Junglighat Terminal to the nation

It was indeed a red letter day
today in the history of these
Islands when the Union
Minister of Shipping, Road
Transport & Highways, Shri
Nitin Gadkari dedicated the
newly built Junglighat
Terminal to the Nation. At a
well organized function at the
Terminal premises, the Union
Minister unveiled the plaque
to dedicate the port
infrastructure facility to the
nation in general and the
Islands in particular in the
august presence of the Lt
Governor, Lt Gen. AK Singh
(Retd),
Member
of
Parliament, Shri Bishnu Pada
Ray, Chief Secretary, Shri
Anand Prakash, Smt. Rupa
Ray, the State BJP President,
Shri Vishal Jolly, senior
officials from the A&N
Administration and ALHW
besides a good number of
islanders.
Junglighat Jetty Terminal has
been completed in two
phases. The total cost of the
project is Rs.96 crores which
was sanctioned by the
Ministry of Shipping.
Passenger shed, transit sheds,
cargo handling equipment
shed Weigh Bridge, heavy
cargo stack yard are the basic
facilities, among others,
provided in the Junglighat
Harbour
Complex.
Altogether 24 vessels can be
berthed at a time.
Addressing the function, the
Union Minister reminded the
people about the measure of
importance which the govt. at
the centre attaches to this
remotely placed strategically
significant Islands which is
also the last post of our
Country. He said people of
these Islands also have great
hope and expectations from
the Central Govt. and assured
that it would leave no stone
unturned to uplift the quality
life of the people of these
Islands.
Giving a brief account of
some of the immediate steps
taken to speed up the
infrastructure development
works, the Union Minister
said that under the National
Highway Project, Rs 1000
crores have been sanctioned
to cover 223 km road from
Chidiyatapu to Diglipur.
DPR is being prepared for
61KM road in the first phase,
the work for which is
expected to start soon. He
further stated that support of
the Administration is needed
to make this NH road into a
double lane as the forest and
environment clearance is
required for this purpose
which comes under the
purview of the concerned
State.
Shri Gadkari said that he
believed in the concept of
carrying out sustainable
development by striking a
balance between environment
and development. One - sided
development is always
harmful, he pointed out. He
said mere dependency on
grant/subsidy is also not a
good indicator and urged the
islanders to come forward to
become entrepreneurs to take
these islands towards the
path of faster growth and
progress so that they are able
to fully reap the benefits of
such developments. There is
need to generate local
entrepreneurship with new
technology which will not
only help boost the economy
but also contribute towards
solving
growing
unemployment problem in
these Islands. "I do not say

assistance but I always want
to see the local people come

Road Transport, Highways
and Shipping, Shri Nitin
Jairam Gadkari has said that
the lone National Highway223 in the Islands, which is
about 300 km from Port Blair
to Diglipur, is proposed to be
improved by making it a two
lane National Highway as a
concrete cement road. The
construction of the 61 km
stretch of this highway from
Chidiyatapu to Jirkatang will
be carried out in the first
phase while the remaining
part upto Diglipur will be
taken up later, the Minister
said at a press conference
held in the conference hall of
Megapode Resort here today.
The Chief Secretary, Shri
Anand Prakash and the BJP
President, Shri Vishal Jolly,
Member of Parliament, Shri
Bishnu Pada Ray were also
present on the occasion.

sorted out. He said the matter
was discussed during today's
meeting with the Lt.
Governor and the senior

Administration has been
requested to put up proposal
for clearance of the Ministry
of Environment and Forest,
so that the work can be
executed as early as possible.
The Minister said that
another important decision
taken during the discussion
with the Administration is to
put up a Rs.100 crore plan
proposal under CRF for
execution of some minor
internal projects such as
roads, bridges etc. to facilitate
Islanders, Shri Gadkari said.
The Minister said that
while the matter relating to
connectivity
between
Chatham and Bambooflat
Bridge was also discussed,
for being a major project
requiring a large amount, the
construction of two bridges
on the Highway at Humphrey
Strait and Middle Strait also
came up for discussion, the
work for which will start
within 6 months time.
Construction of these two
bridges is expected to cost Rs.
277 crore and Rs. 265 crore
respectively.
About the shipping
problems, the Minister
informed
that
the
construction of two 1200 pax
and two 500 pax capacity
vessels has been entrusted
with Kochi Shipyard and all
efforts will be made to make
these vessels delivered in
three year's time. Efforts

