Message from the Chairman and the Director of Economic Development
This Report provides an overview of the Mattawa-Bonfield Economic Development Corporation
(MBEDC) activities during years 2011-2012. The objective of the report is to demonstrate accountability and the return on investment the taxpayers receive for supporting the Corporation.
Economic development is a continuous and evolving process that often takes years to complete.
For example, if a new business opened in 2012, the development may have began years earlier, with
much or all of the work done behind the scenes, out of the public eye. To be consistent and to
properly reflect the Corporation’s involvement in a project, only activity that underwent significant
progress is included. This may include a client opening a business or work done on a project.
The MBEDC has played a major or minor role in the activities listed in this document. In others, it
was more supportive or secondary in nature. When possible, the specific role is explained in each
project mentioned.
We see vast opportunity and promise for our region and growing confidence based on the number
of entrepreneurs that have come forward both from a local and external perspectives. Investment
in our region is helping to create jobs and new opportunities. This type of activity happens when
the stakeholders have an extensive belief in a bright future for the Mattawa-Bonfield region. We
would like to thank the five Mayors and their municipal Councils, the MBEDC staff, and partners
for working diligently in support of development initiatives.
Moving forward, the Board and staff agree that the MBEDC needs to continue to build on this
success. Identifying new opportunities and improving services to become an organization increasingly recognized as a leader in the field is a priority. Keep in mind we face significant challenges
such as the ever-increasing globalization of world markets, international competition and sluggish
post-recession economies in parts of the world; all of which directly affects the development and
growth of the region. This is why the MBEDC encourages key economic development stakeholders
within the region to continue to build strong beneficial relationships and tackle these challenges
together.
Economic development is a team and community effort. In developing existing and new projects,
the MBEDC works closely with the key regional stakeholders and senior levels of government.

Leveraged Funding:
Key Statistics
One of the MBEDC’s goals is to utilize and leverage government program funding into the Mattawa-Bonfield Region as much as possible. With minumal to no expense from the economic development corporation, this brings less expense to our municipal funding partners and thus less expense to the tax payers.
The MBEDC has been successful in leveraging 93% ($332,167) of government funding with only using 7%
($26,200) of MBEDC dollars. The MBEDC has also been successful in receiving 71% ($332,167) of the total
applied government funding of $467,071.

Corporate Profile
The Mattawa-Bonfield Economic Development Corporation (MBEDC) is a not-for-profit organization
formed by five municipalities; The Town of Mattawa, The Municipality of Bonfield, The Municipality of
Calvin, The Municipality of Mattawan, and The Municipality of Papineau-Cameron.
The MBEDC is the regions primary vehicle for promoting economic growth and works to stimulate investment within the Mattawa-Bonfield region.
Mission
The MBEDC’s mission is to provide a forum to enhance the rural economic development of local business
and industry sectors and to advance, promote, assist and foster economic prosperity in the region.
Mandate
The MBEDC’s mandate is to promote economic growth and community development in the region.
Vision
To promote regional economic development with the co-operation and participation of the region by
encouraging, facilitating and supporting regional strategic planning and increasing self reliance, investment
and creating opportunities for job creation within the region.

A major part of our region’s economy is based on the forestry sector. The 2008 global economic crisis took
its toll on many sectors throughout the country including the automotive and forestry sectors. The country’s increase in the dollar and western beetle disease made it even more challenging to export forestry
products.
During this time Tembec Forest Products started the process of downsizing to reducing shift work at the
Mattawa sawmill site. By the spring of 2009 Tembec Mattawa had reduced all of its employment and
planned to dismantle its buildings and assets on the industrial property.
The Mattawa-Bonfield region just lost over 500 jobs due to the closure of the sawmill and the five mayors of
the MBEDC were not going to see any hope of rejuvenating employment on the site if the property assets
disappeared. The MBEDC started negotiations with Tembec to save the buildings and assets on the 138
acre industrial property. After many months a deal was reached in the fall of 2009 and Tembec sold the
sawmill site to MBEDC for one dollar, and a fifty thousand dollar purchase of the dust collector system. The
Ministry of Northern Development Mines & Forestry also provided crown wood fibre supply attached
to the site. So the MBEDC made plans to market the 138 acre site as a turn-key manufacturing facility or
multi-enterprise industrial park.
Now that the MBEDC had possession of the site, ongoing maintenance costs were attached to keep the site
intact and attractive for potential new investors or tenants. Although there were government bailouts for
the automotive industry there were no government bailouts for our local regional sawmill site. In order to
pay for these costs the MBEDC took out a five hundred thousand line of credit.
The whole goal was to create opportunities for employment and the MBEDC worked hard in dealings
with over 20 different companies in various different sectors including; biomass wood pelletizing, biomass
gasification electricity, biomass syn-gasification fuel, biomass fertilization, lumber production, green
house production, industrial refurbishing manufacturing, graphic design & print manufacturing,
modular home manufacturing, mining supply manufacturing, watercraft manufacturing, and solar
panel manufacturing.
In the fall of 2010, the MBEDC was successful, and a new start up company called BioSila came to
the table to develop new green energy biomass products. It was expected that more than 145 jobs
would be created at the site producing biomass wood pelletizing, green house produce and co-gen
electricity.

The Ministry of Northern Development Mines & Forestry announced the transforming and revitalizing of Ontario’s forest sector which is part of the government’s five-year Open Ontario plan
to create jobs and economic opportunities in northern Ontario. The ministry took back the crown
wood fibre supply that was attached to the sawmill property and placed it in the competitive wood
tenure system pool for re-submission of application. (“The proposed new system would be flexible,

With applications submitted to the Ministry of Northern Development of Mines & Forestry for wood fibre
harvesting rights, BioSila was led to believe by the ministry that their application would be successful due
to the ministry’s revamping of the wood tenure system to allocate fibre to communities and organizations
that will harvest and manufacture wood products within Northern Ontario’s economically devastated locations. After over 18 months of configuring the provinces wood fibre harvesting licences allocations, nothing changed in the process of the sustainable forest licenses (SFL) and the new owners of the sawmill were
refused a crown wood fibre harvesting license by the Ministry of Northern Development, Mines & Forestry.
The MBEDC and BioSila continued to pursue avenues to help BioSila in their developments, but BioSila was
unable to sustain operations with-out a long term fibre supply commitment. Due to the circumstances, by
late fall of 2012 BioSila was unable to hold on and operate the industrial sawmill site.
Once again the MBEDC is active and is seeking new opportunities and developments for the site and are
currently working with new investors.

Columbia Forest Products
In a press release on November 15, 2010, Columbia Forest Products announced effective January 10, 2011,
the idling of its operations located in Rutherglen.
The press release also stated that like many production facilities dependent upon the North American housing industry, the Rutherglen workforce has battled a prolonged down turn in business. To make matters
worse, subsidized Chinese plywood panels, a shortage of affordable birch logs and a strong Canadian dollar
has made it difficult for most Canadian producers to compete in the U.S., which has been the Rutherglen
facility’s largest market for its hardwood veneer.
Gary Gillespie, Columbia’s Vice President & G.M. for Northern Operations, said that the company will strive
to develop new sources of more affordable logs and new markets for Birch veneer that will allow future production at the Rutherglen facility.
Currently the property is still owned and maintained by Columbia Forest Products and hopes for a turnaround in the forest industry to once again start up production at the Rutherglen facility.

