American gets 20 years in jail
for rape and abuse of Filipina
Victim lured into coming to the US with promise of marriage

CHICAGO – A jobless American, who lured
a Filipina into coming to the United States with
a promise of marriage, was sentenced last Oct.
5 to be jailed for 20 years for raping and harming her many times during a 24-day ordeal that
ended on April 26, 2010.
The torture she allegedly suffered ended
when she escaped from the American’s suburban
home in Seattle, Washington.
Patrick John McAllister, 49, of 300 Block,
Seamount Drive, Brinnon, Washington, was
sentenced by Judge Craddock Verser of the Superior Court of the State of Washington in Jefferson County to 250 months (more than 20 years)

MANILA — A new political entity
called “Bangsamoro” will soon be created in compliance with a preliminary
accord reached by the government
and the Moro Islamic Liberation Front
(MILF) to attain just and sustainable
peace in Mindanao, President Benigno
S. Aquino III announced last Oct. 7.
Reporting a breakthrough in the
peace talks during a live public address in the Palace, the President said
the proposed Bangsamoro seeks to end
the “cycle of violence,” poverty, and injustice in Autonomous Region in Muslim Mindanao (ARMM) which he described as a “failed experiment.”
The creation of the new political
entity will go through legislation then
a plebiscite to ensure all stakeholders will be involved in the process, the
President said.
The “Framework Agreement” was
reached following marathon negotiations between the government and MILF
in Kuala Lumpur, Malaysia in the past
few days. Details of the new peace draft
will be published in the Official Gazette
before it is formally signed by the two
parties on Oct. 15 in Malacañang.

PHL advocates peaceful settlement
of disputes in ASEAN-UN meeting
MANILA -- A meeting between
Ministers of Foreign Affairs of the Association of Southeast Nations (ASEAN) and the President of the United
Nations to the General Assembly
(UNGA) and the Secretary-General to
the United Nations (UN) brought to the
fore key global and regional concerns
on the peaceful settlement of disputes
and the importance of regional organizations and multilateral diplomacy already emphasized by the Philippines.
At the meeting held last September 28 at the UN Headquarters in New
York, UN Secretary-General Ban Kimoon expressed the hope that maritime
and territorial disputes in the region
“would be resolved peacefully.”
Meanwhile, UNGA President Vuk
Jeremic reiterated the importance of
peaceful settlement of disputes which
is the over-arching theme of his presidency.
Before the meeting, Secretary del
Rosario met with President Jeremic and
discussed extensively the Philippines’
advocacy of peaceful settlement of disputes, particularly in light of present
realities in the Southeast Asian region
and the commemoration of the 30th
anniversary of the Manila Declaration
on the Peaceful Settlement of Disputes
and the United Nations Convention on
the Law of the Sea (UNCLOS).
During the meeting, Secretary del
Rosario emphasized that the rule of
law is an integral component of the
peaceful settlement of disputes. He
also stressed the vital role of the UN
and regional organizations, such as the
ASEAN, in making sure that nations

Tony V. Lim, newly inducted president of the Kahirup of Michigan, Inc.,
pledged to continue to expand the organization’s charity program that has
touched “the lives of less fortunate
brothers and sisters” in the Philippines.
Founded in 1984, Kahirup is composed of Filipinos and Filipino-Americans in Michigan who originally
came from the five Ilonggo-speaking
provinces, namely Aklan, Antique,
Capiz, Iloilo and Negros Occidental.

Candidates forum

Voters in Michigan belong to three
categories based on their political leanings or lack of it.
They are either Democrats, Republicans and “undecided.” The undecided
are those who are still uncertain on who
among the candidates they are going to
vote for.
A “Candidates Forum” may yet be
able to help the undecided voters make
their decision.
That is the reason APIA Vote-Michigan will be hosting such forum on
Thursday, Oct. 25, 2012. The voters will
meet and listen to the candidates on their
stand on issues affecting the people, especially Asian Americans.
The voters will have a chance to tell
the candidates what changes they want
to see in their communities.
The event, which will start at 6 p.m.,
will be held at the Sterling Heights Lions Club’s hall at 12828 Canal Road,
Sterling Heights. It is open to the public, especially voters who live in Sterling
Heights and/or Macomb County. The

In a related development, it was reported that NBC’s Richard Lui recently
looked into how the Asian-American
vote will affect the 2012 presidential
election. He said that the Asian Americans and Pacific Islanders can have an
impact on the outcome of the election in
a very significant way.
He said it is a tight race, and the minority voters such as the Asian voters
can tip the scale in favor of a candidate.
His report stated that three percent of
population in Florida consists of minority group and that Obama won by a margin of only 2.5 percent in 2008.
The same report also stated that the
Asian voters are over four times more
likely to be undecided than the average
voters.

