Monthly City Council
Meeting Notes
The Allen City council met for the regular July meeting on
July 7. Mike Todd was absent due to illness. It was a short
meeting and after the formalities of paying the bills items
discussed were dog nuisances and lawn abatement letters.
It was mentioned the dogcatcher needed a new dog pole
and loop. This will ensure a safe capture for the animal and
the dogcatcher.
The last CDBG grant has finally had all the paperwork
and pay request finalized and after final inspection Allen
will be ready to apply for another grant. This grant replaced
motors and items at the water wells and also replaced 7 fire
hydrants in the town. It was also mentioned it was time to
start application for REAP grants and after reviewing the
list. A decision will be made next month on what is most
likely to receive funding.
Billy Sanford gave the monthly police report. During
the month of June the department investigated 2 cases of
child endangerment and child abuse, vandalism, hit and
run, reckless driving, domestic disturbance, prowler, fraud,
public intoxication, stolen property, suspicious persons, motorist assist and assisted other agencies with stolen property
cases, alarms, animal at large, welfare check and working
on clearing warrant lists.
The Allen PD helped DHS remove a child from one house,
arresting the parents for child abuse, child endangerment
and conspiracy to commit a felony. They also arrested
an individual that had a warrant out of Seminole county
for $25,000. That arrest was made from a simple rolling
through a stop sign.
During the month $9,045 in citations were written and
$707 in warrant money was collected.

A Hughes County wildlife
ranch is at the center of an
investigation that stems from
the attempted sale of stolen
ATVs. On Wednesday, July
9, officials from the Oklahoma Department of Agriculture, Food and Forestry’s

and the Oklahoma Highway
Patrol descended upon Triple
S Wildlife Ranch and Resort
in Calvin.
Executing a warrant, the
agents searched the 3,000
acre property and found a
number of state and federal violations. A number of
stolen ATVs were found on
the property as well as two
stolen tractors that were used
in the daily operations of the
ranch.
A number of controlled
narcotics were also found
on the property. These drugs
were used to conduct what
are called green hunts. The
animals are shot with the narcotics, which sedate them.
Once the hunter takes a trophy photo with the animal, it
is brought out of sedation.
These hunts are typically
done when the animal is in
need of veterinary medical
attention. However, Triple S
was conducting these hunts
strictly for profit and not for
the animal’s health. As the
Oklahoma Veterinary Medical Examiners explained,
these drugs are not illegal,
but it is illegal for this type
of facility to obtain them.
The ranch’s lodge was
filled with mounted animals,
many of them species that
are illegal to have and sell
in Oklahoma. The evidence
seized by Special Agents included several duck mounts
that Triple S had for sale.
The sale of water fowl taxidermy violates federal law.
Some of the more exotic
seizures included a Caracara
Mexican Eagle, Scimitar
oryx and an Addax.
The Scimitar oryx is an
extinct species once found
in North Africa. The mount
seized included a tag that
clearly stated it could only be
owned in Texas. The Addax
is a type of antelope found in
Africa and is near extinction
in their native habitat.
A number of state and federal charges could be brought
against the Triple S Wildlife
Ranch and Resort. The name
of the ranch owner has not
been released as charges are
still pending.