Antoine Mountain
The December 30, 2009 Mattawa-Bonfield Economic Development Strategy Plan was developed with extensive research coupled with public input and consultation with residents and business owners within the
Mattawa-Bonfield Region. The local business community and residents played a significant role in drafting
the strategy. Through the process of developing the strategy the Ski Hill (Mt. Antoine) was one of the major
items that people felt is one of our greatest strengths and also the currently closed ski hill being one of our
greatest weaknesses. People thought that one of our greatest opportunities is to re-open the ski hill to the
public.
In the year 2000’ Mount Antione closed its doors in the Mattawa-Bonfield Region. The property was repurchased in 2004 under Antoine Mountain Inc. and has maintained the property to this day. The current owners have been working towards re-opening the Antoine Mountain. Antoine Mountain has hired
consultants and other professionals to assist in identifying infrastructure upgrades, market studies and the
development of a business plan to ensure Antoine Mountain will be a sustainable business.
In 2009’ the MBEDC and the Town of Mattawa assisted and supported Antoine Mountain in their efforts to
receive funding assistance through the Northern Ontario Heritage Fund and the Canadian Economic Action Plan, “Creating Jobs/Building Communities” in which Antoine Mountain Inc. prepared and submitted
a business plan towards this Infrastructure Stimulus Fund that supported municipal and community “readyto-go” projects. Unfortunately one of the key funding agencies did not approve funding for this high priority
project and dismantled the re-opening plans of the ski hill.
In February 2012, the five Mayors of the MBEDC along with Jay Aspin, MP for Nipissing-Temiskaming, and
Nipissing and MPP Vic Fedeli for Nipissing, formed a new focus group called “The Group of Seven” with
goals to renew the Mattawa-Bonfield economy. Top priorities included the Antoine Mountain, the former
Tembec Sawmill site, the Columbia Forest Products site.
The determined owners of Antione Mountain made a second attempt to re-open the hill to the public in the
year 2012’. A revised business plan and large private investment funds were submitted to leverage a small
amount of funding assistance with the federal government and the provincial Northern Ontario Heritage
Fund in plans to re-open the hill for the fall of 2012. The MBEDC, local municipalities, our Federal MP and
Provincial MPP lobbied the province for a commitment towards this important tourism asset. Unfortunately, Rick Bartolucci Minister of Northern Development of Mines did not approve the Northern Ontario Heritage Funds contribution towards this high priority project and Antoine Mountain was once again knocked
down from its future developments.
Moving forward, the MBEDC and the Group of Seven along with Antoine Mountain will continue its efforts on re-opening the hill to the public.

Bonfield King of the North Dragway
In July of 2010 the King of the NORTH Dragway received official approval to begin moving ahead with
plans to create an International Hot Rod Approved Drag Racing facility. Today these plans have become
reality with the perseverance of the dragway principals & staff as well as the support of funding agencies
and the MBEDC. This new facility is one of only 4 in Ontario, and the only facility of its kind in Northern /
Central Ontario. The dragway is situated on 200 acres of land and includes an IHRA 1/8 mile racing strip,
30,000 square foot event plaza, 3000+ vehicle parking area and 1000 site camping area. The facility will also
be home to non-racing attractions such as helicopter tours and adventure tours. Attendance projections for
the summer of 2013 demonstrate upwards to 50,000 attendees. King of the NORTH Dragway will employ
up to 100 people during peak operations and surly create a positive economic spinoff and new opportunities
for local businesses.
The MBEDC has been actively working to assist King of the North Dragway in many different capacities
including supporting efforts to leverage government funding, marketing / promotion of the facility and the
events schedule as well as working with businesses who are interested in offering additional services on the
dragway grounds and or expanding to meet the demand the increase in tourism traffic that the facility will
create.

In late 2011, the MBEDC was approached by a local resident within our region that has been in the works
of a garnet mining development project within Mattawan Township that has high potential of creating a
large increase of employment within the Mattawa-Bonfield region. The MBEDC facilitated geologists from
the Ministry of Northern Development of Mines to help assist the garnet mining claim holder to leverage
partial funding possibilities to further develop the project.
The need for a technical report on the garnet claim properties was identified to entice third party investment funds for the development of a production mining operation.
Throughout 2012 the MBEDC offered its resources towards the project and applied for further funding assistance through the province of Ontario and Federal departments of Canada to help offset cost that would
be incurred to perform a NI43-101 Technical Report on all of the potential garnet staked claims holders on a
large geographic area within Mattawan Township.
By early 2013 the local garnet claim holder was in the works of negotiating with potential third party investment in pursuit of production development of the garnet claimed properties.

Gin-Cor Industries
One of the largest employers in the region, Gin-Cor Industries continues to do business throughout the
province of Ontario. Construction starting in late 2010 to a grand opening in 2012, Gin-Cor Industries
expanded its business capacity by building a multi-million dollar expansion. The expansion modernized
operations and produced a new 18,000 square foot LEAN manufacturing facility in addition to Gin-Cor’s
existing 20,000 square foot plant.
The company was successful in federal and provincial funding assistance along with workings with Business
Development Canada. The business expansion created 12 new jobs in 2012 and is expected that another
12-15 new jobs will be created to sustain the product demand.
The MBEDC worked with the company in support of the expansion and as a lobbyist with Ministry approvals.

A next generation of entrepreneurship established in our region with previous experience in heavy equipment manufacturing. In 2012, TACT Industrial completed construction of a new 4,800 square foot fabrication facility within our region creating up to three self employed positions with future opportunities of
increase employment.

With the Tourism Coalitions recommendations and the MBEDC board of director’s decision, in the spring
of 2012 it was decided to move forward on the following topics to increase the tourism developments and
activity within the Mattawa-Bonfield region:
1.
The MBEDC will assist and support regional organizations in their efforts to investigate, plan and
construct a bridge crossing over the Mattawa River by the Des Roches Rapids in Champlain Provincial Park
to connect multi-use trails.
2.
The MBEDC will continue in assisting, supporting and working as a consulting agent for the Voyageur Multi-Use Trail System organization in their efforts to manage and maintain the trail system.
3.
The MBEDC to work with the stakeholders of the MBEDC Tourism Coalition to investigate and apply for government funding for the purchase of additional wooden statues.
4.
The MBEDC to work with the stakeholders of the MBEDC Tourism Coalition to continue to market
the region through the production of regional based marketing material as well as attendance at tradeshows
/ tourism summits.
5.
The MBEDC to assist and support regional organizations in their efforts to investigate, plan and
implement regional tourism events and festivals.
Throughout the course of the year and moving forward from today, the MBEDC has been working and
implementing the recommendations from the Tourism Coalition committee under the direction from the
MBEDC board of directors.

Town of Mattawa Industrial Park
In 2012’ the Town of Mattawa identified an opportunity to further develop municipal open space property
to construct commercial and industrial shovel ready lots to help attract new investment into the region.
While the Town of Mattawa solely worked on funding applications and engineering planning’s for the park,
the MBEDC worked with the Town on recruiting and retaining commercial and industrial businesses to
own and operate on the newly developed lots. So far two potential companies are scheduled to locate and
operate once the construction development phases are implemented.
The MBEDC recruits new and expanding businesses on a daily biases and promotes all potential development land opportunities throughout the Mattawa-Bonfield region, and the Town of Mattawa Industrial Park
is now a new part of the regions land inventory that we have to offer for new development opportunities.

Northern Graphite
Located in Bissett Creek which is 20 minutes East from Mattawa, Northern Graphite is in the process of
developing a leading graphite mining operation in our area. Graphite is one of only two naturally occurring forms of carbon, the other being diamonds. The deposit resource at its Bissett Creek location has been
proven and is in the process of being mined in the near future. The projects required capital expenditures
are approximately 60 – 70 million and will employ up to and over 70 people.

Q3 Technologies
Two dynamic entrepreneurs from Britain were searching for a new business venture in Ontario Canada.
In their travels they discovered our Mattawa-Bonfield region. In contact with the MBEDC, the corporation
was successful in selling the regions assets to the entrepreneurs as the place to locate and grow their new
business venture. Creating two self employed positions, the new company plans to expand their product
across Northern Ontario and anticipates it will need extra staff to carry the work load as the business grows.
Q3 Technologies has developed a Q3 Portal that is a tourism guide for smartphones. It displays the location
of the main tourist assets of an area on an interactive, custom Google map, enabling the user to access extensive information on where to go and what to do in the area on their personal smart phone.
The MBEDC has adapted this new technology to help sell the regions existing tourism attractions as lures
for things to do and see for tourists visiting our region, thus extending their visit or compelling them to
return at a later date.
The MBEDC has also invested in leveraging provincial funds to perform a feasibility study of the benefits of
the tourism application and traveled up to six different locations throughout northern Ontario promoting
the benefits that this technology will help improve Northern Ontario tourism and thus create increase employment not just in the Mattawa-Bonfield region, but within other communities within Northern Ontario.

Two business entrepreneurs in partnership approached the MBEDC for assistance in their efforts for a new
business start up venture. In partnership with the Nipissing Parry Sound Business Centre in North Bay,
working together we provided the necessary requirements to start up the new business venture.

Blake’s Equine & Pet Supplies
In early spring of 2011, this entrepreneur approached the MBEDC with a business goal to set up a business
within downtown Mattawa. In late 2011’ the entrepreneur was in business located at 350 Main Street. This

Due to the success of the equestrian activity in the region through the Mattawa Equestrian Club and the
Rockin’ Horse Society and other local equine boarding business, the new entrepreneur capitalized on the local demand equestrian supplies. The new business offers a full line of equine clothing and accessories along
with equine feeds, minerals, and health aids.

