ecatur honored 18 Hometown Heroes in 2012 for

Decatur began its Hometown Heroes program in 1996 at
the close of the Hometown to the World Festival held during the Olympics. The 14-day festival was a success because

Gearing Up for an
Awesome 2013
A
s we enter 2013, we are two-and-a-half years into our
10-year strategic plan and making great progress on the
16 goals and 82 tasks that you helped develop to guide our
work over the next decade. Here is a quick review of the
progress we have made on Principles
A and B. We will include updates on
Focus on Principles C and D in the coming
Downtown months. You can view a copy of the
Development 2010 Strategic Plan at www.decaturga.

Principle A: Manage Growth While Retaining Character
In December of last year, the Decatur City Commission adopted proposed changes to the
city’s zoning ordinance that directly related to goals identified in the strategic plan. The recommendations resulted from the hard work of the Zoning Task Force over an 18-month period
to identify outdated regulations, study best practices from other cities and reach consensus
around proposed changes. The changes addressed the following tasks listed under Principle A
in the Strategic Plan:
• Refined citywide commercial design standards. (Task 1A)
• Expanded the Downtown Decatur Special Pedestrian Area to require streetscape improvements along additional commercial streets. (Task 1C)
• Adopted new transition design standards to better integrate commercially zoned property
with adjacent single-family property. (Task 3A)
• Defined home-based business requirements in single-family neighborhoods. (Task 3D)
• Established clear guidelines for developers and outlined a clear approval process for projects
in commercial districts that specify design requirements for transitional areas but outline a
clear approval process for developers. (Task 3E)
The Decatur Focus is a joint publication of the City
of Decatur, the Decatur Downtown Development
Authority and the Decatur Business Association. It is
a newsletter intended to provide announcements and
information related to events, activities, and businesses
in the City of Decatur. The purpose of the newsletter
is to promote the city and encourage the exchange of
information among residents, business owners and the

In addition to the zoning ordinance updates, we made progress on other tasks in Principle A:
• Opened a Decatur Visitor Center (photos are on page 6) at 113 Clairemont Ave. Added new
bicycle racks in key locations around the city. Artistic bicycle racks are currently on order for
installation this month. (Task 1D)
• Completed renovations on the south lawn of the Old Courthouse. (Task 1E)
• Launched a successful “shop local” campaign with the new Keep it Indie-Catur logo. As a result
of this focused effort, our retailers have reported 30 percent, 50 percent and even 80 percent

Beer Festival Distributes Grants
to Benefit Decatur Community
T
he Decatur Craft Beer Festival in October was a great success, thanks to the continued support of the community, the volunteers and the many sponsors. Every year
the event brings the community together for an afternoon of tasting, food, music
and fun. Since 1998, the festival has given more than $550,000 in grants to the community. This year, it gave out $52,000 in grants to:

Homestead
Exemptions
Reduce Taxes
If you live at the property you
own, you may qualify for up to
seven homestead exemptions offered by the City of Decatur.
If you have already applied for a
homestead exemption, you do not
need to re-apply. If you have only
filed for a homestead exemption
with DeKalb County, you must
also apply with Decatur. You must
apply for 2013 if you qualify for
a new exemption based on age,
income, or if you are a new owner.
By law we can accept homestead
exemption applications for 2013
any time between now and April
1, 2013. However, we encourage
all eligible homeowners to apply
for any new exemptions by March
15 to ensure your exemption appears on the first installment of
your 2013 property tax bill, which
will be printed and mailed just
prior to April 1.