Sunday afternoon I called a friend that I had not talked
to in a long time. The recording told me that was no
longer a working number. Like so many others he is
now using his cell phone only.
Those of us with landlines are a dwindling number.
In fact, in the not so distant future, landlines may go the
way of telephone operators.
Residents of Carbon Hill, Alabama, and Delray Beach,
Florida, may be among the first to bid farewell to traditional landline phone service. If federal regulators approve,
AT&T, America’s largest phone company, will use the
two towns as testing grounds for the future of telephone
technology. New customers in both towns would be unable to sign up for a traditional telephone line, and instead
would have to use internet-based or wireless phone connections.
The experiment is part of a slow, industry-led transition
to next-generation voice service. After decades of connecting distant friends and relatives over small copper wires
and circuit-switched networks, plain old telephone service
(the industry calls it “POTS”) appears to be going the way
of the dinosaurs. AT&T wants to retire its circuit-switched
networks by 2020.
Many people have already ditched their landline phones
in a practical effort to cut home utility bills. About two out
of five U.S. households rely exclusively on cell phones.
Many others are using landline phones that channel their
voices over the internet, in the form of data “packets,”
rather than through a traditional, direct phone line. In some
cases, people don’t even realize they’ve made the switch:
It generally occurs when telecommunications providers
(including cable companies) bundle phone and broadband
internet service plans.
Daniel Lyons, who teaches at Boston College Law
School and specializes in telecommunications law, says the

regulators have to determine how to apply old laws
to new networks, something
Lyons said could be like
“trying to fit a square peg
in a round hole.”
And then there’s always
the matter of keeping customers happy. The Federal
Communications Commis-
sion says it will be listening
for complaints from Americans—such as those in
Carbon Hill and Delray—
who liked their plain old
telephone service better.
I enjoyed the days when
the operator said, “Number,
please”, and I especially
enjoyed the party lines. I
learned more eavesdropping in the evenings than
I did at school.

I have worked at the
voting site in my community for several years
and usually don’t think
too much about whether
a person is registered as a
Democrat or a Republican,
but every election when
the race is for President
& Vice President, Senators and Representatives,
I feel bad because not
all of the people have a
choice as to whether they
can vote for the person
of their choice, no matter
what party they are. They
receive a ballot for the way
they are registered, until
the General Election, and
then all candidates chosen
up to that time are listed,
and they can vote the way
they choose.
A lot of people register
as a Democrat so they
can vote in most elections. People who register
as Independent, thinking
they can always vote for
whomever they choose,
regardless of the party, that
seem to be left out. At primary elections they only
receive the Independent
Ballot. If no one runs on a
ticket as an Independent,
there is no one for them

My father, for instance,

have a brother who feels

will only vote for a Democrat. I try to analyze the
person the best I can and
then vote the way I have
chosen. But I do want to
vote. I want to have my
vote count.
I was born in 1922 when
Harding was President. In
1940 I became eligible to
vote and I voted for Franklin D. Roosevelt as the
first President I was able
to vote for. I have voted
in every election since
that time. I try to study
their platform and then
make my choice. Looking back, I have voted for
a lot of Republicans. So
what am I-a Democrat or
a Republican? I’ll probably keep on voting the
best way I know how, and
hope I have made the right
decision.
Taylor Howard wins Award
Taylor P Howard of the
financial services firm Edward Jones recently won
the firm’s coveted Ted Jones
Prospecting Award, which
recognizes financial advisors who achieve high levels of success early in their
careers. Howard was one of
only 629 of the firm’s more
than 13,000 financial advisors to receive the award.
The award is named after
Ted Jones, the legendary

Registration Deadline to
Vote in Primary Election
Friday, August 1, 2014, is the last day to apply for voter
registration in order to be eligible to vote in the August
26, 2014 Democratic Primary Runoff Election, Pontotoc
County Election Board Secretary Marilyn McDaniel, said
today.
McDaniel said that persons who are United States citizens, residents of Oklahoma, and at least 18 years old may
apply to become registered voters.
Persons who have never been registered to vote before
or who are not currently registered in the county of their
residence and persons who are registered but who need
to change their registration information may apply by
filling out and mailing an Oklahoma Voter Registration
Application form in time for it to be postmarked no later
than midnight Friday, August 1, 2014.
McDaniel explained that applications postmarked after
that time still will be accepted and processed; however,
the applications will not be approved until after August
26, 2014.
The County Election Board responds in writing to every
person who submits an application for voter registration.
The response is either a voter identification card listing the
new voter’s precinct number and polling place location or
a letter that explains the reason or reasons the application
for voter registration was not approved. McDaniel said
that any person who has submitted a voter registration application and who has not received a response within 30
days should contact the County Election Board office.
Oklahoma Voter Registration Application forms are
available at the County Election Board office located at
131 W 13th St. Ada, and at most post offices, tag agencies,
and public libraries in the county. McDaniel said that applications also are available at www.elections.ok.gov.