Tourism Outdoor Adventure Attraction Business Asset
The MBEDC was approached by a young entrepreneur to further develop private property into an additional tourism asset attraction within the Mattawa-Bonfield region. As a new resident to our region from
southern Ontario, the entrepreneur purchase property located in Mattawan Township. This new business
start up is an ideal fit to our region by utilizing the properties natural mountain side and diverse trail adventure connections to the existing multi use trails in the area.
The MBEDC has been assisting this new business start up in their efforts in business planning and government funding sourcing. The young entrepreneur has been also working with the Northern Development
of Mines with the Northern Ontario Heritage Fund, Business Development Canada, Community Futures
Corporation, and our local Federal MP and Provincial MPP representatives.
This exciting new project is currently in the planning and early development stages and has the potential of
creating increase employment opportunities for our region. The MBEDC will continue to work with the
entrepreneur on future development stages of the tourism attraction project.

Agriculture Grain Production
As new residents in 2010’ to the Mattawa-Bonfield region from the Ottawa area,
this young entrepreneur has a passion for agriculture. Since 2011’ the MBEDC
has been working and assisting with the entrepreneur in his efforts as a new business
start up in agriculture within our region. Cereal grain cash cropping within the agriculture sector is the entrepreneur’s route of revenue source. The MBEDC assisted in identifying rich agricultural lands throughout
the Mattawa-Bonfield Region that have been under-utilized or neglected over time. This young entrepreneur has built partnerships with land owners within the region and has rejuvenated agricultural lands into
production and created full time and part time employment for our communities.
The MBEDC will continue to work with the agricultural entrepreneur on his future development stages of
his agricultural business.

Affordable Senior Residence Development
A regional business entrepreneur has been involved in an opportunity to expand affordable senior living
residents within Bonfield Township and an opportunity to create jobs within our region.
Our provincial elderly population is expected to grow larger and older in the near future, thus adding to the
demand for health services and supports. The elderly population increase will place an enormous strain
on the Provincial long-term health care system and health care related costs are expected to soar. Increase
in affordable senior living residents are a cost-effective answer for meeting long-term care needs of lowerincome seniors. Without easy access to health and other related supportive services, seniors often cycle in
and out of emergency rooms and hospitals, at high costs to medicare.
The MBEDC will continue to work with the entrepreneur on their future planning developments and available government funding and financing opportunities.

Tourism Attraction Accommodations Business Asset
In the spring of 2012 the MBEDC was approached by an entrepreneur that recently moved to our region
from southern Ontario. Residing in Calvin Township this entrepreneur has business plans for a tourism accommodations attraction by utilizing the existing landscape of the proposed property site.
The MBEDC and the municipality have been assisting the entrepreneur in their business planning stages
along with required permitting and available government funding programs. The entrepreneurs business is
currently geared to employ up to three positions. The MBEDC will continue to work and with the entrepreneur on the developments of their new businesses.

The Town of Mattawa worked solely on this project with the building, land developers and franchisee’s
resulting in the development of a new business establishment that created up to 40 new job positions for our
residents.

of the establishment and look forward on future plans to utilize the nationwide branding to further create
new and expanding opportunities for our region.

CPR-OVR Rail line
Throughout the past couple of years, there has been a huge debate on the divestment and removal of the
Canadian Pacific Rail line (CPR) that the Ottawa Valley Railway (OVR) currently operates between North
Bay / Smith Falls and between Mattawa / Temiscaming.
In early January 2010, the Canadian Pacific Railway announced that it would be giving “Notice of Sale or
Discontinuance of Railway Lines” for the portion of the CPR rail line between Smiths Falls and Mattawa.
CPR placed the notice in newspapers on February 1, 2010. If no interest is expressed by April 5, 2010, for
the operation of a railway, CPR will offer the rail line to the federal, provincial and municipal governments,
respectively. If no agreement to transfer is reached, CPR will discontinue its operations via abandonment of
the rail line.
In March 2010, one of several meetings were held that included all municipalities along the rail line between
Smith Falls and North Bay to discuss CPR’s options in accordance with the Canada Transportation Act and
municipal issues or implications concerning the continuance of a railway operation or possible abandonment of the rail line.
February 2011 the MBEDC corresponded with the Ministry of Transportation expressing our deepest concerns of the negative economic impact created by the removal of a rail line system from our region. At the
time the Ministry relayed that they were not in a position to take over ownership and operate the rail line.
In 2011, CPR decided and implemented removal of rail between Pembroke to Smith Falls.
During 2011 to 2012 the MBEDC worked with a group called Transport Pontiac Renfrew (TPR) which
showed strong efforts and implemented large resources in negotiating a change of ownership of the rail line
between Mattawa to Pembroke for continued service and operation of the rail line. TPR is a railway group
that is in a spirited process to acquire a CN rail line known as “The Beachburg Subdivision” which extends
from Pembroke to Ottawa running through both Ontario and Quebec.
In 2012 the Canadian Pacific Railway met their goal to remove the rail line between Mattawa to Pembroke.
Transport Pontiac Renfrew tackled two rounds of negotiations with CPR after the company gave notice
years ago that it intended to close the line. TPR was informed by three CPR executives that the roughly 150
kilometres of rails are bound for switching yards in Saskatchewan or Alberta. TPR offered CPR about $1
million a year to lease the line, but unfortunately this wasn’t enough.
Quote from the Ottawa Citizen on July 2012, “We did entertain an offer from a party but weren’t able to
reach a commercial agreement that was viable for both sides” Canadian Pacific spokesman Kevin Hrysak
said from Calgary. The company gave notice in 2008 that it intended to close the line and was legally allowed to start tearing it up in 2011, but waited more than a year while both sides tried to make a deal.
The ties and ballast will be recycled one way or another, Hrysak said, and the valuable steel of the rails will
indeed be repurposed on the Prairies.

Mattawa & Area Snowmobile Club Groomer Unit Project
The Mattawa-Bonfield Economic Development Corporation assisted the Mattawa and Area Snowmobile
Club in the completion of grant applications to the Ontario Federation of Snowmobile Clubs – Industrial
Groomer Program. The application was approved and resulted in the $94,769 of funding towards the purchase of a new 2011 CASE IH Maxxumm 125 Ebert Welding converted tractor and Sur-Trac Multi-Blade
Drag valued at over $185,000. The Mattawa & Area Snowmobile Clubs existing 1998 New Holland TS110
was traded in against the purchase with the remaining funds coming from the Near North Trail Association
via an interest fee repayable loan. The new equipment improves the clubs ability to operate efficiently and
create a stronger longer lasting and more rider friendly trail system. During the winter of 2012-2013 the club
received many positive comments about the trail system and produced a 25% increase in membership.

Mattawa & Area Snowmobile Club Bridge Infrastructure Project
The Mattawa-Bonfield Economic Development Corporation in partnership with the Mattawa & Area
Snowmobile Club and Voyageur Multi Use Trail System identified the replacement of two bridges on
MASC Trail A112A and VMUTS trail 11 creating 3 construction based project positions The MBEDC
spearheaded the development of applications to the Ontario Federation of Snowmobile Clubs – Tourism
Development Fund which resulted $70,000 worth of infrastructure funding. This project replaced aging
and potentially dangerous existing bridges with custom engineered 20 ton capacity steel girder bridges. The
materials and construction was performed by local contractor Calvin Forest Products LTD. This project has
resulted in an increased trail capacity and has been recognized by both local and tourism snowmobilers as a
significant improvement to the trail system as a whole.

NIJ NIBI KWEY
The MBEDC has been involved in supporting first nation’s developments within our region. Starting off as
the Mattawa Creative Centre in 2007 the MBEDC supported a business case study to help guide this new
organization. The MBEDC leveraged government funding to hire a designer consultant D’Arcy Moses, a
renowned Aboriginal clothing designer, and Carol Outram, a respected apparel and design consultant and
educator aimed to establish The Mattawa Creative Centre as a not-for-profit organization guided by a Board
of Directors. The organization offers training, professional development, and employment opportunities
to Aboriginal and non-Aboriginal artisans of the Mattawa-Bonfield Region. It is a business model for skill
development and rural job creation, based on creative community building and microeconomics. Building sustainability the centre aims to manufacture an in-house line, designed by D’Arcy Moses, and contract
manufacture for other well-known Aboriginal and Northern Designers.
Late 2009 the group changed their name to Let’s Sew Mattawa continuing running as not-for-profit organization, utilizing the cultural and indigenous skills of currently unemployed Aboriginal women and youth
in the production and marketing of a small line of culturally inspired products. The organization attended
conference seminars and networked relationships with AKWE:KON, Bata shoe Museum, and Pure Art to
assist in promoting and retailing the Let’s Sew Mattawa’s products.
Early 2012 the organization approached the MBEDC for assistance under a new organization name NIJ
NIBI KWEY, “Women of Two Waters”. Repayable funding assistance was provided to the group to help in
their material inventory to produce and sell products to pre-ordered retail outlets.