Pinoy film ‘Busong’ wins top prize
at National Geographic festival
Bested 25 other indigenous film entries from all over the world
WASHINGTON, D.C.—“Busong,”
a critically acclaimed Filipino film on
the vanishing Palawan tribe in the Philippines, won the grand prize in the National Geographic Society’s All Roads
Film Festival here.
The Philippine Embassy here said
“Busong” (“Palawan Fate”), directed
by Aureus Solito, bested 25 other indigenous film entries from all over the
world to win the Merata Mita Award
named in honor of a noted Maoiri filmmaker.
“It is an honor to receive the Merata Mita Award which I dedicate to
my mother and to my tribe, the Palawanon,” said Solito after he received
the award from All Roads Film Festival director Francine Blythe.
The awarding ceremony was held
shortly before “Busong” was screened
at the Grosvenor Auditorium at National Geographic’s headquarters last
September 27.
“Busong” which, Solito said, was
based on stories his mother told him
when he was a child, is a mythical
drama that revolves around a young
Palawanon‘s search for a healer to cure
her sister and the strangers who helped
them along the way. It is the first of a
trilogy that focuses on the island-province of Palawan, which is described as

To be on display at PACCM are artistically embroidered barongs
Paaralang Pilipino will mark the celebration of Filipino-American History
Month (October) in Michigan with the
showing of an award-winning documentary film entitled “The Gift of Barong:
A Journey From Within” at 3 p.m. on
Oct. 14, 2012 at the Philippine American
Community Center (PACCM) in Southfield.
Paaralang Pilipino is a flagship program of PACCM, which is currently
headed by Chairperson Rebecca Tungol.
The celebration of October as FilipinoAmerican History Month was decreed
by the Michigan state legislature through
a proclamation issued two years ago.
Tess Tchou, Paaralang Pilipino teacher, said the celebration will also feature
an exhibit that will showcase various artistically embroidered designs of the barong Tagalog, a traditional man’s formal
wear.
The documentary film on the barong
was written, directed and co-produced
by Benito Bautista. Well produced, the
film won the award for “Best Cinematography in a Documentary” in the 2006
New York Film Festival.
The film showing is being made possible by the Filipino-American National
Historical Society of Michigan (FANHSMI), which is also supporting the holding
of the intergenerational class, Filipino
Youth Initiative (FYI), being offered at
Paaralang Pilipino for children 13 years
old and older..

BACOOR CITY -- The city government headed by Mayor Strike Revilla
honored recently the top 10 taxpayers
of 2011 in the city at an awarding ceremony held at the Golden Bay Restaurant on Macapagal Blvd., Pasay City.
SM Molino and SM Bacoor were
among the small and big businesses in
Bacoor that were cited as outstanding
taxpayers.
Other companies that were honored
as top taxpayers were Jollibee, Mercury Drug, National Bookstore, Puregold
and San Miguel Brewery.
SM was also recognized for its
continuous support for and contribution to the development program of the
city government. Accepting the award given to SM

According to writer Matt Becht, an
eHow contributor, Rigodon is a French
dance from the Baroque-style period
between 1600 and 1750. Rigaudon and
rigadoon are common alternative spellings for the dance named after a dance
master from Marseille named Rigaud.
The dance master reportedly invented
Rigodon in 1630.
The dance was brought to the Philippines by Filipinos who returned to their
homeland from their travels abroad
during the Spanish era.

