EDITORIAL
Dear
Editorial Board of Intimate & IMA Publications
Friends,
Season's Greetings from the editorial board, IMA, Nagpur.
Life is all about change. No matter what you achieve, you have to keep scaling mountains.
It has been a very rewarding experience being Hon. Secretary to prestigious IMA Nagpur 2013-14. One
has to constantly push oneself beyond the limits, so I am looking forward to opening a new chapter now
as Editor & Chairman INTIMATE and IMA publications. Nagpur IMA is a vast and vibrant NGO. We all are
proud that it's because of selfless efforts put in by our senior members, Dr. Ashok Adhao Patron & Past
National President, IMA, Dr. Milind Naik Vice President IMA HQ and Dr. Kishor Taori Chairman
Maharashtra Medical Council. I owe my heartfelt thanks to them.
Our Editorial Team is thankful to our dynamic President Dr. Sanjay Deshpande and hardworking Hon.
Secretary Dr. Kush Jhunjhunwala for reposing faith in me and my all female team for entrusting this
responsibility.
Healthy Doctor – Healthy Patient is the theme from National IMA for the year 2014-15. Advances from
medical field is scaling new heights and Nagpur is already a medical hub. We always try to keep ourselves
updated by hosting various Conferences and CMEs, which help us to provide best care to our patients.
It is indeed a herculean task for our new team to fight to menace of “assault on doctors”, “crosspathy”,
“Clinical Establishment Act.” and “Hospital Registration” as well.
This issue of INTIMATE by and large gives information about office bearers 2014-15 and advantage of
being members of State and National Social Security Schemes, Professional Protection Scheme and HBI.
I take this opportunity to thank the members of Editorial Board for their wholehearted support and for
the cooperation from all senior IMA members and office bearers.
I strongly believe in women empowerment. So let us assert to ourselves that we are more than equal to
men and should never beg for equality.
I offer my sincere thanks to Mr. Raj for helping us to come out with this issue of INTIMATE in time.
* “If you fail, never give up because

So let's be positive.

PRESIDENT SPEAKS
DR, SANJAY DESHPANDE
M.B.B.S., M.D. (PSM), B.A. (Psy)
Dear
members,
Greetings to you all on behalf of IMA Nagpur.
I feel very proud to be installed as President of IMA Nagpur Branch as it has a legacy of
stalwarts like Dr. Ashok Adhao, our patron and Dr, Milind Naik, Vice President National HQ.
Friends I accept this responsibility with great humility and assure you that I will carry
forward all the good work initiated in last so many years.
I will like to mention here on record that my previous illustrious President Dr. Mrs. Warsha
Dhawale has taken our branch to newer heights and it is her stupendous work and
enthusiasm which will guide our team throughout the year.
I congratulate all the outgoing office bearers of IMA Nagpur for their all good work done. I
am thankful to all the members of IMA Nagpur for reposing faith in my abilities and assure
them that I will not let them down.
Friends I am committed to IMA activities and will try to fight for doctors welfare and my work
will not be limited to this year only but I will continue to work throughout my life for IMA.
For doctors in Nagpur, we have many tasks to accomplish, renewal of registrations of
clinics and hospitals is one of them. We are constantly deliberating on this issue but its not
bearing any fruits. I shall take up this issue very hard & I wish your all out support in case we
take some drastic confronting steps like strike.
There are many activities we are planning for doctors like CMEs, conferences, social and
cultural activities. We are planning one CME every month and on 7th April we have already
organised CME on Vector borne disease.
I, am thankful to Dr. Dilip Sarda, Ms. Varsha Usgaonkar, Dr. Ashok Adhao, Dr. Milind Naik,
Dr. Kishor Taori & Dr. Krisha Parate for gracing the occasion of our Installation ceremony.
At last but not the least, dear members friends and colleagues, its because of all of you I am
here in this prestigious chair of president of IMA Nagpur.
Thank you once again
I hope I will always stand up to your expectations.
Jai IMA!!