The Siren will be tested on 3 and 18 of every month at 1000 Hrs. during the test, the
Siren will be blown for two successive blast for 30 seconds. Siren of Electronic Display
Board installed at Police Control Room, State Control Room, Junglighat (Fisheries Deptt.),
Met Office, MRCC, JOC, INS Jarawa at Port Blair, Fisheries Deptt. at Rangat, EOC at
Mayabunder, MRCC at Diglipur, Fisheries Deptt. at Hut Bay, EOC at Kamorta, EOC at Car
Nicobar and MRCC & EOC at Campbell Bay will also be blown in a similar manner at 1000
Hrs.
Therefore, the general public is hereby informed not to panic during the test of Siren and
requested to remain calm during test blast of Siren on the date and time specified above.

3. Vehicle should be road worthy with valid insurance cover and also fitnessed by the authority
concerned for the year 2015-16.

at Sl. No. 1-3.
EMD: All the Tenderers will have to deposit a sum of Rs. 60,000/- (Rupees Sixty Thousand Only ) as

TERMS AND CONDITIONS:

4. The Out Boat/ Engine Dinghy should have the capacity of transporting 1000 Nos. seed coconut and
10 persons on board and tenderer should have the ownership of the Out Boat/Engine Dinghy.
5. An Attested Xerox Copy of PAN Card of the tenderer must be submitted.
6. The Out Boat/ Engine Dinghy will be required usually on any day of First, Second, Third and fourth
week of every month.
7. In addition the owner of the Out Boat/ Engine Dinghy will be asked to provide additional trip as and
when required.
8. If the Contractor fails to execute the work in time, the EMD of the defaulter will be forfeited to the
Govt. accounts and the Quotation is liable to cancel.
9. Occurrence of damage or loss, if any found while transporting the inputs, the cost of damaged materials
will be deducted from the bill of the transporter.
10. The Assistant Director (Agri.), Rangat reserves the right to accept or reject any or all Quotation

Agriculture Inputs” addressed to the Assistant Director (Agri), Rangat on or before 23/03/2015 at 10.00

representative, if any.
Terms and Conditions:
1.
Tender should be accompanied with an EMD of Rs.10000/- (Rupees Ten thousand only) in the
shape of Call Deposit Receipt drawn in favour of the Assistant Director (Agri), Rangat from any
Nationalized Bank. Tender without EMD will be rejected. Transfer of any pending EMD will not be
entertained for this purpose. The firm those who are exempted for submission of EMD, attested relevant
certificates supporting therof must be attached, failing which their offer will be rejected at the time of
opening. No Cheques will be accepted as EMD.
2.
The EMD of the unsuccessful tenderers shall be returned immediately after finalization of the
tender. The EMD of the successful tenderer will be retained. For release of the EMD the tenderer shall
make written request.
3.
Tenderers should submit an attested copy of the transportation license, ownership and registration
certificate of vehicles.
4.
The Tenderer should submit the types and details of vehicles separately alongwith the registration
numbers of the vehicles and xerox copy of PAN Card.
5.
The accepted rate will be valid for one year (1.4.2015 to 31.3.2016).
6.
The successful tenderer will be bound to carryout the work within seven days after the receipt of
formal work order within the stipulated date and time metioned in the work order.
7.
If the Contractor fails to execute the work in time, the EMD of the defaulter will be forfeited to the
Govt. accounts and the tender is liable to cancel.
8.
Tender should clearly indicate the rate of unit mentioned against each of the work.
9.
If any documents in the other language other than English and Hindi it should be translated to
English or Hindi and should be duly attested by Gazetted Officer.
10. Occurrence of damages of loss if any found while transporting the Inputs, the cost of damaged
materials will be deducted from the bill of the transporter.
11. The Incidental charges during the transportation such as police permit to pass Jarawa Reserved
Forest Area and cost of transportation of vehicles by vehicle ferry is to be borne by the tenderer.
12. No conditional tender will be accepted.