One Pharmacist’s View
It was an extremely hot
afternoon that July 19, 1958
as I led the new “Mrs. Wayne
Bullard” to my green and
white 1958 Bel-Air Chevrolet parked in the graveled parking lot of the First
Baptist Church of Latta. An
old high school friend, Dr.
Duane Riley had tied the
knot for us and I guess he
did a good job. I remember
little of what he said but I do
know we are still married.
But how did you do it? A
young man wanted to know
some years later. Not being
the first to inquire I set out
to tell him.
First of all, I explained, it
takes a lot of thought and
planning. Some like to say
love is involved but that
really isn’t the case at all.
I’ve known a lot of people

even like each other but
yet, they stay together year
after year. Is it making lots
of money? No. I know lots
of poverty stricken people
who stick together too. No,
it’s something else entirely.

us. It should have told us,

turn around, but it didn’t.
In religious matter, it is
surprising how many will
blindly follow instructions
they are given. Some have
sold their possessions and
even climbed to the top
of mountains and hills because they were told that
Jesus was returning on a
certain day. Radical Islam
promises that by killing
unbelievers, people will go
to paradise. People are so
gullible; some will believe
almost anything.
However, every religious
teaching is not the truth
and God warns us to not
be deceived by falsehood.
The Apostle John wrote,
“Beloved, do not believe
every spirit, but test the
spirits, whether they are of
God; because many false
prophets have gone out into
the world.” (1 John 4:1)
We must not have mindless
devotion to religious leaders, but test their teaching
by the word of God as the

of the Apostle Paul. They
“received the word with all
readiness, and searched the
Scriptures daily to find out
whether these things were
so.” (Acts 17:11)
We are saved by obedience to God’s word, not
the word of any religious
leaders. Jesus said, “He
who rejects Me, and does
not receive My words, has
that which judges him — the
word that I have spoken will
judge him in the last day.”
(John 12:48) Do you obey
God’s word?

Let her do the housecleaning. I know it may be easier
to just roll the vacuum out
and do it yourself but when
you do, watch out! You
running the vacuum is telling her you think the floor
is dirty and it’s her fault.
Leave it in the closet. Avoid
dust rags and whatever you
do don’t jump up after a
meal and start loading the
dishwasher—especially in
front of the kids or visitors.
She will be humiliated.
In the rare event you feel
you need to eat out, take
your wife and baby with
you. It’s yet another opportunity for you to show your
true love. Avoid carrying
the infant into the restaurant.
Many dads love to help out
here but beware the pitfalls.
Carry the diaper bag? Not
hardly. Let her make two
trips if necessary while you
look on protectively, opening doors and helping her
get settled and all. She’ll
love you for it. And listen
closely: To avoid a lot of
hurt to the mom don’t ever
change a diaper if the mom
is there to do it. For the sake
of the family a man needs
to avoid such acts as bathing, feeding and wanting to
hold the baby very much.
It not only makes her feel
more love toward you and
pride for herself it is a good
object lesson for the baby
too---seeing what daddy’s
role actually is.
Sometimes a wife has
to go out of town for a
few days—such as for her
mother’s funeral or something of that sort. If it is
convenient you should go
with her but we all know
a man has to work hard to
support his wife so most
likely you will stay home
alone. While she’s away,
don’t go crazy and start
doing housework. Stack up
the dishes you mess up. Eat
a lot of “take-out” and leave
the greasy sacks on her coffee table and when you have
to do a little laundry hang
up your underwear on her
antique chandelier. Leave
a few dresser drawers open
wide. Garbage? It can wait
too.
She’ll fuss a little but
there will be a little satisfied
smile on her pretty face and
you will never see a time
when she is more contented.
Not only is she back with
the man she loves, she can
find a lot to do for him.
I hope all you guys enjoy
your marriage as much as I
have mine and for that let
me say, “You ‘re welcome.”