Oct. 5 in San Fernando, Pampanga,
the President said he signed into law
the Cybercrime Prevention Act of
2012 despite its controversial provisions on libel because he believes that
those who commit libel must be prosecuted regardless of the kind of media
they use.
Like newspaper reporters, radio
broadcasters, people using the new
media like Facebook and Tweeter
must be held accountable for libelous
statements they make, the President
said.

and moved around while doing the intricate steps.
This was made spectacular by the
elegant, Philippine native costumes the
dancers were attired -- with the gentlemen wearing the immortal barong Tagalog and the ladies dressed in colorful,
expensive Maria Clara-inspired outfits.
And the fact that most of the dancers
were young at heart made the performance amazing.
The performance drew prolonged
applause from the audience.
The quadrille dance, choreographed
by Dr. Maria Angela Catapang, was
followed by a waltz number with the
other past PMAM presidents and their
partners joining the Rigodon dancers
on the dance floor. Traditionally, the
Rigodon de Honor is followed by a
waltz dance.

On PHL cybercrime law and free speech
The New York-based International Human Rights Watch (HRW) said the
Cybercrime Prevention Act of 2012, a Philippine law signed recently by President Aquino, grants authorities “excessive and unchecked” powers that could
stifle freedom of speech.
“A new Philippine cybercrime law drastically increases punishments for
criminal libel and gives authorities excessive and unchecked powers to shut down
websites and monitor online information,” HRW said.
HRW noted that for years, the Philippines had not had a law governing
cyberspace, and as a result, cybercriminals had regarded the country as a haven
where they can commit crimes with impunity such as cybersex and similar offenses.
But HRW said the new edict appears to address the issue with an overkill
reaction. It warns that the new law may be used by certain interest groups, including the government, to stifle the freedom of expression.
Brad Adams, HRW Asia director, said: “The law’s criminal penalties for
online libel and other restrictions are a serious threat to free expression in the
Philippines. Several legal cases have been filed in the Philippine Supreme Court,
including one that seeks to declare the law unconstitutional because it violates
guarantees to free expression” enshrined in the Philippine Constitution.
It was noted that the new law specifies several new acts of cybercrime, including “cybersex,” online child pornography, illegal access to computer systems
or hacking, online identity theft and spamming.
The new law also “drastically increases the penalty for computer-related
libel, with the minimum punishment raised by 12 folds, from six months to six
years. The maximum punishment is doubled from six to 12 years in prison.”
“Anybody using popular social networks or who publishes online is now at
risk of a long prison term should a reader - including government officials – file
a libel charge,” Adams said.
We are supporting efforts to declare invalid the objectionable provisions
of the law. The freedom of speech, which encompasses the freedom of the press,
is an important tool to keep the democratic machinery working well. With press
freedom, the people can air their grievances against the government without fear
of reprisal.
There is imminent risk in the law’s provision giving “excessive and unchecked powers” to the authorities. We are sure that these powers will be used by
unscrupulous government officials to prevent online media from exposing their
abuses and irregular activities.
We, older Filipinos, know well how it is like to have no press freedom. We
know this from our experience during the martial-law years. The lack of press
freedom enabled Marcos to perpetuate himself in power and commit plunder and
abuses.
The National Press Club of the Philippines, the National Union of Journalists of the Philippines and other media groups should unite behind the efforts to
amend the objectionable provisions of the new law.

Is there such thing
as ‘legitimate rape’?
There’s a raging controversy over
rape. Yes, you read it right – rape. More
precisely, the rumpus is over the words
“legitimate rape.”
The uproar was sparked by Todd
Akin, a Missouri US congressman,
who commented during a recent television interview that it was “really rare”
that women who were victims of rape
became pregnant.
Akin explained: “If it’s a legitimate
rape, the female body has ways to try
to shut the whole thing down.” The
Republican congressman made the
statement in connection with an antiabortion bill filed with the US House of
Representatives. The bill allows abortion in certain cases, such as rape and
incest.
Akin’s remark has run roughshod
over the sensibilities of ladies who feel
that it was an oblique attack on their
honor. But it seems that Akin’s assertion is not entirely baseless.
According to writer Stephanie Kossman of Welesly News, Akin’s claim
was not completely unprecedented. Kossman noted: “During the early 1970s,
an article was written by anti-abortionist and obstetrician-gynecologist Fred
Mecklenburg who stated that women
were less likely to ovulate after trauma
and were, therefore, less likely to become pregnant after rape. However, his
claims were quickly rejected due to a
lack of any supporting scientific evi-
dence.”
The “offensive
statement” may
yet cause the defeat of the lawmaker in the next
elections as many
women’s groups
sharply reacted to
it.
It has also dragged Republican vicepresidential bet Paul Ryan to the controversy. Ryan is one of the sponsors
of the controversial bill. Commenting
on Akin’s definition of rape, Ryan said,
“rape is rape. End of story.”
According to the newspaper Telegraph, when asked why he had sponsored legislation that referred to “forcible rape,” and whether he could define
other kinds of rape, Ryan said that ‘rape
is rape and there’s no splitting hair over
rape.’”
I think the problem here lies not in
gynecology but rather in grammar.
I remember a lecture delivered long
time ago by the late Philippine Foreign
Affairs Secretary Carlos P. Romulo,
who was a writer par excellence. He
had said, “The adjective is the enemy
of the noun.”
There are some nouns that need no
description or adjective. To describe
such nouns with an adjective is to
make them less of what these things
are. Let’s take the word “virgin” as an
example. Any adjective placed before
“virgin”, say, “pure virgin,” denigrates
the meaning of the word. If the “pure
virgin” is a woman, it would imply that
there’s “impure virgin.”
Similarly, the words “legitimate
rape” imply the opposite – “illegitimate
rape” which is redundant because there