1. The Applicant /contractor should produce the invoice copy of the machineries and the notarized
sale agreement of the machineries at the time of making application.
2. Then Applicant should submit the copies of returns of Income Tax for the F.Y. 2012-13, 2013-14
with PAN Number.
The schedule/ quotation document will be issued only to those who fulfills the conditions
mentioned at Sl. No. 1 – 2.
EMD: Earnest money as mentioned for each category should be deposited in the shape Call Deposit
Receipt/DD/Bank Guarantee/FDR valid for atleast 12 months from any Nationalized Bank payable in
favour of Executive Engineer, (Works) Municipal Council, Port Blair.
The duly filled quotation schedule and the earnest money shall be placed in separate envelops each
marked “QUOTATION (PRICE BID)” and EARNEST MONEY” respectively and submitted

Through a testing game in Dunedin on Tuesday, New
Zealand struggled to clinch a three-wicket win against an
in- form Scotland but it was their second consecutive
victory in the cricket World Cup that sprinted them to the
top of Pool. Led by Trent Boult (2/21), the Kiwi pacemen
claimed the win as they routed Scotland for a meager 142
in 36.2 overs after winning the toss at the University Oval
ground. Veteran spinner polished of the lower-order after
pacers Boult, Tim Southee (2/35) and Corey Anderson (3/
18) had upset the Scotland innings.
Scotland’s total was contributed to by Matt Machan (56)
and Richie Berrington (50), with their significant half
centuries. Although it was not much to defend, Scotland
paceman came down ferociously as they took down half
of the Kiwi batting line-up in 21 overs. The wicket was one
of good bounce and the batsmen were needed to slog
themselves throughout which is why a little lapse of
concentration cost them a wicket. Kane Williamson was
the Kiwis top scorer with his 38-run knock while Grant
Elliot managed 29 amidst an unforeseen collapse.
The Kiwis won with 25.1 overs stil remaining but the win
remained far from convincing.
Nevertheless, this was their second win after a

Venus Williams, who could
return to the world`s top ten for
the first time in four years if she
makes a successful defence of
the Dubai Open title this week,
began the journey with a 6-1, 62 rout of highly-regarded Swiss
teenager Belinda Bencic on
Monday. The 34-year-old holder
of seven Grand Slam titles
outplayed Bencic, a 17-year-old
earmarked by some as the
tour`s most promising new
player, for the loss of just three
games in only an hour and nine
minutes, making her the first
player into the third round.
Bencic, the winner of both the
Wimbledon and French open
junior titles and last year`s WTA
Tour newcomer of the year after
rising 179 places to number 33,
frequently hit the ball very hard
and sometimes brilliantly.
But Williams` fitness levels and