• Successfully amended ordinances to make it
possible for two small micro-breweries to open
in the East Decatur Station area. (Task 2C)
Principle B: Encourage a Diverse and
Engaged Community
Perhaps the most meaningful effort on Principle B
has been refining the work assignments of LeeAnn
Harvey, who heads up Volunteer! Decatur, to allow her to focus on programming that expands the
ability of citizens to age in place. Special event volunteer recruitment and management will now be
handled by a part-time staff person working out of
the Decatur Tourism Bureau. This reorganization
takes effect this month but LeeAnn has already
been at work holding focus group meetings with
senior citizens and strengthening our partnership
with the Atlanta Regional Commission’s aging-inplace programs. Progress has been made on the
following tasks:
• Developed an Aging in Place page on the city’s
website with a map outlining the location of
critical services in the city. Decatur is listed on
the ARC website as an Aging in Place community. (Task 5A)
• Expanded our holiday special event calendar
in 2012 to include a Menorah lighting on the
square during Chanukah, with entertainment,
special holiday foods and music. (Task 5B)
• Obtained a small grant through the Georgia Department of Human Resources that will allow us

to test a weekly shuttle bus program connecting
senior citizens in the Oakhurst neighborhood
with essential services in downtown Decatur.
We are partnering with the DeKalb County Human Development Office of Senior Affairs to expand on the successful Golden Shuttle operation
currently running in the Toco Hills area and
in Chamblee. This project is in the early stages
and will be developed with input from senior
citizens. Based on the success of the pilot project, we hope to expand it throughout the city of
Decatur as a service to senior citizens. (Task 5E)
• Continued to support and expand the Martin
Luther King Jr. Weekend Service Project to
help additional low-income senior citizens with
critical home repairs and expand this effort to
provide year-round support. Also, held another
successful Season of Giving/Christmas Decatur
event. With overwhelming community support
and the help of an energetic group of volunteers,
we helped brighten the holidays for more than
500 children and seniors in the city of Decatur.

• Added a successful Encore Class for Decatur 101
graduates to provide them with updated information on timely topics like annexation and test
a new class focused on Emergency Management
and another class on City Schools of Decatur
that was developed by staff of the school system.
Both of these classes will become part of the regular Decatur 101 curriculum in 2013, expanding
the program from five weeks to seven. (Task 7C)
This is just a summary of what has been accomplished to date and there are exciting projects
in the works for the year ahead. Stay tuned for a
report on Principles C and D next month.

Church at Decatur Heights Earns
Special Hometown Hero Award
P
eriodically the Decatur City Commission singles out organizations for a special Hometown Hero award. This year the
Church at Decatur Heights received this designation for its
outstanding contribution and commitment to the community. The church, its pastor Dr. Alan Smith (pictured at right with
City Commissioner Patti Garrett), and church members have
supported the Decatur Heights Neighborhood Association, A
Season of Giving/Christmas Decatur, community gardening,
wellness programs, and youth sports. They routinely open up
the church, gym and grounds to the community. For more details visit www.decaturga.com.

Housing Authority to Begin Phase III at
Allen Wilson Terrace
The Decatur Housing Authority has been selected by the Georgia Department of Community Affairs to receive an allocation of Low Income Housing Tax Credits for Allen Wilson
Phase III. In Phase III, the DHA will build the final 71 affordable units, with a completion
date of December 2013, and move the Allen Wilson Terrace families into the new units.
The plan then calls for demolishing the old units along Trinity and developing market rate
housing along that side of the site.

The Water Fountain Committee of the
Decatur Active Living Advisory Board
believes that Decatur will be a healthier
place to live, work and play if the city has
more drinking water fountains. Having
water readily available to residents and
visitors helps discourage the consumption
of sports drinks and sodas and reduce the
number of plastic water bottles that end
up in the waste stream.
The committee has, with the help of
a survey of Decatur residents, identified
various locations throughout the city that
would benefit from having a drinking
water fountain. These locations are downtown, along walking routes to schools, on
the PATH and near schools and parks.
The cost of a fountain is $3,200 if there
is an existing water meter that could be
used, or $4,200 if a new water meter has
to be installed. Sponsor levels range from

MLK Project Seeks Volunteers

ecatur’s Martin Luther King Jr. Service
Project seeks volunteers for Jan. 19, 20,
and 21. This annual event brings together hundreds of volunteers to work
on house repairs and maintenance, as well as yard
work, so that fixed- and low-income senior citizen
homeowners can safely and comfortably remain in
their homes.
If you can rake leaves, swing a hammer or paint a
wall, please join us. If you are a plumber, carpenter,
electrician, HVAC technician, roofer, or other skilled
tradesperson, or have an insulation company, please
consider donating your skills and services to this worthy project. Help feed hungry volunteers by making
sandwiches, cookies and brownies.

