10 Aberdeen Stories:
New City, New Culture, New Language
Youth Activities Small Grants
Fund
The aim of the funding is to support children
and young people by enabling them to apply
for a small amount of funding to help them
develop and to take part in activities that might
not otherwise be available for them.
The fund will offer young people opportunities
to contribute to their own communities and to
the life of the city. Successful applicants are
likely to benefit in terms of gaining experience,
confidence and skills.
In June 2015 ACVO launched the #10AberdeenStories project
giving citizens an opportunity to get involved in helping fellow
Aberdonians through a challenge in their lives, to share their
experiences and have their voices heard.

10 months later we reach the last of these stories, each of which
has chronicled the experiences of a real Aberdeen citizen and
provided links to multiple organisations including sponsors, public
bodies and charities.
Do you need a mailbox for your
personal/business mail?
We wanted to end the project on something of a high note –
celebrating the diversity of our City. We have highlighted carers,
volunteers, young employees and of course the clients and users
of local Third Sector organisations. We also wanted to celebrate
the employment opportunities the Third Sector provides and the
culture of working life in organisations which truly value equality.
Explore Rosilda’s story and then come on a journey with us as we
look towards the next stage of Big Aberdeen stories.

City Council and Hazelhead Primary School who will use their

New OSCR guidance on Notifiable Events
From 1 April 2016, the Office of the Scottish Charity Regulator
(OSCR) will be asking charities to report Notifiable Events to
them. This is when something serious has happened or is
happening that threatens to have a significant impact on the
charity or its assets.
As ever, OSCR expects charity trustees them to use their judgement in deciding which incidents to bring to their attention.
To help trustees decide, OSCR has issued some guidance as to what constitutes a serious or notifiable incident here;
http://www.oscr.org.uk/media/2155/2016-03-15_guidance-for-notifiable-events_web-version.pdf
What types of event should be notified? The guidance gives as examples;
• Fraud and theft
• Substantial financial loss
• Abuse or mistreatment of vulnerable beneficiaries
• Governance issues, e.g. a lack of trustees
• Criminal investigations or suspicions of criminal activities
• Charity trustees acting while disqualified
This move to notification of serious events is part of OSCRs move towards targeted risk-based regulation.
If you wuish to discuss more about your duties as a charity trustee, please conavctat ACVO Development Officer, Sandy
Mathers on 01224 686075 or by email at [email protected]

Budget 2016: The Main Points for the Voluntary Sector
Original Article by: Andy Ricketts - http://www.thirdsector.co.uk/budget-2016-main-points-voluntary-sector/finance/
article/1387720
The main points affecting the voluntary sector in Wednesday’s Budget are:
- Charities have been left waiting for definitive news on whether the 80 per cent mandatory business rate relief they receive
will be changed: the Budget documents made no mention of it, but sector sources said they believed the rate will be left
alone.
- Osborne announced that £45m of banking fines will go to military charities and other good causes over the next four years,
including £5m for a National Mesothelioma Centre, £4.5m for a new air ambulance service in Northern Ireland and £3.5m
for Samaritans to support armed services personnel and veterans.
- It will also pass on £12m in receipts from the so-called tampon tax on feminine hygiene products, with £1m going to both
Breast Cancer Care and Girlguiding UK.
- An extra £5m for a social impact bond aimed at reducing rough sleeping, taking its total value to £10m.
- A new corporation tax relief from April 2017 for museums and galleries on the cost of temporary and touring exhibitions.
- £60m for community-led housing developments in rural and coastal communities through community land trusts, which
are set up by local people to develop and manage homes that are affordable for those who live there.
- The amount that people can earn before having to pay income tax, which will go up to £11,000 next month, will increase to
£11,500 in April 2017, the Chancellor said: this will mean slightly fewer people will pay no tax and will therefore be unable
to claim Gift Aid on their charitable donations.
In addition to the above information taken from thirdsector.co.uk poverty groups have called the budget “deeply unfair”
for disabled people. Changes to the way personal independence payment (PIP) points are calculated will mean 200,000
disabled across the UK will lose their payment completely and another 400,000 will see their benefit reduced from £82 to
£55. Those who lose their payments completely will be left up to £3,000 worse off and those facing a cut will be left around
£1,400 poorer each year.