that the Ministry has ordered for a feasibility report for both
these places and once the report is ready, the Ministry can
decide whether a bridge or a tunnel is feasible on this stretch.
Pointing out that diesel is being used for power generation
here, the Union Minister requested the Lt Governor to make
use of solar power as alternative source of energy and
implement solar power projects in a big way here. Solar panels
on roof tops, bio- gasifires, bio- gas plants, bio fuels, green
power will help save the consumption of diesel which
otherwise is costlier, he added. Even solar panels can be
established on the roofs of Port sheds to meet the energy
requirements in Port areas, the Minister suggested. Small
innovative power saving models not only benefit the people
but also save money to a great extent, the Minister observed.
Speaking on the occasion, the Lt Governor described the
dedication of the terminal as a landmark event for the Islands.
He was happy to note that the Minister during his brief stay
here has minutely understood the requirement of these Islands
and has a clear vision for its future development. The Lt
Governor hoped that whatever project we propose, it will be
rightly interpreted for its implementation on the ground.
The Lt Governor further stated that the spirit of free enterprise
is lacking here and the dependency on the Govt. is actually
hampering the pace of development. He noted with satisfaction
that the Administration is getting adequate support from the
Central Govt. for proper execution of various projects initiated
by it. He further said entrepreneurs will be encouraged for
investment which would ultimately contribute to further its
prosperity and economic development.
The Lt Governor also referred to the two meetings he recently
attended at New Delhi i.e NITI Aayog and Governors'
Conference and said that during these meetings it was
conveyed that the Central Govt. would provide all assistance
for the development initiatives taken by the UT Administration
for the all round progress and benefit of the Islanders.
Describing Shipping as the lifeline of these Islands, the Lt
Governor said despite having a good number of vessels in the
DSS fleet only 55 percent ships are in operational condition.
He said the Administration is trying its best to optimize the
Shipping activities. Focus is also on to further improve aviation
sector. He said Administration is pursuing vigorously to
introduce chartered flight services in the sectors like Kolkata
and Vizag which will also be extended up to Phuket.
The Lt Governor stated that the Administration is leaving no
stone unturned to take Andaman & Nicobar Islands truly into
the 21st Century. With the installation of the new Govt at the
Centre, the development activities in this Island territory have
been given a new dimension, and a fast pace for which he
thanked the Hon'ble Prime Minister and the Central Govt.
The Lt Governor complemented the Andaman Lakshadweep
Harbour Works for developing the Junglighat Harbour
infrastructure to cater to the future requirements of the
Shipping sector.
In his address on the occasion, the Member of Parliament,
Shri Bishnu Pada Ray informed that these Islands will witness
a flurry of development activities in the coming 5 years time
from now. He requested the Minister for setting up of a
Maritime Institute in A&N Islands so that the youths can avail
the facility and contribute to the development of the Islands
at large. Other facilities such as construction of slipway, Ship
repair yard, Ship breaking yard under PPP mode may also be
considered for these islands, the MP demanded.
The Chief Secretary, Andaman and Nicobar Administration,
Shri Anand Prakash welcomed the Union Minister and other
dignitaries present on the occasion. The Chief Secretary also
expressed happiness over the timely completion of Junglighat
Jetty Terminal and said that with the inauguration of the jetty,
the congestion experienced at Phoenix Bay Jetty will ease to
a considerable extent. He also lauded the efforts of the ALHW,
PMB for completion of this project in time.
Informing about the salient feature of the new Terminal, the
Chief Engineeer and Administrator, ALHW, Shri Bimal Sinha
said that the construction of finger jetties for medium drafted
vessels have been envisaged to cater to the future requirement
of Shipping Sector. First priority has been given to mechanized
boat, second to DSS and then to the Police Marine Force in
these finger jetties, he added. The jetty approach measures
300m x 10m and finger Jetties is meant for 4m draft vessels
(3x120mx15m), he added.
The Terminal's inauguration function concluded with the vote
of thanks proposed by the Commissioner -cum- Secretary
(Shipping), A&N Administration, Shri Raajiv Yaduvanshi .

should also be made to develop water ports in the Islands with
facilities of international standard. A study in this regard will
have to be carried out. The Minister also briefed the scribes
about the ongoing works such construction of jetties at Chowra,
Teressa and Katchal, which, he informed, will be ready by
March this year.
The Minister further informed that he had suggested to this
UT Administration to explore alternative sources of energy in
place of diesel generated power such as solar, green energy,
wind mill and hydro power, which are not only cheap but also
environment friendly.
Regarding tourism development, the Minister said that to
make the tourism industry grow faster, there is need to improve
the tourism facilities to attract foreign tourists. This place is
the best tourist destination and the infrastructures are needed
to be improved for this purpose. The facilities required include
arrangement for night landing of aircrafts, introduction of
international flights, better connectivity etc. for which the
Administration has taken initiatives, he said.
The Minister said that he has requested the A & N
Administration to draw up a vision document for the next 25
years, especially for the key sectors like health, education,
tourism, fisheries etc. for the future development with a focus
on creation of employment opportunities for the well-being of
the Islanders.
Answering a question whether the Government proposes to
stop subsidy given in the ship travel sector, the Minister said
there is no move by the Govt. for withdrawal of grant or
subsidy. On the contrary, the Govt. is bent upon creating greater
facilities and provide better services to cater to the requirements
of the people at large.
To another question on employment of outsiders through
private companies in preference to local candidates in shipping
sector, the Minister said adequately trained local candidates
would always be accommodated for such employment. A
center of Maritime University may be set up here to impart
the local youth shipping services oriented training, he added.
