NEW SKULD
You are now holding a special issue
of Beacon – entirely dedicated to
presenting our own organisation.
Why? Has introspection taken
complete command of our minds?
Not quite, we think there is solid
justification for doing it.
Over the last few months Skuld has
seen a change of top management,
a considerable slimming of the
organisation, the closure of one office,
the opening of another and the
introduction of a new organisational
structure. We believe this calls for a
special issue of Beacon.
It is sad to see long-serving and loyal
colleagues leave, but it is even worse
if negative developments are not met
with the necessary response. Skuld has
now designed an organisation which is
more focused, more client-oriented
and more balanced. It builds on
syndicates which encompass all types
of expertise required to provide the
necessary customer service. A minirevolution by Skuld’s modest standards,
but one which clients hopefully will
embrace.

In order for any enterprise to
succeed, it needs to focus on meeting
the needs of its customers. We, as a
P&I club, must therefore be able to
adjust in accordance with the changing
needs of our members. And the best
way for us to serve our members
is to provide them with a flexible
organisation which is designed to
serve their individual needs.
This is the reason why Skuld has
now become a syndicate-based P&I
club. The concept of syndicates is
not entirely new to our Association.
It has been in use at our Copenhagen
office for more than 15 years with
considerable success.
As we extend the model to the
entire organisation, we do so in the
conviction that members will receive
better service and better value for
money. The old section-based
organisation has no doubt created
strong, professional clusters of
claims handlers, underwriters, legal
and other experts. But increasingly
we felt the traditional structure
was not conducive to form the
kind of optimal cross-departmental
interaction which owners and
charterers are looking for. Extensive
consultation with our members has
told us that they look for close
internal co-ordination in their P&I
club, i.e. tight, transparent units in
charge of handling ALL aspects of
customer relations, not to mention
a consistent dialogue and means of
communication. That is the message
from the market which we have
now acted upon.
THE RIGHT NUMBER
AND RIGHT PEOPLE
A considerable amount of work has

gone into putting together the right
number of syndicates, delineating
their responsibilities and staffing
them properly. Based on geographical
criteria we have developed four
syndicates in Oslo, two in
Copenhagen and one each for
Bergen, Hong Kong and Piraeus.
Ultimately, there is only one
umpire – the market-place. Let
me therefore underline that while
strongly believing in the merits of
our chosen model, it is not cast in
stone. If, in the future, it is considered
advisable to make adjustments,
then these adjustments will be made.
BETTER BALANCE
Over most of the nineties Skuld has
experienced strong growth. There
are now more than 5,000 vessels
under 90 different flags entered with
the Association. I share our Chairman’s
view, expressed in the next article,
that we need to work on the balance
between the various categories of
vessels (see table) – not through reduction of existing types of
tonnage, but through strengthened
presence in other markets.

well qualified to carry the torch for
us. We wish her and her staff of
competent people every success!

than ever, we realise that across our

With the one obvious
exception – the appointment
in March of Douglas Jacobsohn
as acting President & CEO –
Chairman Emil Gamborg and
fellow members of the Board
claim no credit for Skuld’s
new organisation. But they
welcome it.
The Board did not initiate the
reorganisation of Skuld into
syndicates. It was considered
a matter for the Management.
Even so, the Chairman has no
problem with congratulating
the architects. He sees sharper
focus and more distinct lines
of responsibility. Syndicates
are already a proven success
at the Copenhagen office and
are used by other clubs as
well. In short, he is confident
that the new organisation
will make more effective use
of the members’ money by
providing an even better
product.
On 8 March, Emil Gamborg
chaired one of the most dramatic
Board meetings in the recent
history of the Association – perhaps
ever. An almost unbroken line of
Poulssons came to an end. The
reason: a need to adjust the
organisation to new and unpleasant
realities in the world of maritime
insurance.

