Lille is a city in the North of France. It is the principal city of the Lille Métropole, the fourthlargest metropolitan area in France after those of Paris, Lyon and Marseille. Lille is
situated in French Flanders, on the Deûle River, near France's border with Belgium. It
is the capital of the Nord-Pas de Calais region and the prefecture of
the Nord department.
The city of Lille, to which the previously independent town of Lomme was annexed on
27 February 2000, had a population of 226,827 as recorded by the 2009
census. However, Lille Métropole, which also includes Roubaix, Tourcoing and
numerous suburban communities, had a population of 1,091,438. The eurodistrict of Lille-Kortrijk, which also includes
the Belgian cities of Kortrijk, Tournai and Mouscron, had 1,905,000 residents. Lille can be described as having a
temperate oceanic climate; summers do not reach high temperatures, but winters can fall below zero temperatures.
Precipitation is above average year round.

ICAM Lille
Residence permit
If you are studying in France for more than 3 months you must obtain a residence permit within 2 months following
your arrival, specifying your student status. The maximum validity for the residence permit is one year and it can be
renewed.
A service to help draw up or renew residence permits is available at the Université Lille 1 for registered students who
must present the following documents:
- a photocopy of your passport and long stay visa (except for EU students)
- confirmation of enrolment
- 4 black and white identity photos
- proof of your social security cover (E111 form or E128 form for European students, or a copy of your private
insurance cover and its translation in French for students from outside the EU)
- proof of domicile in the name of the applicant
- proof of sufficient resources; minimum required- 412€ per month in one of the following ways:
either a guarantee that you live with a person residing in France, who must write an attestation declaring that they are
looking after you, stating any kinship if applicable, proof of identity and proof of resources.
or an attestation by a French bank that there is enough money in your account to cover your stay.
or an attestation of a grant for French government grant-holders.
- a copy of your birth certificate on which the identity of your parents should appear clearly (name, date and place of
birth) or a certificate of civil status. The birth certificate must be translated into French by an official translator or by
the Embassy or the Consulate of your country of origin. Your birth certificate and its translation must be stamped with
the seal of the French Embassy or the French Consulate.
- you must bring the original documents and their photocopies.
- a receipt of application for a residence permit valid for 3 months will be given to you after you have handed in your
application. You should obtain your official residence permit a short time later.
Non-European visitors must undergo a simple medical check-up before they may obtain authorisation for a residence
permit. As the administrative process to get a residence permit is long, you are strongly recommended to begin the
process as soon as you arrive in France
Social Security
Getting necessary healthcare in other EU / EEA countries
As an Irish resident you are entitled to get healthcare through the public system in countries of the European Union
(EU), European Economic Area (EEA) or Switzerland if you become ill or injured while on a temporary stay there.
Until now, you needed an E form – such as the E111 or the E128 - to get such treatment. Now, these paper forms are
being replaced by the European Health Insurance Card. One Card is needed for each individual or member of the
family.
The Card was introduced on 1 June 2004. It means that you can get necessary healthcare in the public system of any
EU / EEA country or Switzerland, if you become ill or injured while on a temporary stay in that country.
Getting There
Getting to Lille is easy. You can cross the Channel by train or boat to Calais with your car and from there take the
A16/A26 motorway direct to Lille. The car journey should take around 90 minutes.
If you prefer to make your way to Dunkirk, you can take the A25/A26 motorway direct to Lille and the car journey
should take around 90 minutes.
The most direct route is to catch the Eurostar from St Pancras station in London. You can’t take the car, but once in
Lille its just a couple of minutes from the station to the town centre by foot.

