Citizens of Kendallville
In accordance with the laws of the State of Indiana and amendments, thereto, the annual report of the Board of
Parks and Recreation, City of Kendallville, for the year 2015, is hereby submitted.
Due to successful planning and fund raising in 2014, we were able to complete several capital projects in 2015.
These projects include a gravity feed sewer line extension to service the east beach and campground restroom
facilities. We were able to design and purchase 3 new play areas and structures. All 3 were then installed during a
community build day. A section of park road, that is prone to flooding, was raised with millings last year. It was
then paved by the Street Department. Another partnering project was with the Waste Water Department, they
assisted in a 1350 foot sidewalk extension project. Nine hundred feet of the sidewalk has been formed and poured
as of now.
A meeting was held with community leaders to discuss the future of the Youth Center and the park office. It was
clear after much discussion that we should stay at the current location and continue our unique programming. A
Changing Focus Grant, received from The Dekko Foundation, made it possible for us to update the building’s
exterior.
The Kendallville Rotary Club committed to building a new pavilion at the Kendallville Outdoor Recreation Complex.
After a successful fund raising campaign, Rotary members began construction on the pavilion and are now near
completion.
This year The Apple Festival of Kendallville celebrated its 30 year anniversary.
The Kendallville Park and Recreation Department would like to thank everyone that continues to support and
partner with them on various projects and events.

Recreational Services
Recreational Services within the Park Department provides a wide variety of activities reaching
a diverse group of individuals. This includes group and individual programming that promotes a
high quality of life through positive social interactions. The park department is committed to
improving and continuing to make a difference by offering opportunities that promote physical
activity and social connections. These activities will be held in the park, a welcoming
environment where individuals thrive.
Hosting large community events requires a great deal of planning and additional manpower.
We rely on volunteers and understand the important role they play within our department.
The additional assistance and coordination of various agencies and individuals is appreciated
and does not go unnoticed. By creating partnerships with local groups, organizations and
individuals we are able to enhance the quality and number of recreational services and events
that the community can enjoy.
Listed is a brief description of many of the recreational services offered.
Core Services
• Bixler Lake Campground offers reasonably priced family camping. The campground
features water and electrical hookups, shaded camping areas, and clean handicappedaccessible restrooms.
• Bixler Lake has two public beaches that have certified lifeguards assigned throughout
the summer months.
• The Youth Center provides the venue for Wednesday afternoon euchre games.
• Office assistance, maintenance, cleanup and other support was provided to the Apple
Festival Committee again this year.
• There were 19 garden plots at Sunset Park prepared and rented to citizens.
Fitness
• Children, age’s kindergarten through 6th grade, enjoyed weekly skate nights at the
Youth Center.
• The park offers and maintains over 3 miles of walking trails and pedestrian walkways to
promote walking as a means of exercise.
• Indoor walking remained popular as several individuals walk daily inside the Youth
Center.
• Beginner and intermediate gymnastic classes are popular among the area youth.
• Tennis lessons for beginners and intermediate level youth were offered.
• An 18 hole disc golf course, within the park, continued to be utilized by a vast number of
individuals.
• Four one-man and 2 two-man kayaks are available for use on Bixler Lake for a minimal
fee. Rent them at the campground office and experience the beauty of the lake while
getting some exercise as well.
Education
• Attending the Mid America Camping Conference for a week at Camp Tecumsah.
• The Park Preschool provides classes for both 3 year olds and 4 year olds. They provide a
nurturing environment that promotes social, emotional, cognitive and physical guidance
to the youth.
• Attended the Great Lakes Institute Conference.
• Attended Transworld Halloween Convention in St Louis.
• Painting classes remain very popular as many classes were full with a waiting list.
• Master naturalist classes were attended in hopes of bringing nature related educational
activities to the park.
• The Park Daycamp designed, built and maintained raised garden beds. The produce
from the garden was shared and distributed to the community.
• Open air bulletin boards were maintained at the entrance to the nature trail with
brochures to guide visitors on their way.
• We were weekly guests on 95.5 The Hawk discussing upcoming events within the park
and community.
Events
• Polar Bear Plunge: January 1, 2015
The 5th annual Polar Bear Plunge brought out a diverse
group of individuals as they brought in the New Year
plunging into the chilly waters of Bixler Lake. Several of
the participants dressed up in silly costumes which
made the event fun for spectators as well.
•
Snowman/Snow Sculpture Contest: January/February 2015
As a means to promote winter activity in the park, we started the snow man, or snow
sculpture contest. Participants could build a snow man, or snow sculpture, on their
own time in the park. They were to submit photos of their masterpiece to the Park
Department for judging. This allows participants to do it on their own time. It also
promotes winter activity in the park where individuals can be creative and resourceful in
an attempt to win a prize.
•
Ping Pong Tournament: January 24, 2015
A family oriented ping pong tournament was held at the Youth Center as a way to
engage people during the winter months. Several families came out and participated in
the free event. Youth, Women’s, Men’s and Double’s divisions allowed everyone to play
and be competitive.
•
Night time Easter Egg Hunt: April 2, 2015
A crowd of approximately 300 children and family members, armed with flashlights,
waited anxiously to hunt over 3000 Easter eggs. The hunt was held at the sports
complex ball diamonds due to the campground being muddy from the sewer line
project. All children received a goody bag and had the opportunity to visit with the
Easter Bunny, Chicken and Lamb.
•
Explore The Outdoors: April 25, 2015
WFWA, PBS39 and Kendallville Parks and Recreation Department encouraged
elementary aged children to explore the outdoors, learn about nature, the environment
and participate in outdoor activities. From investigations of wind, trees and habitats, to
nature hikes and recycling activities, families can learn up-close about nature and the
environment.
•
Mayday Art in the Park: May 1, 2015
As a Mayday surprise for visitors to the park, several bouquets of brightly painted
bicycle rims were placed along the walking trail. The idea was to bring a little whimsy to
the park, add some color and put a smile on people’s faces.
•
Community Playground Fundraiser and Build Day: May 9, 2015
After a successful fundraising campaign that involved several community events, the
Park Department organized a community playground build day. We successfully
recruited over 100 volunteers who came together to build three play structures in one
day. The volunteers worked together to build the structures with the supervision of
Sinclair Recreation. They were served breakfast and lunch that was provided by local
businesses and organizations. This was the first time that Sinclair Recreation supervised
the building of three in one day.