DEPRESSING PREMIUM LEVELS
Gamborg makes it abundantly clear
that Skuld does not suffer from any
other illness than that bedevilling the
entire industry: very unsatisfactory
premium levels. But Skuld took
early action to counter the situation.
Since Douglas Jacobsohn took over
the reigns, a programme resulting
in an annual reduction of USD 4
million in operational costs has
been put in place.
And the Club pursued its traditional
line of being open about its decisions.
The Chairman also stresses that
Skuld continues to enjoy the
benefits of a healthy economy,
with reserves well in excess of the
minimum requirements stipulated
by regulatory authorities. Even so,
further strengthening of the reserves
is considered desirable in order for
the Association to be able to meet
a possible long line of even rainier
days in the future.
THE HISTORIC POSITION

should manage the reserves, rather

through extraordinary calls.’
The large-scale calls a decade ago
made the Board change its mind –
but only up to a point. Consequently,
reserves have been built up from
literally nothing to some USD 100
million in the course of the nineties.
The Board has concluded that a
further, limited strengthening of the
reserves would also be in the members’
interest. That is why the Board and
Committee have recommended to the
AGM that additional supplementary
calls of 10% for policy years 1999
and 1998 should cover part of the
deficits for those years.
But building up reserves in the
magnitude chosen by certain other
clubs has neither been perceived
as realistic or desirable – Gamborg
sees these clubs as clearly overcapitalised.

IMPROVED BALANCE
Skuld is an international club with a
Scandinavian base. Overall, Gamborg
finds the balance satisfactory, but
he would like to see the relative
share constituted by small vessels
engaged in North European waters
somewhat reduced. That is not to
say that he wants this fleet reduced,
but it should be balanced by
increased amounts of tonnage in
other categories. The cost of servicing
a vessel is not necessarily related to
its size, but the premium level is.
In this perspective, growth
continues to be important.
‘Growth in itself, as a feather in the
cap, does not amount to much, but
is necessary in order to raise additional
revenue so that even better products
and services requested by members
can be funded’, he argues.
Relatively more large-size vessels
will, in other words, make the
Association more cost-effective.
In geographical terms, Gamborg
does not see it as imperative to
be everywhere. But regardless of
markets he thinks it is essential to be
perceived as a quality association
which only accepts quality tonnage
and quality managers, and he notes
with satisfaction that these basic
values seem to pervade all of the
Association’s work.
THE FIRST PRIORITY
‘Job no. 1, in the time to come, is
to meet the challenge confronting
the entire marine insurance industry
– depressed premium levels. The
1999 accounts, published in July,
illustrate the depth of the imbalance.
The winners will be those who
have the determination to make the
necessary adjustments. The claims
volume can only be influenced
indirectly, through underwriting
policies and risk management
programmes. The fact that so many
parameters are ‘given’, makes it
even more imperative to stress
those factors that can be influenced’,
he argues.

INDUSTRY STRUCTURE
Will many P&I players go away?
The Chairman is not in a position to
rule this out, but sees new alliances

across the traditional dividing lines
which criss-cross the world of
marine insurance.

To service the needs of its 1,500 members, Skuld relies
on five offices to control a network of 700 correspondents
world-wide, including an exclusive correspondent in New
York. The Skuld offices are situated in Oslo, Bergen,
Copenhagen, Hong Kong and Piraeus.
Kindly note that while distribution
of responsibilities is as described,
policy in practice will not be guided
by absolutism. In simple terms, this
means that Skuld will accommodate
members who wish to have their
matters handled by a particular
office or person.

Skuld is domiciled in Oslo. The
office is responsible for overall group
corporate functions and certain
geographical markets (see table).

the network of Skuld offices. It covers
Cyprus in addition to Greece.

Copenhagen is responsible for a

joining Skuld’s legal department.
Specialist in tanker disputes and
oil pollution with experience from

Hopes to achieve: Strengthen and
build the strong base which Skuld
has in Southern Europe. As P&I
should be based on long term
relationships, he believes that
earning members’ trust and loyalty
is most important.

which inherits the geographical
responsibilities of the Stockholm

market that the level of service can
be maintained and even improved,
despite the closure of the Stockholm
office. Consolidate and subsequently
improve market share by increasing
the number of members and
amount of tonnage.

downhill and cross-country skiing,
long-distance skating.