Mattawa Seniors Living Centre
As early as 2010, the MBEDC and the Mattawa General Hospital started planning for a sustainable long
term local senior living centre. This initiative is not just only to provide for our local seniors but also to ensure that over 70 valuable jobs stay within our region.
One of the first steps was for four out of the five municipalities within the MBEDC to agree to move forward
in the removal of their ownership to the East Nipissing District Home for the Aged Board of Management
for the District of Nipissing East. These municipalities included the Town of Mattawa, the Municipality of
Papineau-Cameron, the Municipality of Calvin and the Municipality of Mattawan.
Each municipality of a total of nine municipalities within the board of management is forced to contribute a
levy portion of significant dollars towards the operation of the Cassellholme for the aged. Casselholme for
the aged plans include redevelopment and thus future projected increases in municipal levy contributions
will make it unbearable for our regional municipalities to contribute.
An opportunity of a local sustainable senior living centre operated by the Mattawa General Hospital has
opened the doors for our municipalities provide senior living assistance within our communities instead of
outside our communities.
As of today, Negotiations with the Ministry of Health and Long Term Care, the Local Health Integration
Network, the Board of Management for the District of Nipissing East are still in process. And the four municipalities within our region are continuing to pursue this endeavour for some of the following reasons:
-The municipalities and MBEDC are looking for the best interest of our seniors within our communities.
-The municipalities and MBEDC are striving to protect the current jobs within our communities.
-The municipalities seek to re-invest contribution dollars within our communities.
-The municipalities and the MBEDC have an opportunity to support a new non-for-profit senior living
organization within our community.

Mattawa General Hospital Health Team Nurse Practitioner
In July 2012, a new nurse practitioner was hired to help alleviate a doctor shortage within the Mattawa-Bonfield Region. Nurse Practitioners are registered nurses who have additional education and nursing experience. This is another great addition towards our regional health team.
The MBEDC worked with the Mattawa General Hospital and regional municipalities to facilitate a short
term solution to ensure quality health care remain in our region for our residents, tourists and potential
investors. The MBEDC and municipalities recognized that the doctor shortage has put additional patient
work loads on the remaining doctors and that the municipalities did not want to see the region lose another
physician due to work overload and burnout.
All five municipalities of Mattawa, Bonfield, Papineau-Cameron, Calvin, and Mattawan all came together to
contribute $105,000 to hire the nurse practitioner to sustain and secure a high level of health service within
the Mattawa-Bonfield Region.

Group of Seven
Working together, using our recourses together, and growing Northern Ontario together. Three levels of
government working together to rejuvenate what was lost. This new partnership task forces consists of the
MBEDC’s five municipalities, Federal MP Jay Aspin, and Provincial MPP Vic Fedeli. The group is focused
on opportunities for the former Tembec sawmill site, the Columbia Forest Products site, and the Antoine
Mountain site.

Multi-Use Trail System Management Assistance
In October of 2011 The Mattawa-Bonfield Economic Development Corporation offered VMUTS (Voyageur Multi-Use Trail System) the donation of administration assistance to the VMUTS board to assist with
the management, administration & delivery of VMUTS business.
The Voyageur Multi Use Trail System is identified in the MBEDC Strategic Plan as a key component in the
success and continued growth the regions tourism industry. The MBEDC had received several requests
from the MBEDC Tourism Coalition as well as the leadership of VMUTS to become involved and assist the
organization in its efforts to become a sustainable entity, reduce large financial debts and to facilitate accountable and transparent business practices and funding projects.
MBEDC donated staff assistance of personnel time & office equipment; expertise in trail organization building, geographic information systems, business accounting, grant program administration, development of
partnerships / cooperatives, identification of opportunities and recommendations that follow the best practices of other trail organizations / businesses. The MBEDC did not act as a voting member of the VMUTS
board of directors, only provided recommendations for consideration.
Over a period of 14 months the MBEDC managed / assisted the VMUTS board with the intention to stimulate the growth and transparency / accountability of the VMUTS organization internally with community
members and organizations externally with partners and funding agencies. MBEDC staff implemented the
following.
- Business accounting practices(audit ready)
- Minute & motion practices
- Scheduling & agenda practices
- Communication practices (email, phone, facebook)
- Provided recommendations on reducing costs for the organization (Bell Phone Line, Insurance, Internet/ domain,
fuel use and general account charges)
- Created Geographic Information Systems database to catalogue and map trail system (temporary trail guides, finalized trail guide, online trail guide, trail guide guidelines)
- Signage guidelines for trails system.
- Transparent reconciliation of trail pass revenues and sales with trail pass vendors.
- MBEDC assisted the VMUTS president in the completion of contracted grant reporting responsibilities & final
grant reporting responsibilities with the Ministry of Training Colleges and Universities Job Creation Partnership Program & NECO.
- MBEDC insured that it was cost effective for VMUTS to attend the 2012 Toronto Sportsman Show and provided
in-kind staff support at the show for 5 days as well as a financial contribution

Multi-Use Trail System Management Assistance
- MBEDC initiated media releases on behalf of VMUTS to fulfill VMUTS commitments to partners. (BRP Article)
-MBEDC secured two Ontario Tourism Marketing Projects (May 2012 & October 2012) valued at over $100,000
- MBEDC initiated & managed the spring 2012 ATV Freedom Rally & Fall 2012 Mattawa Public Library / Mattawa
SC Ride which produced revenues for VMUTS.
- MBEDC insured that an over 70k investment in bridge infrastructure on VMUTS trails was completed in fall 2012.
- MBEDC provided recommendations and guidance on the development of MOU’s with other organizations.
-MBEDC provided guidance on the strategic positioning of the organization in regards to provincial efforts to assemble a collective voice.
In November of 2012 VMUTS board leadership in cooperation with French River representatives organized a meeting with a newly formed French River Trails Association, local CFDC’s, FedNor and French
River municipalities. An MBEDC staff representative was asked to attend on behalf of VMUTS. The meeting explored opportunities for funding to create and develop multi-use trails within the French River / West
Nipissing region. At the close of the meeting a Memorandum of Understanding was tabled for signing.
MBEDC staff intercepted this signing of the agreement and communicated that such an agreement should
be reviewed against the organizations mandate and business plan prior to signing.
MBEDC staff conducted a review of the agreement and made presentation to the VMUTS board at the
regular December 2012 meeting. At this meeting MBEDC staff explained and produced documentation
demonstrating that the signing of such an agreement was not within the mandate of the organization, did
not follow the organizations business plan, was not within the capacity of the organization and could potentially cause additional liability / loss of insurance for VMUTS.
In January of 2013VMUTS board members were invited to attend a regularly scheduled MBEDC Board
meeting to discuss the current position of the MBEDC and VMUTS and to identify future plans to move
the organization forward. It was at this meeting that the interim President of VMUTS delivered correspondence to the MBEDC board requesting that all VMUTS assets be returned and that the MBEDC cease assisting the organization.
The interim VMUTS president thanked the MBEDC for the assistance and communicated to the MBEDC
Board that VMUTS was now in a position to carry out future business operations with the addition of
newly appointed board members.

Meeting Place of the People
As a new resident in 2010’ to the Mattawa-Bonfield region from the Bracebridge Ontario, Janet Russell relocated her linguist business to the north and established an office downstairs in the Mattawa Museum.
With the use of Janet’s professional services, Meeting Place of the People was created as a new not-for-profit
organization to adapt to the Mattawa-Bonfield’s 2009’ Economic Development Strategy Culture & Heritage
component of the plan and acts as a community group (sub-committee of the MBEDC) in promoting and
interpreting the region’s history, heritage and local culture. The committee consist of nine board members
and Janet Russell as the Executive director. Janet presented to the MBEDC in 2011 the delivery of up to 11
full time new employment positions within the region for a contribution of $16,500 from the MBEDC to
leverage up to $300,000 of government funding over three years.
Early 2013’ Meeting Place of the People has been awarded funds from the Department of Canadian Heritage
to host a French Cultural Expo project that is being planned for the summer of 2013’.