From The Desk of Hon. Secretary
Dear
Dr. Kush Jhunjhunwala
MBBS, MD(Paed) DNB(Paed)
Hon. Secretary, IMA Nagpur
Colleagues,
It is my distinct pleasure to welcome you to historic Nagpur Chapter of IMA. The
association is “dedicated to the belief that all people are enriched by understanding” and it
“strives to sustain an open exchange of ideas” in an “atmosphere of mutual respect”, free
from any forms of prejudice and intolerance.
I'm proud and humbled to have recently been elected to serve as Secretory of this amazing
organization. Started by a group of forward-thinking pioneers in 1947-48, IMA Nagpur has
steadily grown in membership and influence over the years, and now serves as one of the
largest organization nation wide, comprising primarily of clinicians. Like everyone in the
medicine world, we've tried to keep up with the frequent and jarring changes to our area,
which no longer fail to surprise us, but always fail to defeat us.
This 2014 promises to be a very busy year for our association. I look forward to working
with you all in the coming year. And I welcome and strongly encourage suggestions for new
activities and initiatives for the IMA community at large. Feel free to drop an email with
[email protected] or [email protected]

Message from Chief Guest
Dr. Dilip Sarda
(President IMA Maharashtra State)
Friends, today medical fraternity is facing lot of problems whether it is huge compensations or Clinical
Establishment Act or Nursing Home registration or Assault on doctors and hospitals and what not? It is the
need of the hour that we all remain alert and united to fight such menaces.
The membership strength of IMA Maharashtra State has crossed 35,000. The registered medical practitioners
according to the list of Maharashtra Medical Council is around 80,000. For any policy decision with our state
government 50% strength of our doctor is needed.
For this same reason IMA HQ has slashed the Head Quarters Fund [HFC] contribution by nearly 60% till June
2014. Life membership Single is only Rs. 3,000 and Life membership Couple is 4,500, During my tenure we
should try to reach to 45,000 membership strength. Hence all member who have not registered with the IMA
should take the benefit of this scheme.
Now, in the changed scenario, doctor has to remain academically up-to-date and at the same time, he should
also know various laws governing medical practice, patient's expectations and society at large to become
successful in his practice. IMA is an active NGO of doctors, who looks after all the requirements of our
fraternity. Our speciality organisation looks after only our academic update.
IMA is demanding Medical Tribunal in respective district forums, which will scrutinize forward the case to State
Medical Tribunal and can appeal to the Central Medical Tribunal. We will be giving representation shortly for
the Medical Tribunal to the Government through Law Commission and Law Ministry. We will keep you in touch
about this issue as it progresses.
This year we have to do the follow up of Anti-Quackery Law. IMA HQ has already given memorandum to the
Central Government to form a Central Anti-quackery Act. The Government will have to consider the law as we
have obtained the Ordinance against Hospital Protection Act. As State branch leaders we will do the follow up
at State Government level.
Dr. Ashok Adhao our past State and National president of IMA is the democratically elected candidate of our
state for MCI elections. He is the face of our State IMA. It is our duty to elect him in forthcoming MCI elections
with thumping majority.
This coming year my theme is 'BEYOND HEALTH ' . We as the family physicians or specialists always take care
of the whole society, but what about our health? The average life span of an Indian doctor is less than the
other citizens. This can be blamed to our poor life-style and stress problems. Now from this year onwards we
have to take care of our own & family health through regular exercise, healthy diet, Stress management and
adequate rest.
Its my great pleasure to be the chief guest for this Installation Ceremony of Dr. Sanjay Deshpande as
President IMA Nagpur and his team for the year 2014-15. It will be a great opportunity to meet all IMA
activists from Nagpur, like Dr. Ashok Adhao Patron & Past National President, IMA HQ, Dr. Milind Naik Vice
President IMA Head Quarters New Delhi, Dr. Krishna Parate, Chairperson NPPS and Dr. Anand Kate CoChairperson, State PPS.
I wish Dr. Sanjay Deshpande & his team, a grand successful tenure.
Jai IMA