Kiwanis’s Mother’s Day 5K Walk/Run: May 10, 2015
•
Memory Lantern Launch: May 15, 2015
Floating “memory” lanterns were sold, and a group lighting ceremony was held on the
west beach on Bixler Lake. Individuals were able to purchase lanterns in honor of a
loved one that was fighting a serious illness, or had passed away from a serious illness.
This was the second year for this emotional event, and once again brought a diverse
group of individuals. We are committed to continuing and improving this popular event
as it gives people a reason to reflect on those they love.
The Park Department partnered with the Kendallville Kiwanis to host a 5K Run/Walk. This event
brings out people of all ages as it is promoted as a fun, healthy family activity.
•
Family Fun Glow Ride: May 29, 2015
The Park Department teamed up with the Cole Center Family YMCA and hosted a family
fun glow ride. We provided glow sticks, necklaces and paint so that the participants
could decorate themselves and their bicycles. Pavilions were transformed into “glow
stations” with bubbles, lights and music for people to ride through.

Camp Wethonkitha: June 8, 2015-August 5, 2015
The Park Department and the Cole Center Family YMCA combined several areas of their
summer daycamp program. The camp name was changed to Camp Wethonkitha, which
is Native American for “we come together”. 120 children attended the 8 ½ week long
camp. Trained counselors mentored children and led them in various activities,
fieldtrips, kayaking and swimming.