By Ferry
Ferry is one of the easiest and cheapest ways to get to Calais, and the services offered by ferry companies have
improved massively in recent years. More competition has encouraged better prices, and there is now a great choice
of places to catch the ferry from. Ferries are far less hassle than planes, saving you time and aggravation, as well as
money. If you need your car, the benefits are huge, taking your own car on a ferry saves you having to sort out
transport when you arrive in France, it also enables you to carry a lot of luggage to and from France!

itself; there are shuttle buses and taxis.
Note: Eurostar does not carry vehicles. Foot passengers only.
Lille Airport
Lille Airport is situated in the centre of a very dense motorway network: the A1 Paris-Lille, the A25 Dunkerque-Lille,
the A23 Valenciennes-Lille, the A22 Gand-Lille etc.
This location makes it very easy to get to the airport. Apart from its proximity to Belgium and the towns of the NordPas-de-Calais region, the airport is only 15 minutes from the centre of Lille and its Railway stations,the Lille airport
shuttle links the airport to those stations. Although this is an international airport, there are no flights direct to the UK.
Getting Around
The Lille Métropole has a mixed mode public transport system, which is considered one of the most modern in the
whole of France. It comprises buses, trams and a driverless metro system, all of which are operated under the
Transpole name. The Lille Metro is a VAL system (véhicule automatique léger = light automated vehicle) that opened
on 16 May 1983, becoming the first automatic metro line in the world. The metro system has two lines, with a total
length of 45 kilometres (28 miles) and 60 stations. The tram system consists of two interurban tram lines, connecting
central Lille to the nearby communities of Roubaix and Tourcoing, and has 45 stops. 68 urban bus routes cover the

metropolis, 8 of which reach into Belgium.
Railways
Lille is an important crossroads in the European high-speed rail network. It lies on the Eurostar line to London (1:20
hour journey). The French TGV network also puts it only 1 hour from Paris, 35 minutes from Brussels and other major
centres in France such as Marseille, Lyon, and Toulouse further away. It has two railway stations, which stand next
door to one another: Lille-Europe station (Gare de Lille-Europe), which primarily serves high-speed trains and
international services (Eurostar), and Lille-Flandres station (Gare de Lille-Flandres), which primarily serves lower
speed regional trains and regional Belgian trains.
Air traffic
Lille Lesquin International Airport is 15 minutes from the city centre by car (11 km). In terms of shipping, it ranks

fourth, with almost 38,000 tonnes of freight which pass through each year.
Its passenger trafic, around 1,2
millions a year in 2010, is modest due to the proximity to Brussels and Paris-CDG airports. The airport mostly
connects other French and European cities (some with low cost companies) as well as Mediterranean destinations.
All students and young people under 26 may obtain special transport fares, both for their daily journeys in and around
the conurbation or in the region, and for occasional trips in France or abroad.
You can get a special reduction card (Jeune 12-25) from the SNCF which will enable you to obtain reductions of up to
25 % for train journeys in France, and 50% on all other trains depending on availability. This card cost 49€ in 2007.
Visa Procedures
• Students from the European Union (1), the EEC (2) and Switzerland
Citizens from the European Union (1), the EEC (2) and Switzerland are exempted from the visa procedure. You can
enter and stay in France with a national identity card or a valid passport.
For a stay greater than 3 months and for students from Romania and Bulgaria wishing to work in France, they will
need to request a residence permit (carte de séjour). To obtain it, please contact the International Office of the
university or school where you are enrolled.

• Students from outside the European Union
Before leaving your country, you must contact the French Consulate of your country to obtain a long stay visa (stay in
France for more than 3 months). A tourist visa is not enough and will lead to a refusal, followed by an expulsion after
3 months, and no recognition of the credits and diplomas obtained.
If you are coming for the European Summer Program, as the program is shorter than 3 months, most students will not
need a visa but please check with [email protected] for visa requirement for your home country.

An online application procedure has been set up by the French Ministry of Foreign Affairs. This procedure must be
followed and is mandatory to obtain a student visa.
For students from any other nationality:
Please check with the French Consulate which is the closest to your home. It will give the process and the list of
required documents to get a visa.
Students need to have received Universite Catholique de Lille acceptance letter (lettre d'invitation) before starting
the visa application (the original letter is sent to the home university). A tourist visa is not sufficient and students
will face being expelled from France after 3 months and any diplomas or credits obtained will not be recognised.