do not receive the recognition they
duly deserve.
Teachers give hope to the dreams
of children. They provide the strong
foundation that enables the children to
withstand the trials and difficulties that
may come their way in the pursuit of
their dreams. The teachers are always
there for their students, sharing their
knowledge and skills and shaping them
intellectually, morally and spiritually.
People may not know that inside the
classrooms, aside from teaching the pupils the lessons for the day, the teachers
do many other things for the kids.
They see to it that the children are
ready to do battle in the classroom
physically and intellectually.

for the Filipino veterans of World War
II had been a slow march toward justice. It was not until President Obama
took office in 2009 that any progress at
all was made. The American Recovery
and Reinvestment Act that was signed
into law that year contained a provision for the Filipino Veterans Equity
Compensation, which allowed aging
Filipino veterans to finally collect the
benefits they deserved.”

their own little way, to guide them and
do the right thing in order to make their
dreams turn into reality.

for all teachers who have been part of
their lives. Let the whole world know
that our dear teachers may have passed
away, but they will not be forgotten.

One of the features that I like in
Facebook is the “Like” button. To me,
this button is a one-click response that
can be used in a lot of situations.
I often use it to agree with a friend
on a statement posted on his wall.
I also use it to acknowledge a comment that a friend posted on my wall.
And sometime, I use it to say “yes” to
a question that a buddy had posted.
In the near future, Facebook will
feature a new button called “Want.”
Facebook is now working with several well-known retailers in the testing
of this new feature.
The “Want” button will allow certain users during the testing period to
flag images of products they want to
buy.
As the test users start clicking different images or products they want to
purchase in the future, Facebook will
place them in the “want” folder it calls
collections or wish list.
Facebook’s goal is to encourage
its one billion users to buy products
for their friends and families. This

Why lie?
In an environment where so-called
“white lies” are tolerated and accepted because the lie is believed to
be insignificant and harmless to others, it is extremely hard to emphasize
the importance of telling the truth at
all times.
As a practicing immigration attorney, I sincerely believe that truthfulness in providing vital personal information when applying for benefits
is essential and extremely important.
After all, who wants to have dishonest
people in a country where full disclosure is the rule rather than the exception? This is America!
That is not the only reason why it is
important to tell the truth. Filipino and
American cultural traditions consider
family unity as the cornerstone of every society. While the composition
of the family in the 21st century may
have radically changed, nevertheless
immigration laws continue to support
petitions that promote family unity. It
is important to remember not to lie because it could be the beginning or the
end of the dream to immigrate to the
United States with the whole family.

It is common for
Filipino parents who
become US citizens
or lawful permanent
residents (LPR) to
petition for the immigration of unmarried children over 21
years old and then
later these children marry before their
visa becomes available. This is understandable as it takes about seven to 14
years for the visas to become available, depending on whether the parent
is a US citizen or a LPR.
The rule is that if the child marries before the visa is available, the
visa becomes ineffective (cannot be
enforced) if the parent is an LPR. If
the parent is a US citizen, the petition
stands but the wait becomes longer.
Some applicants are tempted to lie
about their marital status in the pursuit
of their application to move to the US.
But lying and getting caught will bar
applicants from entry into the US.
The law states that “(A)liens, who
by fraud or willfully misrepresenting
a material fact, seek to procure or have
sought to procure or have procured a
visa, other documentation or entry
into the US or other benefit provided
under the Act are inadmissible.” INA
§212(a)(6)(C).
In order to rectify, a waiver has to be
filed, which is not an easy way to go.