Consumer Confidence Report 2014
Is my water safe?
Last year, as in years past, our tap water met all U.S. Environmental Protection Agency (EPA) and state drinking water health standards. Local Water
vigilantly safeguards its water supplies and once again we are proud to report
that our system has not violated a maximum contaminant level or any other
water quality standard.
Do I need to take special precautions?
Some people may be more vulnerable to contaminants in drinking water
than the general population. Immuno-compromised persons such as persons
with cancer undergoing chemotherapy, persons who have undergone organ
transplants, people with HIV/AIDS or other immune system disorders, some
elderly, and infants can be particularly at risk from infections. These people
should seek advice about drinking water from their health care providers. EPA/
Centers for Disease Control (CDC) guidelines on appropriate means to lessen
the risk of infection by Cryptosporidium and other microbial contaminants are
available from the Safe Water Drinking Hotline (800-426-4791).

Why are there contaminants in my drinking water?
Drinking water, including bottled water, may reasonably be expected to
contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More
information about contaminants and potential health effects can be obtained
by calling the Environmental Protection Agency’s (EPA) Safe Drinking Water
Hotline (800-426-4791).
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over
the surface of the land or through the ground, it dissolves naturally occurring
minerals and, in some cases, radioactive material, and can pick up substances
resulting from the presence of animals or from human activity:microbial contaminants, such as viruses and bacteria, that may come from sewage treatment
plants, septic systems, agricultural livestock operations, and wildlife; inorganic
contaminants, such as salts and metals, which can be naturally occurring or
result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming; pesticides and herbicides,
which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses; organic Chemical Contaminants, including
synthetic and volatile organic chemicals, which are by-products of industrial
processes and petroleum production, and can also come from gas stations,
urban stormwater runoff, and septic systems; and radioactive contaminants,
which can be naturally occurring or be the result of oil and gas production
and mining activities. In order to ensure that tap water is safe to drink, EPA
prescribes regulations that limit the amount of certain contaminants in water
provided by public water systems. Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water which must provide the
same protection for public health.
How can I get involved?

Cross Connection Control Survey
The purpose of this survey is to determine whether a cross-connection
may exist at your home or business. A cross connection is an unprotected or
improper connection to the public water distribution system, that may cause
contamination or pollution to enter the system. We are responsible for enforcing cross connection control regulation and insuring that no contaminations
an, under any flow condition enter the distribution system. If you have any of
the devices listed below pleas contact us so that we can discuss the issue,
and if needed, survey your connection and assist you in isolating it if that is
necessary

Additional Information for Lead
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily
from materials and components associated with service lines and home plumbing. City of Francis is responsible for providing high quality drinking water, but
cannot control the variety of materials used in plumbing components. When
your water has been sitting for several hours, you can minimize the potential
for lead exposure by flushing your tap for 30 seconds to 2 minutes before using
water for drinking or cooking. If you are concerned about lead in your water,
you may wish to have your water tested. Information on lead in drinking water,
testing methods, and steps you can take to minimize exposure is available from
the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.

the 2014 FCCLA National
Leadership Conference in
San Antonio, Texas on July
5 to 11, 2014.

Taryn Wofford also represented Oklahoma as a
National Officer Candidate
at the 2014 National Conference. Taryn went through
a series of events including
a FCCLA knowledge test,
interview, and fish bowl
session as part of the election process. Taryn was
named among the top 30 of
national officer candidates
and although she was not
elected this year, she plans
to compete again next year
and was very honored to
be chosen as one of the top
30 FCCLA members in the
entire nation!