Charity regulator’s new European Union Referendum Guidance for Scottish
Charities
OSCR has published guidance for charity trustees on complying with charity law during the EU referendum campaign.
Reflecting the Regulator’s well-received guidance for charities during the Scottish independence referendum, the new
guidance sets out for those running the country’s 24,000 charities what they must consider if they intend to campaign or
make public statement in the run-up to the poll on 23 June.
OSCR’s Chief Executive, David Robb, said ‘Our independence referendum guidance was prepared in consultation with the
charity sector and helped ensure that charities were able to play a significant part in the process, legitimately within the
requirements of Scots charity law. Charities have a recognised and important role in our society, and for many campaigning
is a legitimate part of their work. Charities in Scotland will want to consider the possible implications of the EU referendum,
and some may wish to make their voice heard during the EU referendum process. We hope that our new guidance will be
a useful reference.’
This new guidance explains a charity registered in Scotland can take part in the EU referendum debate if it can show that:
•
•
•
•
doing so is advancing the charitable purposes
its governing document does not prohibit such activity
the charity is not advancing a political party, and
that the charity’s trustees are acting in the charity’s interests, and with due care and diligence.

Challenge to Sector Independence Calls for United Response
A report following on from the work of the Panel of the Independence of the Voluntary Sector has been published, “the fifth
annual assessment of the state of health of the voluntary sector”.
Written by the director of think tank Civil Exchange, Caroline Slocock, ‘Independence in Question‘ warns that the independence
of the charity sector is at a five year low, leaving an unhealthy imbalance between community, private sector and state
power. It calls for united action by the voluntary sector to stave off potential further threats.
Civil Society News has an article in which Caroline Slocock explains why she thinks the sector needs to stand up for its
independence in the light of recent government policies – ‘Defend it, or lose it: the importance of an independent voluntary
sector‘.
New Book Store Online
Scotland’s social enterprise book store is bringing a
conscience to online book sales with the launch of a new
website.
Bookdonors trades in new and used books for the benefit
of people, charities and the environment. All of its sales
fulfil its triple social mission to provide flexible and adaptable employment opportunities, to help protect the environment
by promoting re-use and to provide additional income to a range of charities.
With the launch of its new online site, offering 250,000 used books and 50,000 new titles for sale at the click of a button, it
hopes to grow the business even more and offer people across Scotland the opportunity to buy books ethically.

New Benefits Agency for Scotland
Dignity and respect at the heart of social security agency.
A new delivery agency will be set up to administer social security payments worth £2.7 billion when they are devolved to
Scotland.
Speaking in the first Scottish Parliament debate on social security since the fiscal framework to transfer welfare powers was
agreed, Social Justice Secretary Alex Neil confirmed there will be a phased transition of the administration of powers over
the next few years.
As set out in the Programme for Government, Scottish Ministers have already committed to the introduction of a Social
Security Bill in the 2016-17 parliamentary session – that bill will establish a new Scottish social security agency to oversee
the administration of the devolved benefits.
The Scottish Government has outlined its new social security powers will be founded on treating people with dignity and
respect. Mr Neil confirmed this ethos will be at the heart of the agency, which will aim to give a rounded assessment of
people’s needs and streamline the administrative process.
The Scottish Government continues to work with stakeholders and recipients of social security to identify the most
appropriate means of administering and paying benefits, and to identify priorities for reform.
Through the Scotland Bill the Scottish Government will receive powers over 11 existing disability and caring benefits including
Disability Living Allowance, Personal Independence Payment, Carers Allowance as well as control over funeral payments,
Sure Start Maternity grants and cold weather and winter fuel payments.
It will also receive the power to top-up and create new benefits through the Scotland Bill and will have several flexibilities
to alter the way in which Universal Credit is paid by Department for Work and Pensions.
The Scottish Government has already confirmed it will use its new powers to:
• Increase Carer’s Allowance to the same rate as Jobseeker’s Allowance
• Abolish the bedroom tax
• Introduce flexibilities around how Universal Credit is paid including giving people choice to be paid twice monthly, and
direct payments to social landlords
• Scrap the 84 day rule which removes income from the families of disabled children.