President leads inauguration
of aircraft-components factory

a factory of B/E Aerospace Inc., thanking the company for choosing the Philippines over other locations.
“Events like this are road signs along
the path to progress. They tell us that
we are going in the right direction —
that the world is beginning to acknowledge the long-overlooked talents of the
Filipino worker,” the President said in
a speech during the event
He noted that such events mean new
job for Filipinos and more gains for
the country’s economy. He expressed
his gratitude to the B/E Aerospace Inc.
for investing big money in the country,
noting that the Batangas facility is the
first outside the United States and Europe.
The Philippines, chosen from the
shortlist of six countries as a location
of the factory, is a testament that it is
becoming a truly competitive destination, he said.
The President also said that with the
start of the B/E Aerospace’s operation
in the Philippines, the country regains
a foothold in the manufacturing sector, especially in aircraft components
manufacturing.
More foreign investors have been
coming in, the President said, adding that AG&P, also located in Batangas, has invested in the Philippines to
manufacture large oil, gas and mining
modules. Other companies invested in
shipbuilding, he said.
The President also cited the progress
of the country’s aviation sector, noting
the factors that sustain these developments. Investors are coming to the Philippines because of its highly skilled,
English-speaking workforce, the government policy that level the playing
field for businesses and the assurance of
a corruption-free bureaucracy, he said.
“Our administration is as committed
as ever to honesty and transparency. We
will not misplace your confidence, and
we will certainly not betray the trust of
our workers,” Aquino said.
B/E Aerospace Inc., which planned
to invest $100 million in its Philippine
facility, is starting its operations with
200 employees. The company plans to
increase its workforce to 500 next year
and to 1,000 workers in the next three
years.
The company is one of the world’s
leading manufacturing of aircraft passenger cabins interior products for commercial, business and military aircraft.
It is also a major distributor of aerospace fasteners.

New record in PHL stock deals is
due to investor confidence – Palace
In Washington D.C., Purisima’s report on economy impresses officials
MANILA -- Malacañang said last
Oct. 4 that the new record high set by
the Philippine Stock Exchange index
(PSEi) was due to the continued investor confidence in the economy’s
growth under the administration of
President Aquino.
“The stock market’s recent record
again reflects the continuing investor
confidence in the economy,” Presidential Spokesperson Edwin Lacierda
said in a press briefing in Malacañang.
He expressed confidence that the
economy would further boom until the
end of the year as “we expect greater
infrastructure spending towards the
end of the year.”
“And also our tourism, BPO (business process outsourcing) and growth
sectors continue to improve,” Lacierda said.
The PSEi closed at a new record
high last October at 5,375.52, up
26.84 points, surpassing the July 5 record of 5,369.98.
To date, the PSEi has breached new
record highs 22 times.
Meanwhile, in Washington D.C.,
Finance Secretary Cesar V. Purisima
reported on the performance of the
Philippine economy at a conference
held here early last week.
After the presentation of Purisima’s
report, the predominantly American
audience was convinced that the “sick
man of Asia” is finally on the road
to recovery, the Philippine Embassy
said.
In a statement, Philippine Ambassador to the US Jose L. Cuisia, Jr. said
the presentation of Secretary Purisima
at the recent Philippine conference on
the positive macroeconomic developments in the home country resulting
from the Aquino government’s mantra
that “Good Governance is Good Economics” impressed the audience.
“Secretary Purisima did a very excellent job in painting a bright future
for the Philippine economy and those
who heard him —from officials of the
United States government, representatives of think-tanks, executives from
big business and members of the media and the academe, both Filipino and
American — all agree that the Philippines has taken off,” Cuisia said.
In his remarks at the conference
sponsored by the Center for Strategic
and International Studies and the USPhilippines Society and held at the
Capitol Hilton here, Secretary Purisima said President Aquino’s high approval and trust ratings of 78 percent
has given his administration more
political capital to pursue structural
changes to transform the country.