Mattawa-Bonfield Regional Business Marketing Promotion
The Mattawa-Bonfield Chamber of Commerce along with the Mattawa-Bonfield Economic Development
Corporation, The Canadian Ecology Centre and the Voyageur Multi-Use Trails System worked together as a
partnership to pursue a regional driven business promotion initiative.
Two trade shows where attended to promote the Mattawa-Bonfield Region. The first show was the Toronto
Outdoor Adventure show during February 24,25 and 26 of 2012’ at the International Centre in Toronto.
Project partner The Canadian Ecology Centre attended the trade show and promoted the outdoor adventures and educational experiences that our businesses offer within the Mattawa-Bonfield Region to over
28,200 tradeshow consumers over the three day period.
The second trade show was the Toronto Sportsman Show that was held at the Toronto Convention Centre
on March 14,15,16,17 and 18 of 2012’ was attended by the Mattawa-Bonfield Economic Development Corporation and the Voyageur Multi-Use Trails System. The Mattawa-Bonfield Chamber of Commerce partner
collaborated with VMUTS for booth space and show attendance and the MBEDC for show attendance.
The partners spoke to hundreds of people daily and promoted to 112,387 trade show consumers interested
in power-sports, trial riding, fishing, and hunting activities that our businesses and region has to offer.
The Mattawa-Bonfield Chamber of Commerce worked with the Mattawa-Bonfield Economic Development
Corporation on regional signage. The municipalities of Mattawa, Bonfield and Papineau-Cameron agreed
to utilize their existing highway billboard signs as a regional signage project. The chamber contracted Boreal
Graphics, a local sign shop within the region to carry out the regional signage.
All information during this business promotion initiative promoted our local businesses and the regions attraction assets. Results promoted opportunities for increase business activity for our regional businesses.
The trade shows were a great place to promote the Mattawa-Bonfield Region. It gave us the opportunity to
showcase 12 of our major tourism attractions which include:

Mattawa-Bonfield Regional Business Marketing Promotion
The trade shows exposed the region to new groups and individuals with diverse backgrounds. We talked to
people that have not been or have been to the Mattawa-Bonfield Region. Now these groups and individuals
have discovered that there are several things to do and see in the Mattawa-Bonfield Region and will be coming for the first time or returning back to discover some if not all of our attractions.
The regional signage has also helped in promoting awareness of the region. Local residents have been
positively commenting on the popularity of the regional signage. There has also been an increase in web-site
traffic on our regional economic development (www.mbedc.ca) and tourism (visitmattawa.travel) websites.

Mattawa-Bonfield Highway 17 Re-Routing
In 2011 the MBEDC and the five municipalities were notified that the Ministry of Transportation plans to
re-route the highway 17 corridor through Bonfield Township, Calvin Township, Papineau-Cameron Township and around the town of Mattawa.
Once the bypass route location is decided, it will be very difficult to make any future changes. The established bypass route location will be protected by the Province of Ontario on any further developments to
keep clear for construction. The unknown is the construction time that could be 10, 20, or 30 years from
now. But what is important is the decision is being made right now on the location of the bypass route.
It is very important that all businesses, residents and organizations provide their input, comments, and
concerns regarding the Highway 17 Bypass. The Highway 17 Bypass will create major impacts on the future
of our region.
The Ministry of Transportation plans to finalize the bypass route location by September 2013. The MBEDC
will continue to work with the Ministry to ensure that the alternative route will have a minimal impact on
the businesses within the region.

Mattawa General Hospital Physician Recruitment
Family physicians have recently have become a rare commodity throughout the province of Ontario. In
order to maintain a strong health force in our region, succession planning was identified as a must. Our
Mattawa General Hospital and surrounding municipalities formed and funded a Physician Recruitment
Committee to attract and retain new physicians within our region. The MBEDC participates and sits on
this Hospital Physician Recruitment Committee. The MBEDC’s provides input on the regions resources
and state of economy. With this information and input from the hospital and physicians, the recruitment
committee was able to implement a physician recruitment & Relocation guide.
The physician recruitment committee has been working hard and has attended physician job fairs three
times a year in Ottawa, Kingston, and Sudbury.
In Early 2013 the Mattawa General Hospital is pleased to announce that a new physician has accepted a
family physician position at the Mattawa General Hospital.

Mattawa & Area Snowmobile Club Trail Signage Project
The Mattawa & Area Snowmobile Club (MASC) completed their latest project of installing eight new
billboards along their trail system. The billboards were installed by the volunteers of the MASC with help
from the Mattawa Bonfield Economic Development Corporation, who designed the billboards, and Boreal
Graphics of Mattawan Township, who printed the billboards.
The project was supported by NECO – Community Futures Development Corporation, and the Ontario
Federation of Snowmobile Clubs (OFSC) – Ontario Tourism Development Fund. The project was also supported and invested in by a number of local community businesses including: Mattawa Travel and Information Centre, Mattawa Golf & Ski Resort, Valois Motel Restaurant, Moosehead Estate & Retreat, Myrt’s
Family Restaurant, Le Voyageur Inn, Mattawa Adventure Camp, Two Rivers Motel, Tim Hortons, MacEwen
Country Style, Subway, Crevier, Mr. Gas/Terry’s Automotive, Wilson’s Home Hardware, Mattawa Sports
and Marine, Mattawa Diner, and The Moon Café.
The eight billboards are located along the MASC trail system at locations including: Brent Road, TOP A
on Pipeline, 3 Corners, Highway 630, Belanger Road, Across Highway 17 from Wilson’s Home Hardware,
Moosehead Road, and at the Mica Mine.
The billboards include important information about the trail system, distances, local area sights, and attractions to see, as well as the location of the 17 participating organizations/businesses. MASC reports that
since the installation the club has received many positive comments about ease of navigation in the area and
improved experiences. The billboards are being used and were even photographed and shared online by the
Intrepid Snowmobiler Journalist.

Truck Stop Redevelopment
Outside investment took ownership of the existing Bretons restaurant and gas bar. Through the works of a
Tax Sale within the municipality of Papineau-Cameron, the investor’s plans are to redevelop the restaurant
and truck stop gas station.
The MBEDC will continue to work with the entrepreneur on their future developments.

Agriculture Poultry Production
A new entrepreneur acquired property within our region and approached the MBEDC in assistance with
the planning developments of a poultry operation to create new employment within our region.
The MBEDC has connected the entrepreneur with poultry processing organizations such as the Ontario
Broiler Hatching Egg & Chick Commission, the Chicken Farmers of Ontario, and the Egg farmers of Ontario in reference to Ontario regulations and quota production.
The MBEDC will continue to work with the entrepreneur on their future developments.

Canvas Production
The MBEDC has been working with a possibly outside business expansion into our region that could rejuvenate up to 4-6 jobs at a current canvas operation within the Mattawa-Bonfield region. The MBEDC will
continue to work with the entrepreneurs on this possible business venture.
Water Processing
Throughout the years, the MBEDC has worked on potential water processing manufacturing opportunities to create an increase of employment for the Mattawa-Bonfield region. It has been identified that the
Mattawa-Bonfield region has a large supply of accessible natural spring waters. Working with the Ontario
government on dialogue, the MBEDC continues to stimulate and work with potential water processing
entrepreneurs on the developments of water processing within the Mattawa-Bonfield region.

Renewable Hydro Production
Renewable green energy has been a growing industry throughout the province of Ontario. The MBEDC
has been working with entrepreneurs on their planning’s and developments of solar, biomass, and water
renewable hydro production operations.
Campground Development
The Mattawa-Bonfield’s natural landscape and multiple tourism attractions make our region an ideal location for tourist and outdoor recreation camping & RV’s. Entrepreneurs throughout the region have been in
the planning stages for new start ups or expansions of campground accommodations, thus increasing the
job creation opportunities for our region. The MBEDC has been working and will continue with the entrepreneurs on their planning and development stages.
Mattawa & Area Snowmobile Club Trail Improvement Project
The Mattawa-Bonfield Economic Development Corporation in partnership with the Near North Trail
Association, Mattawa & Area Snowmobile Club and North Bay Snowmobilers Club lead a Status Change
Request application to the Ontario Federation of Snowmobile Clubs – Trails Committee providing strategic
information to re-designate over 90km of ‘club trail’ to Trans Ontario Provincial Connector.
The approval resulted in this corridor being recognized as a significant tourism trail to snowmobiling in
Ontario and allows the clubs that maintain it to leverage Tourism Development Funding such as the construction of the two bridges and tourism information signage. This improvement is recognized by touring snowmobilers as a priority trail thus increasing traffic throughout the Mattawa-Bonfield region. This
re-designation also preserves the route from disruption due to re-alignment of Highway 17 in the future as
Trans Ontario Provincial Trails are recognized by the MTO and are provided right of way in designs and
construction of highways.