£100 Million War on Cancer Launched in Scotland
Original Article by: Paul Cardwell - http://thirdforcenews.org.uk/tfn-news/100-million-war-on-cancer-launched-in-scotland
A £100 million strategy to tackle cancer by improving prevention, detection, diagnosis and treatment has been launched in
Scotland.
Beating Cancer: Ambition and Action, will serve as the blueprint for cancer care north of the border over the next five to 10
years.
It contains more than 50 actions including investing £50m in radiotherapy equipment, recruitment and training; £9m over
five years to improve support for people with cancer and their families and £5m to reduce waiting times.
The Scottish Government strategy will also make available £5m to target reducing inequalities in screening uptake; £7.5m
to support improvements in surgical treatments; an additional £10m to reach diagnosis quicker, and £3.5m to drive
improvements across the palliative care sector and to support targeted action on training and education.
Launched by health secretary Shona Robison at a publicity stunt on Edinburgh’s Princes Street, organised by campaigners
from Cancer Research UK (CRUK), it has been broadly welcomed by cancer charities in Scotland who have said they intend
to monitor its implementation closely.
Speaking at the event – where shoppers were asked to sign their name on 6ft high letters spelling out the word ‘Cancer’, as
part of CRUK’s Scotland vs Cancer campaign to ensure cancer patients have quick access to cancer tests – Gregor McNie,
Cancer Research UK’s senior public affairs manager in Scotland, said the strategy set out strong ambitions and investment
to help tackle Scotland’s cancer survival, which still lags behind its UK and European neighbours.
Head of Macmillan Cancer Support in Scotland, Janice Preston, said it was important the strategy recognised that the quality
of life cancer patients have during and after treatment is just as important as the treatment itself.
Imagining a Strong Community Sector in Scotland
The Scottish Community Alliance has launched ‘Local People Leading’, its vision for a stronger
community sector.
The report highlights the challenges and the opportunities that lie ahead, and identifies what
needs to change if these challenges are to be met. A series of short papers highlighting
the specific contributions that the community sector makes across many different areas of
government policy, and how that impact could be greater, will be published over the coming
weeks.
The Alliance has been created by Scotland’s leading community based networks to campaign
for a strong and independent community sector.

Have a ‘Ball’ with Boccia
Boccia pronounced ‘Bot-cha’ is a Paralympic target ball sport similar to petanque or bowls. Players
all play from a seated position on a court similar in size to a badminton court where the aim of the
game is to get their soft leather boccia balls as close to the white target ball or ‘jack ball’ as possible.
Players can roll, kick or use a ramp to propel the ball onto court. Boccia was designed specifically for
athletes with a disability affecting locomotor function such as cerebral palsy or muscular dystrophy
and interestingly it is one of only three Paralympic Sports with no Olympic counterpart.
Basic rules
- The aim of the games is to get closer to the jack than your opponent
- The jack ball is white and is thrown first
- One side has six red balls and the other has six blue balls
- The balls are leather containing plastic granules so they don’t bounce but will still roll
- The side whose ball is closest to the jack throws until they get a ball closest or until they run out of balls
- Once all the balls have been thrown one side receives points for every ball they have closer to the jack than their
opponents closest ball
Boccia is a sport of intriguing tactics, incredible skill and nail biting tension. Full of fun, once you see it or play it you will
be hooked!
Despite its origins as a sport for players with a physical disability, Boccia has become hugely popular with people of all ages
and abilities and is played throughout Aberdeen in a range of settings from schools and sports centres to sheltered housing
complexes and care homes as everyone can take part together on an even playing field. You don’t need access to a special
court, any flat space will do and with minimal equipment it’s easy to get a game going anywhere. Boccia’s simple rules and
game formal make it ideal for participants with dementia, and anyone can learn to set up boccia activities in a 3 hour training
workshop.
For more information on boccia sessions in Aberdeen or if you would like to set up your own session or attend training,
please contact Andrinne Craig, Inclusion Development Officer, Sport Aberdeen on 01224 047926 or ACraig@sportaberdeen.