Talks had it that Robin nixed the

But Kyle denied the claim against
her dad. She admitted that Robin had
read the script and found nothing
wrong in so far as Islam is concenred.

the two-night finale of “The X Factor
Philippines” over the weekend after its
ratings edged those of rival programs.
The final performance night that
aired last October 6 hit 19.2 percent vs
GMA’s “Kapuso Movie Night” with
13.9 percent and TV5’s “Artista Academy” with 3.7 percent.
Meanwhile, the final results night
that aired the following night, rated
at 24.5 percent, much higher than the
10.5 percent of GMA’s “Protégé.”
KZ Tandingan, a band vocalist from
Digos City who was mentored by international singing sensation Charice, was
voted as the first grand winner of “The
X Factor Philippines” during the finals
night on October 7 at the PAGCOR
Grand Theater in Paranaque City.
KZ garnered a total of 54.77 percent
of combined text and online votes,
beating second placer Gab Maturan
and third placer Daddy’s Home, who
garnered 32.33 percent and 12.90 percent, respectively.
“The X Factor Philippines” finale
was also the most talked about topic
online after it trended on micro-blogging site Twitter.
The star-studded finale opened with
an energetic performance by host KC
Concepcion, while the four judge-mentors also gave their solo performances.

McAllister, who had been free on
$100,000 bond, was placed in custody
last August 10 when a jury returned
a verdict that found him guilty of 31
counts of rape in the second degree,
domestic violence and rape in the third
degree, and domestic violence and assault in the fourth degree.
McAllister’s defense lawyer, Lance
Hester, in an email to this reporter,
stated that his client was broken-hearted when the Filipina identified only by
her initial S. L “left him. And now even
two years later, he remains aghast that
she would go to the extremes that she
has, for maintaining US residency and
probable (US) citizenship in years to
come.”
“He (McAllister) maintains that he
is the true victim in this case and is
sorely disappointed the jury did not
agree with his testimony. He filed his
notice of appeal before leaving the
courtroom at sentencing.”
Hester said that S. L. attended the
sentencing and was emotional, and
testified that “the whole matter was
shameful” to her. She was accompanied by her new boyfriend and her
brother-in-law, Temur Perkins. S. L. is
now “23 or 24 years old.”
Prosecutor Rosekrans told this reporter in an email that, “Mr. McAllister did not apologize (after the sentencing). He accused her (S. L.) of lying.
He has a pending case filed with the
United States District Court in Seattle.
Mr. McAllister was lucky to get only
20 years. He could have gotten a life
sentence.”
Court records show that McAllister
was introduced to S. L. by her brotherin-law, Temur Perkins, who described
his profession during his testimony as
someone “who works from home.” He
is married to S. L.’s sister, Rosemarie,
and they live at Port Townsend, 60
miles northwest of Seattle.
McAllister began his relationship
with S. L. by calling her for several
months when she lived with her family
in the Philippines.
McAllister went to the Philippines
on March 15, 2008 and stayed there
until March 28, 2008 to meet S. L. and
spend time with her. After McAllister
returned to the US, he told S. L. that he
would give her a good life, he would
be a good husband, he loved her and he
wanted her to be his wife.
S. L. arrived in Seattle, Washington on March 14, 2010 and proceeded
to the residence of McAllister at 300
Block of Seamount Drive, Brinnon,
about 66 miles west of Seattle.
Four days later on March 18, 2010,
McAllister raped S. L. The following
days and almost daily until April 25,
2010, McAllister would force her to
perform oral sex on him and would
rape her, and after forcing her to have
sex with him, he would kick her three
to six times.
On April 26, 2010, S. L. escaped
and later filed a complaint against
McAllister.
Attorney Hester said McAllister
“was in love with S. L. and that he
never raped her, and never assaulted
her in any way shape or form. He was
looking forward to marrying her. And
he believes that she and her brother in
law, Temur Perkins, masterminded a
method for helping S. L. get to the US
at McAllister’s expense.
Hester said that S. L. was granted a
“U visa,” which allows her to remain
in the US. She was given the U visa
when she claimed she was a victim of
domestic violence, he also said.
A U-visa status is authorized by the
Victims of Trafficking and Violence
Protection Act of 2000. It is designed
to provide lawful status to noncitizen
crime victims who are assisting or are
willing to assist the authorities in investigating crimes.
S. L. never became pregnant,
Rosekrans said.
McAllister was initially charged
with 19 counts of second-degree rape,
10 counts of third-degree rape, and 11
counts of fourth-degree rape.