Fourth of July Festival: July 4th, 2015
The park hosted the annual Fourth of July Festival and Firework Display. This year, there
were several family friendly activities, vendors, food booths and concerts. Families
could spend the evening in the park and then watch the magnificent fireworks display
over Bixler Lake. This year’s show was coordinated to patriotic music organized by The
Hawk 95.5.
•
KPC Triathlon: July 18, 2015
The Park Department is instrumental in setting up and working at the KPC Triathlon.
They assist with the planning and organization, and make sure the venue is in order for
race day.
•
Kids Triathlon: August 15, 2015
The third annual Kids Triathlon brought 120 children ages 5-15 into the park to swim,
bike and run. This year, we added a division for special needs children. Our goal in
hosting this event is to allow children to compete and finish a race while being in a safe,
secure environment. Each year we try to improve various aspects to entice people to
attend. We focus on making this a family friendly affair for all to enjoy.
•
Park Bench Auction: September 5, 2015
The Park Department partnered with the Downtown Business Association for their Art
on Main Street project. This year 20 park benches were painted by local individuals.
They were displayed on Main Street from Memorial Day until the auction. The auction
was very successful. All of the money raised will go towards summer daycamp
scholarships.
•
Kendallville BBQ Cook-off: September 12, 2015
Twelve teams competed in the first annual BBQ Cook-off held in Bixler Lake
Campground. The teams cooked a variety of food including chicken, ribs, pulled pork
and smoked peaches. The event was free to the public who could come out and enjoy
samples of the areas’ best barbecue. Teams were judged on best appearance,
tenderness and taste, with the winning team receiving a trophy and prize money.
•
Zombie Walk: October 24, 2015
Over 20 individuals, young and old, dressed up as Zombies and paraded down the Main
Street business district in Kendallville. This park activity is free. However, we asked that
participants donate non-perishable items to the local food pantry. We also invited the
crowd to help scare people who attended the Spooky Trail, held in the campground,
later in the evening.
•
Family Fall Festival/Spooky Trail: October 23 & 24, 2015
We utilized both the Outdoor Sports Complex and Bixler Lake Campground for the
Family Fall Festival/Spooky Trail. There was a variety of family oriented activities, music,
and food at the Sports Complex. Individuals, brave enough to walk through the Spooky
Trail, could take a hayride to the campground which was turned into a scary Halloween
walk. This event requires several hundred volunteers to set up, work and scare people
walking the trail.
•
Community Christmas Greetings: December 2015
The campground was decorated with lights and Christmas cards designed and painted
by local groups. Each evening the campground was lit up for spectators to drive through
This year there were 61 boards for the public to view and enjoy. While they were
driving through the display, they were also able to enjoy the local groups singing
Christmas carols through their car stereo. On weekend nights, visitors were offered
popcorn, hot chocolate and hot cider while driving through the display. They also had
the opportunity to take a horse drawn wagon ride through the display on Saturday
nights.
Other
• Amateur musicians showcased their talents at monthly Bluegrass Jams during the
warmer months. All sessions were free and open to the public for the eleventh
consecutive year.
• Partnered with 95.5, The Hawk, to host Hawk Dogs on Main Street. A free lunch was
given to the first 200 people to promote the park bench display downtown.
• Worked weekly with the Functional Life Skills Class on various tasks. Their goal is to get
the kids volunteering in the community. We arranged various jobs for them through the
department.
• The Park Department employees rang the Salvation Army Bell as a means to give back to
the community.
• Bixler Lake Park served as the site for several school cross-country events and 5K
run/walks.
• We hosted the 3 day Pokagon District Cub Scout Day Camp in June.
Outdoor Recreation Complex
2015 – Wow!!! This was the summer we could have used a “dome” over our fields!! A very rainy season kept
the maintenance staff and KORC scheduler very busy however, despite all the rain, we were able to have
another very successful year. There was great excitement again this summer as we hosted the ASA Boys
Nationals. This year there were 21 teams that competed in 2 age divisions. The KORC was also, for the 2nd
year in a row, awarded the “Award of Excellence” from the ASA National governing body.
The complex opened April 18th for the ASA Worth Power Series Men’s Slowpitch tournament. We hosted
league play and tournament events throughout the summer ending October 26th. During the months of May,
June and July, we were active 7 days a week.
Weather did have an effect on some of our tournaments with one being shortened and 3 cancelled. The
cancellations had an impact on revenue. We were able to host successful tournaments with a record number
of participants and record crowds.