have a UK office are eligible to apply. Applications from organisations working in Scotland, Northern Ireland or Wales are
particularly welcome. Organisations must have a constitution whose primary purpose is to support unpaid carers.
The deadline for applications is 28 April 2016 (12 noon).

New Beginnings Fund
There has been a dramatic increase in refugees and asylum seekers
moving across Europe with an estimated 854,000 entering Greece in
2015 and a further 69,000 arriving since the start of 2016. In the UK
we have seen lower numbers of refugees and displaced people seeking asylum than in mainland Europe.
Displaced people struggle to survive and need the help community based refugee organisations across the UK can offer.
However, many of these organisations are very small and reliant on volunteers. The New Beginnings Fund will recognise
and support local groups working to integrate refugees and asylum seekrs into local communities. A key view of this Fund
is that early integration helps dispel tensions and prevent misconceptions on both sides.

FUNDING
New funding available for local groups in The Highlands and
Islands of Scotland
Local groups and organisations with great ideas to make their communities an even better place
to live are now invited to apply for funding to turn their ideas into reality.
People’s Health Trust has just launched Active Communities in Aberdeenshire, Highland, Moray,
Nah-Eileanan Siar (Western Isles) Shetland and Orkney Islands - a funding programme for local
people wanting to create fairer places to grow, live, work and age.
Using money raised by HealthKind through The Health Lottery, People’s Health Trust is looking to invest in projects that
support people living in the most disadvantaged neighbourhoods of in Aberdeenshire, Highland, Moray, Nah-Eileanan Siar
(Western Isles) Shetland and the Orkney Islands.
Active Communities is a funding programme for not-for-profit groups with an income of less than £350,000 a year, or an
average of £350,000 over two years, seeking investment of between £5,000 and £50,000 for projects lasting up to two
years.
Projects could be almost anything that encourages strong connections between people, and that help people to make their
communities or neighbourhoods even better places to grow, live, work and age. We’re looking for small and local projects,
genuinely designed and run by local people. By small, we mean just a small group of people on an estate, in a few streets
or villages. We’re also looking for great ideas from communities of interest. By this we mean a group of people who have
something in common and wish to come together to address something that is important to them. These ideas could be
based in one neighbourhood, or cover a wider area.
The closing date for applications is 1pm on Wednesday 30 March 2016. To apply for funding, visit www.peopleshealthtrust.
org.uk.
Volunteering Support Grant 2016-17 –
NOW OPEN
The Volunteering Support Grant supports third sector
organisations to create new volunteering projects to increase
the diversity of their volunteers (especially those experiencing
disadvantage); and improve opportunities, skills and personal
development through volunteering. The fund also helps organisations enhance their services and improve their capacity to
deploy, support and train volunteers.
Grants of up to £10,000 are available to increase the hours of an existing staff member or buy in support to help develop
volunteering opportunities, management and practices; pay for the resources needed to recruit, support and deploy
volunteers; and help with volunteer expenses and training for staff, management committee and volunteers.
To be eligible, applicant organisations should be working in Scotland; and have an annual income of under £250,000
(although those under £100,000 will be given priority if the fund is over-subscribed). Applicant organisations don’t have to
be a registered charity, as long as their constitution makes clear that funds will not be distributed among members.
Funded projects will be expected to recruit at least 15 additional volunteers (at least 10 of whom should be disadvantaged
in some way) during the 12 month funding period.
The deadline for applications is 31st March 2016 and the period of the grant will be from 1st May 2016 to 31st March 2017.