Director Marilu Diaz-Abaya dies
MANILA — Multi-awarded film director Marilu Diaz-Abaya succumbed
to cardiac-pulmonary arrest caused by
her seven-year battle with breast cancer.
She died at 6:40 p.m. last October
7 in the St. Luke’s Medical Center in
Taguig City. She was 57.
Widely considered as the top female
director of the country, Diaz-Abaya
is best remembered for her 2007 film
“José Rizal,” a biopic starring Cesar
Montano.
She was also the mother of musician
and actor Marc Abaya. Marc told media people recently that his mother’s
cancer had regressed.
Marc had said that he was trying to
put a very strong front for her mom who
was diagnosed with Stage 4 cancer.
Marc, the vocalist of Kjwan band,
told “pep.ph” last June that Diaz-Abaya was “ready to go.”
“It’s only a matter of time. Only God
knows what will happen to my mom,”
he said, adding “Lagi niyang sinasabi
sa kanyang interviews that she’s ready
to go. Handa na raw siya. But she has
survived it for the past seven years.
Diaz-Abaya founded the Antipolobased film school, Film Institute and
Arts Center.

When you finally earn your green
card upon entry into the US, it allows
you to petition for your wife and children, but you would not be able to do
it if you get caught lying, and the DHS
(Department of Homeland Security)
takes away your green card.
Petitioning for your wife (listed in
the marriage certificate) will reveal
that you lied to the immigration officers. Petitioning for your children will
likewise be a problem because their
birth certificates will reveal the truth
of your status.

Senator Heller’s candidacy for helping
the state’s Filipino veterans get recognition after their applications for benefits
were denied because their names were
not found at the National Personnel Records Center in St. Louis, Missouri.
Elpidio, a retired US Navy reserve
officer, hailed Heller for “introducing
legislation that provides Filipino veterans with a forum that challenges the
current process and exclusion from the
reconstructed Missouri Lists, which
many are not on and have other historical evidence that they had served.”
The Senate bill (S. 3530) that Senator
Heller introduced may help the 24,000
Filipino veterans, who were turned
away by ARRA that was supported by
Representative Berkley.
Senate Bill 3530 requires the “Secretary of Defense to establish a process to determine whether individuals
claiming certain service in the Philippines during World War II are eligible
for certain benefits despite not being on
the Missouri List.”
The Filipino-American voters are
being asked whom to support between
Berkley, who supported the ARRA that
gave the $15,000 lump sum benefit to
Filipino veterans who are US citizens
and one-time $9,000 benefit to Filipino
veterans who are not US citizens or
Senator Heller, who is leading the crusade for the recognition of the 24,000
Filipino veterans, whose claims were
denied.
This is a decision Nevada FilipinoAmericans have to make when they go
to the polls.
The National Federations of Filipino American Associations (NaFFAA)
headed by national chair Ed Navarra
had earlier reported that based on the
2010 US Census, there are 2,555,923
Filipinos in the United States, 98,351
of whom reside in Nevada.

Forcible rape? Are not all cases of
rape forcible? If not, then we could presume there is “unforced rape”-- which
is no longer rape as it sounds like consensual sex.
Is there such thing as “accidental
rape”? Perhaps the woman is sleeping
in a dark room, and the man thinks she
is her wife.
Our point is that if we describe rape,
a lot of speculations crops up.
The controversy in which Congressman Akin found himself is not the first
time it reared its ugly head. I remember
that in the Philippines, the late Senator Raul Manglapus ran into the same
trouble.
Manglapus told some women reporters in a jocular mood, “If rape is inevitable, relax and enjoy it.” Although
the senator said it in jest, his statement was, nevertheless, reported in the
newspapers. And in the following days,
Manglapus was at the receiving end of
acerbic comments by women’s groups.
To many women, the subject of rape
is an incendiary topic. There are some
women, though, who seem to view the
topic in a different light. One such lady,
who was apparently bored of the ordinary, consensual sex, commented that
she considers rape as an event of high
excitement.
What kind of woman is she? In
Batangas (Philippines), such woman
is called “pagerper” – whatever that
means.