Dr. Milind Naik
(Vice President, IMA HQ, Past- President - IMA Maharashtra State)
I congratulate President Dr. Sanjay Deshpande, Hon. Secretary Dr. Kush Jhunjhunwala
and their team for getting elected unanimously. I also congratulate President elect Dr. Ajay
Kate.
Outgoing President Dr. Warsha Dhawale, Hon. Secretary Dr. Vaishali Khandait and their

zeal to go one step ahead of the previous team. I am sure that by their enthusiasm and
team work they will full fill the expectations of all IMA members.
To promote voting and make awareness among the public at large IMA HQ had given a call
to give 25% concession in consulting fee for 7 days from date of polling in their respective
constituencies, to those patients who will show voting ink-mark on their finger. I am thankful
to all IMA members who have given 25% concession to patients from 10th April to 16th April
2014. Hope for the same cooperation in future.
Government of India had decided to formulate 7 year course for MBBS students. Due to
strong opposition by IMA, Government of India has to take back their decision.
My best wishes to Dr. Sanjay Deshpande, Dr. Kush Jhunjhunwala, Dr. Avinash Wase, Dr.
Archana Kothari, Dr. Rafat Khan, Dr. Sarita Ugemuge and Dr. Dilip Arjune.

Message from Chairman, NPPS IMA HQ
Dr. Krishna Parate
(Chairman, IMA MS PPS & NPPS IMA, HQ)
Seasons Greetings
I am proud to be witness to this Gala Installation Ceremony of New Team IMA Nagpur 2014-15 led
by Dr. Sanjay Deshpande. I am sure that IMA Nagpur Branch will scale new height under the
leadership of president Dr. Sanjay Deshpande. The ambitious project of IMA annexe Building will be
completed in his tenure under able leadership of Dr. Harish Chandak Past President and Dr. Avinash
Wase Vice President. I take this opportunity to congratulate outgoing president Dr. Warsha
Dhawale and her team for the successful & eventful year. IMA Nagpur & PPS IMAMS is looking
forward for her continued active participation in the coming years.
There has been a rise in medico legal complaints in the recent past. Role of responsive
management cannot be over emphasized in such situation in thwarting the malicious effort of so
called social workers & politicians to gain mileage of tarnish image of professionals. Role of family
physician need not be over emphasized in improving doctor patient relationship. The observations
of judiciary is that family physician are responsible to see to it that patient carry out investigation
and treatment advised by specialist. This needs to be percolated to improve doctor patient
relationship.
Again wishing you a successful year ahead.
Jai IMA

Message from Chairman, Maharashtra Medical Council
Dr. Kishor Taori
(Chairman, Maharashtra Medical Council)
Indian Medical Association is one of the biggest NGO in the world having over 1700 Branches in the
country. Any NGO requires dedicated and committed brand of persons, ready to work for overall
welfare of their fellow colleagues. It has to stand to the expectation of society at large and also tune
to the strings of modern science and to its dynamics.
Indian Medical Association Nagpur Branch since last 5-6 years has risen to such a level that now we
have got participation in most of the matters at the National level. This has been made possible by
several leaders amongst us, who have their specious time, energy and money for the cause of
doctors' welfare. The present issue of crosspathy, clinical establishment Act. and bringing curbs on
unethical practices is being tackled very successfully by our IMA soldiers across the generation
under the able leadership of Dr. Ashok Adhao. There are several others, who equally committed
amongst the junior cadre. I therefore see a very bright future for our branch, wherein the batons
are being passed successfully to the younger generations, who are accepting the various challenges
posed by the changing norms in various spheres.
Under the leadership of Dr. Sanjay Deshpande, the President of IMA and his team, I am sure the
vibrance of IMA Branch will grow further, which will inculcate enthusiasm, passion and spirit to work
for the society and our doctors' colleagues alike.
The latest brain child of IMA Nagpur “Save, Educate and Develop the Girl Child” is praiseworthy and
sets the theme for time to come. I am sure the message will go in every corner of Maharashtra for
similar commitments towards the society.
Last but not the least, I am happy to welcome Ms. Varsha Usgaonkar in our orange city, who is
witnessing the IMA's Annual Function of Installation as a Chief Guest.
Long Live IMA
Dr. Kishor Taori
Chairman, Maharashtra Medical Council