Canadian Ecology Centre’s Building Expansion
The Canadian Ecology Centre is Canada’s premiere outdoor education centre. Employing over 35 people, the centre continues to grow to the point where building expansions are required to keep up with the
customer demand. The Canadian Ecology Centre is one of our tourism assets and is a major component of
making the Mattawa-Bonfield region a tourism destination. The centre helps our region in the economic
growth of forestry, mining, tourism and Aboriginal developments.
The MBEDC will continue to work with and support the Canadian Ecology Centre on their ongoing and

Canadian Ecology Centre “Observatory”
The MBEDC has been supporting and working with the Canadian Ecology Centre further their developments on creating another tourism attraction for the Mattawa-Bonfield Region. A $25,000 telescope has
been donated to the C.E.C from a neighbouring astronomy club with the intentions of constructing a structured building to accommodate the telescope.
The MBEDC believes that by improving our regions community tourism driven assets, will in turn increase
the activity at all of our local businesses, thus sustaining employment and event creating opportunities of
new positions to handle increased demand.

Mattawa Equestrian Club-Western Shows
The Mattawa Equestrian Club is a not-for-profit community organization that offers memberships to riders
and anyone just looking to enjoy a horseback ride. The organization encourages riding as a sport and recreation. It promotes good fellowship amongst riders and to improve and maintain the standard of riding and
horsemanship.
The Mattawa Equestrian Club has been hosting three annual riding competitions. The club has primarily
been focused on English School Shows during the past years. However with the great success of the past
shows the club decided to expand by diversifying into Western Shows for the 2012 season.
The Clubs equestrian shows draw participants and spectators from all over Ontario. Each season draws up
to 250 visitors to our region. These visitors require support services such as food, fuel, agriculture supplies
and accommodations. Many of the spectators also spend time at our local businesses shopping, eating or
participating in other local activities. The equestrian events provide an opportunity to showcase the region
and its assets to the participants and spectators. Many of these people return to ride our multi-use trails and
or participate in guided horseback rides at the many ranches within the Mattawa-Bonfield Region.

VMUTS Trail Infrastructure Project
The Mattawa-Bonfield Economic Development Corporation assisted the Voyageur Mutli-Use Trail System
in the completion of grant reporting and administration requirements for the 2011 Ministry of Training
& Colleges Job Creation Partnership Program & NECO Community Development Corporation funding
programs. This project involved the construction of new trail infrastructure which included three trail side
shelters, three trail side washrooms, two new entrance ways and the re-decking of an existing snowmobile
bridge. The program employed five local residents who gained valuable work experience in the fields of
environmental issues, workplace safety, machine / tool operation, carpentry and general construction best
practices. These skills will be an asset when competing for job opportunities.

Mutli-Use Trail Guide
The Mattawa-Bonfield Economic Development Corporation developed a new full colour trail guide on
the Voyageur Multi-Use Trail System replacing the original and out of date guide. The development included cataloguing the 298km of trails into a Geographic Information System database. This comprehensive database organized the geographic information and modernized that management of data in an effort
to increase the customer satisfaction and experience on Voyageur Mutli Use Trail System. The MBEDC
coordinated and provided in-kind printing and distribution of the guide to area outlets. The 8.5x14 guide
was distributed from May 2012 until January 2013. In an effort to provide even better tools for trail users in
the region; the MBEDC developed of a full scale 24x37 inch double sided thematic trail guide and advertising revenue program. The project was scheduled to go to print in January of 2013 pending advertising sales
coordination by VMUTS Board members.

application entailed improvements to infrastructure at the Lake Nosbonsing access point. The purpose of
the project was to create a sustainable and environmentally responsible launch, dock and information kiosk
to educate residents and tourists about the watershed, its sensitivity and methods in which we can all protect it from environmental degradation / evasive species. The project put a strong enfaces on educating lake
goers on Blue Green Algea, its causes, dangers and how to mitigate its growth.

Rutherglen Sub-division Project
The MBEDC continues to strategize & implement on behalf Municipality of Bonfield and the landowner of
the Rutherglen housing sub-division to further develop vacant lots as a great location to live and do business.
The MBEDC has undertaken the development of an economic development website to specifically target
potential residents. The development includes the implementation of Geographic Information Systems to
assist with displaying properties available in the region for development.
MBEDC Web-Site Enhancement Project
The MBEDC recognized that our corporation required a strong Economic Development Website. We
designed the website to capture the following audiences:
-Business Start Up-Business Expansion
-Business Re-Location-Living
The MBEDC also incorporated regional GIS (Geographic Information Systems) into the website, as well
providing detailed market information about the region to stakeholders and potential investor through a series of pages that will describe the regions business climate, community economics, provide facts & figures,
taxation and site selection tools as well as outline the history and mandate of the MBEDC.
The project also included the purchase of capital equipment to support the MBEDC’s economic development efforts. The purchase of a colour printer & Geographic Information Systems dedicated computer will
now allowed us to prepare and present professional quality site selection maps. Also the purchase of the
multimedia projector will allow the MBEDC to facilitate stakeholder / investor information sessions in a
professional forum.

MBEDC Site Selector Project
The Mattawa-Bonfield Region is open for business. The MBEDC has created a site selector tool that utilizes
data from our municipal GIS systems to identify and promote an inventory of future development ready
properties and lands. The site selector tools purpose is to provide quick and accurate data, location, and
information to new and existing businesses within the Mattawa-Bonfield region.
The MBEDC is currently using the site selector tool to attract new business into the region and are in the
on-going developments identifying and expanding the future development land and assets inventory within
the five municipalities. The MBEDC has integrated GIS mapping and site selectors on the newly developed
www.mbedc.ca website for user friendly and easy access.

The re-development of a regional focused Hospital website has provided the tools for the hospitals recruitment committee to be competitive in recruiting health care professionals to the region. Mattawa & Area Snowmobile Club Web-Site Enhancement Project
The Mattawa Bonfield Economic Development Corporation assisted the Mattawa & Area Snowmobile
Club in developing a website to market the Mattawa & Area Snowmobile Club to residents, tourists and
industry with the goal to increase permit sales, sponsorship revenue and visits to the area. The Blue Sky Net
Broadband for E-Business and Marketing program provided a contribution of $3,150 while the Mattawa &
Area Snowmobile Club contributed the remaining $146.37. This project also provided closure on a $2,500
NECO funded website project that was initiated back in 2009 and was not able to be completed. The closure
of this file has allowed the club to leverage additional funding from the North East Community Futures
Development Corporation. Since the launch of the website the club has been able to use this new communication tool to assist with increasing permit sales, sponsorship revenue and visits to the area.

Ottawa River Personal Watercraft Video & Media Promotion
The Mattawa-Bonfield Economic Development Corporation in partnership with the Ontario Tourism Marketing Partnership Corporation, the Ottawa Valley Tourist Association, The City of Temiskaming Shores,
Ville Marie Quebec , Temiscaming Quebec, Verticlescope – Personalwatercraft.com, The Intrepid Cottager,

This project developed a multi-video and article promotion to market the Ottawa River corridor as a
premiere personal watercraft touring route. This tour focussed on the historic significance of Samuel De
Champlain with a modern motorsports twist and profiled the dock at accommodations and restaurants
along the waterways edge. The project involved 15 adventurers who participated in a 4 day 700km tour
riding Personal Watercraft from Pembroke to Hailebury and back. This project showcased the awe inspiring
and legendary scenery of the Ottawa River waterway as well as the friendly and historic accommodations
and communities along the river demonstrating strong ties to tourism and culture within the centers. The
project produced thousands of professional quality photographs and multiple videos and articles both in
print and digital form. The video’s and articles appear and are posted on Personalwatercraft.com, boatdealers.ca, northbaynipissing.com, thedailyobserver.ca, Canadian Yachting Magazine and visitmattawa.travel

In the fall of 2012 the Mattawa-Bonfield Economic Development Corporation partnered with Ontario
Tourism Marketing Partnership Corporation, Verticlesopes ATV.com, Go Ride Television / Magazine and
Mattawa Adventure Camp to bring some of the most followed ATV film producers in Ontario to ride the
Voyageur Mutli Use Trail System.
This unique and innovative grassroots social media, journalism & film project involved brining professional
athlete and ATV racer Mark Freeman whom has a massive online following of over 75k subscribers, ATV
and off road video blogger Rex Wood from North Bay who has amassed at 4k following and Graham Adams
a Canadore Film student and frequent Voyageur Country resident who produces ATV films under the title
LITMMPRO.
The crew including motorsports Journalists Mike Jacobs & Mark Hamerton documented the adventure
both in writing and on film. ATV.com’s video and article are live while Go Ride Television / Magazine will
air their story in the spring of 2013. Mark Freeman, Rex Wood & Graham Adams all produced several independent short films promoting the area and the trails. This project has amassed viewership of over 80 000 in
just a few short months and continues to grow each day.