• On arrival, you need to have your passport stamped with the date of your arrival by the Police in charge of the
border. If you come in France through a Schengen country, the stamp should be put on your passport by the
authorities

For students with visa CESEDA R.311-3 6° (Visa Long Séjour Valant Titre de Séjour) : you will have to validate it
by OFII (Office Français de l'Immigration et de l'Intégration). Please don't forget to bring with you the document
provided by the French Consulate: "Visa de Long Séjour - Demande d'attestation OFII". Please contact the
International Office of your host school or faculty. You will be helped to process the validation of your visa.
For students with visa "carte de séjour à solliciter": you will have to apply for a resident permit (carte de séjour).

Séjour.
For students with visa "Dispense temporaire": there is no administrative procedure to do after your arrival in
France.
Banking and Insurance
To open a bank or post office account, you must bring your passport, proof that you are registered with the university
and proof that you are living in the Lille area. In France, you can easily pay for all your purchases with a bank card
and take out money from an account abroad. However, French law is very strict about bank overdrafts so make sure
that your account is always in the black in order to avoid problems.
Moreover, you may be surprised at the number cash dispensers you will find in this area. This is a feature specific to
France, and rarely found elsewhere. On the campus, there are two cash dispensers: one as you leave the Cité
Scientifique metro station and another at « Le Pariselle » university restaurant
How to have money sent to you: To transfer money to your French bank account, you can have it sent to your
French account from your bank abroad. You need to know the SWIFT address of your bank in France as well as your
full bank account details (RIB), and you must give this information to your bank abroad. The cost of transferring
money varies from one bank to another : in the Euro zone, there is a fixed cost of around 12€ and for countries
outside the Euro zone, you have to add an exchange rate commission to this fixed sum. In order to save on these
fixed charges it is therefore more cost effective to send ‘large’ sums to your account. You can also use the Post
Office to send money, in the same way as the bank.

Living in France for a whole year will cost around 4500€. To obtain the residence permit, don’t forget that you must
provide proof that you have sufficient resources (minimum 412€ per month)

Established in 1898 by two industrialists from the Nord region, the Icam
campus in Lille is the flagship of the Icam group. Icam began as early as
1908 to offer professional training courses, extending the influence and
reach of the school of engineering and its associated production workshops
and ensuring social diversity, two goals that remain key parts of the school’s
ethos. In the same spirit, in the early 1990s, Icam began offering engineering
degrees through apprenticeship. The school is a 15-minute walk from the
center of Lille on the campus of the Université Catholique de Lille, with its
20,000 students. An on-site residence hall provides housing for students
and facilitates exchanges among students from different institutions.
Icam is ideally situated, with easy access to Paris, London, and Brussels.

Handbook for foreign students
Hello and welcome to ICAM Lille campus
This handbook’s aim is to give you some essential information for a long stay.
1. Arrival at Icam
On arrival at ICAM, please contact one of the following:
or the student mentor, if you have one, who will look after you at the beginning and help you with settling in.
If you do not have a student mentor you will be given one on arrival.