The syndicate will be in charge of
Skuld’s considerable US-based
involvement in the cruise market
(and is therefore particularly well
equipped to deal with personnel
injury). In the Benelux countries,
Skuld has a large number of Dutch
owners and Dutch owner members,
while in Belgium, the Club has
primarily charterer members.
Skuld’s UK market is very much
related to charterer and offshore
members. All markets will be actively
cultivated in the future! In addition
to maintaining a high service level,
the aim is to develop even better
products to meet all the members’
insurance requirements.

entire tanker department from the
previous claims section in Oslo.
Hopes to achieve: Increased market
share in Germany, as well as
Norway, with the new integrated
service product. Includes (like
the other syndicates) all types of
tonnage, but has a particularly
heavy tanker component. The
considerable tanker tonnage
handled by the Oslo head office is
primarily controlled by Norwegian
and German owners. Keeping
tanker competence together in
one syndicate, which also embraces
all other customer aspects, was
therefore considered essential.
Personal interests: Literature,
boating and a newly acquired

London. But Skuld is in a good
position to maintain and increase
market share in ‘Greater China’
(PRC, HK and Taiwan), Singapore
and other rapidly recovering and
growing economies and shipping
industries in the region. The office
is also determined to continue to
provide first-class assistance to the
other Skuld syndicates when members
run into difficulties in the region.

enable the office to handle a larger
number of cases. Establishment of
a syndicate will also allow the office
to provide a broader range of
services to members in the region.
Personal interests: Athletics – a
personal best of 10.9 seconds in
the 100 metre dash plus ten
marathons since turning 50 (now
the level of ambition has been
scaled down to half marathons),
mountain hiking.

Our lady in Piraeus

Skuld is sharpening its
knives in the world’s
biggest shipping nation
– Greece. In July a new
Skuld office in Piraeus
saw the light of day. It
will be led by a Grand
Lady who is definitely no
newcomer to the maritime
scene in Greece, having
served Skuld as a
correspondent since she
joined the family firm
in 1976.
The beginning was not all-Greek.
Born in Egypt with Greek parents,
Lily Karaiscos-Samellas came to
Greece at the age of seven, speaking
‘only’ French and English. In 1965,
her father, who had been a Lloyd’s
agent in Egypt, established ships’
agents, and average and recovery
agents, Karaiscos Maritime Co. Ltd.
The Company also represented
major cargo underwriters. Young
Lily gradually familiarised herself
with everything Greek including the
language, and took over the business
in 1980, cutting short her studies in
history and French.
Later, the offshore company M.
Karaiscos International Corporation
was set up for the purpose of
representing P&I clubs. With the
ongoing conversion into Skuld
Hellas Ltd., the Skuld-Karaiscos
affair has reached its ultimate stage.
The new office, which will be
equipped with the same authority
as other regional Skuld offices, will
probably have an international staff
of six or seven people, including
Senior Vice President Lily KaraiscosSamellas herself.
AMBITIONS
Greece is already Skuld’s second
largest market and Lily sees
considerable opportunities for
growth. Greek owners normally
split their fleets between two or
more clubs. By and large, the Greek
market is not considered a closed
shop – the very commercially minded
Greek shipowning community is
more than willing to listen to anyone
who can offer a first-class product
at a competitive price. And Lily is
no stranger to the community.
LILY IN PRIVATE
Lily Karaiscos-Samellas has no
children of her own, but her
surgeon husband has a daughter
from his first marriage whom Lily
is as close to as any mother can
be. Otherwise, she lists yachting,
swimming and cars as favourite
personal interests – supplemented
by national and international
politics which she follows, and
will continue to follow, with avid
attention.