Decatur 101 Begins 14th Class
Program Expands to Include Schools, Emergency Management
T
he Decatur 101 program, designed to educate the community
March 2013
about city government, will expand this year to include information about City Schools of Decatur and Decatur Emergency
Management. If you want to learn more about how the City of
Decatur works, who is responsible for what, and what steps you can take to
make a difference, sign up for Decatur 101.
The expanded class begins Thursday, Feb. 21, and runs for seven weeks,
ending Thursday, April 4.
Classes are held on Thursdays: the morning class is 10 a.m.-noon and
the evening class is 7-9 p.m., with optional tours of various city buildEverything you need

Classes are held in different city buildings and the school session will

Calling All Would-Be Poets
I
t’s time to use your creative mind and help us produce more “Burma Shave” signs to
post along the route of the Publix Georgia Marathon in March. Decatur has become
known for its series of bright orange and green signs with their slogans and encouragement for the runners.
“Burma Shave” signs were a part of a popular advertising campaign in the 1950s for
Burma Shave cream (a brand of brushless shaving cream), whose advertising gimmick
was to post humorous rhymes on consecutive signs along the edge of highways. Typically
there were five signs devoted to the poem, and a sixth that ended with the product name.
In Decatur, we will post four consecutive rhyming signs encouraging the runners, ending
with a fifth “Decatur” sign.
We expand the effort each year and want to continue the tradition, but we need your
help. Submit your ideas for Burma Shave-type rhymes. Winners will receive a special prize
and their signs will be posted. Help us continue to give the runners something fun to read
and think about as they struggle up the hills in Decatur.
Here are some examples of rhymes used before to help you get the rhythm.

Each line is printed on an individual sign and the last sign always has one word – Decatur!
(along with the logo). The signs are spaced so that the entire rhyme is revealed over several
hundred feet. The feedback we have received has been positive and the runners say they love
coming through Decatur, seeing the cheering crowds and reading the great signs. Some folks
have said they have made special trips back to see Decatur after the race is over.

$21,000 over the past five years for our cheering efforts, which goes straight to our community for youth sports programs, youth programs, and Walk There! Decatur.
Volunteer Now for the
Publix Georgia Marathon
Route Comes Through Decatur
The Publix Georgia Marathon will be Sunday, March 17, and the route for the full marathon will again pass through Decatur. Volunteers are needed to staff two watering stations,
one in Oakhurst and one downtown. Sign up for either one at www.georgiamarathon.com.
Volunteers are also needed to participate in the cheering station on Ponce de Leon Avenue in front of the Old Courthouse. We hope to line the streets with folks ringing bells
and shouting encouragement to the runners. There will be a monetary award for the most
enthusiastic cheering section. In 2012 Decatur won $2,000 to put toward the Walk There!
Decatur program.
There will be a community meeting about the marathon in February. Details and the

Smoke and Carbon Monoxide Detectors
Available Free to Decatur Residents
T
he Decatur Fire Department has received $83,505 from the Fire Prevention and
Safety Assistance to Firefighters Grants to provide smoke and carbon monoxide detectors, free of charge, to residents of the city.
Firefighters will install new detectors, test existing detectors and replace inoperable ones to ensure homes are safe. In addition, upon request firefighters will provide a free
home fire-safety check during the installation. Trained personnel will point out hazards that
when overlooked may cause a fire. Often simple maintenance and housekeeping will make a
home safe from fire.
The most common cause of fire deaths is smoke inhalation
from burning materials, and many fires occur at night
during the most vulnerable sleep time. Because smoke
alarms are early detection devices that emit an alert
at the first hint of smoke, the alarm gives families
time to get out of the home safely.