Are You Going to be a Big Lottery Winnner or Loser?
Come and Find out on 13th May
The Big Lottery Fund’s Investing in Communities programme is no more, and their new approach to larger
grants is very different. Grants are available for “community-led activity” and for “ improving lives”.
Alongside showing that they will achieve positive outcomes, applications will now also be judged on how
they demonstrate they are adopting the Big Lottery’s ‘three approaches’. They will expect applicants to demonstrate that
they will be ‘people-led, strength-based and connected’, and are unlikely to fund work that doesn’t show clearly how these
approaches will be taken. They have also made practical changes to the grant processes, including the different levels of
grants you can apply for and the process of applying.
ACVO can see enormous benefits for the community in these new approaches. We can also see challenges for some
organisations who might be planning to apply.
We have therefore arranged with The Big Lottery to hold a free event in Aberdeen’s Town and County Hall on 13th May 2016
from 10.00 a.m. This will include the opportunity to hear from and talk about projects with The Big Lottery Fund team, and
breakout support sessions from ACVO the Third Sector Interface to help organisations in key areas such as:
• Build evidence
• Identify connections
• Communicate effectively
• Understand social capital and why it is important
• Share good practice
• Support participants as volunteers and leaders
• Build volunteering as a key strength/asset in communities.

GREAT MOVE!
Aberdeen’s biggest charity providing direct practical help to the city’s poor,
vulnerable and marginalised people and the only one doing everything for free,
has moved into new, high quality offices and warehouse premises in Altens.
Jenny Taylor
the Founder of
Somebody Cares 14
years ago says...
Somebody Cares Offices and Warehouse
“We are thrilled with
this move. Our new
premises at Bergen
House, formerly an oil
industry headquarters
building, is twice the
size of our previous
one and will allow us
to continue our rapid
expansion and will
allow us to provide
free help to even more
of Aberdeen’s neediest
people.”
For years Somebody Cares has been setting records as it has sought to provide for those people in the city who have
fallen on tough times and in 14 years has provided for tens of thousands at their point of need.
SOME FACTS FROM THE PAST YEAR…
NEW INITIATIVES
• Somebody Cares gave the equivalent of over £750,000 free support into the city
• Somebody Cares diverted over 670 tonnes from landfill
• Somebody Cares is working with almost 80 agencies in the city
• Somebody Cares furnished over 2,200 homes in the last 12months
• Somebody Cares runs Aberdeen’s biggest foodbank giving food to thousands of families every year
• Somebody Cares runs an annual Christmas Appeal that sees thousands of families receive substantial
free food bags to get them through the Christmas period and presents for all their children
• Somebody Cares, partnering with the His Food organisation, are distributors of large quantities of free
Kelloggs cereals to schools, breakfast clubs, after school clubs, children’s homes and much more under
the Kelloggs ‘Help to give a child a breakfast’ programme
• Somebody Cares gives huge quantities of free clothes and school uniforms to many families, individuals
• Somebody Cares runs Scotland’s biggest re-use retail megastore selling a huge selection of top quality
furniture, house hold goods, pianos, electrical goods, lights, pictures and paintings, carpets, toys, clothes,
bric-a-brac, books, clothing and much, much more!
The place for bargains!! You will be amazed at what we offer.
Many customers love the ‘new’ layout with hundreds of satisfied customers and comments like…
With our commitment to helping more people and to re-use and re-cycling, Somebody Cares is bringing in
2 major projects this year...
‘A feast of unusual delights. Great cause, lovely staff + great experience.’ Dawn Alexander, Kemnay
‘Brilliant Aladdin’s cave and friendly service.’ Isobel Murphy, Aberdeen
‘Fab shop…can’t resist coming back and back.’ Anna & Connie, Countesswells, Aberdeen.
‘Donated and bought and very happy.’ P Anderson, Rosehill Avenue, Aberdeen.
‘A joy to walk around with each display enchanting.’ Mary Kennedy, Westhill.
The Megastore has applied to become a REVOLVE certified store giving it government approval for
what we do and how we are doing it.
• Somebody Cares generated over 70% of its total income through its own in-house activities
Jenny Taylor commented “When I started the charity in 2002, I never dreamed we would grow to the size
we are now, but we are an organisation that responds to need, and year on year as the need increased, we
had to keep growing with a wonderful team of staff and an amazing group of volunteers.
Today, the need and the demand for our services is even greater than ever and this new warehouse will
allow us to improve the lives of many more of the city’s less fortunate people.”
1. The first is to create a Shabby Chic production line which will allow us to re-cycle significantly more ‘old’
furniture and create some new jobs as well as an additional income stream.
2. We are working hard on creating new ways of using fresh food. This has the potential to stop a massive
amount of food going to landfill and also allows us to significantly expand the amounts of food we are
distributing to needy people and improves the quality and range of what we distribute dramatically.
Both of these initiatives will significantly increase the tonnages we are diverting from landfill.
WE NEED YOU!!
We have come a long way in a relatively short time but the truth of the matter is that the whole basis of
Somebody Cares success is you – the good people of Aberdeen and shire.
Everything we get comes from you! Everything we give comes from you. Furniture, Household Goods,
Electrical Goods, Bric-a-brac, Pictures, Toys, Carpets, Books, Prams, Cots, Food, Clothing and much,
much more. If its good quality, we will take it and collect it if need be.
Speak to us about your house clearances…we do full and partial clearances and all for free!!
The bulk of our funding comes from you and we invite you to continue or to start partnering with us.
Please, please keep it coming!!!
We are living in desperate days with more and more people falling into the poverty trap and Somebody
Cares wants to be in a place where, with your help, NOBODY goes without

