedings distributed in the municipality from 2011 to
2013 bulk of it comes from the Department of Agriculture RFU12, Koronadal City. The Local
Government unit of Makilala also provided assistance at Malumpini Old Bulatukan in form of
coffee seeds, polybags and draft animals with farm implement. Likewise KASILAK Foundation
is also promoting the crop and sent farmer paratech for a training specializing coffee
technology. Nestle Philippines is also supporting the development of the crop. All together with
the focal person of the Agri Services Office of LGU Makilala, Technician from Nestle
Philippines and KASILAK Foundation they jointly move hand in hand to revive the coffee
industry in the municipality. More and more farmers are encouraged to plant coffee and slowly
adopting the rejuvenation technology. Farmers Field School was being conducted to update
farmers with the updated technology.
There are about 134 farmers who successfully completed
the Farmers Field School for Coffee production and
Management from Barangay New Bulatukan, Cabilao and
Old Bulatukan. Photo shows farmer participant doing the

The conduct of the FFS encourage farmer to plant
coffee as the do the hands on protocols of coffee production.
As a post harvest support there are about two processing
machines which are established at the municipality of
Makilala given by the KASILAK Foundation with the Catholic
Relief Services as the Funding agency.
The Coffee Dehuller was established at Barangay Rodero operated by the Coffee
growers of the barangay. Minimal charges are collected as maintenance and operating
expense. Another Coffee Dehuller is also established at Barangay Old Bulatukan, to cater the
coffee growers at the neighboring barangays.
On the coming years, Makilala could be the source of a
quality green bean considering the bulk of assistance given
to the coffee industry. One of the future plans is to
established a consolidation area with drying and dehulling
facilities which will be manned and manage by the Makilala
Coffee Growers Association and eventually the group could
formulate a specialty products as value adding for coffee.
Nestle Philippines through its technician also doing their best
in support the coffee industry in Makilala. With the
collaborative efforts of the different agencies there is chance
of reviving the industry in the municipality.
Another one of the specialty products of coffee in
Makilala is the Civet Coffee owned by Kuvi Farms of
Barangay Cabilao with its chairman Mr. Rogelio Guiangan. Civet Coffee is a much known
product in the municipality, and its market reaches as far as Manila and even in other
countries.
CACAO (Food for the Gods)
The Food of the Gods” is now popularly grown in the municipality of Makilala. More and
more farmers are encourage to plant cacao because of its high demand both from the local
and international market. Price is peg at 90.00 to 95.00 per kilo locally. Domestic Demand for
Cacao beans is about 40,000MT which is far behind the
local production of 6,000MT a very promising industry.
Makilala has 15 has. Of bearing cacao trees of different
varieties like Brazil and UF 18 intercrop to coconut,
rubber and Banana.

Bearing Cacao areas are located at Saguing,
Makilala owned by Hon. Doods Ipong with complete
Drying an Fermentation Facility. Fermented cacao beans
have
already
tested and passed as exports quality. Some of the
bearing areas were located at Sinkatulan, Biangan,
Cabilao, Old Bulatukan, Kisante, Batasan and Old
Bulatukan.
A demo farm on Cacao Production which is
assisted by KASILAK Foundation and LGU Makilala is
also located at Barangay Biangan owned By Mr. Onez
a farmer trained paratech who applies the production
protocols on Cacao . Mr. Onez rejuvenated the 10 year
old Cacao trees of his father and now one of the good
source of scion and quality planting materials. Below is
12month old rejuvenanted Cacao trees a UF 18 variety.

There are 5 Farmer Paratech specially trained by the KASILAK Foundation for Cacao
Production Technology who assist in the conduct of Trainings and FFS. Together with the
focal person of the Agri Services Office of the LGU farmer paratech are tapped to extend
services in the entire municipality.
About 10,000 grafted Cacao Seedlings were distributed to 8 barangays of Makilala
which are also covered by the KASILAK Foundation. Grafted seedling comes from the Local
Government Unit of Makilala which were given to the FFS participants for a good source of
scion. There are about 150 farmers who are recipients of the grafted seedlings from the LGU
and DA-RFU.
Some 150,000 cacao seeds are also distributed by KASILAK Foundation with matchnig
Polybags for seedling production distributed to eight Barangays namely: Sinkatulan, Biangan,
Batasan, Old Bualtukan, New Bulatukan, New Israel, Rodero and Cabilao. More and more
Cacao areas can be found in the muncipality intercrop to Rubber and Coconut. There are
about 8 organized Cacao Growers Association and around 300 farmers.
The conduct of the Farmers Field School encourage farmers to venture into Cacao
Production. They do the Hands on Cacao Production Protocols and Management,from seed
to seed techniques. There are about six Farmers Field School conducted in the municipality of
Makilala and about 300 farmer participants. Photo shows the participants on their hands on
activities. Sometimes November of 2012, 2 Nicaraguan national visited Mr. Onez Farm at
Biangan, Makilala.
There are 5 paratech for cacao who are specially trained for the conduct of Cacao
Production Technology namely: Mr. Froebel Onez and Rey Cana of Biangan, Mr. Juan Gaspar
of New Bulatukan, Mr. Glenn Mendez of Cabilao and Mr. Giovanni Solmerano of Sinkatulan.

To date about 3 organized groups respectively Biangan and Old Bulatukan engaged in Cacao
Nursery production as a micro enterprise aimed of distributing it to the member at a minimal
cost in order for them to plant a quality planting materials. Photo shows the farmer member of

ages. Some of the future plans is to consolidate the products into one area and possibly
established a Tablea Processing Plants.