Slotkin and Caiola Form Partnership
D
ecatur lawyers Bobby Slotkin and Annie Caiola have joined forces to form Slotkin and Caiola, LLC, 118 E. Maple St. in downtown Decatur. The new firm provides litigation and counseling
services to individuals and businesses in the areas of contracts,
real estate, leases, franchises, trademarks, torts, probate and estates.
The two lawyers developed their expertise while working at large, international law firms. Slotkin left Holland and Knight in 2006 to open his own
practice. Caiola previously worked at Troutman Sanders.
Slotkin lives in Winnona Park with his wife, Lea Ann, and their children.

Amy Andrews Wraps Bookstore Tour
Decatur resident, singer-songwriter, and
feminist Amy Andrews is wrapping up
her Feminist Bookstore Tour of North
America with a party in January at Charis Books, 1189 Euclid Ave., Atlanta. The
tour, which benefits feminist bookstores
and community centers, took her to
places as diverse as Portland, Toronto,
Tucson, Gainesville (Fla.), Chicago, and
Toledo. Amy has given 100 percent of
tour proceeds to the indie booksellers
that hosted her performances. She has
produced a “Live from the Feminist
Bookstore Tour” album, and the tour is
featured in Ms. and Curve magazines
and a variety of Georgia-based publications.
Amy’s concert performances also benefit such organizations as LifeLine Animal Project,
Ahimsa House, the Women’s Resource Center to End Domestic Violence, the American Federation for Suicide Prevention and Miles For Home. She has performed in key listening room
venues in the South, including Eddie’s Attic, and recently placed in the finals of an international competition to open for country artist Loretta Lynn.

Center
All About Developmental Disabilities
(AADD) has launched a new Family Support
Center at 125 Clairemont Ave., Suite 300. The
center is designed to serve individuals and
families living with developmental disabilities
in metro Atlanta and across Georgia. It offers
assistance during difficult life transitions and
anticipates reaching more than 1,000 people
annually.
For people living with developmental disabilities, transitions are a challenge, whether
from elementary to high school, high school
to college, to a new job or to a new living
place. The new Family Support Center is
designed to make it easier for families to
navigate the emotional, physical and financial
issues associated with the process. Services
include person-centered planning, personal
advocacy, navigational advocacy, peer support
groups, and resource center.
AADD is a nonprofit organization, founded
in 1956 and dedicated to creating lifelong support, education, and opportunities for children, adults, and families living with developmental disabilities. For more information,

Decatur Old House Fair Returns
Preserving the Old while Bringing in the New
Saturday, Feb. 2 • Decatur Courtyard Marriott Conference Center
The Decatur Old House Fair, now in its fifth
year, is an all-day showcase of seminars, exhibits, and hands-on-workshops for old-house
owners. This year’s event, themed “Preserving
the Old while Bringing in the New,” will include
seminars on waterproofing basements, fireplace
restoration, historic tree care, and tax incentive
programs for historic houses.
In addition to traditional seminars, the fair
will offer “short bites” for specific house styles, including Victorians,

Sidewalk Saturdays – a Pop-Up Art program
on Saturdays, with street performers, artists,
musicians, sidewalk chalk artists, jugglers, poets,
and singers, all performing on strategic sidewalks
and corners in downtown Decatur and Oakhurst.
The Arts Alliance will audition performers, who
will be paid an hourly stipend rather than putting

This year the Decatur Arts Festival celebrates its 25th year. In
recognition of that milestone the Decatur Arts Alliance, the
Decatur Tourism Bureau, and the Decatur Downtown Development Authority are launching a citywide, year-long
celebration of the arts that will include public art, custom
“artsy” bike racks, a Pop Up Art program on Sidewalk SatLL
urdays, a celebration for artists and arts disciplines, a comI ANC
munity art project during the Arts Festival, a grand opening of
the new Decatur Visitors Center, a 25th anniversary Arts Festival
exhibit in the Old Courthouse, and more.