The 2-day training will be held on 20th and 21st April and is for anyone who is working with families with children from 0-5

• improve the home learning environment
• develop secure attachment relationships with their babies and young children
• gain accreditation based on their own goals and aspirations
The programme is based on research showing the importance of the Home Learning Environment and the role played by
parent/carers in helping their child to learn. It also recognises and supports the importance of parent/carer-child relationships
in helping children to learn (attachment).
The Peep Progression Pathway is embedded in the programme and offers parents/carers opportunity to complete units
which are credit-rated by SQA.
Further 1-day training will be available if this is an aspect which would support your work with families.

For those working/support or volunteering with 11 – 17 year olds, this is an evidence learning course for adults to provide
initial support; in a crisis and non-crisis situation.
This course does not train you to become a counsellor or mental health professional. It is designed to teach you to better
understand mental health and how it affects young people, as well as learn mental first aid skills such as:• How to recognise the signs of mental health problems or distress
• How to ask about mental distress
• How to provide initial support
• How to guide a young person towards appropriate professional help
The course also aims to show how mental health first aid can be applied in a crisis situation involving a range of common
mental health problems, such as depression and anxiety, eating disorders, self-harm, suicide and substance misuse.
This 14-hour training course is designed to increase understanding of mental health and how it affects young people. The
course requires several hours of personal CPD both before and after the training day in order to complete the course
requirements. The personal learning part of the course is done through the e-learning zone on the SMHFA –YP website.