Downtown Businesses Billboard Project
The Mattawa-Bonfield Economic Development Corporation and the Downtown Mattawa business merchants identified a way to attract tourists to stop and stay in the Mattawa-Bonfield Region. The Downtown
Mattawa Billboard Awareness Enhancement Project was developed.
In Early February 2012 the Downtown Mattawa Billboard sign was installed. The MBEDC applied for funding under NECO Local Initiative Contributions Fund. This was a great partnership between local business
owners, The Mattawa-Bonfield Chamber of Commerce and the Mattawa-Bonfield Economic Development
Corporation. The NECO Local Initiative Contributions Fund awarded $2,000 towards the project and
downtown business owners Mattawa Jewellery, Mattawa Foodland, Mattawa IDA Pharmacy, and Scott’s
Discount collectively funded $1,706 towards the project.
The Downtown Mattawa businesses have noticed the impact the sign has made. They are saying that new
visitors and tourists are stopping and discovering the Mattawa Downtown area. Here our regional businesses are introducing the visitors and tourist’s to the attractions that the Mattawa-Bonfield Region has to offer,
thus encouraging the visitors and tourist to stay in the region longer or to come back and visit the region

on the positive impact that this project has achieved.

Business Centre Satellite Kiosk Project
In partnership with the Nipissing Parry Sound Business Centre, a kiosk centre located at the MBEDC office

2011 & 2012 Mattawa-Bonfield Summer Event Series
In 2011, the MBEDC Tourism Coalition formed a Summer Event Planning Sub-Committee to organize and
implement the Mattawa Voyageur Country Summer Event Series Promotional Campaign using website,
social media, radio, and print media.
Due to the success of the 2011 Mattawa Voyageur Country Summer Event Series, the MBEDC formed a
new campaign for the 2012 Mattawa Voyageur Country Summer Event Series.
The campaign focused on promoting the following existing and new events through-out the MattawaBonfield region with a goal to increase event attendance, event awareness, business sales and tourism traffic
in the summer season.

2013 Regional Events Calendar
With the past success of the 2011 and 2012 Mattawa Voyageur Country Summer Events series the MBEDC
launched the 2013 Regional Events Calendar. This all encompassing online Google calendar provides ‘one
stop’ location for all activities in the region. The Calendar promotes all activities and events within the region
big and small and is open to all organizing bodies including private and public sector businesses and organizations. The 2013 Events Calendar continues to be populated throughout the year and is recognized as a living itinerary for happenings in the region. Mattawa-Bonfield Chamber “Spotlight”
The MBEDC and the Mattawa-Bonfield Chamber of Commerce partnered on a project to recognize specific local businesses strong efforts and commitment to growing and representing the Mattawa-Bonfield
Region.
In discussions with one of our local news papers the Mattawa Recorder granted the chamber a column to
showcase the Mattawa-Bonfield Chamber Spotlight. So far two regional businesses have been showcased in
the paper.
The MBEDC and the Mattawa-Bonfield Chamber of Commerce will continue to work together to credit
and value the significant business achievements within our region.

Wooden Statues Project
Due to the success stories and revenue generator for our regional business of the current located wooden
statues, the MBEDC’s Tourism Coalition has identified the continuation of the development of additional
wooden statues to be installed throughout the region as a growing tourism attraction. The MBEDC has
been discussing future plans with the Mattawa-Bonfield Chamber of Commerce and regional business
merchants to initiate a second phase of tourism attraction wooden statues. The MBEDC plans to investigate
funding assistance with Provincial and Federal government agencies.
Rural Ramble Project
The MBEDC has been working with the Mattawa-Bonfield Chamber of Commerce on future project to
stimulate business activity within our region. A regional rural ramble is a future project that is currently in
the planning stages of becoming a business oriented tourism driver.
The Mattawa-Bonfield rural ramble is geared for local existing business to showcase the establishments to
the public. A regional driving tour will be mapped out on a specific date or dates for tourists and residents
to visit the themed activities hosted at our local businesses.
Regional Agriculture Documentary
The MBEDC in partnership with Canadore College’s media division worked out a promotional northern
regional agriculture documentary to help promote agricultural developments in the north. Rejuvenating
our abandoned or neglected agricultural lands within our region will retain and attract new residents and
agricultural operators to do business within the Mattawa-Bonfield region.
Current climate change, less expensive land than southern Ontario, and new innovative agricultural technologies makes the Mattawa-Bonfield an attractive place to grow our agricultural land base.

2011 International Plowing Match
In partnership with the Ontario Tourism Marketing Partnership Corporation MBEDC staff attended the
2011 International Plowing Match in Hawkesbury Ontario. This world renowned event brings upwards of
100,000 people to participant in agriculture related completion, view vendor and tourism displays and enjoy
live music and entertainment. MBEDC staff worked with Ontario Tourism at the Northern Ontario venue
to promote traveling. The international plowing match is a favorite among retired RV owners thus making
it a great opportunity to distribute Mattawa Voyageur Country brochures encouraging them to come and
explore our area.

2011 Toronto International Snowmobile, ATV & Powersports Trade Show
The MBEDC partnered with the Near North Trail Association to attend the 2011 Toronto International
Snowmobile, ATV & Powersports tradeshow. This partnership allowed the MBEDC to attend the tradeshow and speak to thousands of powersports enthusiasts about the trails in Voyageur Country. The MBEDC
distributed area information including regional brochures to attendees of the show.

OTMPC Sustainable Tourism Awards
The Mattawa-Bonfield Economic Development Corporation nominated Natures Harmony Ecolodge for
their annual “Run-Off-The-Grid” trail run event. The Sustainable Tourism Award recognizes a business or
individual that makes a viable and maintainable contribution to the practice and promotion of sustainable
tourism in Ontario, This award is granted by the Tourism Industry Association of Ontario & The Ontario
Tourism Marketing Partnership Corporation. The MBEDC and Natures Harmony were pleased to be
informed that Natures Harmony Eco-lodge of Mattawan Ontario had been selected as one of three finalists from across Ontario. Nature’s Harmony Eco-lodge owner Tzach and Jen attended the award ceremony
in October of 2012 where they received recognition for their contributions. Although they did not win the
award being selected as a finalist is very special.

Mattawa-Bonfield Culture Promotion Campaign
In August 2012 the MBEDC submitted an application to the Ministry of Tourism and Sports Cultural Strategic Investment Fund to implement a regional Mattawa-Bonfield cultural-heritage wooden statue & museum
navigation manual and the creation of innovative regional digital display boards to penetrate new markets
and stimulate and sustain job growth through our rich cultural & heritage tourist attractions.
The project goal outcomes were to:

Increase the employment and entrepreneurial opportunities for children and youth.

Improvement in regional economic, social and health of our culture and heritage.
-
Implementation of new and innovative marketing and development tools, standards and models by engaging our diverse culture and heritage.
Early 2013 the ministry released it’s announcement of successful candidates for the funding program and unfortunately the Mattawa-Bonfield region was not awarded funding for this important promotional project.
Bonfield Agricultural Society Barrel Race
The MBEDC assisted the Bonfield Agricultural Society in the development of a North Eastern Ontario
Community Development Local Initiatives Contribution Fund grant application which resulted in $3,000
grant to assist with physical infrastructure improvements to the Bonfield Agricultural Society grounds to
better accommodate the Northern Barrel Racing Association & Ontario Barrel Racing Association event.
This event attracted competitors and visitors from across the Northern Ontario and Ontario and is recognized as one of Ontario’s Premiere Barrel Races – ‘The fastest 15 seconds of your life’

2012 Mattawa & Area Snowmobile Club Fall ATV Rally
The MBEDC assisted the Mattawa & Area Snowmobile Club and Mattawa Public Library to host the 2013
ATV Fall Rally. The event was extremely successful and had participation attendance of over 80 people. The
event allowed both participants and non-participants to purchase poker hands for $10 with a chance to win
big money and prizes on the event day. The event also included a dinner at the Mattawa Legion and gift
vouchers to Myrts Family Restaurant and Tasty Choices Restaurant, both businesses reported an increase in
customers during the event and were happy with the results. With the success of the 2012 event and revenues produced for participating organizations including significant trail pass revenue for the Voyageur Multi
Use Trail system the event is again being planned for the fall of 2013.