We became “home” field for 12U-11U-9U Kendallville Titans, and
the Peggy Musser Alumni Scholarship Tournament. We continue
to be the facility for YMCA ragball, t-ball, flag football, soccer,
NASA soccer, St John Soccer, ENMS soccer practices and cross
country.
In 2016 we are excited to partner with Hit the Field Sports. We
will host the return of the Show Me the Leather tournament circuit
for boys and girls. We will also host Tournament Tuesdays and
Wooden Bat Wednesdays on select nights throughout the season.
We look forward to the kick-off fundraiser for Phase 2 of the KORC.
MAINTENANCE AND FACILITY DEVELOPMENT
Successful project planning and fund raising in 2014 set the stage for a very busy
2015 for everyone at the Kendallville Park and Recreation Department, especially
the maintenance crew. In addition to daily, weekly and seasonal obligations,
many projects were completed in-house along with putting the finishing touches
on contracted work. Cooperation and assistance from other city departments
was also the key in completing many capital projects.
The following is an account of those accomplishments.
Outdoor Recreation Complex
• The Kendallville Rotary Club is nearing completion on a new
pavilion.
• Continued adding infield sand for better drainage.
• A fertilization and weed control program was completed.
• Asphalt millings from street work were used to improve roads and parking
lots.
• Completed many irrigation repairs.
Bixler Lake Park
• Installed new play equipment in the Upper Park and Picnic
Area.
• Installed 2 new ADA compliant swing seats at the Tot Lot play
area.
• The section of park road, raised with millings, was paved by
the Street Department.
• Partnering with the Waste Water Department, a 1350 foot sidewalk
extension project was started at the archery range and is headed south.
Over 900 feet has been completed so far.
• Added 20 ton of sand to both beaches. The beaches were groomed weekly
during the swimming season.
• Lake water quality was tested weekly during swimming season.
• Asphalt milling from street work was used to repair stone roads and parking
lots.
Campground
• New play equipment was installed.
• A new RV dumping station was added.
• Mutt Mitt dispenser was installed.
Youth Center
• The building received a new roof, siding and redesigned entrance.
• Portable AC unit was added to the preschool classroom.
• The large room floor was stripped and waxed.
Other
• The Apple Festival of Kendallville celebrated its 30 year
anniversary.
• Whitetails Unlimited purchased new targets for the archery
range.
• 90 cubic yards of wood mulch cushioning material was added to
playgrounds for safety and appearance.
• A gravity feed sewer line extension was
completed to service the east beach and
campground restroom facilities.
• 110 picnic tables were repaired and painted.
• Dr. Thomas Koerner purchased 4 trees for
planting in the Park.
• Purchased 3 new mowers and a utility vehicle.
• Prepared 19 community garden plots at Sunset Park for rental.
• Our Maintenance Crew assisted the Street Department with snow removal.
• The removal of dead Ash trees continued with 18 trees and stumps
removed from the manicured areas of the Park.
• 90 cubic yards of engineered wood fiber mulch was added to playgrounds
for safety and appearance.
• Many flower beds were planted and cared for in-house, including the Park
Avenue flower beds.
• Completed monthly playground inspections.
• Main Street banners were changed 3 times.
• Provided picnic tables and trash cans for special events.
Volunteer Projects
• Philip Phan designed and installed new tree identification markers for his
Eagle Scout project.
• “The Little Free Library” was maintained by Emma Leedy.
• The Herb Garden on Sherman Street was cared for by Master Gardener,
Athina Lakis.
• The plantings at the Gazebo were cared for by Ellyne Sollenberger.
• Volunteers, too numerous to mention, helped with projects and events
throughout the year.
• Cooperation and assistance from other city departments continue to be a
huge asset to the Park and Recreation Department.

2015 SUMMARY AND FUTURE CONSIDERATIONS
2015 was a great year for the Kendallville Park and Recreation Department as we saw many projects come to
completion. The Department will continue to look to the future to meet the needs of the public.
Plans for 2016 are already in motion and include:

Starting the fund raiser for Phase 2 of the Kendallville Outdoor Recreation Complex and mobile
amphitheater.
The Indiana Department of Natural Resources should complete construction of a new boat ramp with
handicap accessibility, and a paved lot for truck and trailer parking at Bixler Lake
Youth Center improvements will continue as this will be home to the Park office and indoor
programming for years to come.
Many improvements to roads, parking lots and structures are funded for the coming year.
Future Considerations beyond 2016 include:

Complete Phase 2 of the Kendallville Outdoor Recreation Complex.
Purchase a mobile amphitheatre.
Make improvements to the tennis court.
Expand the campground by removing the ball diamond and developing RV camp sites.
Redesign terraces to better accommodate a mobile amphitheater.
Dredge out the fishing channel.
Continue to work on pathways, trails and connectivity.
The challenge in coming years will be to develop and improve, were needed, as we continue to preserve and
manage our resources for the future.