STATE SOCIAL SECURITY SCHEME
Motivate all your friends - eligible IMA members below 60yrs. age to join IMA MS - S.S.S.
THE THINGS YOU ALWAYS WANTED TO KNOW ABOUT
INDIAN MEDICAL ASSOCIATION MAHARASHTRA STATE - SOCIAL SECURITY SCHEME
Some years ago, the think tank of IMA, Maharashtra State formulated a scheme "IMA - MS Social Security Scheme". Generally, we all have LIC Policies, primarily to cover the risk of
premature death & reduction in tax liabilities. The similarity between LIC & the social security
scheme ends there.
The scheme gives, the tax benefits & covers the risk of premature death of the member. The
member has to contribute for 25 years. He will not pay after that. (He will only pay the annual
subscription of Rs. 100/-) & he will be a continuous member of the scheme till his/her death.
Since the number of members keep rising, the Doctor, who continues in the scheme is also
monetarily benefitted. He DOES NOT contribute anything then, but benefit amount keeps on
rising, proportionate to the increasing number of membership of the scheme. The money
collected in the scheme is invested only in financial institutions allowed by the Charity
Commissioner.
- The scheme was launched on 1 st October 1990
- The membership as on 31 st March 2014:6645
In the year 2014-15 the nominees of each of expired members will be paid Rs. 4,23,000/within few days of getting information of the death.
HOW DOES THE SCHEME WORK?
Eligibility: Life member of IMAfrom Maharashtra State up to the age of 60 years.
Rules for benefit: Benefit of Fraternity Contribution of the scheme is available after
completion of one year of membership of IMA - MS - S.S.S. However nominee of member is
entitled for such benefits if death of member occurs in accident even within one year of joining
the scheme.
A doctor wishing enrollment pays Rs. 1,000/- as advance fraternity contribution, which is
returned (without any interest) after 25 years or upon death, whichever is earlier. The
admission fees are paid according to the age bracket (see the table).
The date of registration shall be on the acceptance of the documents and contributions as per
the schedule, subject to realization of cheque/DD. Incomplete documents will result in delay in
enrollment.
Every year annual membership fee of Rs. 100/- will have to be paid by all the members, in
addition, at the end of the year of the scheme, a demand note is sent to every member. The
demand is of Rs. 100/- per death that had occurred in the last year. This money is known as
"Fraternity Fund Contribution" (FFC). Rs. 70/- of this is paid to the nominee of the deceased
member & Rs. 30/- goes to form a Corpus. The interest on this corpus will take care of the FFC
payment of the doctors who have survived 25 years in the scheme and are not needed to
contribute thereafter. All the nominees of deceased members during 2014-15 will be paid
death claim Rs. 4,23,000/-

Friends,
If You compare LIC policy, we are hardly paying 1/10th of the amount towards these schemes. No
scheme either of investive or non-investive nature can give such benefits by any imagination or
calculation. Greater success depends on more & more participation.
I appeal all non member friends to join both these scheme and contribute to revitalise the future
of so many unfortunate family members of our doctor brethren whom we want to help. By paying
merely Rs. 100/- we can help families of our fellow colleagues and we could thus have satisfaction
of fulfilling our social bond.
Young members, do not over look the security of family,
thinking we are too young to die.
Mishaps & Deaths can occur any time unpredictably.