Farmers Market
The MBEDC assisted entrepreneurs in the planning developments of the Rutherglen farmers market that
has been running during the past couple of years in the summer to fall seasons. The MBEDC worked with
the market with health unit requirements and marketing/promotion of the event dates.
The demand for locally produced fresh, nutritious food by local consumers has grown rapidly over the current years. As the most visible and accessible component of our local food systems, farmers markets have
strengthened their role as providing unique places for local producers and local consumers to connect.
Although this role of farmers market within local food systems is well recognized, it is important to know
not only what markets contribute to local areas but also to know how much they contribute.
As tourist and residents spend at local Farmers’ Markets another large amount of spending happens at the
neighbouring businesses.
Many people spend about half their time at a farmers’ market simply talking to their friends and neighbours.
This social aspect helps build and strengthen our communities and efforts to grow and expand the local
farmers’ market.

Farmers Market
A ‘Good Food’ Value Chain will build the capacity of local food systems in our region. A local food system
refers to the entire food value chain from the farmer’s field to the dinner plate. This includes producers, marketing agencies, input industries, processors, distributors, retailers, farmers markets, and consumers.
To build the capacity of a local food system means improving markets for local foods, increasing awareness
of local food issues, and ensuring equitable access to ‘good food’ for all residents.

Mattawa-Bonfield Cultural Mapping & Strategic Plan
In August 2012 the MBEDC submitted an application to the Ministry of Tourism and Sports Creative Communities Prosperity Fund to implement a regional Mattawa-Bonfield cultural mapping & planning project to
investigate and recommend how the cultural assets and resources of the Mattawa-Bonfield Region can benefit from economic development through a Holistic, “location-based” cultural tourism mapping & strategy.
The project will be using baseline cultural mapping that provides an organized and solid foundation for
ongoing cultural planning initiatives. The project will develop web-base GIS mapping illustrating the scope
and locations of our regions cultural tourism assets with a cultural resource database.
The project will develop a Culture Plan that will address the full spectrum of the regions cultural resources,
including strategies to strengthen and enhance our cultural tourism assets.
This project is consistent with the Ministry Vision, as it will identify and build the capacity of the cultural
sector to contribute more fully in the local economy. In fact, we anticipate that the cultural sector and
tourism sector will become strongly integrated and will become the economic growth driver for our region
in future years, much like is the case with Prince Edward County, which we feel is much less blessed with
cultural assets than we are currently.
This project will:

Assist the five regional municipalities to undertake cultural planning, and to integrate the results of the project into economic development and location based tourism strategy;
Engage an organization with a primary focus on economic development to raise the level of engage
ment and importance of the contribution of culture to local economic development;
Encourage a cross-cultural linkage between all cultural sectors in the community (arts, heritage, mu
seum, libraries, First Nations and English and French communities, Jesuits) with other sectors, particularly tourism and economic development, to build economic, social, and cultural sustainabil
ity in our five communities.

Mattawa-Bonfield Cultural Mapping & Strategic Plan
This project will engage (or attempt to engage) several Increase the cross-cultural and cross-sectoral collaborations to support culture community building and local economic development including, but not limited
to:

Mattawa/North Bay Algonquin First Nation; Antoine & Madadjiwan First Nation

Outdoor tourism operators; food and accommodation operators; local retailers;

The local cultural community including visual artists

Local historian, writers, and heritage buffs, as well as our fine museums.
The main reason for undertaking this initiative is the belief that tourism offers the greatest chance for job
growth and economic diversification for the region, and that location based tourism represents the largest
opportunity within the tourism sector. Location based tourism and cultural tourism is a rapid growth tourism sector and tourism is an Ontario priority. We anticipate that when implemented, this represents the
single biggest opportunity for job creation in our region.
While many local are generally aware of our cultural assets, they are not fully appreciated. For example,
there has been a recent loss of heritage buildings, and the general community consensus is that there will be
more that will be lost in the future. An increased awareness and community support for culture will result
from this project, creating a better appreciation and support for the preservation and enhancement of the
community’s cultural, heritage and historical assets.
Funding of this project will provide what we hope will be a new and innovative model for English/French/
First Nation cooperation to support the cultural vitality, creativity and economic sustainability of five communities.
Early 2013 the ministry released its announcement of the MBEDC being one of the successful candidates for
the funding program. Plans are to implement this project throughout the 2013 year with a final product in
early 2014.

Renewable Energy Initiatives
The MBEDC submitted application to the Blue Sky Renewable Energy Initiative through the Nipissing University Biomass Innovation Centre to stimulate opportunities of green energy within the Mattawa-Bonfield
Region.
On February 17 2012 the Mattawa-Bonfield Economic Development Corporation was awarded and selected to participate in the Community Energy Shift Project throughout the Mattawa-Bonfield Region. A series
of 3 workshops were designed and delivered throught the Blue Sky Renewable Energy Initiative (http://
blueskyenergy.ca).
The project was led by the Biomass Innovation Centre (www.biomassinnovation.ca) at Nipissing University
and funded through the Community Energy Partnerships Program (CEPP) (www.communityenergyprogram.ca) and was intended to build awareness about renewable energy and explore opportunities for developing community renewable energy projects within the Mattawa-Bonfield Region.
The workshops were open to all residents and community stakeholders (i.e. local businesses, churches,
schools, hospital, etc.) within the Mattawa-Bonfield Region.
The first workshop was held on March 7 2012 at the Mattawa Community Centre.

Explored the level of interest in developing a community renewable energy project in the Mattawa-
Bonfield region.

Renewable Energy Initiatives
The Third workshop was held on May 24 2012 at the Mike Rodden Arena and Community Centre in Mattawa.

Participants formed smaller sub-groups around 3 differen t projects to be explored in greater detail with experts at this workshop. The potential projects included:

Solar panels on the roof of one of the Town of Mattawa’s municipal buildings or on municipal land (ie. Ground mounted solar).
-
A water power project on one of the local rivers
-
A network of biomass growers (possibly a co-op) along with a potential biomass plant at a new local school.
-
Presentation was made by Harry French, Director Community Power Services Group at OSEA (Ontario Sustainable Energy Association) – a non-partisan member based non-profit organization that helps to initiate, facilitate and support the work of local sustainable energy organizations and he provided at a high level (for all 3 sub-groups)
-
An overview of the process of developing a renewable energy project (and touch on the differences between solar, biomass and hydro) and share the process for making a CEPP grant application and FIT application.
-
Alternative business ownership and organizational structures and options for financing.
-
Opportunities were provided for the potential projects to meet with applicable experts and explore the (pre)feasibility of developing their particular renewable energy project and to further discuss next steps.

National Defence manufacturing opportunities
The MBEDC has been in workings with Industry Canada’s Industrial and Regional Benefits
Policy to increase the benefits of government procurement initiatives to the Canadian economy.
Canadian defence and security contracts are requiring contractors to place work in Canada equal
to 100% of the contract value and is becoming mandatory for contracts worth $100 million or
more. The MBEDC has been working with our regional businesses for the opportunity to connect the Federal Government defence and security contracts for business growth and possible
expansion.
High School Youth Tourism Entrepreneurship Sessions
During 2012 the MBEDC was invited to present as a guest speaker in the classroom of our local
high school institutions. The MBEDC spoke to our youth in the community on the many tourism asset advantages that our region has to offer. We also focused on entrepreneurship and
innovation. It is our youth that are our future and to keep them here within our region. The
MBEDC introduces awareness that there are opportunities for youth entrepreneurship and room
for innovative products and services within our region.
AMCTO Zone 7 conference
The MBEDC hosted the fall 2012 AMCTO Zone 7 conference with full event coordination from
the Township of Papineau-Cameron. The conference was a 3 day event and gave our region an
opportunity to showcase our communities to the surrounding municipalities outside our Mattawa-Bonfield Region.
Guest speakers were invited to discuss a variety of topics that included municipal asset management, municipal property assessments, municipal recycling, municipal investments, and the
MBEDC presented on Economic Development issues in Northern Ontario & the value of Economic Development.
A group of over 50 representatives attended the conference and left with a positive experience of
accomplishments and goals from the Mattawa-Bonfield Region.