2. Administrative formalities to be completed on arrival
a. At your Arrival
On arrival, you are expected to visit the foreign student advisor’s office (Céline Villaeys) in order to fill in a form
with personal details.
b. Learning Agreement
Depending on the demands of your university and in agreement with the Director of Studies of ICAM, you are
required to draw up your Learning Agreement. Hélène Skrobala or Michele Pluss will give you the schedules in
order to assist you in your choices.
c. Student Card
Céline Villaeys will give you your Student ID a few days after your arrival.
d. Other administrative procedures
Erasmus students are free of any residence permit requirements.
However, for non-Erasmus student, International Desk will guide you through the French administrative jungle.
Make sure to contact us as soon as possible so that we give you the student registration certificates needed when
applying for the APL, opening your new bank account etc.
e. Campus Fees
Campus Fees: for 2013-2014, the campus fees amount to 403€; for international students, the amount depends
on the length of your stay on campus (for example, the amount for one semester is 201,50€).
These fees cover services proposed to students on campus (like student associations activities, access to
documentation, reprography …)
3. Personal formalities
a. Housing Allowance
APL is a French Public Housing Allowance managed by the CAF (Family Allowance Office). If you want to apply,
you should fill in a form available from the CAF web site (http://www.caf.fr/pdfj/al0.pdf) on your arrival in France.
You can ask Céline Villaeys.
The documents required are:
- A photocopy of passport or identity card.
- A birth certificate.
- A photocopy of your student card or school registration certificate.
- A photocopy of your residence permit (carte de séjour) except for EEA Nationals.
- A bank identity certificate (relevé d’identité bancaire or RIB) issued by your bank in France. In order to be
able to apply for housing allowance (APL) paid by the CAF, you must open a bank account. Many banks
have branches in the area and an appointment can be made by us with one.
- Your first rent receipt.
NB: you will receive your housing allowance only after three months due to the time it takes to process your file.
Therefore, be prepared to pay the first month full rent (excluding charges) and to pay in advance the following
months.

b. Health Inssurance
Health Insurance is compulsory for all students. When registering, you will have to provide proofs of health
insurance coverage, which may vary according to your situation:
If you are a student who comes from and leaves in a country within the European Economic Area (EEA): the
European Card for Health Insurance (CEAM) must be delivered by the national health scheme of your country to
which you or your parents subscribe. This will entitle you to the same student benefits free of charge as for
French students. Don’t forget to bring your original document for social security cover
If you are a student from another country: if you are under 28 years old, you must adhere to the French student
health insurance scheme (which depends on two complementary insurance centres SMENO or LMDE).

Work insurance fees in 2011-2012: 8€
You should fill in a form available from the Health Assurance website (http://www.caf.fr/pdfj/al0.pdf) on your
arrival in France.

c. Bank account
ICAM is in close partnership with several following bank subsidiaries, among which are "La Poste" and the
"Société Générale". It might be interesting to know if your current account bank is in partnership with another
one in France (like HSBC), which could help you to save money from charges deducted from transfer payment and
such. Feel free to ask to the BDE "Bureau des Elèves".

6. Playing Sport at ICAM
Sports take a huge part in students’ life. With our sport
desk in Lille, called BDS, we offer the possibility to
everyone to join a team and participate to almost every
activity. Practicing just to have fun or playing against
other schools for tournaments and challenges.
We propose almost 20 activities; it can be team sports
like rugby, volley-ball, basket-ball, handball, soccer, or
other individual sports like climbing, swimming, martial
arts, squash…
All those activities are organized by our sport
association, we also offer promotions to go to the
swimming pool or the closest gym and there is the
possibility to rent paintball equipment for a week end.
Our aim is to give the possibility to students to meet in the best conditions and have fun. We also organize events
in the school like the “inter-promo tournament” where each year tries to do her best in each sport to win the
title!

day, parking includes free rides on the Citadine bus that serves the city centre as well as the rest of the city.

Lille has many good places to eat out or to have a drink. There are also numerous cinemas in the centre, as well as
theatres and concert halls.
Lille has some beautiful sights, such as the Opera de Lille, the Old town, the Cathedral Notre-Dame de la Treille,
the belfry, the Chamber of commerce, the main square….and many more.
The Northern France is also a nice area to discover: the full natural space of the coastline of the Opal coast,

Two days of shopping madness every first weekend in September draw over a
million visitors to Lille. This is undoubtedly the biggest flea market in Europe.
Imagine 200 kilometres of sidewalks occupied by stallholders, from the city
and from all over Europe. Ever since medieval times, when the valets obtained
the right to hold an annual sale of their masters'cast-off clothes and
belongings, every-thing has been for sale and for purchase here.
Other than bargain-hunting, another tradition has established itself here - that
of a bowl of mussels and chips ("moules-frites") along with a glass of local
beer.
During the sale weekend, the city is transformed, the pedestrian rules and everyone joins the celebration !