Keith Kizer, executive director of the
Nevada Athletic Commission (NAC),
clarified “false reports” that NAC “will
not be importing any judge to score the
fight, saying that in the first bout between the two fighters, there were three
non-Nevada judges.
In the wake of the controversy over
the result of the fight between Manny
Pacquiao and Tim Bradley last June 9,
Attorney Francisco Valcarcel, president of the World Boxing Organization
(WBO), was quoted in news reports as
saying, “before the Pacquiao-Bradley
judges were assigned by the Nevada
State Athletic Commission, I submitted
a list of 20 judges from elsewhere who
could be assigned to the bout. None was
chosen.”
Valcarcel’s statement was interpreted
to mean that NAC taps only Nevada
judges to score major fights in Nevada.
In an email to this reporter, Kizer stated that the “Pac-Marquez 1 (bout) had 2
(two) non-Nevada judges; Pac-Marquez
2 had 1 (one) non-Nevada judge; and
Pac-Marquez 3 had 0 (zero) non-Nevada judges. I have no idea how many
non-Nevada judges Pac-Marquez 4 will
have.”
In an statement to the Boxing Scene,
Marquez was quoted as saying, “I will
request that the judges for this fight will
be composed of one Mexican judge, one
Filipino judge and one neutral judge.
This time, I don’t want the judges to be
appointed by the Nevada Athletic Commission, which normally appoints three
Americans from its staff.”
All the three fights between Pacquiao
(54-4-2) and Marquez (54-6-1) were
controversial. In 2004, Pacquiao dropped
Marquez three times in the first round, but
Marquez came back to salvage a draw. In
2008, Pacquiao won a split decision over
Marquez. In November 2011, Pacquiao
won a majority decision, but many boxing writers felt it may have gone either
way.
Marquez said if NAC does not listen to
his plea, “I’m (still) going to fight as I did
in my three previous fights.”
But in the aftermath of Pacquiao’s controversial loss to Tim Bradley last June,
there were clamors for the appointment
of judges outside Nevada to score major
boxing events in that state.

ratification through a plebiscite. Once
approved, there will be elections,” he
said.
Under the proposed Bangsamoro,
the national government will continue
to exercise exclusive powers of defense
and security, foreign policy, monetary
policy and coinage, citizenship and naturalization.
He said the Constitution and lawful
processes will govern the transition to
the Bangsamoro. “This agreement will
ensure that the Philippines remains one
nation and one people, with all of our
diverse cultures and narratives seeking
the common goal,” he added.
Aquino said the Bangsamoro people
would also be guaranteed a fair and equitable share of taxation, revenues, and
the fruits of national patrimony. “They
will enjoy equal protection of laws and
access to impartial justice,” he added.

Talking about the job of PMAM’s
president, Angeles said the symbolic
title is a big responsibility. She noted
that the past presidents, in the discharge of their responsibilities, hurdled
the challenges “with relative ease and
excellence. I personally admire all the
past presidents who served in the past
47 years, and I strongly wish to follow
their foot prints.”
She said that it was “their leadership, guidance and perseverance that
made PMAM what it is today.”
The new president said she is “surrounded by many past PMAM presidents who have been giving me much
needed advice.” She made special
mention of Dr. Orly Sison, “known to
us as Manong Orly,” saying “you are
one of the most dedicated, pro-active
and chronologically gifted persons I
ever met.” She also lauded Dr. Claire
Perez, whose help “went far beyond I
hoped for.”
She congratulated Mrs. Tessie Son,
the newly inducted president of the
Auxiliary to the Philippine Medical
Association of Michigan (APMAM),

husband, Ferdie Angeles, who was the
outgoing APMAM president.
Meanwhile, outgoing PMAM President Sonia G. Fernando, delivering her
valedictory message, said “with your
help and generosity, we turned our
bottom line from red to black, and at
the end we had money to spare for a
second anesthesia machine for future
(medical) missions.”
“Donations to our cultural center,
PACCM (Philippine American Community Center of Michigan), and the
poor people in our community will be

Fernando also said, “I wish to thank
all of you, especially our treasurer of
15 years, Dr. Cesario Solarte, Jr., the
executive council and all the hardworking committee chairs.” She added, “it
has been my privilege to serve PMAM
as president for the past two years.”