1pm- 3.45pm Wednesday 23 March 2016
City of Edinburgh Methodist Church, 25 Nicholson Street, Edinburgh
A VHS Sounding Board to explore the 2015 Review of Public Health and consider
its implications for the third sector. An open invitation to any voluntary health or
other third sector organisation that considers public health to be ‘core business’.
On 11th February 2016 the Scottish Government published the 2015 Review of Public Health. Commissioned by Scottish

Review reflects that.
The Sounding Board will be chaired by Dr Stuart Cable, Programme Director, NHS Education for Scotland. Gareth Brown,
Acting Head of Health Protection Division, Scottish Government will present the Review. Grant Sugden, CEO of Waverley
Care, will give his perspective as the voluntary sector (VHS) representative on the Review Group.

Community Land Assets - Releasing
Potential and Strengthening Communities
May 24th 2016, Saracen House,Glasgow
The use of a nation’s land assets and the impact that this has on the health, prosperity, wellbeing, sustainability and living
environment of that nation’s communities must be a key focus for any government as it is a key factor in any thriving nation.
With this in mind it is widely recognised that Scotland is a land rich in resources with the potential for a diverse range of
thriving communities in both rural and urban settings and there are a growing number and variety of organisations working
in this field, looking at a variety of issues and providing a variety of innovations to resolve issues and potential issues
for the betterment of Scotland’s communities. These include Scottish Government agencies, NDGBs, local government,
private companies, land owners, researchers, activists, local businesses and charities. These issues include the access to
green spaces, community empowerment and self-determination, sustainable local economies, employability, access to local
energy, funding, planning, asset transfers, land management and stakeholder engagement among others.
This conference will examine the issues outlined above such as ongoing communication between stakeholders, engagement
with the planning process and access to funding. In addition, it will summarise the relationship between land use and the
impact that this has on communities and the potential impact of any new Government policy, through expert analysis and
evidence based case studies. This event supported by the RTPI (Scotland), PAS, The Big Lottery Fund and Scottish Land and
Estates; it is sponsored by The Land Trust and represents an ideal opportunity for a variety of organisations involved in this
sector such as planners, land owners, land managers, community trusts, local authorities, renewables companies and other
relevant public, private and third sector organisations to engage with their peers, policy makers, potential partners and other
key stakeholders.
There are a limited number of discounted early bird places which will be allocated on a first-come-first-served basis available
for this event and you can view the full event agenda and reserve your place at www.impactengagement.co.uk/communityland-assets-may-2016.

Independent Living Fund Scotland – Board of Directors
ILF Scotland is the new organisation responsible for safeguarding the rights of some of the most severely disabled people
to lead independent lives. With a budget of around £50 million, ILF Scotland is tasked by Scottish Ministers with making
regular and accurate payments of Independent Living Fund (ILF) to approximately 2800 ILF users in Scotland and 600 ILF
users in Northern Ireland. These funds offer people the flexibility they may not otherwise have, to live in their own home,
take up employment or education, or to socialise like other members of society.
Following the UK Government announcement to close the ILF, disabled people told us that their overwhelming preference
was the continuation of a national ILF scheme for Scotland. ILF Scotland has been established to do just this, to deliver
Scottish Ministers’ commitment to continue providing this vital support to existing users of the fund, and to open the fund
to new users.
Your role as Member of the Board of Directors is to oversee the effective governance and accountability of ILF Scotland,
ensuring that the company carries out its objectives, as set out in its Memorandum and Articles of Association, and follows
the Grant in Aid conditions as set out in the contract with Scottish Ministers.
The Board will provide direction for the administration of ILF Scotland, to maintain packages of ILF support to existing ILF
users in Scotland and Northern Ireland, who transferred on 1 July 2015; and the opening of the fund to new users. You will
oversee ILF Scotland to make regular and accurate payments to ILF users, providing a dedicated and personalised service.
You will also ensure that ILF Scotland operations are consistent with the ILF Awards Policies, transferred on 1 July 2015.
This post will be remunerated by a daily fee of £167 per day, capped at a maximum of 18 days per year. Reasonable travel
and subsistence costs and any childcare/dependent carer costs would also be paid. This includes the costs associated with
meeting the accessibility needs of the person travelling.
Closing date for applications is Sunday 20 March 2016