LETTER OF APPEAL FOR JOINING HBI
Dear Member / Nursing home or Hospital owner / Doctor, etc.
Greetings from IMA Nagpur Branch…!!!!
It is with great pleasure that we announce the formation of the
Hospital Board of India (HBI) – Maharashtra State.
As you are aware, there has been no organized body so far to look after the interests of Hospitals
and Nursing homes at a State & National level.
The issues pertaining to the healthcare establishments have become increasingly complex and
have aggravated in variety and intensity. These include infrastructural, legislative administrative,
financial and sheer logistics.
In view of this, an urgent need to form a Body like HBI was felt and IMA MS has taken the initiative.
Undoubtedly, the leadership in healthcare delivery has slowly and steadily been passing into the
hands of entrepreneurs of all backgrounds and the medical profession is at risk of being relegated to
the sidelines.
The pre-eminent and dominant position of medical professionals in this vital sector needs to be
redefined and emphasized.
Some of the objectives of HBI are:
?
To assist and equip all healthcare institutions to provide quality healthcare by various
means, including Accreditation.
?
To represent and safeguard the interests of all healthcare institutions and their
personnel,
?
To monitor and intervene in all legislations regarding hospitals being considered by the
Parliament or State legislatures.
?
To represent and negotiate on behalf of the hospitals, issues of concern to hospitals, with
Governments and other appropriate National and International authorities.
?
To develop, adapt and endorse standards and protocols for hospital services.
Since the HBI has been constituted at the National level and the Maharashtra State level but this
institution cannot flourish unless the organization is strengthened at the branch level. Hence it is
imperative that we also start the Nagpur Chapter of HBI and enroll as many members as possible so
that the benefits which are to be accrued because of that trickle down to all the members.
It is our great pleasure to announce the formation of Nagpur Chapter of Hospital Board of India and
extend to you an invitation to become a member of HBI and help fulfill the above objectives by
making HBI a strong and effective Body. We enclose herewith the enrolment form and other details.
In case of any clarifications you are welcome to contact us.
Enclosing the membership forms.
With best wishes and looking forward to your early response.
Yours sincerely,
Dr. Sanjay Deshpande

RUNNING PATHOLOGY LABORATORIES IN PRIVATE PRACTICE
(Ethical & Legal Points)
th
IMA MS/1091/2014
14 March 2014
To,
The President / Hon. Secretaries
IMA Local Branches
Dear friends,
In today's day and age, all of us want to have a safe and trouble free practice. It is the duty of the IMA to
present before you certain ethical and legal points about running of pathology laboratories in private
practice.
Some members of IMA are either running in house Pathology Laboratories in their hospitals with the help of
technicians or referring their patients to the laboratories independently run by technicians.
The Medical Council of India has clearly stated that Pathology, being a part of modern scientific medicine, the
practice of the same is permissible only to registered medical practitioners with post graduate qualifications
in pathology.
The Hon. High court of Mumbai has passed an interim order in PIL No. 28/2005 on 10/10/2007, which clearly
states that only a qualified pathologist recognized by MMC or MCI (MD Pathology & DCP) can certify
pathology laboratory reports. No person with any other qualification is entitled to practice Pathology. Person
with qualifications of DMLT, MLT, CMLT, BSc, MSc Medical Biochemistry, PhD Biochemistry cannot certify
Pathology reports.
If the Doctor refers patients to an illegal laboratory and treats the patients relying on those reports, it is breach
of Code of Medical Ethics. In such cases, MCI can take disciplinary action against the respective doctor.
In case of any complications during treatment, the court may find doctors 'illegal ab initio' guilty of
negligence, if reports from illegal laboratories have been accepted. What this means is that if the first act itself
is illegal, all other subsequent acts need not be taken into consideration.
Reports from illegal labs are not admissible for medical insurance claims. If patient goes to consumer forum,
both technician who runs illegal lab and the doctor referring patient to such a lab are liable for payment of
compensation. There are cases where doctors had to pay compensation and MMC has taken action against
these doctors for breach of medical code of ethics. (Ref. Washim consumer forum).
It is the duty of the pathologist to personally supervise the process of testing and then authenticate the
reports. Pathologists are responsible for the reports which bear their signature & hence they should
personally supervise & authenticate the reports with due diligence. Dr. Rakesh Bhatnagar was found guilty by
Delhi Medical Council of giving his name to multiple laboratories. His registration was temporarily suspended.
The Indian Medical Association has always strived to uphold the highest ethical standards of the medical
profession. We hope every member understands the above mentioned points and implements the same in
their practice. The Association will not be in a position to help members in any way if they are found guilty of
supporting and associating themselves with illegal laboratories.
Thanking You,
Yours Sincerely,
Dr. Dilip Sarda