The Decatur Arts Alliance is accepting entries for
the annual Fine Arts Exhibition of the Decatur Arts
Festival. The exhibition will take place at the Dalton
Gallery on the Agnes Scott College campus, May
21-June 2. Jurors for this year’s exhibition are Amy
Landesberg, Chris Appleton, and Temme BarkinLeeds.
The alliance invites artists working in all media to
apply for this juried exhibition, which is part of the
25th annual Decatur Arts Festival. The exhibition
seeks to contribute a fresh, unique perspective to the
festival. Selected works will reflect a wide range of
artists’ experiences and viewpoints, with excellence
as a common thread. All works must be original and
completed within the last two years.
Monetary prizes are offered, as well as purchase
awards from the Decatur Business Association and
the City of Decatur. During the exhibition, the community is invited to special events that include the
opening reception on May 21 and Last Call, a closing reception with artists’ commentaries, on June 2.
Artists’ applications for the exhibition are due Feb.

Decatur City Dance Celebrates 60th Season
with Winter Dance

fter five sold-out shows of “A Day with Mother Goose” in
November, Decatur City Dance continues celebrating its
60th season with “Winter Dance.” DCD’s Junior and Apprentice ensembles, 31 professionally trained dancers ages
13 to 18, will present ballet, jazz, and modern dance works in performances produced by associate directors Leslie Gourley, Jessica Reese,
and Toya Willingham.
Three favorite dances from past years are being revived. “Broken,”
by Heather Yates is set to music by Coldplay. “Day into Night,” by Ms.
Gourley, set to music by J. S. Bach, was inspired by the books “Night,” by
Elie Wiesel, and “The Hiding Place,” by Corrie ten Boom. “Soul Suite,”
by Ms. Willingham, features the music of James Brown, Aretha Franklin, Otis Redding, and Grover Washington, with guest appearances by
members of AboutFace, DCD’s adult professional jazz company.
Cara Mills, Jessica Reese, Toya Willingham, and Heather Yates are
staging new works for this show. Also on the program is a piece by
guest choreographer Dr. Lisa Fusillo, professor of dance and department head at the University of Georgia.
Tickets for “Winter Dance” go on sale Jan. 14. The shows will be held
at the Uhry Theatre at Druid Hills High School, 1798 Haygood Dr.,

Waldorf Schools Receive Captain Planet
Green School Award

he Association of Waldorf Schools of North America (AWSNA) has received the
Captain Planet Green School Award for 2012. The Captain Planet Board of Directors presents awards honoring those who have demonstrated extraordinary environmental stewardship.
The Waldorf School of Atlanta hosted two visitors from the Captain Planet Foundation this
fall. The Captain Planet representatives wanted to see firsthand how environmental education
is incorporated into every aspect of the school’s curriculum.
Waldorf students are engaged in experiential learning that fosters their potential to be
thoughtful, caring, and active stewards of the Earth. Waldorf schools work with an awareness
of where all things originate as gifts from the Earth: paper from trees; crayons from bees, color
from plants, and so on. The teachers lead students in daily practice of remembering these gifts
with gratitude and in exercising care for how the Earth’s resources are used.

Decatur Book Festival, and the Iberian Pig
will present a fundraiser featuring a fourcourse meal and four authors of food-related
books for a memorable evening of food for

Participating authors will include Kim
Severson, Atlanta bureau chief of the New
York Times and co-author of Cook Fight, and
Amber Dermont, author of The Starboard
Sea. The other two authors had not been announced at presstime.
